  • Accidents involving wheelchair accessible vehicles have been frequently occurring since the introduction of these vehicles in the Korean market. However, detailed regulations, which are required to ensure the safety of the wheel-chair occupants, are unavailable. In this study, both domestic and international vehicle safety regulations are analyzed in order to select the regulations that are similar to the transportation environment of Korea. Sled tests with an actual wheel-chair accessible vehicle were carried out based on the analyzed regulation requirements, as well as the values of the HIC, belt loads, dummy movements, and wheelchair movements. The test results showed that the movements of the dummy and the wheelchair did not meet the criteria of the regulation due to the improper positioning of the restraint systems.

  • As the citizens' life and body are the object of medical practice, it should ultimately protect the citizens' right of health. For this reason, medical practice possesses characteristics of non-profit and public and such special characteristics caused heavy regulations in the medical industry as exemplified by medical advertisements. For advancement of market economy, the government has been moving toward relaxing regulations in the medical industry and this trend can be shown in medical advertisements. Moreover, as a type of commercial advertisements, medical practitioners should be able to express their freedom of expression and freedom to occupation. From the perspective of patients who are medical consumers, they need access to information to locate appropriate medical practitioners and institutions for their symptoms. Therefore, medical advertisements can help realize the patients' right to know. This study will first analyze the general theories behind the necessity of medical advertisements and details of regulations, then analyze the issues from the cases of the supreme court and the constitutional court that are related to dental medical advertisements.

  • Objectives : To direct methods of management and development of herbs and their derived products, and at the end of this study to inform the process of making new herbal drug regulations in Korea. Methods : This study analyzed the regulations and laws of western medicine drugs. Results : We have got some herbal prescriptions which are not in the eleven books of oriental medicine now in use but which have proved effective. We need to establish standards for permissions to produce medical products through those prescriptions. Besides, we need the special permissions to produce herbal products through prescriptions, especially those which have been used to treat incurable diseases. And, we can contribute to globalization of oriental medicine and to well situating of herb products and medicinal acupunctures if we produce them according to international standards. It is thought that herbal medicine has no side effect in the medical society in Korea. But, it is getting popular to administer herbal medicine and western medicine together. Thus, the side effects of taking both medicines at the same time should be documented. Conclusions : Herbal medicines and herbal products should be under the control over the whole process of production, circulation, and sales. Now, it is time for herbal medicine to be known to all over the world. Therefore, herbal medicine must meet and adhere to the standards set by the western society and WHO.

  • Uniform Computer Information Transactions Act (UCITA) is the first legislative attempt in the world that deals with transaction of digital information. This however gave rise to endless controversies and as of February 10, 2003, its life as the uniform law has expired. There are four kinds of relationships that UCITA regulates for the entities involved in information trading namely, 1) Relationship between licenser and licensee 2) The triangle relationship between dealers, end-user and publisher 3) Relationship between information right transferor and transferee 4) Relationship between financier, licenser and licensee. Amongst these, the most significant one is the triangle relationship amongst the publisher, commonly known as the licenser in the mass market, end-user and dealer. At the essence of the relationship is that the dealers is liable to refund the payment for the information regarding the end user if he/she does not agree with the publisher on the license of the common market. Looking at the relationship between license transferor and transferee, the transfer of license may be prohibited but the special contract must be conspicuously carried out. The relationship financier, licenser and licensee is unique to the United States and is rather unfamiliar to us. UCITA has been criticized for preferentially protecting the benefits of licensers especially when it comes to the specific regulations for the relationship. Therefore, it is not advisable to blindly accept UCITA regulations. However, UCITA does have components that we can utilize in formulating our own digital information trade regulations, save its proprietary nature as an American law and its preferential treatment for licensers.

  • This paper analyzes the backgrounds of the standards for protection against electric shock in Global Technical Regulations (GTR) of Fuel Cell Vehicle (FCV). Targets on research were high voltage criteria, safety current, isolation and grounding resistance, time limitation, energy, adequate clearance, and test procedure. Based on human impedance and effect of current in IEC 60479-1, safety of human was examined. Then, isolation and grounding circuit model of FCV were analyzed theoretically. The results give several suggestions: touch voltage less than 25V, AC energy less than 0.0813J, separation considering middle finger length, grounding resistance less than $0.2\Omega$, maximum AC ground voltage of 1V (rms), and isolation resistance between earth and electrical chassis. In MATLAB/Simulink environment, error characteristics of isolation resistance measurement procedure using internal DC sources were analyzed under variations of internal resistance of voltmeter and isolation resistance.

  • The command control system, like the human brain and nervous system, is a linker that connects the Precision Guided Missile(PGR) in information surveillance and reconnaissance (ISR) and is the center of combat power. In establishing the future command and control system, the ROK military should consider not only technical but also institutional issues. The US Department of Defense establishes security policies, refines them, and organizes them into architectural documents prior to the development of the command and control system. This study examines the security architecture applied to the US military command control system and analyzes the current ROK military-related policies (regulations) to identify security requirements for the future control system. By grouping the identified security requirements, this study identifies and presents field-specific enhancements to existing security regulations.
