센서스인구 대 주민등록인구: 지역별 사망률 연구에서 어느 인구를 분모로 사용하여야 하나? (Census Population vs. Registration Population: Which Population Denominator Should be used to Calculate Geographical Mortality)

  • Objectives: Studies on the geographical differences in mortality tend to use a census population, rather than a registration population, as the denominator of mortality rates in South Korea. However, an administratively determined registration population would be the logical denominator, as the geographical areas for death certificates (numerator) have been determined by the administratively registered residence of the deceased, rather than the actual residence at the time of death. The purpose of this study was to examine the differences in the total number of a district population, and the associated district-specific mortality indicators, when two different measures as a population denominator (census and registration) were used. Methods: Population denominators were obtained from census and registration population data, and the numbers of deaths (numerators) were calculated from raw death certificate data. Sex- and 5-year age-specific numbers for the populations and deaths were used to compute sex- and age-standardized mortality rates (by direct standardization methods) and standardized mortality ratios (by indirect standardization methods). Bland-Altman tests were used to compare district populations and district-specific mortality indicators according to the two different population denominators. Results : In 1995, 9 of 232 (3.9%) districts were not included in the 95% confidence interval (CI) of the population differences. A total of 8 (3.4%) among 234 districts had large differences between their census and registration populations in 2000, which exceeded the 95% CI of the population differences. Most districts (13 of 17) exceeding the 95% CI were rural. The results of the sex- and age-standardized mortality rates showed 15 (6.5%) and 16 (6.8%) districts in 1995 and 2000, respectively, were not included in the 95% CI of the differences in their rates. In addition, the differences in the standardized mortality ratios using the two different population denominators were significantly greater among 14 districts in 1995 and 11 districts in 2002 than the 95% CI. Geographical variations in the mortality indicators, using a registration population, were greater than when using a census population. Conclusion: The use of census population denominators may provide biased geographical mortality indicators. The geographical mortality rates when using registration population denominators are logical, but do not necessarily represent the exact mortality rate of a certain district. The removal of districts with large differences between their census and registration populations or associated mortality indicators should be considered to monitor geographical mortality rates in South Korea.

인구총조사에 주민등록 행정자료 활용을 위한 자료매칭연구 (Data Matching Research to Use Resident Registration Administrative Data in the Population Censuses)

  • 다변하고 복잡한 현대사회에서 1인 가구, 맞벌이 가구, 노인인구의 증가와 사생활보호의식의 강화 등의 조사환경은 많은 비용과 시간이 소요되는 기존방식의 인구총조사에 변화를 요구하고 있다. 덴마크와 핀란드 등 북유럽 선진통계국가의 행정자료를 활용한 경험사례에 비춰볼 때, 우리나라도 주민등록 행정자료 등을 활용한 등록센서스에 대한 깊은 연구가 필요하다. 행정등록자료에 기반을 둔 등록센서스는 조사비용의 절감과 조사의 정확성, 신속성을 높일 수 있을 뿐만 아니라 행정자료 간 연계를 통해 고급통계를 생산하여 다양한 통계수요에 부응할 수 있을 것이다. 본 연구는 인구총조사 개선뿐만 아니라 앞으로 다가올 정보화시대의 센서스에 대비하기 위해 주민등록 행정자료와 2005년 인구총조사 결과를 연계하여 차이점을 살펴보고 인구총조사에 적용할 수 있는 정책적 제안 및 방향을 제시하였다. 연구방법은 개인의 비밀을 최우선으로 하면서 실증적인 연구가 되기 위해 부산해운대구와 충북 보은군을 대상으로 동일주소 내의 나이, 성별을 매칭값으로 연계성을 살펴보고, 매칭율이 매우 낮게 나타난 지역(충북 보은군 회남면)을 대상으로 인구총조사와 주민등록 행정자료를 직접 비교하는 방법을 사용하였다. 특히 2005년 인구총조사 결과와 비교성을 높이기 위해 주민등록 행정자료를 출생 및 사망, 전출 및 전입 등에 대한 정보를 이용하여 2005년 11월 1일 기준으로 자료를 생성하였다.

인구통계학적 분석을 이용한 우리나라의 센서스 및 동태자료에 대한 질적 평가 (Quality Evaluation for Census and Vital Statistics of Korea Using Demographic Analysis)

  • 인구통계학적 분석(Demographic Analysis: DA)은 센서스 및 동태자료의 포함오류에 대한 질적 평가를 위해 센서스 후 조사(Post Enumeration Survey: PES)와 함께 널리 이용되는 방법이다. 그러나 우리나라에서는 인구통계학적 분석이 시행된 적이 없으며, 해외 인구통계학 논문에서는 인구통계학적 분석을 통해 우리나라 사망자 등록의 후진성을 지적하고 있다. 본 논문에서는 다양한 인구통계학적 분석방법을 소개하고, 한국의 현실에 맞도록 변형시킨 방법을 제시한다. 또한 이를 이용하여 1985년부터 2010년까지의 센서스 및 사망자 자료를 분석한 결과, 우리나라의 사망자 자료는 해외 논문의 결과와 달리 완성도(completeness)가 높은 것으로 나타났다. 센서스의 연도별 연령별 누락률을 추정하여, 센서스의 비정상적인 코호트의 증가 현상, 성비, 그리고 연령비의 이상 현상에 대해 분석하였다.

인구통계자료에 나타난 한국인 국제결혼의 사회인구학적 특성 분석 (Analyses of the Socio-demographic Characteristics in International Marriage of Koreans by Census Data)

  • The purpose of this study is to review the trend in international marriage of Koreans based on Census data from 2001 to 2007 and to analyse socio-demographic characteristics of the married couples. This study remarks that as the primary causes underlying the recent increase in international marriages of Koreans, the change of worldwide condition such as globalization and localization, the condition of countries to leave immigrants, the change of sex/age ratio in population, and the change of value systems are addressed. Census data from the marriage and divorce registration for the period 2001-2007 are analysed. This study covers analysis of foreign partners' nationalities, remarriage, age gap between partners, education levels, male partners' occupation, region of residence and divorce in international marriage of Koreans.

우리나라 호구조사제도의 역사적 고찰 (Historical Development in the Population and Household Survey System in Korea)

  • The historical study reveals that our ancestors had maintained a system which could produce data on population and households. The main purposes of maintaing the system at that time were taxation and conscription. At the present time, however, there are three major data sources which produce the statistics on pop-ulation and households in Korea : Civil Registration System, Resident Registration System and Popula-tion Census. These three systems are found to have some problems. there are some inherent problems in the regis-tration systems, such as problems in its coverage, accuracies in contents and timeliness in reporting the vital events and publishing the results. The population census has also non- sampling erors, such as errors in coverage, respone and non-response. Apart from the above mentioned problems, there are also conflicting problems arised from having three data sources, We can find some overlapping problems and difficulties in comparative studies. In the future, these problems should be considered for the improvement of the quality of statistics on population and household.

2008 서울서베이 표본추출틀 구축 및 표본추출 사례 연구 (A Case Study on the Construction of the Sampling Frame and Sampling Design for 2008 Seoul Survey)

  • 추출된 표본을 바탕으로 관심 모집단의 특성을 파악하는 조사연구에 있어서는 실제로 표본이 추출되는 표본추출틀의 모집단 대표성이 매우 중요하다. 표본추출틀이 관심 모집단을 적절한 수준으로 포함하지 못하는 경우 심각한 표본추출틀 편향이 발생하게 되고 이로 인하여 효율적인 추출법에 의하여 추출된 표본의 통계적 신뢰도 역시 손상된다. 그러나 대규모 조사를 위한 표본추출틀의 구축은 시간과 비용의 측면에서 비효율적이고 따라서 국가에서 제공하는 전수 조사 기반의 표본추출틀이 흔히 사용된다. 대표적으로 국내의 가구조사를 위한 표본추출틀로는 매 5년마다 시행되는 인구주택총조사 기반의 자료가 사용된다. 그러나 인구주택총조사 기반 표본추출틀의 경우 인구주택총조사 시점과 실제 조사 시점과의 시간적 차이로 인한 표본추출틀의 모집단 대표성에 문제가 발생하게 된다. 특별히 인구 유동성이 심한 서울과 같은 대도시의 경우 시간의 경과에 따른 모집단 분포의 변화가 심하게 나타나리라 예측할 수 있다. 따라서 본 연구에서는 2008 서울서베이 가구 조사를 위해 새롭게 표본추출틀을 구축한 것과 새 표본추출틀을 기초로 하여 표본을 추출한 사례를 다룬다. 기존 인구주택총조사 기반 표본추출틀이 시간이 지남에 따라 대표성을 상실하는 문제점을 지적하고 주민등록 DB와 과세대장 DB를 기반으로 한 새로운 표본추출틀을 2008년 서울서베이 가구조사를 위한 표본추출틀로 제시하였다. 새롭게 작성된 표본추출틀로부터의 가구표본추출과정과 가중치 및 모평균 추정량 또한 제시되었다.

주민등록자료와 인구주택총조사의 연령별 비교에 관한 연구 (Comparison of Resident Register With Census Data According to Age Groups)

  • 이 연구는 주민등록자료와 인구주택총조사의 연령별 비교를 통하여 주민등록자료의 활용가능성을 분석하였다. 연령대 비교 결과, 주민등록인구와 총조사인구의 차이가 생애주기와 밀접하게 관련되었다. 주민등록 신고의 부정확성 때문으로 추정되는 노인층 이외는 주로 경제적 사회적인 이유로 활동이 활발한 연령층에서 총조사에 포함되지 않는 인구가 늘어남으로써 주민등록과의 차이가 커지는 것으로 나타났다. 특히 $15{\sim}24$세의 연령층에서는 대학 진학이나 경제활동 등의 이유로 인하여 대학과 공단 소재지로 집중 이동하면서 주민등록이전을 수반하지 않는 경우가 많아서 주민등록과 총조사인구 사이에 큰 차이가 나타나는 것을 확인하였다. 이상의 분석은 연령대별로 차이율을 파악하는 것이 주민등록의 활용가능성을 평가하는데 매우 중요하다는 사실을 보여준다. 주민등록인구와 총조사인구의 차이가 우연하게 나타나는 것이 아니라 구조적인 성격을 가진다는 사실은 두 조사의 차이를 예측하고 설명할 수 있는 가능성과 오차에 대한 개선의 가능성을 제시한다.

인구동태신고 및 통계조사의 개선방안 (A Study on Improvement of Vital Registration and Statistics System in Korea)

  • 1.Objectives of the Study It is a well known fact that a prompt and reliable data on demographic information is essential in a proper planning and evaluation of any program of national or community level. Especially vital statistics are an important demographic component among demographic information. Realizing the importance of vital statistics, the government has made some efforts for years to improve the vital registration system which has a close relationship with the production of vital statistics. However, it is still observed that there are some limitations in utilizing vital registration data due to considerable amount of vital events which are never registered and registered but not in time or inaccurately, even though vital registration system in Korea has sound legal basis. In this connection, the objectives of the study is as follows :(1) To examine some problems of the vital registration system in various aspects, (2) To make improvement programme of continuous Demographic Survey as a supplementary source of vital statistics, and (3) To find out some alternatives for making it possible to produce and utilize the reliable vital statistics by developing analytical methodologies on that. 2. Current Situation of Vital Registration System All the vital events, i.e. births, deaths, marriages and divorces, are to be registered in time under the Civil Registration Law, Statistics Law and Regulation on Vital Statstics as a duty of people. Some recent tendencies in each of recent registration are summarized as below: (1) The completeness of vital registration .Out of all births which are occurred during a year, around 75% of those compared to the estimates are registered in the year of occurrence. .In case of death registration, the percentage of registration in the year of occurrene has been gradually increased from 86.2% in the year of 1980, but it is still below the level of 90% compared to the estimates. .The percentage of registration for marriages and divorces in the year of occurrence out of total registered numbers was revealed to be 69% and 73% respectively in 1985. (2) Continuous Demographic Survey .It is a kind of sample survey for the purpose of producing reliable vital statistics which could not be provided by the vital registration. .It covers about 17, 000 sample households at national level and important information for vital events are collected in every month by 323 expertized enumerators who are regular staff of the government. .Although the result of the survey seems to be more reliable than of vital registration, the reliability of the data is still bellow the acceptable level if compared with relevant information from other sources such as population census or special surveys. 3. Problems of Vital Registration System There are four major obstacles in improving vital registration system in Korea; (1) In general, policy priority is not given on any programme of improving vital registration system. It is, therefore, very difficult to formulate comprehensive programme through having cooperation from related authorities and sufficient financial assistance. (2) In all the laws related and system itself, there is substantial degree of overlap and irrationality. Registration of each vital event is maintained according to several laws and regulation such as Civil Registration Law, Statistics Law, Resident Registration Law and Regulation on Vital Statistics. However they are mutually overlapped and overall supervision can not be done systematically due to lack of co-operation among the authorities concerned. (3) The administration of vital registration system seems to be working inefficiently, because of most of civil servants who are in charge of vital registration are lacking of conception on vital statistics and also there is a certain extent of regidity in handling the works. Therefore, they are doing their jobs in a passive way. (4) A substantial proportion of vital events occurred is not registered within the legal time limit (i.e. within one month after the occurrence in case of birth and death) or not registered forever. Some of social customs and superstitution seem to be the potential causes especially in case of births and deaths. 4. Recommendations for the Improvement of Vital Statistics (1) Reporting systems such as civil registration, vital statistics and resident registration should be integrated under the single law. Also, administrative supervision, personnel and budget with regard to the registration system should be under the control of a single ministry. (2) It is necessary to simplify the procedures and methods of reporting vital events, i.e., reducing number of sheets of the form, making corrections easily, reducing registration items, etc. (3) Continuous Demographic Survey as a supplementary source of vital registration should be improved and special ad-hoc surveys should be conducted wth regular interval. (4) In-depth analysis should be done using various sources of data on vital statistics. 5. Concluding Remarks From this study, we can notice that temporary campaign and motivation programs are not sufficient to improve the quality of vital statistics. Strong intentions and continuous efforts of the government are needed for the improvement of the vital registration system. Furthermore, most of the data collected through the registration are not properly analyzed and utilized, partly due to the lack of appreciation among high-level governmental officials of the need for vital statistics. It is, therefore, requested that long-term improvement programs of vital statistics be implemented with policy priority and continuous efforts be given to this purpose as a long-term goal of development in Korea.
