등록문화재 제도에 있어서 경제적 관점을 통한 근대건축물의 보존 및 활용에 관한 연구 (The Preservation and Utilization of Modern Building of the Registered Cultural Properties System through Economical Approach)

  • 문화재 등록은 소유주에게 피해만 입히는 행위인가? 문화재의 보존은 경제적 가치가 없는 일인가? 보존과 개발은 반드시 갈등구조 속에서 존재할 수 밖에 없는가? 상호보완관계에서 풀 수는 없는 것인가? 이러한 관점에서 보존과 개발이 첨예하게 대립하고 있는 등록문화재를 중심으로 그에 대한 경제적 해결방안을 살펴보고자 한 이 논문은 1) 등록문화재를 환경조형물로 인정하는 방안과 2) 등록문화재의 랜드마크적 기능을 인정하여 이로 인하여 얻는 이익금의 일부를 보상받는 방안 3) 건축법에서의 높이제한에 대한 완화규정 적용 4) 건축법에서의 건폐율과 용적율 완화규정 적용하는 방안 등을 제안하고 있다. 우리가 근대건축을 보존하고 가치를 부여하는 것은 과거의 향수를 달래기 위한 감상적인 접근이 아니라 현재 우리의 삶을 풍요롭게 만들 수 있는 기반이며, 앞으로 새로운 삶을 충족시킬 수 있는 수준 높은 새로운 건축을 위한 창조적 행위이다.

근대건축 등록문화재의 보존 방안에 관한 연구 (A Study on the Preservation Method of Modern Registered Architectural Cultural Properties)

  • This study suggests institutional and methodological approaches for preservation of South Korea's registered cultural properties of modern architecture. The suggested approaches are as follows. First, in order to improve the current registration and preservation system for cultural properties, we need to employ both structure-based classification and style-based classification. Registration criteria for modern architecture properties need to include more detailed classification in terms of their structure: brick structure, steel concrete structure and post lintel structure. In terms of construction style, the properties need to be further classified into the western style, the traditional style and the Korean-western eclectic style. In addition, protection of registered cultural properties need to be achieved through legislation of a protection system. Second, while the current system sets out six methods for preservation of registered cultural properties of modern architecture, more specific preservation methods types and plans need to be continuously introduced. In particular, as for the method of partial preservation, the method needs to be further classified based on the usage of the relevant structure so as to allow for more diverse options. First, the 'Preservation by Interior Alteration' needs to be added to the category, where the exterior is preserved as it is and the interior is preserved through alteration. Also needs to be added the preservation method where the interior space is preserved as it is and the exterior space is altered, in case the finishing materials of the exterior has deteriorated. Third, if the records on registered cultural properties of modern architecture are to provide the functions of legal evidences regarding management of architectural cultural properties, sources of knowledge required for policy making and implementation and past management record for the future, each phase needs to be closely connected in an organic manner, and we need to establish a management system and plan that go beyond the relevant organizations. Fourth, in order to preserve South Korea's registered cultural properties of modern architecture in its original state, it is imperative to prepare separate criteria for registration of technicians with expertise on modern architecture, and train experts and technicians on modern architecture, which is distinguished from the traditional architecture.

전라남도 등록문화재의 수리공사에 관한 조사 연구 -수리공사에 따른 재료 및 형태 변화를 중심으로- (A study on repairing construction of Registered Cultural Properties of Jollanamdo -In consideration of material and patterns by repairing project-)

  • This study is a research examining reshaped pattern in the perspective of repairing parts and materials through repairing renovation of registered cultural properties constructed in modern times and results are as followings. Repairing construction of registered cultural properties of Jollanamdo according to parts is shown numerously in the order of roof, walls and windows, and mostly outworn as time passes on and leakage were the main cause of repair. Also when original shape was damaged by previous repair in the past, and this was another reason of repairing. It was surveyed that among the repairing job repair of damage occurred on the part of roofing area including water leakage, corrosion and damage of roofing material, and damage of groove channel were the most main cause of repair. Especially when roof leakage is occurred by outworn of roofing materials, this cause corrosion and damage of materials due to the damage of leakage parts and this cause repeating cycles of worse leakage again and again. Main repairing materials which deform the original shape of registered cultural properties were confirmed as copper plate used on the roof. Copper plate showing high frequency of application which replaces groove slate or cement roofing tile used on the roof before has high durability and anti-corrosion but it is considered improper material to recover original shape.

현대(現代) 중국(中國)의 전통의약(傳統醫藥) 무형문화유산(無形文化遺産) 현황(現況) 및 보호조치(保護措置)에 관한 연구(硏究) (A study of the status of Traditional Chinese Medicines as intangible cultural heritages and of the measures taken to protect them)

  • This study was conducted to analyze the status of the traditional medicines registered by the Chinese state as intangible cultural heritages, and of Chinese acupuncture and moxibustion registered by UNESCO as world intangible cultural heritages in 2010, in connection with the need to have Traditional Korean Medicine skills similarly registered as world intangible cultural heritage items. Since UNESCO's adoption of the Convention on the Safeguarding of Intangible Cultural Heritages in 2003, the Chinese government has pushed ahead with efforts to explore and protect intangible cultural heritage items and have them registered as world intangible cultural heritages. Thus, Benchaogangmu (本草綱目) and Huangdineijing (黃帝內經) were listed on UNESCO's Memory of the World Register while Chinese acupuncture and moxibustion were registered as world intangible cultural heritage properties. For Traditional Korean Medicine skills to be listed as world intangible cultural heritage properties, steps should be taken first to include the skills in the list of domestic intangible cultural heritage items and to make further explorations in the sector. Such efforts are also important in terms of the need to establish the legitimacy of Traditional Korean Medicines.

독일 산업·기술문화재 한자 코크스 제조소 재생사례 분석 (Analysis on the Characteristics of the Precedents for Industrial/Technological Cultural Properties of the Hansa Coking Plant)

  • The Industrial/Technological Cultural Properties are being protected, the rest facing with demolition and damages. In order to better cope with such situation, Korea has officially introduced the Registered Cultural Properties System since 2001 and began acknowledging the historical values of industrial buildings as modern cultural properties. In the Nordrhein-Westfalen, Germany, there are approximately 3,500 industrial buildings under the cultural asset protection and management not only in the Ruhr-region but also state-wide. Among these, this case study focuses on the Hansa Coking Plant, a large-scale Revitalization project to rehabilitate the old industrial complexes and facility buildings that have been shut down on December 15, 1992. Purpose of this study is to analyze main project plans of each facility in the Hansa Coking Plant and to bring out the main features of the plans, so that they can be utilized to find suggestions for Industrial/Technological Cultural Properties Revitalization in Korea.

근현대 조경유산 보존을 위한 등록문화재 제도개선 방안 연구 (A Study on the System Improvement of Registered Cultural Properties for the Preservation of Modern and Contemporary Landscape Heritage)

  • 국제적으로 근현대 유산의 조경적 가치에도 주목하고 이를 전승하기 위한 노력이 전개되고 있지만, 아직 우리나라는 근현대 조경유산의 등록문화재 등록이 미미한 실정이며 이와 관련한 제도개선 방안에 대해서도 논의된 바가 거의 없다. 이에 따라 본 연구는 근현대 조경유산도 법제도권 내에서 보호받고 그 가치가 조명될 수 있도록 등록문화재 제도의 등록기준과 분류체계 개선 방안을 모색하였다. 현재 등록문화재의 등록기준은 유산의 유형별로 규정되어 있지 않고 포괄적인 단일 기준으로 규정되어 있다. 유산의 조경적 가치가 검토될 수 있도록 등록기준이 별도로 마련되어야 한다. 영국과 일본의 유사 제도를 참조하여 등록기준은 첫째, 조경문화의 발전을 이해하는데 중요한 가치를 지니고 있는 것, 둘째 시대를 반영하거나 특징짓는 조경이 잘 남아있는 것, 마지막으로 주요 작가의 작품, 중요한 인물 또는 역사적 사건과 관련된 것으로 규정되어야 한다. 분류체계는 기연구된 대분류-중분류-소분류의 건조물 문화재 분류체계와 정합성을 이루면서 근현대 조경유산의 세부 유형이 구체적으로 명시되어야 한다. 대분류는 건조물 분류체계를 따르되 중분류에 단일 조경유산이라고 할 수 있는 공원 및 녹지, 광장, 정원이 추가되어야 한다. 건조물 유산과 결합된 정원 등의 조경유산은 건조물의 중분류를 토대로하여 소분류에 세부 유형이 명시되어야 한다. 이러한 분류체계는 향후 전수 조사되어야 할 등록 가능성이 있는 근현대조경유산의 분류 근거로도 활용될 수 있을 것이다.

The Characteristics of the Cultural Tourism Resources Distribution along the Nakdong River Basin

  • Many various kinds of tourism resources have been distributed along the Nakdong river basin. Previous researches have focused mainly on environmental studies, including water quality control, industrial use of water, biodiversity, etc, with little research done in the field of tourism studies. Central to this study, therefore, is the identification and analysis, from the perspective of cultural tourism, of the area's distribution and characteristics of cultural properties registered by the MOCT. Review of related literature reveals : 1) spatial range bound with the jurisdiction of the river basin like DREO and NRBEO ; 2) analytical subjects limited to cultural properties designated by the three different administrative units of government, city and province. Along with the DREO's predominance over the NRBEO in the total number of cultural properties, the result finds that two cities, Andong and Gyeongju of Gyeongbuk are assigned ownership of most of the cultural properties under the jurisdiction of DREO, while Gyeongnam that of most of the ones under the NRBEO. However, those findings suggest the simple number of cultural properties with no significant level of importance and rarity value reflected. Therefore, future studies need to develop quantified modelling keeping cultural variables in mind and create cultural indices of the competitiveness of the local governments.

문화 예술 공간으로 재활용된 오버하우젠의 가스탱크 재생사례 분석 (Analysis on the Characteristics of the Precedents for Industrial/Technological Cultural Properties of Oberhausen Gasometer that have been Recycled as Cultural Space)

  • Unlike traditional cultural assets, industrial assets are closely tied with contemporary life in numerous ways, and have acted as a bridge between the traditional architectural buildings and contemporary architectural buildings, reflecting the overall economical, social and cultural portraits of that time. Reinvestigating them in a new light, granting just and fair values, and preserving and transmitting these modern cultural heritages is a method of preserving the historical and cultural traditions in order to keep own identity and integrity. Nowadays, however, due to various sprawling developments and new development-oriented urban policies, only a select few industrial assets are being protected, the rest facing demolition and damages. In order to better cope with such situation, Korea has officially introduced the Registered Cultural Properties System since 2001, and began acknowledging the historical values of industrial buildings as modern cultural properties. By systematic analysis and deduction of characteristics from successfully recycled precedents such Oberhausen Gasometer in the state of Nordhein-Westfalen that have been preserved and recycled as cultural spaces, this paper aims to find and propose suggestions to rehabilitate and recycle the industrial cultural properties in Korea.
