The purposes of this study are to make an analysis the sensible degree in Korea by using the formulas prepared by Watanabe, and to divide the climatic classification by the sensible degree in order to apply in practical life. Most data(air temperature, relative humidity, wind velocity, atmospheric pressure) are extracted from the "Climatic Table of Korea, Volume II(1961~1990)" issued by the Korea Meteorological Administration. As a result of this study, distribution patterns of the sensible degree are similar to isotherms when the wind velocity is zero, and then the sensible degrees are reduced with the increase of latitude. And western coastal and inland regions have larger values than eastern coastal regions in summer. However, the cont-rary distributions are shown in winter. When the wind velocity is not zero, distribution patterns of the sensible degree are influenced by the wind velocity. In summer, the values of central and southern inland regions are especially higher than the coastal regions, and most northern districts and some inland regions (Kangnung, Ulchin, Yongju etc.) have low values in winter. Then, the climate of Korea is divided into four patterns as follows : Yow means the sensible degree when the wind velocity is zero in winter. Yow > 3 : Jeju Island and southern coastal regions Yow = 0~3 : Most southern district and eastern coastal regions of central districts Yow = -3~0 : Most central districts and some eastern coastal regions (Hamheung, Youngheung, Won-san etc.) of northern districts Yow < -3 : Most northern districts and some inland regions(Inje, Hongcheon, Yang-pyeong etc.) of cent-ral districts.districts.

The authors emphasize that the Republic of Kazakhstan is characterized by significant differences in the level of innovation capacity of regions. This article summarizes that the result of the monitoring of innovation potential of the regions are prerequisites for innovation policy adjustments, make it more dynamic, which ultimately contributes to its effectiveness. So, there are substantial differences in the level of innovation potential of the regions in the Republic of Kazakhstan, meanwhile it is noted that most regions' innovative features and potential can be assessed as average. After analysis of previously used methods, it can be concluded that the ranking of the level of innovation potential of regions takes place in the following order: High level of innovative potential: East Kazakhstan (3 matches), Almaty city (2 matches), Pavlodar (2 matches) and Zhambyl regions (2 matches); Low level of innovative potential: Almaty (2 matches), Mangistau (2 matches), West Kazakhstan (2 matches), Kyzylorda oblast (2 matches). In conclusion, it is emphasized that monitoring of innovative potential of regions creates the preconditions for innovation policy adjustments. These adjustments make the policy more dynamic and contribute to its effectiveness in the long run.

A set of measures to regulate the investment processes of the regions has been identified. The mechanism of attraction of investment resources in innovative development of regions in the conditions of sustainable development is outlined. The results of activity of separate Agencies of regional development for 2020 in the direction of investment and innovation activity and increase of level of investment attractiveness of regions are analyzed. Important prerequisites for the effective implementation of the organizational-economic mechanism for attracting investment resources in the innovative development of regions in terms of sustainable development are identified. The main directions of directing the efforts of the organizational-economic mechanism to ensure the attraction of investment resources in the innovative development of regions in the context of increasing the level of investment activity in the regional aspect are substantiated.
Over the last three decades, Performance-based Earthquake Engineering (PBEE) has been mainly developed for high seismicity regions. Although information is abundant for PBEE throughout the world, the application of PBEE to lower-seismicity regions, such as those where the magnitude of the maximum considered earthquake (MCE) is less than 6.5, is not always straightforward because some portions of PBEE may not be appropriate for such regions due to geological differences between high- and low-seismicity regions. This paper presents a brief review of state-of-art PBEE methodologies and introduces the seismic hazard of lower-seismicity regions, including those of the Korean Peninsula, with their unique characteristics. With this seismic hazard, representative low-rise RC MRF structures and high-rise RC wall residential structures are evaluated using PBEE. Also, the range of the forces and deformations of the representative building structures under the design earthquake (DE) and the MCE of South Korea are presented. These reviews are used to propose some ideas to improve the practice of state-of-art PBEE in lower-seismicity regions.
Magnetic helicity injection in 28 solar active regions producing 46 CMEs was investigated to find its relationship with the occurrence and speed of CMEs. The helicity injection in the active regions under investigation was calculated using full-disk 96 minute MDI magnetograms. The major findings of this study are as follows. First, the 46 CMEs are categorized into two different groups by two characteristic evolution patterns of helicity injection in their active regions: (1) a monotonically increasing of helicity accumulation (Group A; 30 CMEs in 23 active regions) and (2) significant helicity injection followed by its sign reversal (Group B; 16 CMEs in 5 active regions). Second, a fairly good correlation between the helicity injection rate and the CME speed is found for the 30 CME events in Group A. Further statistical studies, however, are needed to check whether the two characteristic helicity patterns are shown in other CME-productive active regions.
This paper presents a method of topological modeling using only low-cost sonar sensors. The proposed method constructs a topological model by extracting sub-regions from the local grid map. The extracted sub-regions are considered as nodes in the topological model, and the corresponding edges are generated according to the connectivity between two sub-regions. A grid confidence for each occupied grid is evaluated to obtain reliable regions in the local grid map by filtering out noisy data. Moreover, a convexity measure is used to extract sub-regions automatically. Through these processes, the topological model is constructed without predefining the number of sub-regions in advance and the proposed method guarantees the convexity of extracted sub-regions. Unlike previous topological modeling methods which are appropriate to the corridor-like environment, the proposed method can give a reliable topological modeling in a home environment even under the noisy sonar data. The performance of the proposed method is verified by experimental results in a real home environment.
Safe, fast, efficient and effective railway is a main factor of economic development level of every country. This paper uses the DEA method to evaluate and compare the efficiency of 12 Regions of RAI. In addition, we introduce the reference(s) unit(s) for every inefficient region, and determine the amount of input decrease and/or output increase need to become them efficient. Findings indicate that in 2006, 4 regions of 12 are in Constant Return to Scale (CRS) status and 7 of them in Variable Return to Scale (VRS), and the average efficiency is 0.730 and 0.888, respectively. In other words, RAI works 27 percent under its capacity. More over results indicate that Hormozgan, Khorasan, Tehran and Isfahan Regions have the most efficiency respectively. The results show that the 8 regions, have been working in Increaser Return to Scale and 4 reminder Regions in Decrease Return to Scale. According to this results, we submit the suitable suggestion for improve the efficiency of the inefficient regions.

In the workflow of 360 video coding of JVET (Joint Video Experts Team), firstly the 360 videos are projected onto the 2D plane with diverse projection formats, such as Equi-Rectangular Projection (ERP), Cubemap Projection (CMP), Rotated Sphere Projection (RSP), etc. The projection format of RSP has inactive regions in the converted 2D plane. The inactive regions may cause visual artifact as well as the reduction of the coding efficiency due to discontinuity at boundaries between active and inactive regions. In this paper, to overcome these problems, the inactive regions are padded by using two types of adjacent pixels. Then padded regions of RSP are blended with inactive regions padded by proposed method. The experimental results demonstrate that, in terms of end-to-end WS-PSNR-NN, the proposed method achieves 0.1% BD-rate reduction. In addition, the visual artifacts along the borders between discontinuous faces are noticeably reduced.
We present a way of quantitatively characterizing solar active regions on the basis of their evolutionary paths. To determine characteristic properties of active regions with different sizes and configurations, we use a physics-based model to derive a relation between emerged magnetic flux and injected magnetic helicity (Flux-Helicity relation), the former of which gives scale information while the latter represents the magnetic field configuration of an active region. We demonstrate how this relation provides evolutionary paths of active regions and determines their characteristic properties, through a comparison with modeled active regions obtained from magnetohydrodynamic simulations.
The relation between light sources and screen cells is considered part of the theoretical model of an autostereoscopic 3D display. The geometry of the image and observer regions is presented, including the cases of single and multiple regions. The characteristic function is introduced. Formulas for the geometric parameters are obtained, including areas and angles. Special attention is drawn to the screen location. The method of transforming the formulas between regions is stated. For multiple regions, geometric dissimilarity was found. This allows the model to be applied in finding the geometric characteristics of multiview and integral-imaging 3D displays.
