A status analysis and focus group interviews with librarians, school librarians and experts were conducted to find a new direction for revitalization of 19 public libraries affiliated to the Chungcheongnam-do Office of Education in the context of the advent of a new educational environment following the 4th industrial revolution. Through the research method, the knowledge experience edu library through the library community school was set as the vision of a public library belonging to the Chungnam Office of Education. The direction of public library service as an edu-library was divided into specialization as an educational library, life cycle customized service, knowledge experience-oriented service, and 4th industrial revolution intelligent information society service. Based on the traditional functions of the library, the space that the future public library should have was presented as an experiential learning space. In this study, a specialized direction for strengthening the educational function of libraries belonging to the Chungnam Office of Education was presented, which will contribute to finding ways to cooperate with schools and school libraries, and will provide a basis for preparing directions for libraries belonging to other regional offices of education.

In most countries, public libraries play a role as a knowledge and information hub for local communities, a complex cultural space, and a third place for meetings and communication. Among the work of public libraries for this purpose, the key point is systematic collection development, and the established collection is essential for all knowledge and information services. In particular, local representative libraries must perform legal duties as a comprehensive knowledge information center for metropolitan governments, and develop, preserve, and service specialized collections that are difficult for other public libraries. Therefore, we analyzed the development cases of specialized collections of public libraries in large cities in foreign countries and local representative libraries in Korea, surveyed the degree of awareness of specialized collections for employees of public libraries and the cultural to geography in Gyeongbuk region. Based on the background information, this study proposed the development plan and establishment strategy of the Gyeongbuk Library specialized collection, which was named "Gyeongbuk Knowledge and Cultural Heritage."

This study aims to investigate the current state of digital literacy education in Korean public libraries and suggest improvements. The education programs were analyzed, which are offered in the National Library of Korea and related social and educational institutions, in order to explore the digital literacy education program required for public libraries. An interview was conducted with 38 librarians of the regional central libraries. Respondents reported that a cooperative program for digital literacy education with national library is essential, due to the lack of the budget and digital literacy resources. Based on the analysis, a model of the National Digital Library Information Literacy Education and the cooperative programs for digital literacy education were proposed.

The purpose of this study is to derive the operation strategies for establishing the mid-to-long-term comprehensive library development plans considering the identity and specificity of Anyang City. For this purpose, this study proceeded as follows. First, to understand the internal and external environment and regional characteristics of Anyang City, various literature and statistical data related to Anyang City were collected, analyzed, and organized. Second, the operation status of Anyang municipal libraries was analyzed with data such as 「National Library Statistics System」, 「Gyeonggido Public Library Yearbook」, and various library-related laws. Third, a survey with open-ended questions was conducted for twenty-six librarians working in Anyang municipal libraries to collect opinions on the identity of Anyang and the overall operations of the libraries. Lastly, by reflecting the current status analysis, the latest library trends, policies, and sociocultural environments, detailed operation strategies that can serve as a basis for establishing mid-to long term development plans for Anyang municipal libraries in the future were proposed. The above operating strategies were proposed by dividing into six areas such as (1) the plans for organizational system and manpower composition, (2) the facility plans for balanced regional development, (3) the collection development and preservation direction, (4) the special subject materials service plans, (5) the for establishing cooperation system, and (6) the public relations plans.

In this study, to set the direction of improvement and development Library One Service, a current status survey was conducted for regional centers and libraries participating in Library One Service, and satisfaction surveys were conducted for users. As a result, it confirms that the user had a positive perception of the Library One Service, but there were various considerations and service improvements from the user and manager side. In particular, the need to solve the problem of instability in the middleware server and to revise the regulations, and to expand the user service and support practical work was confirmed. So, this study proposed to improve the function of the Library One Service, provide new services, support policies such as revision of regulations and related guidelines, and provide practical support for a service operation. Through this study, it expects to be able to present a road map for mid- to long-term development of Library One Service.

This study identified the current status and degree of awareness of specialized libraries through a survey of public library employees in relation to specialized library projects supported and promoted by the Ministry of Culture, Sports and Tourism and local governments and sought policy directions to revitalize specialized libraries in the future. As a result of the analysis, local (region) was the most common specialized topic, but there were many places that selected topics according to the interest of policymakers. In the case of the data, less than 5% of the total books are specialized, and specialized subject-related programs account for more than 20% of the total library programs, providing an average of three to four programs, and operating personnel generally do not deploy dedicated librarians. When specialized topics meet regional characteristics, when there are separate buildings or specialized rooms, there are two to three dedicated librarians, at least 15% of specialized books, and more than five to six programs, the user's awareness and satisfaction were higher. In order to revitalize specialized libraries, it is necessary to secure additional books, organize differentiated programs, arrange exclusive librarians, provide subject-specialized education through the Korea Library Association and regional representative libraries, develop and distribute specialized and target service manuals, and secure a sufficient budget.

The Purpose of the study is to analyze present state of the volunteers in cultural program activities in Korean libraries and for reinforcing library volunteer activity. 2,349 volunteers were asked questionaires for the purpose looking into present state. The factors were number of regional participants, libraries which have partaken, number of participants per program, and participating programs. The programs that volunteers have partaken, its kind, relative importance of the partaken program, "non-reading" program's contents, preferable program by each targeted users, and the most participated program were analyzed.

It is often said that collections of public library are too poor to meet user demands in terms of quantity as well as quality. It is also criticized that this situation is related to the lack of material budget and non-systematic purchasing process. Situated in such context, this study attempted to investigate current policies and regulations that control the material budget allocation and purchasing process in public libraries, because book purchasing process in public libraries is especially influenced by policies and regulations both in national and regional levels. Policies and regulations affecting material budget allocation and purchasing process were analyzed into 4 elements, namely about (1) financial foundation supporting collection development and material budget allocation, (2) the formation of material budget and discount rates, (3) prescribing characteristics of monographs public libraries purchase, and (4) acquisition process.

The purpose of this study is to suggest a plan to establishment and management for a library for old adults. Therefore, the library for old adults defined to the concept of providing a specialized service by providing the necessary material with an elderly user over 65 focus. And presenting the basic direction and specific direction, organizational plan, and ordinance on establishment and management of a library for older adults. In addition, after conducting a semi-structured interview based on a pre-prepared questionnaire targeting 30 elderly people aged 65 or older who had experiences using public libraries, the results were analyzed, and 20 responses indicated that the purpose of using the library was a way to participate in the program as an essential service for the elderly. 12 respondents stated that the purpose of using the library was possibly a necessity for such things as writing autobiographies and reflections of historical events. Lastly, investigating the operational cases of two public libraries that already utilize elderly learning and health information rooms, it was concluded that the operation of the elderly library also needs to reflect the regional differences and characteristics unique to older adults.

This study was conducted to examine the user's experiences with the public library in Daejeon using big data analysis, focusing on the text mining technique. To know this, first, the overall evaluation and perception of users about the public library in Daejeon were explored by collecting data on social media. Second, through analysis using online news articles, the pending issues that are being discussed socially were identified. As a result of the analysis, the proportion of users with children was first high. Next, it was found that topics through LDA analysis appeared in four categories: 'cultural event/program', 'data use', 'physical environment and facilities', and 'library service'. Finally, it was confirmed that keywords for the additional construction of libraries and complex cultural spaces and the establishment of a library cooperation system appeared at the core in the news article data. Based on this, it was proposed to build a library in consideration of regional balance and to create a social parenting community network through business agreements with childcare and childcare institutions. This will contribute to identifying the policy and social trends of public libraries in Daejeon and implementing data-based public library operations that reflect local community demands.
