본 연구는 개정도서관법에서 중시하는 지역대표도서관의 기능을 재인식하고 지역 공공도서관에 대한 지원과 협력적 역할을 논의하고자 하였다. 지역의 중앙관인 지역대표도서관의 효율적 역할을 위한 협력체계로는 혼합형모델을 통해 국가중앙관인 국립중앙도서관과 지역 단위도서관간의 상호협력을 도모하도록 한다. 지역 공공도서관에 대한 지원과 협력사업으로는 지역도서관서비스위원회를 통한 지역공공도서관의 정책공조를 기초로 하여, 도서관정보화사업 지원. 공동보존, 사서교육의 지역화 및 지역정보자료의 통합체제에 의한 인포메이션 커먼스 등을 핵심으로 한다.

본 연구는 개정된 새 도서관법에 의한 지역대표도서관의 역할 규명을 위한 것으로, 특정 지역을 선정하여 그 지역대표도서관이 해당 지역 공공도서관 발전 도모를 위해 필요한 역할을 중심으로 진행되었다. 연구에서는 지역대표도서관의 본질적 기능과 해당 지역의 현장 사서들의 인식 및 환경적 요인을 바탕으로 하여 지원적 역할과 협력적 역할을 찾고자 하였다. 그 결과 협력적 역할로는 5개 지역의 특성화된 지역거점도서관의 활용으로, 지원적 역할로는 전북지역 지식정보원의 구축에 의한 교육 및 문화행사의 지원 등을 도모하도록 한다.

The purpose of this study is to build a model of inter-library cooperation's network in the information of library materials. Results of this study are 1. The YTational Assembly Library and the Central National I, ibrar:; should be unified. 2. The unified organization should be organized its cooperative quarter for itself (in the Central National Library). .And every library should he organized his quarter and personnel for the inter-library cooperation. 3. The cooperatior, organization in the re~ion should organized by the Regional Central Public Library. 4. In case of the Central National Library, financial problems required of the performance in the inter-library cooperation should he charged equally among the Central National Library, the library belong to the reader and the reader. In case of the regional Central Public Library, it should be charged equally arnozlg the regional Central Public Library, the library belon-g' to the reader and the reader. 5. The Regional Central Public Library in the seat of provincial government should be managed the cooperation's work of the individual library, and upward the unified Central Xarional Library should generalize. 6. The purchase of materials should be done by the character of the each library 1r:ith the assignment of the each subject should be decided in the meeting of the each library personne!. -2nd the budget for purchasing per the year should be decided on the minimum by the circumstances of the each library regionally. 7. The unified Regional Central Public Library in the seat of provincial government should be charged of the Union Catalog's expense regionally, and the Central National Library should be charged of that National Union Catalog's expense to cumulative the Fegional Union Catalog within a definite period of time. 8. Books without presentation of a specimen copy to the unified Central National Library should be purchased, and r.cr 'oe included to the National Union Catalog. 9. The cooperation of the each library should be decided on the law, and considered the character of the each region.

The Necessity of extending the local library become inevitable because of the swift increasing the volume of information and enlarging the accessibility and increasing the requirements approached to the latest information, caused by continuous development of communication techniques. This study aims is users ensuring in public libraries and ma-eul libraries in Chang-Won city. For this purpose, This is survived about regional inhabitants and regional community. The actual conditions of public libraries and ma-eul libraries have been investigated and analysed about 4 libraries in Chang-won city. (Chang-won library, Chang-won city library, Sapa Dong-sung ma-eul library and Bong-gok ma-eul library). The ways of Users ensuring are as follows. 1. It can be formed village common lives through ma-eul library. 2. Fundamental libraries must establish in Chang-won city, and library materials must be common use. For this, All libraries must link regional information network. 3. For the strategy of ensuring the 'core-users', it is suggested from the community and inhabitants study.

국내 지역대표도서관은 "도서관법"에 따른 개별 공공도서관인 동시에 광역시 도를 대표하는 도서관이다. 그러나 현 단계 대다수 지역대표도서관의 위상과 역할은 대규모 공공도서관에 불과할 정도로 취약하다. 이러한 현실에 주목하여 본 연구는 지역대표도서관의 주요 약점과 한계를 분석한 다음, 그 명칭을 광역대표도서관으로 개칭해야 한다는 전제하에 "도서관법"의 개정 보완, 수행업무의 재구성과 충실화 핵심역량과 직결되는 인력 및 운영조직 확대 등의 측면에서 위상정립 및 운영의 정상화 방안을 제시하였다.

본 연구는 우리나라 지역대표도서관의 서비스 방향을 고려하기 위해 미국의 주 도서관의 서비스 내용을 분석하였다. 통계자료와 주 도서관 웹 페이지를 통하여 데이터를 수집하였다. 분석 결과 미국 주 도서관은 주마다. 차이가 많이 있지만 핵심 기능은 지역 도서관에 대해 예산, 서비스, 교육 등을 지원하는 것이었다. 지역주민에 대한 직접적인 서비스는 지역의 공공도서관에 비해 그 규모는 작지만 주 단위의 역사 및 정보를 수집 및 제공하며, 동시에 장애인을 위한 서비스를 담당하고 있었다. 이와 같은 미국 사례를 비추어볼 때, 우리나라 지역대표도서관은 지역의 공공도서관을 지원하며 공공도서관과 차별화된 서비스를 제공하여야 한다. 또한 지역대표도서관은 각 지역 특성에 맞는 형태로 운영되어야 한다.

본 논문은 국립중앙도서관의 협력망 사업과 전국 공공도서관의 상호협력 현황을 살펴보고, 인천광역시 공공도서관의 일반 현황과 협력사업의 실태를 분석하였으며, 이를 바탕으로 공공도서관의 확충과 범위의 확대라는 환경변화를 고려하여 인천광역시 공공도서관 상호협력업무의 개선 방안을 제시하였다. 인천광역시 공공도서관 상호협력업무의 개선 방안으로는 (1) 상호협력의 기반으로서 단위공공도서관의 인프라 강화, (2) 지역대표도서관의 위상강화 및 도서관정책수립 기구의 실효성 있는 운영, (3) 운영주체의 다원화 극복 및 원활한 커뮤니케이션, (4) 거점도서관의 지정 운영, (5) 지역적 특성을 고려한 지역별 공공도서관 특성화의 추진, (6) 기존의 공공도서관 협력사업의 개선 및 확대 등을 제시하였다.

이 연구의 목적은 지역대표도서관 건립을 위한 절차와 과정, 그리고 주요 고려사항들을 분석하여 적절한 계획을 제시하는 것이다. 지역 도서관정책의 허브이자 지역을 대표하는 도서관으로서 지역 도서관 정보정책을 총괄하고 중앙정부와의 협력 사업을 원활하게 수행하기 위한 핵심 지식정보인프라 역할을 하는 지역 대표도서관의 건립은 꼭 필요한 과제이다. 이러한 차원에서 이 연구에서는 부산광역시의 대표도서관 건립 계획을 사례로 하여 시민 모두가 자유롭게 어우러지는 신개념 복합문화공간으로서의 대표도서관 건립의 필요성과 타당성을 가늠하고, 향후 지역에서 대표도서관을 건립할 경우를 대비하여 지역대표도서관의 사명과 비전, 기능과 역할, 그리고 건축계획의 사례를 제시하고자 하였다.

최근 지역대표도서관을 중심으로 해당 지역 도서관자료를 체계적으로 이관받아 장기적으로 보존하기 위한 노력이 지역별로 진행되고 있다. 이 연구는 지역대표도서관 공동보존서고 운영계획 수립단계에서 첫걸음은 지역 내 단위도서관의 자료보존현황을 파악하고 현장 사서의 의견을 수렴하여 공동보존서고 계획과정에 반영하는 일이라는 관점에서 출발하였다. 이에 이 연구는 부산지역 공공도서관의 자료보존현황을 바탕으로 부산도서관 공동보존서고 운영방안을 논의하고자 하였다. 구체적으로는 1) 부산지역 공공도서관의 자료보존 현황과 부산도서관 공동보존서고 운영에 대한 사서들의 의견을 조사하고, 2) 부산도서관 공동보존서고 운영방안을 자료이관방안과 공간운영방안 등으로 나누어 제안하는 것을 목적으로 한다.
