A Model of Strategic Management for Local Government : With Special Reference to Long-Range Development Plan. (지방자치단체의 전략적 관리 모형에 관한 연구: 장기발전계획을 중심으로)

  • Since the election of governors and mayors by vote, many local governments in Korea establish long-range plans for their regional development. The major purposes of the plans are to set up development path for their communities and to devise economic development strategies. But most of the plans established thus formulated by the same method utilized in centralized political regime. This method is considered no longer appropriate to devise the long-range development plans for local government especially in the era of globalization and localization, where local governments behave independently, where local governments behave independently competition. We suggest an alternative way to establish such plans, based on the method employed in business sector. The plans, formulated in this way, are called strategy oriented long-range development plans. The underlying logic for the plans is non-linear one. The plans are issue oriented and focus more on process than outcome. Given that these features are properly incorporated in the plans, we expect that the strategy oriented long-range development plans can be genuine guidelines for local economic development in the years to come.

The Effect of Inversion Layer on the Land and Sea Breeze Circulations near the Gangneung (역전층이 강릉시 주변 해륙풍 순환에 미치는 영향 연구)

  • The effect of inversion layer on the land and sea breeze near the Gangneung city was investigated. The land and sea breeze occurrence days were selected, and the height and the intensity of inversion layer were calculated with the upper air observational data of the Sokcho Station. The relationships between the temperature variation near the Gangneung and the inflow time, inland penetration and the inflow depth of the land and sea breeze were also analyzed. And the Gangwon Short-range prediction system was verified with the comparison of surface stream line by the Gangwon short-range prediction system with the AWS wind vector data. It was revealed that the inversion layer tended to block the sea breeze, shorten the inland penetration distance and lower the inflow depth, causing the temperature rise. The comparison and analysis of surface steam line by the Gangwon short-range prediction system and the AWS wind vector showed that the system quite well simulated the sea breeze, thus the system could be well utilized in the prediction of land and sea breeze.

  • The purpose of this study is to explain the regional transformation in the lowest level administration district(Myeon). The major factor of regional transformation is the change of geographical range, identity of place name, the formation and change of regional center. Jo-Chon Myeon as a sample study region is located in near Jeon-Ju city. The large and dynamic city in neighbor is strong influenced to the change of geographical range. But the place name has Identity in spite of the regional change. The formation of new regional center is influenced by new road, rail road and station, japanese large farm, administration office in this district.

  • In order to conduct the environmental assessment of long range transboundary air pollutants over East Asia, the moving pathways of air pollutants are of great importance, which are depending upon the meteorological weather patterns. Therefore regional scale modeling study requires the identified geopotential height distribution patterns to deal with behaviors of long range transport air pollutants for the effective long term atmospheric environmental assessment. In this study the synoptic meteorological classification using cluster analysis technique over Northeast Asia, and its previous applications of the regional scale air pollutant modeling studies were reviewed and summarized in detail. Other synoptic meteorological characteristics over Korean peninsula are also discussed.

Characteristics of long-range transported PM2.5 at a coastal city using the single particle aerosol mass spectrometry

  • Air pollution has attracted ever-increasing attention because of its substantial influence on air quality and human health. To better understand the characteristics of long-range transported pollution, the single particle chemical composition and size were investigated by the single particle aerosol mass spectrometry in Fuzhou, China from 17th to 22nd January, 2016. The results showed that the haze was mainly caused by the transport of cold air mass under higher wind speed (10 m·s-1) from the Yangtze River Delta region to Fuzhou. The number concentration elevated from 1,000 to 4,500 #·h-1, and the composition of mobile source and secondary aerosol increased from 24.3% to 30.9% and from 16.0% to 22.5%, respectively. Then, the haze was eliminated by the clean air mass from the sea as indicated by a sharp decrease of particle number concentration from 4,500 to 1,000 #·h-1. The composition of secondary aerosol and mobile sources decreased from 29.3% to 23.5% and from 30.9% to 23.1%, respectively. The particles with the size ranging from 0.5 to 1.5 ㎛ were mainly in the accumulation mode. The stationary source, mobile source, and secondary aerosol contributed to over 70% of the potential sources. These results will help to understand the physical and chemical characteristics of long- range transported pollutants.

The Influence of Long-range Transport on Springtime Nocturnal Ozone Enhancement in Seoul (봄철 서울지역 야간 오존농도 상승에 미치는 장거리 수송의 영향)

  • In Seoul metropolitan area, nocturnal variation of surface ozone concentrations observed at 27 monitoring sites from 1998 to 2002 showed that high ozone levels occurred frequently during the spring. Frequency distributions for nighttime ozone indicated that elevated concentrations in spring were influenced by advection of different air mass compared to other seasons. Surface wind analysis during the spring revealed that relatively strong southwesterly winds were associated with nocturnal ozone enhancement, which can be attributed to the regional transport of ozone. In order to identify the origin of nocturnal ozone enhancement in spring, 3-day backward trajectories were calculated by HYSPLIT 4 for the episode days and then classified. The results showed that NW, W, and SW flows, indicating influence of polluted air masses from the China continent, have 51% in a]1 the episode days, which suggest that the nocturnal ozone enhancement can occur under the effect of long-range transport of ozone-laden air mass on a regional scale. Case study of nocturnal ozone maxima associated with long-range transport was discussed in more detail in the light of meteorological conditions. Southwesterly synoptic flow along the outer edge of moving high-pressure system was found to be the important cause of nocturnal ozone maxima in Seoul. This flow could lead to be long-range transport of ozone that had effectively accumulated in the stagnating portion of the system located eastern coast of China. Low atmosphere soundings, backward trajectories, and elevated ozone and CO levels at the back-ground tiles gave evidence for regional effects on nocturnal ozone enhancement In Seoul.

  • This purpose of this paper is to propose a methodology for optimal generating operation in power system to minimize the cost of generation subject to not only system constraints but also regional $CO_2$ emission constraints. To solve this ELD problem calculated range limit on minimum and maximum power outputs by regional Equal Generator how each regional capacity is connected into one and expressed Equal Fuel Cost Function considering regional $CO_2$ emission constraints. Accordingly, being modified regional load, new power outputs considering regional $CO_2$ emission constraints were calculated by ELD. The proposed model for evaluating availability is tested on IEEE RTS(Reliability Test System)-24 in detail.

  • The coverage of the NDGPS is nationwide currently and by 2007 more than 2 NDGPS signal will be available in most of Korean peninsula both coastal area and inland. The role of NDGPS beacon is transmitting pseudorange corrections however if range or pseudorange can be measured from NDGPS beacon signal, it might be possible to construct an independent regional navigation system: The range from NDGPS beacon signal can be used as additional measurements to remove GPS shadow area and to improve accuracy and reliability of GPS. Furthermore, by adding Loran-C, a regional radio navigation system without GPS can be possible. In this paper, a feasibility study on the regional positioning system using NDGPS and LORAN-C are given. The results show that the NDGPS and LORAN-C can be used as a ground based regional navigation system if requirements such as synchronization of NDGPS network, dual coverage of NDGPS, navigation algorithm for both NDGPS and LORAN-C measurements and an efficient ASF compensation method are met.

Determination of Niacin in Infant Formula by Solid-phase Clean-up and HPLC with Photodiode Array Detector (고체상 정제 및 HPLC/PDA에 의한 영유아식 중 나이아신의 분석)

  • This study was performed to establish a rapid and simple analytical method for niacin (nicotinic acid and nicotinamide) using HPLC. A pretreatment method for the extraction and clean-up of niacin in infant formula sample and an instrumental condition for HPLC were optimized. Niacin was extracted by 5 mM hexanesulfonate with ultrasonication for 30 min. For the clean-up of the sample, the extract was applied to a HLB cartridge, and then niacin was eluted from the cartridge using 5 mL of 80% methanol after washing with 5 mL of n-hexane. The total recoveries were $83{\sim}104%$ and relative standard deviation were in the range of $1.5{\sim}3.5%$ during the extraction and clean-up process. Niacin was determined by gradient elution with sodium hexanesulfonate/methanol buffer as a mobile phase and a photodiode array detector (260 nm). It showed a high linearity between the content of niacin and the peak area ($r^2$=1.000) in the range of $0.02{\sim}10.0$ mg/L of nicotinic acid and nicotinamide. The detection limit was 0.02 mg/L (0.2 mg/kg in the sample). The method was successfully applied for the determination of niacin in infant formula. Total niacin contents were in the range of $53.5{\sim}140.3$ mg/kg.
