A Study on Record Management Systems of China and Japan (중국일본의 기록관리 제도에 관한 연구)

  • Korea has the glorious documentary cultural heritage including Annals of the Joseon Dynasty, Memory of the World, from old times. But We had been felt into serious situation, it is very difficult to find some records of late years, through rapid changes of society in modern history. Fortunately, in 1999, "law of archives management in public sector" was enacted but It is some difficult to apply to field. Accordingly, We studied archives laws and record management systems, education systems in Japan and China, neighborhood countries and compared them with Korea's. Life cycle of Gathering, Managing, Using records & archives is reflected in China's archives law, "Dangan" and It is useful to referred to Korea. On the other hand, Japan and Korea's archives law focus on administering and capturing records and archives. In case of Management agency of archives, China has a linear managing system from state to regional agency and Japan and Korea have different system in State and Region. We recommend following items ; reform archives law, status of government archives, professional education and arrangement etc.

A Necessary Conditions of Building University Archives: For the Tentative Application of an Immature Archival Method and Program prior to Building Archives (대학기록관 설립의 필요조건: '미성숙한' 기록관리 방법의 시험 운용 방안)

  • This essay introduces the basic method and program required to meet some necessary conditions of building university archives. By the phrase 'method and program', I intend the effective means of regularly but circumstantially controling the ways to the archival purposes proper which can be defined as the keeping of evidences and the broadening of information pool in terms of the evidential and informational natures or values of records. My starting point is about the matters of overcoming a standard method of induction which has long prescribed much passive procedures in the archival work. Considering the differences in the records and archives management-practices between West and Korea, I tentatively try to add some active elements to the archival work among which the collection for the expanding evidences and informations may firstly emphasized. While this collecting activity normally depends on the existing 'collections' and 'manuscripts', I cannot exclude the possibility of collections the materials, being likely to be registered in any poor or insufficient record groups. In the similar context, this kind of activity may and must be expanded beyond the university boundaries so at to arrange the cornerstones of archive-based local studies in the various disciplines. Here I premise another role of university archives, the role as 'science archives'. These archives within university archives seem likely to function in likewise the special collections within Western university libraries. What I mean here, however, is the archival groups purposedly gathered or acquisited according to more detail and narrower plan in order to meet the various demands from the different disciplines for the primary sources. The archival procedures from this revised method and program may, I hope, satisfy some of the preconditions of building university archives before the archives will actually function as a sub-institution of an university preserving legal, administrative and financial evidences, thus keeping identity and continuity of the university on the one hand, and as a local information center of supplying the archival contents on effectual demand from the field of local studies on the other. Finally, I conclude with a suggestion concerning the cooperation of all the parties of archival works. Proposing the 'Regional Research Center Program' in the field of technology and engineering as a model for the cooperation, I suggest that universities, private/public organizations, and central and local governments may work together for surveying the scattered ancient and modern documents as well as for building archives under the matching fund.

A Study on the Implementation of Official Family-related Service History Archives in Korea (공적 가족사업역사 아카이브 구축을 위한 기초 연구)

  • This study aims to provide basic resources for the construction of the archives on the official family service history in Korea. The study collected records of family policies and official family service from 1948 to 2019 and thereafter attempted to classify the official family service. In addition, experts were consulted to diagnose compliance with research contents and directions, investigate priorities of the family policies, and provide opinions on the elements of each process of archiving. The results of this study were as follows. First, there were five areas of concern to be considered in the process of establishing an archive of official family services: concept, scope, collection, arrangement, preservation, and utilization. Second, the findings suggest which processes are critical to developing a sustainable and systematic archive system for the official family service history. The construction of the archives will provide a platform for understanding the contents of integrated family policies and inform the direction of future family policies in Korea. In addition, these archives will be an important factor in building a solid Korean national identity.

  • Since policies of each local government toward regional development have been focusing on only development of the individual applied items such as a character merchandise, co-regional brand, and developing a speciality for the region, the adverse effects of design have been came out. So we carried out this research to minimize the adverse effect of design and also we would like to give the opportunity of thinking of a new way to activate local economy, to create regional identity and to develop local resources by applying the Cl program which have bean used as the way of business improvement coping with the conceptional change of competitiveness with a comprehensive view. Therefore, for design to play an important role in regional development, as standing on the basis of regional development it is necessary to attain the various goals such as activating administrative organization, improving the administrative image, and making the local in go unique. And also it is necessary to develop the communicational strategy as an innovative and expressive program which can consider human network development as an regional resource. To carry out this communicational strategy effectively, in particular, it is not only inevitable to operate the strategic and comprehensive programs promoting the regional development according to the of 6 stages design develop cent program which consists of region's self-verification and self-recognition, self-determination, development of self-innovation, visibility to unify the regional images, creating the design system, and carrying out and verifying the program, but also it is necessary to apply regional development system which can change the regional basic plan, aiming at regional development, into unique regional trait that has an future image by improving the program with constant management and feedback through verifying the design program.

Quantitative Determination of Psoralen and Angelicin from Some Medicinal Herbs by High Performance Liquid Chromatography

  • A reversed-phase high performance liquid chromatographic method was developed to determine the contents of psoralen and angelicin from some medicinal herbs. The optimum eluent for chromatography was 20 v/v% acetonitrile in water on a Zorbax 300SB $C_{18}$ column. The identification was carried out by comparing the retention time and mass spectra of the relevant peaks with their standards. The variation of the concentration of psoralen and angelicin was wide between different species. The seeds of Psoralea corylifolia showed the highest contents of psoralen (7.8 mg/g) and angelicin (2.3 mg/g) among the tested herbs.

Sebaceous Carcinoma Treated with Various Flaps in Head and Facial Regions (다양한 피판술을 이용한 두안면부 피지선암의 치료)

  • Purpose: Sebaceous carcinoma is a rare malignant tumor that occurs mostly in head and neck regions. Early diagnosis and treatment are necessary because it tends to be locally aggressive and goes through distal metastasis with fast progression. This study presents reliable surgical methods for sebaceous carcinoma in head and neck regions. Methods: Three patients were included in this study. First, a 61-year-old woman visited the hospital with a yellow-colored, slowly growing mass on the left ala. A 54-year-old woman had a brown-colored mass on her right preauricle. Last case was a 62-year-old man who had a yellow-colored mass on his scalp. CT scan and punch biopsy were done. All cases were diagnosed as sebaceous carcinoma. The lesions were resected with 10 mm safety margin and various regional flaps were used for reconstruction. Results: Histological examination revealed sebaceous differentiation and local invasions. Postoperatively, all patients did not suffer from complication and no recurrence was found. Conclusion: We recommend early wide excision with an enough safety margin, and a regional flap as a treatment of sebaceous carcinoma.

A Study on Cultural Product Design Development -Case Study on Concept Design Development from the Cultural Factors of Gwang-Ju (문화상품 디자인개발에 관한 연구 -광주광역 문화요인에 대한 컨셉 디자인 개발 사례를 중심으로-)

  • Along with the increasing social concern on cultural products and corresponding policy development by government many domestic regions have been trying to establish their own cultural identity. Based on the case stuffy for Gwang-Ju, this paper provides a methodology of developing cultural products from the unique regional resource. Its scope was classified into three categories: alread-developed, regional character and regional theme products. For this purpose, marketing strategies were established for quality improvement and promotion of cultural products through analysis on the current products including a questionnaire to customers. Then, conceptual designs for each scope were developed through the five steps of "selection of items", "target customer analysis", "concept establishment", "extraction of cultural factos7" and "derivation of conceptual design". The concept establishment was based on the expression of the material characteristics, the harmony of tradition and modernity, symbolization of images and so on. The cultural factors taken into account included the natural resources, historical heritages and landmarks. Finally, several examines of the conceptual designs were illustrated for commercial products. This study could be extended further in the future by introducing potential immaterial resources into the cultural factors.

History Education for Minority Group and the Archival Institutions in Britain (영국의 마이너리티 역사교육과 기록물관리기관의 역할 확대 연구)

  • History education is of growing significance in relation with minority group's identity issue in an irreversible trend of globalization. Archives and the cultural institution can be a major player in the reforming the history education as conducted in Britain. This paper deals with the Moving Here project led by The National Archives. The vision of the project is to overcome barriers to the direct involvement of minority ethnic groups in recording their own history of migration and to ensure this history is passed on to the next generation through schools. More than 200,000 digitised images and documents in the Moving Here have been selected from the 28 content partners' collections. In addition, TNA and the regional partners worked with minority ethnic groups to record their culture and stories. In doing so, real and lasting relation between the community and the ethnic groups has developed. The outputs of the project such as films and stories were distributed free for regional schools. The School section of the Moving Here provides a range of education resources. One of the most impressive outcome of the project is the minority's desire to have their own archives for identity and self-esteem.

A Study on the Symbolic Regional Themes and its Expression Methods for Place Marketing - Focused on the Theme Museums of Japan - (장소 마케팅을 위한 지역 상징적 테마와 이미지 표현 기법에 관한 연구 - 일본 테마전시관 사례를 중심으로 -)

  • In these days, each local administrative organizations and residents have made constant efforts to achieve unique regional identity and its publicity as a strategy for 'Place Marketing'. Developing a proper symbolic regional theme for the area can bring the economic and cultural vitality to the local areas. The purpose of this study is to investigate and to analyze the contents of theme and expression methods of local theme museums of Japan for last 20years. The types of regional themes appeared as 'Physical' part like topography/ecology, relics and manmade facilities, and 'Social & Cultural' part like industry, culture, people or historic events. The cases of expression methods such as Representation, Metaphor, Symbol and Metonymy could be also found. There was an increasing tendency applying and expressing the symbolic regional theme more impressively as the time passed.
