A Study on the Improvement of the Management Reference Tables for Datasets in Administrative Information Systems (행정정보 데이터세트의 관리기준표 개선방안 연구)

  • Administrative information datasets are a kind of record produced based on an organization's work performance. A dataset is evidence of the act of recording and contains a lot of information that can be used for work. Datasets have been neglected in Korea's records management system. However, as the law was revised in 2020, the management of administrative information datasets was legislated. Organizations that require management of administrative information datasets have already gradually begun record management. The core of managing administrative information datasets is the preparation of the Management Reference Table for the dataset. Regardless, there is confusion with the Records Management Reference Table for Dataset in institutions that work on records management, and it is difficult to work because the Management Reference Table for Dataset has a new concept. This study looked into the problems in the records management of datasets that appeared at the beginning of work. It isuggests a method to effectively settle records management for datasets. In that way, the Management Reference Table was selected as the research subject, and the problems discussed so far were summarized. In addition, the items of the current Management Reference Table were analyzed. As a result of the study, we have proposed the simplification of items in the Management Reference Table, the reorganization of areas in the Management Reference Table, the introduction of the concept of retention periods, and the preparation process of the Management Reference Table.

The Process Reference Model for the Data Quality Management Process Assessment (데이터 품질관리 프로세스 평가를 위한 프로세스 참조모델)

  • There are two ways to assess data quality : measurement of data itself and assessment of data quality management process. Recently maturity assessment of data quality management process is used to ensure and certify the data quality level of an organization. Following this trend, the paper presents the process reference model which is needed to assess data quality management process maturity. First, the overview of assessment model for data quality management process maturity is presented. Second, the process reference model that can be used to assess process maturity is proposed. The structure of process reference model and its detail processes are developed based on the process derivation approach, basic principles of data quality management and the basic concept of process reference model in SPICE. Furthermore, characteristics of the proposed model are described compared with ISO 8000-150 processes.

Business Transaction Preparation Plan for Business Reference Model Management (BRM 운영을 위한 단위과제 정비방안)

  • BRM (Business Reference Model, hereinafter referred to as BRM) has been introduced with the objective to improve task-related information sharing among organizations, task processing speed, efficiency of organization management, and administrative services. Furthermore, a Records Management Reference Table, which is a business-based records management system, has been put in to operation. However, it is necessary to reidentify if the BRM is put into use according to its initial objectives and purposes after 10 years of its introduction based on the pending problems and matters of improvement. Therefore, in this study, the necessity for business transaction management has been reviewed based on the problems present in the "business transaction" operation, which is the lowest unit of BRM, and it proposes a business transaction identification plan through a business analysis. As a result, three major points to improve BRM management have been suggested.

  • This study aims at the fundamental factors needed to make the policy for internet reference service of public records were presented, considering the methods for improvement of internet reference service of national assembly records. For this purpose, reference service theory of recorded informations and examples of foreign congress reference services were analyzed. From the result of analysis, three tasks were proposed as an improvement plan for internet reference services of national assembly records: establishment of access policy, improvement of reference service programs, and activation of communication with users.

  • Recently, public organizations have been improving the classification in order to introduce records management reference table in accordance with the act on the management of public archives. However, there is no system to mount the revised records management reference table, and there is a problem in usability. The purpose of this study is to design a system function to manage the classification which is the foundation of records management for public organizations. In order to design the function, interviews with the records management specialists of the five public organizations were conducted. Based on this, we have designed a multi-classification system registration function, a hierarchical structure setting function of records, and a record management standard management function.

  • Integrated Urban Spatial Information Management Platform (USIMP) is defined as an operational environment where technologies for intelligent management of urban facilities are made possible through the integration of diverse technologies such as sensors for ground and underground facilities, middleware technology, wired and wireless network, GIS-USN linkage. To make the integration of these diverse technology possible, it is imperative to have a sound reference model for the platform. This paper provides a standardized reference model for USIMP based on the RM-OPD(Reference Model for Open Distributed Processing) standard.

  • This paper develops and defends the concept of reference-quality in consumer choice, demonstrating its impact on aggregated market demand. The concept of reference-quality refers to an internal standard against which observed qualities are compared in consumer choice behavior. In doing so, we examine and reveal the formation mechanism and the structure of reference-quality in the U.S. wireless phone market. Consequently, we recognize and introduce a brand-specific reference both in price and product quality in aggregated product demand which enable us to measures the responsiveness of market demand to the innovation of a certain brand.

Recent Developments and Trends of Digital Reference Service (디지털참고정보서비스의 최근 개발동향)

  • This paper describes recent developments and trends of digital reference services. A brief overview of selected research on issues surrounding digital reference service is provided. It also discusses how technological developments in libraries have led to the emergence of new service paradigms. This paper briefly reviews reference and information services provided by libraries, those from publishers, those provided by experts, and those where users need to conduct a search and find information through the web. The current trend shows that the cooperative model is increasingly popular. Some projects on collaborative digital reference services(CDRS) are introduced. Librarians will need to continue analyzing the need for cooperative work in the reference service in a digital environment.

  • The study aims to analyze the records management reference tables currently being utilized and to provide directions on how should be redesigned in the future to operate as a appraisal tool for national archives. From the perspective of "what records should be the national archives", it was intended to analyze the records management reference tables, particularly in the environmental public authorities, and to propose future improvements. The main focus of the analysis is on appraising records that need to be preserved as national archives, and therefore, prior to analysis of the tables, it examines whether the archival selection criteria are clearly presented. Subsequently, the study is conducted how to implement this criteria through the records management reference table of each agency and how its implementation system will be constructed. The analysis will be focused on Ministry of Environment's records management reference table and records schedules or appraisal/selection tools of the central and federal institutions that perform environmental functions in U.S., Australia, and UK.
