Agricultural water management has gained enormous attention in the developing world to alleviate poverty, reduce hunger and conserve ecosystems in small-scale production systems of resource-poor farmers. The story of food security in the $21^{st}$ century in India is likely t o be closely linked to the story of water security. Today, the water resource is under severe threat. The past experiences in India in general and in Andhra Pradesh in particular, indicated inappropriate management of irrigation has led to severe problems like excessive water depletion, reduction in water quality, water logging, salinization, marked reduction in the annual discharge of some of the rivers, lowering of ground water tables due to pumping at unsustainable rates, intrusion of salt water in some coastal areas etc. Considering the importance of irrigation water resource efficiency, Krishna Western Delta (KWD) of Andhra Pradesh was purposively selected for this in depth study, as the farming community in this area are severely affected due to severe soil salinity and water logging problems and hence, adoption of different water saving crop production technologies deserve special mention. It is quite disappointing that, canals, tube wells and filter points and other wells could not contribute much to the irrigated area in KWD. Due to less contribution from these sources, the net area irrigated also showed declining growth at a rate of -6.15 per cent. Regarding paddy production, both SRI and semi-dry cultivation technologies involves less irrigation cost (Rs. 2475.21/ha and Rs. 3248.15/ha respectively) when compared to transplanted technology (Rs. 4321.58/ha). The share of irrigation cost in Total Operational Cost (TOC) was highest for transplanted technology of paddy (11.06%) followed by semi-dry technology (10.85%) and SRI technology (6.21%). The increased yield and declined cost of cultivation of paddy in SRI and semi-dry production technologies respectively were mainly responsible for the low cost of production of paddy in SRI (Rs. 495.22/qtl) and semi-dry (Rs. 532.81/qtl) technologies over transplanted technology (Rs. 574.93/qtl). This clearly indicates that, by less water usage, paddy returns can be boosted by adopting SRI and semi-dry production technologies. Both the system-level and field-level interventions should be addressed to solve the issues/problems of water management. The enabling environment, institutional roles and functions and management instruments are posing favourable picture for executing the water management interventions in the State of Andhra Pradesh in general and in KWD in particular. This facilitates the farming community to harvest good crop per unit of water resource used in the production programme. To achieve better results, the Farmers' Organizations, Water Users Associations, Department of Irrigation etc., will have to aim at improving productivity per unit of water drop used and this must be supported through system-wide enhancement of water delivery systems and decision support tools to assist farmers in optimizing the allocation of limited water among crops, selection of crops based on farming situations, and adoption of appropriate alternative crops in drought years.
This experiment was conducted to study effect of cold water damage on some growth characters related to source and sink at reproductive growth stage in Jinan (sea level 303m). The cold water irrigation duration had irrigated 4, 8 and 12 days at panicle formation stage and reproduction division stage compared to perennial water irrigation. Cold water irrigation shortened culm length and panicle length and degree of panicle exsertion. The shortening effect appeared great at lower internodes when treated at panicle formation stage but at higher internodes when treated at reduction division stage. Cold water irrigation decreased the number of secondary branches and spikelets per panicle, and increased the number of degenerated spikelets being high degeneration when treated at panicle formation stage. Spikelet sterility and impediment of grain filling were affected by duration of cold water irrigation being great when treated at spikelet primodium differentiation stage and reduction division stage in particular. Grain weight was also reduced. Significant relationship existed between spikelets sterility, grain filling and yield. The degeneration of secondary branches and spikelets correlated with leaf area but spikelet sterility and yield with culm length, panicle length and panicle exsertion.

Agricultural land reclamation in Saemangeum tidal land project is mostly planned to be completed by 2020. Irrigation water for the land is required to be prepared by that time. However, water quality for the irrigation sources is barely meet the target concentration. This paper described the reduction effect of and policy consideration for best management practices (BMPs) which were fertilizer prescription by soil test (SO#1), mixed application of SO#1 and 3 (SO#2), drainage gate control (SO#3), time-release fertilizer application (SO#4), and control (CT). Reduction of paddy runoff was relatively higher in SO#3 (25%) and SO#1 (27%) while lower in SO#4 (9%) and SO#2 (7%) than that in CT. In addition, farmers promised to follow the BMP guidelines but they didn't because of the several problems caused for the BMPs implementation. Thus, it recommended developing an automated control of irrigation gate and paddy water depth and supporing farmers for NPS pollution control and irrigation water reduction.

This study analyzed and evaluated the effect of agricultural water reduction by introducing automated agricultural water management using alternative cost approach. The approach is possible to evaluate none market property as an asset. The saved agricultural water was evaluated as none market property. As the alternative goods, Seongju and Donghwa dam, typical irrigation dams in domestic, were employed. The economic benefit from water saving effect of an automated agricultural water management was calculated as depreciation expense and maintaining cost of construction agricultural dam per saved agriculture water. As a result, the saved agriculture water was 8.5 million ton per year, and the economic benefit of it was $1.3{\sim}2.1$ million won.
To study the effect of cold water irrigation at the reproductive growth stage of rice plants on several growth characters related to source and sink and nutrient uptake, the present experiment was carried out under the different conditions of water temperature and water depth. Deep irrigation with normal temperature water increased culm length, panicle length and panicle exsertion but with cold water resulted adversely. Most sensi-tive response in 5 cm water-depth appeared at reduction division stage and in 20 cm depth at panicle formation stage. Secondary branches and spikelets were increased in number by deep irrigation with normal temperature water, but decreased and degenerated by deep irrigation with cold water at panicle formation stage resulting in high spikelet sterility and low grain filling. Deep irrigation with normal temperature water increased the contents of total nitrogen, phosphate, potassium and silicate in leaf blades, branches and chaff. However, cold water irrigation reduced the uptake of phosphate, potassium and silicate except nitrogen particularly in deep irrigation. Ratios of phosphate, potassium and silicate to total nitrogen content were decreased by cold water irrigation. Branches seemed to have higher requirements for phosphate, potassium and silicate than leaf blades and chaff. Silicate-to-total nitrogen ratio in leaf blades, branches and chaff had significant correlations with yield showing closer relationship between yield and the ratio of silicate to total nitrogen in branches in particu-lar.

The objectives of this study were to assess the rice yields and evaluate fertilizer reduction effect of reclaimed wastewater irrigation in paddy fields using the Decision Support System for Agrotechnology Transfer (DSSAT) v4.5 model. The experimental plots were designed, which was located near the Suwon wastewater treatment plant in Gyeonggi-do, Korea. The rice yield, irrigation amount, irrigation water quality and soil data were monitored and collected between 2006 and 2009. The DSSAT model was calibrated and validated with observed data. The methods that were used to evaluate this model were the root mean square error (RMSE), normalized root mean square error (nRMSE), and index of agreement (d). The values of RMSE, nRMSE, and d ranged from 145 to $789\;kg\;ha^{-1}$, 3.0 to 13.3 %, and 0.90 to 0.95 for the calibration period, respectively and represented from 91 to $538\;kg\;ha^{-1}$, 2.0 to 10.4 %, 0.94 to 0.98 for the validation period, respectively. Overall, this model showed good agreement with observed data of rice yields irrigated with reclaimed wastewater. The fertilizer reduction effect in paddy field of reclaimed wastewater irrigation was assessed about 60 % in 2008 and 40 % in 2009.

Water management impacts both methane ($CH_4$) and nitrous oxide ($N_2O$) emissions from rice paddy fields. Although irrigation is one of the most important methods for reducing $CH_4$ emission in rice production systems it can also $N_2O$ emissions and reduce crop yields. A feasibility study on the system of rice intensification (SRI) methods with respect to irrigation requirements, greenhouse gas (GHG) emissions was conducted for either 2 or 3 years depending on the treatment in Korea. The SRI methods (i.e. SRI and midsummer drainage (MD) with conventional practice (CT)) reduced the irrigation requirement by 49.0 and 22.0 %, respectively. Global warming contribution of GHG to different depending on the type of GHG. Therefore, the emission of $CH_4$ and $N_2O$ shall be converted to Global Warming Potential (GWP). The GHG emission from the conventional practice with midsummer drainage (MD) and the SRI plots, in GWP were reduced by 49.1 and 77.1 %, respectively. Application of SRI water management method could help to improve Korea's water resources and could thus contribute to mitigation of the negative effects of global warming.
Low supply of water is generally the most serious factor limiting rice production. The experiment was conducted to identify the reasonable method for minimum irrigation under ridge direct seeding on dry paddy, at National Honam Agricultural Experiment Station, RDA in 1996. The results showed that the reduction ratio of irrigation water was high in order of furrow irrigation at 15-day>furrow irrigation at 10-day>flooding irrigation at 10-day>, and furrow irrigation at 5-day intervals. However, milled rice yield was high in the furrow irrigation at 5-day intervals and in flooding irrigation at 10-day intervals due to high ripened grain as compared with other treatments indicating two treatments were the most reasonable irrigation methods in terms of saving the labor cost and water supply as well as the admittable yield performance.

Knowledge of the degree of yield reduction due to water stress at different crop growth stages in rice production is important for rational scheduling of irrigation during periods of insufficient water supply. Previous studies to determine the degree of yield reduction duo to water stress suffered from interruptions by rain during experiment. Also the findings did rot relate the degree of water stress to the soil water potential and water deficit status of rice plants. In this study, two years experiments were conducted using the high yielding rice varieties, an Indica x Japonica (Nampoong) and a Japonica variety(Choochung). These were grown in 1/200$^{\circ}$ plastic pots placed under a rainfall autosensing, sliding clear plastic roof facility to control rainfall interruptions. The results obtained were as follows. 1.The two varieties differed in the growth stage most sensitive to water stress as well as the degree of yield reductions. When rice plants were stressed to the leaf rolling score 4 and soil water potential of about - 20 bar at major crop growth stages which included heading, booting, non-effective tillering, panicle initiation and early tillering stages, the yield reductions in the Indica x Japonica variety were 58%, 34%, 27%, 22%, and 21%, respectively, whereas in the Japonica vairety they were 23%, 36%, 1%, 13% and 22%, respectively. This result show that the recommended drainage during non-effective tillering is valid only for the Japonica variety. Sufficient irrigation at booting, heading and early tillering stages are necessary for both varieties. 2.The two varieties showed visible wilting symptoms when the soil water potential dropped to about - 3.0 bar. The Japonica variety showed more leaf rolling than the Indica X Japonica. However, it had a higher retention of leaf water content and greater stomatal diffusive resistance. When the soil water potential dropped, the Japonica variety showed leaf rolling score (LRS) 1 at 0 soil-5. 0 bar and LRS 2 at 0 soil -6.0 bar while the Indica X Japonica showed LRS 1 at 0 soil - 5.5 bar and LRS 2at 0 Soil - 9.0 bar. The stomatal diffusive resistance was maximum at the second top leaf blade in both varieties at intermediate water stress of 0 soil - 4.5 bar. 3.The number of days that was required for the soil water potential to drop to-3. 0 bar and to - 20.0 bar after drainage of irrigation water from the 20cm deep silty clay loam soil in the pots were 6 and 13 days, respectively for booting stage, and 7 and 11 days, respectively for heading stage, 9 and 12 days, respectively for panicle initiation stage, and 12 and 19 days, respectively for early tillering stage. 4.Water stress during the early tillering stage recorded the longest delay in beading time, the largest reduction in panicle numbers and a substantial yield decrease of 20%. This calls for better water management to ensure the availability of water at this stage, particularly during drought periods. In addition, a reexamination of the conventional inter-drainage practice during the non-effective tillering stage is necessary for the high yielding Indica X Japonica varieties.
In tomato perlite bag culture, the available water content was analyzed for several sorts of perlite so that the irrigation safety was investigated and thus the irrigation strategy controlled by time clock was established. The reduction trends of water content in perlite bags were monitored for tomatoes, of which fruits were harvested until the fifth cluster. The amount of daily reduction of water in the bag was on the decrease as the total water in the bag was decreased. In terms of time interval from when the water content based on weight was reduced more than 50g to when it was dropped again, the longest time interval in a day was retarded gradually. It means plant activity was recovered later than the previous day. The available water content in perlite bag of 40 liters was about 30% which was 12 kg in weight, which satisfied daily water demand of 6 tomato plants. The appropriate time irrigated by time clock was recommended for the case that it was irrigated 5 or 10 times a day with the daily integrated solar radiation of 601 or $1,519W/m^2$.
