철도역사 사상사고 예방대책 수립을 위한 기초 연구 (Development of Railway Station Safety Measures for Passenger)

  • As accident rate have been reduced into half since 2005, no train accident fatality occurred in recent year. Level crossing accident also been reduced that no more than 5 fatalities occurred every year. As a result 98% of accident fatalities occurred in station and track. So railway station safety measures are more and more important but only few research have been done on railway station safety. In this study status on safety measures on railway stations are reviewed and basic research have been done based on expert interview for the development of new safety measures.

전적색신호시간 운영에 따른 교통사고 감소효과 (Traffic Accident Reduction Effects of the All-Red Clearance Interval (ARCI) Operation)

  • 이 연구는 신호교차로의 신호운영과 교통사고의 관계를 다루고 있다. 연구의 목적은 전적색신호시간(ARCI) 운영에 따른 교통사고 감소효과를 분석하는데 있다. 이를 위해 이 연구는 청주시 37개 신호교차로를 대상으로 비교그룹 방법을 사용하여 ARCI의 교통사고 감소효과를 평가하는데 중점을 두고 있다. 주요 결과는 다음과 같다. 첫째, 교통사고 건수와 사상자 수는 ARCI 도입 전 후가 다른 것으로 평가되었다. 둘째, 교통사고 감소효과를 비교그룹방법으로 분석한 결과, 사고건수는 20.0%, 그리고 사상자 수는 28.0% 감소한 것으로 분석되었다. 마지막으로, 전적색신호시간 운영에 따른 사고건수의 감소 효과는 6.0~35.0%, 사상자 수의 감소 효과는 18.0~37.0%로 평가되었다.

  • Domestic construction industry has seen a negative image in the sense that various accident occurs frequently. Status of construction accidents in the case of domestic workers is reduced. However, if the situation of foreign workers is increasing every year. This study aims to create high-temperature exposure standard table for foreign workers and domestic workers in the analysis through the discomfort index of fatalities and using the WBGT index for reducing fatalities foreign workers to improve the image of the construction industry.

충격 지점과 보행자 전도 거리의 상관관계에 관한 연구 (A Study on the Relationship between Impact Point of Vehicle and Throw Distance of Pedestrian)

  • The fatalities of pedestrian account for about 40.0% of all fatalities in Korea 2005. Vehicle-Pedestrian accident generates trajectory of pedestrian. In pedestrian involved accident, the most important data to inspect accident is throw distance of pedestrian. The throw distance of pedestrian can be influenced by many variables. The variables that influence trajectory of pedestrian can be classified into vehicular factors, pedestrian factors, and road factors. Vehicular factors are the frontal shape of vehicle, impact speed of vehicle, the offset of impact point. Many studies have been done about the relation between impact speed and throw distance of pedestrian. But the influence of the offset of impact point was neglected. The influence of the offset of impact point was analyzed by Working Model, and the trajectory of pedestrian, dynamic characteristics of multi-body were analyzed by PC-CRASH, a kinetic analysis program for a traffic accident. Based on the results, the increase of offset reduced the throw distance of pedestrian. However box type vehicle just like bus, the offset of impact point did not influence the throw distance of pedestrian considerably.

Risk Assessment in the UK Health and Safety System: Theory and Practice

  • In the UK, a person or organisation that creates risk is required to manage and control that risk so that it is reduced 'So Far As Is Reasonably Practicable (SFAIRP).' How the risk is managed is to be determined by those who create the risk. They have a duty to demonstrate that they have taken action to ensure all risk is reduced SFAIRP and must have documentary evidence, for example a risk assessment or safety case, to prove that they manage the risks their activities create. The UK Health and Safety Executive (HSE) does not tell organisations how to manage the risks they create but does inspect the quality of risk identification and management. This paper gives a brief overview of where responsibility for occupational health and safety lies in the UK, and how risk should be managed through risk assessment. The focus of the paper is three recent major UK incidents, all involving fatalities, and all of which were wholly avoidable if risks had been properly assessed and managed. The paper concludes with an analysis of the common failings of risk assessments and key actions for improvement.

종사자의 직무사고 현황분석에 관한 연구 (An Accident Analysis for Reducing Railway Staff Fatalities)

  • 철도여객 안전에 초점을 둔 안전관리활동의 결과로 철도여객 사망자는 크게 감소하여 2009년 이후 선진국 수준의 높은 안전성을 달성하였다. 반면, 철도종사자의 작업중 사고는 지속적으로 발생하여 선진국 사고율의 5배 이상 높은 실정이다. 철도종사자의 작업중 사고율이 높으나, 이에 대한 기초연구가 부족하고 사고 원인 중 상당수가 작업자 개인의 부주의로 보고되고 있어 현재까지 종합적인 종사자의 사고예방을 위한 안전대책이 없는 실정이다. 본 연구에서는 국내 철도사고통계를 분석하여 종사자의 작업중 사고원인을 분석하였다. 종사자의 작업중 사고중 피해가 가장 큰 운행중인 열차와 작업자의 충돌로 인한 철도교통사고에 초점을 두었으며, 사고 피해예방 대책 현황 및 국내의 문제점 분석, 국내외 안전성 비교 등을 수행하여, 종사자의 직무사고 예방을 위한 새로운 대책 개발에 활용하고자 하였다.

소득수준 대비 산재사망지수 비교를 통한 건설분야 산업재해 분석 및 저감대책 (A Comparison of Income Level and Work-Related Fatalities for Finding Causes and Measures for Construction Sector)

  • 소득수준이 높으면 이와 함께 사회 경제 문화적 기대수준도 함께 향상되는 것이 일반적이며, 산업안전에 대한 기대수준도 함께 높아질 것이다. 그러나 우리나라는 소득수준은 그동안 많이 향상되었으나, 산재사망률은 OECD국가 중 가장 높은 수준이며 산재사망이 지난 10여년간 전혀 줄어들고 있지 않고 있다. 본 연구는 우리나라의 소득수준 대비 산재사망률을 관련 국가들과 비교하고 그 차이점을 분석하여 근로자 중심의 산재예방 대책의 문제점을 파악하고 이에 대한 적절한 대책을 제시하는 것을 목적으로 하여 진행되었으며, 이를 위해 소득반영 산재사망지수를 제시하였다. 그 결과 우리나라의 경우 비교국가 중에 그 수치가 가장 높게 나타났으며, 그 원인에 대한 분석의 일환으로 산업재해에 대한 법집행실적에 대한 비교를 한 결과 위반 사업주에 대한 법집행에 중점을 두는 영국의 경우와는 달리 우리나라의 법집행 실적은 상대적으로 낮은 편으로 나타나 건설공사의 안전성 향상을 위해서는 향후 법집행 강화의 필요한 것으로 나타났다.

  • Railway systems are one of the best mass transit systems and many people have prevented incidents/accidents and reduced fatalities remarkably. Especially we have tried analyzing and finding the measures to prevent catastrophic accidents like train collision, derailment and fire because of their severities. It is important to assess the safety performances of railway systems like crash-worthiness analysis, body, derailment affecting factor analysis and so on for reducing and finding out the reasonable causes of disastrous accidents. In this paper the refined top-level system requirements to build-up national infra for assessing railway safety performance and the procedures and methodology for reviewing, verifying and validating infra requirements are explained. Basically the authors have used system engineering processes to analyze and verify the requirements and installation procedures and have tried maximizing the practicality of the various safety assessment systems.

  • Left ventricular thrombus is a common complication related to acute myocardial infarction. Removing this with an incision of the free wall of the left ventricle may cause fatal cardiac dysfunction or arrhythmias. Furthermore, performing incision and suture on the fragile myocardium of an acute myocardial infarction patient may cause serious bleeding complications. If there is a patient with left ventricular thrombus who needs thoracotomy for another reason, the case is attempted with the thought that if effective intraventricular visualization and manipulation can be done, fatalities caused by incision and suture may be reduced. For patients undergoing cardiopulmonary bypass, if intracardiac manipulation is required, an endoscope can be used, and given the potential complications after the incision and suturing of the infarcted tissue, the benefits are deemed sufficient.

Risk Analysis of Container Ship Accidents and Risk Mitigation Measures

  • The study performs a risk analysis on container ship accidents using accident data collected over the six years from 2006 to 2011, presents the resulting risk level, and suggests three risk mitigation measures to reduce the overall risk, for the safer operation of container ships. More specifically, starting from the initial accident of collision, we developed 13 different accident scenarios using event tree analysis based on which the overall risk level was obtained and presented as a FN curve. Since diverse human factors are the main cause of most of the ship accidents, our study focuses on the effect of reducing human causes on the resulting risk level. For the research we considered the injuries for the calculation of fatality with the help of MAIS. The results show that collision was the main type of accident, accounting for 62 % of all accidents, and the measures employed were proven to be effective in the sense that the risk level was much lowered and the average number of fatalities was also reduced. With more data accumulated, more precise risk level will be calculated with which the practical risk mitigating measures will be also developed. For future study, economic loss and environmental damage as consequences need to be considered.
