A Study on the Improvement of Accessibility to Public Records: Based on the Construction of Subject Thesaurus for Presidential Archives (공공기록에 대한 접근성 제고 방안에 관한 연구 - 대통령기록관 주제시소러스 개발 사례를 중심으로 -)

  • To search based on the functional classification or provenance is not easy for users, and the key word-based information retrieval presents only simple words matching with the title of the records. The Presidential Archive of Korea developed a subject classification scheme to improve the convenience of searching for various records and came up with a subject thesaurus based on the scheme that utilizes the terms appearing on the title of the records and the terms used by the users who searched the portal or requested information disclosure. This research presents the development process of subject thesaurus. It also presents the utilization methods for records management work and services.

Development of Prototype Chatbot Based on Messenger App for Archival Reference Services: With Focus on the Archives & Records Center of Myongji University (기록정보서비스를 위한 메신저 기반의 챗봇 프로토 타입 개발 연구: 명지대학교 대학사료실을 중심으로)

  • The role of archives and records centers is expanding, however many potential users are not aware of the importance of the records and archives. As a method to improve the archival information services to users, in this study, we developed chatbot that supports the interaction between the users and the archives and records centers. Thus we examined the specific development procedures and methods, analyzed user requests and questions of the archives and records center of Myongji university as a case, and conducted a logical structure design for chatbot development. After building the chatbot based on IBM Watson Conversation and Kakaotalk messenger, we were able to find how the chatbot interacted with the users through a pilot run. Based on the experience of developing information service chatbot, the implications related the introduction of the chatbot were suggested which include determination of the level of the chatbot, analysis of the user requests, selection of the tool for the chatbot, and syntax setting for the conversational interaction.

  • This study aims to suggest the ways of integrated services for Cultural Heritage Archives that belong to the Cultural Heritage Administration. To this end, the study analyzed the archives of major affiliated organizations of the Cultural Heritage Administration that manage and preserve Korean cultural assets. A cultural asset metadata based on the multiple entity model and applicable data link model standard was suggested for the integrated service of high-value-added cultural heritage information resources.

  • Providing efficient recording information services has become vital in a utilization-oriented records management environment and further increasing the importance of the quality of the services offered. This study is a preliminary study to propose improvement measures by applying Quality Function Development (QFD), a quality control method, to the National Archives of Korea (NAK) and Records Information Service. The quality dimensions of the recording information service were analyzed, and specific user requirements were derived. Through this process, the user requirements' questionnaire was developed, reflecting the characteristics of the NAK, and the application model of QFD was designed based on its prior study. Based on the QFD application model proposed, the results obtained by performing the QFD step by step can be expressed in House of Quality (HoQ), which can be used as a basis for service design.

  • The study aims at understanding records professions' job areas and conducting the Importance Performance Analysis. Under the perception which it is necessary to analyze records professions' job for securing their roles and identity, this study conducts a job analysis and categorizes records professions' job into 4 duties, 19 jobs and 78 job elements. The 4 duties includes records management, records office operation, records management infrastructure, and records information services. Furthermore, it researches jobs' importance and performance using the IPA. Accordign to the analysis, the jobs which rank at top of the importance and performance list are jobs concerning appraisal and disposal. The jobs which ranks at bottom are jobs related to services. In general the current 'one man records office system' is not appropriate to carry out all the records management business. In this context, it is necessary to lighten records profeesions' workload through the job adjustment in government institutions.

A Study on the Record Usage of the Internal Users of the Local Government in Seoul Metropolitan Area (수도권 기초자치단체 내부 이용자들의 기록 이용에 관한 연구)

  • This study recognized the public servants of the local governments as the principal users of the records centers. It also attempted to identify their records usage behavior and the requirements of record usage so that records and services that meet their needs as the main users would be met. Therefore, the researchers identified through an information disclosure request the highly ranked departments that use records more than the others based on their usage frequency of the records centers and the standard records management system (standard RMS) during the third quarter of 2017. A questionnaire survey was subsequently conducted to the public servants of the local governments in the metropolitan area. The questionnaire identified the users' opinion on general usage behavior, usage of standard RMS, and usage of the records center. Based on the survey results, improvements in the management of the records centers the record management system, and the record services of the local governments were suggested.

A Study on Users' Perception of Reference Services in National Archives of Korea (국가기록원 기록정보서비스에 대한 이용자 인식에 관한 연구)

  • This study investigated the perception and experience of users who visited in Seoul office of the National Archives, a branch of the National Archives of Korea(NAK). For collecting data, the study utilized the Researcher Survey Toolkit developed by Archival Metrics Project and revised the questionnaire to reflect services of NAK. Questionnaires completed by 47 users were collected and analyzed, and interviews with one survey respondent and two staff were performed. It was found that the purpose of the visit is mostly to identify records that prove land ownership of users' ancestors. Types of records frequently used were also those concerning lands and forests. User feedback on the staff was generally positive, and users perceived them to be helpful and kind. However, there was an opinion that the staff did not provide accurate information about whether NAK hold records that the user wanted to find. The staff also said that it was challenging to confirm where requested records are located when providing services for users. User evaluation on the usefulness and the ease of use of NAK portal services was not very positive, and it was perceived to be very inconvenient to search in the portal. Overall, users were satisfied with the services of NAK, although some users suggested that services need be provided efficiently, and NAK must clarify the criteria for the non-disclosure of public records.

  • The Fourth Industrial Revolution has become a focus of attention. Artificial intelligence (AI) is the key technology that will lead us to the industrial revolution. AI is also used to facilitate efficient workflow in records and archives management area, particularly abroad. In this study, we introduced the concept of AI and examined the background on how it rose. Then we reviewed the various applications of AI with prominent examples. We have also examined how AI is used in various areas such as text analysis, and image and speech recognition. In each of these areas, we have reviewed the application of AI from the viewpoint of records and archives management and suggested further utilization of the methods, including module and interface for intelligent records and archives information services.

Methods of Record Management for Head of Local Government (광역자치단체장의 기록 관리 방안 연구)

  • This study suggested the methods of record management for the heads of local government, which would be the most valuable among local records. In order to conduct a systematic record management for the heads of local government, this study suggested the methods of establishing a record management system regarding regulation arrangement, production registration, preservation, utilization and services. First of all, in order to estimate the record category of the heads of local government, the study examined the duties of the offices of the deputy heads of local government, secretary's offices and information offices, which have been subsidiary & assistance branches in charge of producing the record. In addition, it investigated the present conditions of record management for the heads of local government through the interviews with secretary offices and information offices belonging to 16 cities and provinces and the claims for information disclosure and found out the following problems. They included incomplete record production, non-registration of produced records, abolition of records and taking them out of designated places with due notice, record preservation period regardless of the term of the heads of local government, varied preservation period for the records of the heads of local government by local self-government, short preservation period of primary records and non-management of home pages after the term of the heads of local government. To solve such problems, the study suggested the regulation arrangement for record management and a record management system. The regulation arrangement could be obtained through the establishment of the administrative organization setup condolence etiquette enforcement regulation and the recorders in local government and the revision of operation rules and through the revision of the reference plan for operation rules enactment of recorders from National Archives of Korea. As for the record management system, the study suggested the establishment of production, registration and preservation system of records for the heads of local government and the utilization and services of their records. In order to produce and register the records, the unit assignments should be founded by department in charge of the duties related to the records of the heads of local government on record management criteria, thus letting the staff surely produce and register the records. In terms of utilization and services of the records, the study suggested the use of websites and drawing up the record list, through which each record viewer would be able to figure out which records have been managed through the list services and which services could be given to the residents, thus letting the residents and the heads of local government who finished their term of duties use the records.

Analysis of Research Trends on Archival Information Services Using Text Mining (텍스트마이닝을 활용한 국내외 기록서비스 연구동향 분석)

  • The study analyzed the research trends of domestic and international record information services from 2003 to 2022. A total of 136 academic papers registered in the Korea Citation Index (KCI) and 74 from the Library, Information Science & Technology Abstracts (LISTA) were examined by quantitative and qualitative content analysis to understand the research status of 20 years from various angles, such as publication year, research type, researcher type, subject, and purpose. Frequency analysis, co-occurrence frequency analysis, centrality analysis, and topic modeling were performed by applying text mining techniques. Results showed that domestic papers demonstrated a research flow focused on specific institutions or records, and user-centered satisfaction surveys and content-centered studies were conducted. Moreover, foreign papers confirmed various evaluation-oriented and information provision studies, such as data, resources, and collections, along with the research trend focusing on the relationship between archivists and users. The management of information resources was identified as a common topic in both domestic and foreign papers, but it is possible to identify that domestic research focuses on maintaining the quality of domestic information resources, while foreign research focuses on the storage and retrieval of information.
