The Collection and Transfer of Public Records and the Role of the Archivist (공공기록물의 수집·이관과 아키비스트의 역할)

  • The collection and transfer of records is a very basic stage in the whole process of records and archives management. However they are regarded as an non-professional art of work in records management that are performed easily by everyone. Therefore they have been treated not properly in the scholarly discussion of archival sciences in Korea. The collection and transfer of records play an active role in the making of effective administrative system, in accumulating and sharing the knowledge and informations of political, economical, social and cultural values. On the basis of proper collection and transfer of records our democracy can operate regularly and our daily experiences can be preserved as historical resources. For the optimal-functioned collection and transfer of public records the archivists for this task must have a comprehensive understanding of whole process of records management and possess suitable professional skills. Moreover there are many sorts of preliminary works needed for this task, as follows: an accurate defining of administrative organizations and their tasks, thorough understanding of records management institutions on their own competence and ability, and the establishment of technical standards for their tasks. Additionally the archivists are able not only to consider the present informational and evidential values of the records, but also the historical values. It can be said that the collection and transfer of records is a "synthesis of records management skills" exerted by an archivist. According to the newly established law of public records management, the collection and transfer of public records must be registered at first electronically. Through this procedure the whole contents of produced and transmitted records, which are to be transferred, can be reported in detail. By means of this report the archival institutions and the archivists can trace back the each items of records(archives) and the result of their arrangement to identify a certain object. There are also new storage strategies employed to increase the whole sum of stored informations, i. e. records and archives, in spite of reducing the storage costs. It will be achieved by differentiations of the preservation methods for each sorts of records by the criteria of storage-period, -place, and -method. Many supplementary methods are also prepared to help the collection of important records(archives) in a complete structure and form. To let this new concept and system of collection and transfer of records operate properly, a number of professional archivists should be posted in the needed places throughout the whole administrative body. Their training must be also updated for the newly defined task of collection and transfer of records.

Research Outcomes and Limitations of Records and Archives Organization in Korea (국내 기록조직 연구의 성과와 과제)

  • This study aims to investigate the outcomes and limitations of research studies on records and archives organization published in Korea. In particular, it will serve as an in-depth examination of the contribution of this area of research to the improvements and changes in the country's records management field. To this end, 150 journal articles related to the records and archives organization were gathered. After extracting refined keywords from the titles and author-assigned keywords, terminology analysis and contents analysis were conducted. On the one hand, terminology analysis (frequency and network analysis) identified frequently discussed topics and the relationships between them. On the other hand, through content analysis, the study revealed the detailed contents regarding the two main topics and their meanings.

  • The ship STEP is an international standard for the computer-interpretable representation of ship product information and for the exchange of ship product model data. The ship STEP consists of several APs(Application Protocol), such as AP215(ship arrangement), AP216(ship moulded form), AP218(ship structures), AP226(ship mechanical systems), and AP234(operating logs, records, message). The STEP AP216(ISO 10303) are an application protocol for the exchange of ship arrangement and ship moulded forms. The AP216 specifies the geometric shape and the hydrostatic properties of the ship moulded form. This paper introduces the state-of-the-art of ship STEP AP216 and develops the test case for the validation of data structure of AP216.

A New Record of Deep-Sea Scleractinian Coral of the Family Flabellidae (Anthozoa: Hexacorallia) from Korea

  • This study newly records a deep-sea coral, Flabellum (Ulocyathus) deludens from Korea. The specimens were collected by trawling at a depth of 100 m off Jejudo Island in 2019. The newly recorded species is described and compared with the other similar consubgeneric species in detail based on morphological characteristics, including corallum size, calicular diameter, calicular edge, face angle, edge angle, and septal arrangement. Flabellum(Ulocyathus) deludens is characterized by its solitary, highly compressed, wedge-shaped corallite with a small cylindrical pedicel, radiating inverse chevron-patterned lateral stripes on thecal faces, highly jagged calicular edges, and hexameral septal arrangement in five cycles. As a result of this study, five species in the family Flabellidae have been recorded from Korea.

A Study on Management and Utilization of Non-disclosure Records (비공개 기록의 관리와 활용에 관한 연구)

  • The response of public organizations on information offerings has affirmed that the arrangement of the management of records is an important project to be implemented ahead of the enforcement of the information disclosure system. In particular, the absence or non-disclosure of information of public organizations on records containing significant information and abuse of the secret disposition of information has demonstrated that it is imperative to improve radically the management of secret or non-disclosed records as well as overall changes of awareness. This study reviewed the reality of the current non-disclosure and management of confidential records based on the awareness on such records and proposed improvement measures. The study on non-disclosed and confidential records has been discussed from legal and administrative perspectives so that the main focus has been on the institutional aspect. Yet, there is a limitation on such discussions in that there cannot be fundamental access to issues of non-disclosed and confidential records. That is because the management of information classified as non-disclosed and confidential can be improved fundamentally when all processes from the production of the records to their management are carried out reasonably. Accordingly, since our record management system is divided into three phases of the disposition division, record center, and archives and takes a management record by being applied to the flow of the life cycle of records, we have reviewed overall issues from the production of non-disclosed and confidential records to the utilization of the records pursuant to these steps and offered directions for improvement.

Prefectural Archives and Records Management at Prefectural Governments in Japan (일본(日本)의 지방공문서관(地方公文書館)과 지방기록관리(地方記錄管理) -문서관(文書館)과 역사자료관(歷史資料館)의 설립과정을 중심으로-)

  • This thesis aims to study the founding process and operation of the prefectural archives of Japan and to put that knowledge to the founding regional archives in Korea. Now 28 among 47 Prefectural Governments in Japan have founded and operated the prefectural archives. While Kyoto Prefectural Library and Archives, Nagano Prefectural Museum of History, Gifu Prefectural Virtual Museum of History, The Archives of Hyogo Prefectural Government, Ibaraki Prefectural Museum of History and Hukushima Prefectural Archives are on the type of Prefectural Museum of History, the rest of them are on the type of Archives. The Prefectural Museum of History in Japan has a complex function as the museum, the library, and the archives. But the Prefectural Museum of History seems to be a sort of transient phenomenon to Archives. The reason which Prefectural Museum of History can not develop into the Archives is not so much owing to financial difficulties as lack of understanding on the function of Archives. The thesis shows founding process of each prefectural archives. Especially, the case study on the Kanagawa Prefectural Archives, Okinawa Prefectural Archives was arranged by the detailed data investigation. Comparing with other prefectures, these three prefectural archives have a system in the collection and arrangement process of current official records, paleography and many other materials, and construct records management system with institutionalizing accession, arrangement, and opening of official records by regulations, rules and so forth. But because of historical background and character in each region, the difference may exist in the founding process of three prefectural archives. Before central archival institution, National Archives of Japan, is founded, the prefectural archives have been founded at each region and they have gained relatively independent status so that decentralism in the system of managing records could be possible. And the private historical organizations had many influences on the founding process of National Archives of Japan. Of course the Japanese Archives system may have many differences from Korean regional archives. While Japan established Archives institute for itself with localism, Korea has not settled the system of self-government still. Moreover, financial difficulties on founding regional archives and lack of understanding of the Archives remained in Korea. And yet with regard to the founding regional archives in Korea, the case of operation and founding process of prefectural archives of Japan may be of great value.

  • This study examines tile concept of knowledge management and research trends. This study, then, analyzes the factors influencing for knowledge sharing. Finally, it identifies facilitating factors for knowledge sharing in terms of knowledge characteristics, organizational culture, knowledge management support organization arrangement, reward system, and information technology. The suggestions of the study can be used to establish knowledge sharing in organizations.

  • University archives will be arranged, first, in the ordering of groups of records in relation to each other, asnd secondly, in the ordering of individual items within the groups at least five levels - the depository level, the record group and subgroup levels, the series level, the filing unit level, and the document level - of arrangement. Finally, university archives will be classified by, first, the provenance, secondly the subject, thirdly the chronological or alphabetical order at the levels above.

  • Bibliographical Description for Revolutionary Historical Archives is created to describe records at the item level. It defines descriptive elements, punctuations, formats and methods. Descriptive elements are composed of 20 elements, each of which is either mandatory or optional. Mandatory elements are: repositories codes, documents codes, dates, creators, title, classification codes, and subject vocabularies. Abstracts were previously included in card cataloging and are removed in the computerized system. New elements, such as "uncontrolled vocabularies," "name of places," "personal names," "organizational structures" and "meetings," are added to allow keyword search. Considering that subject vocabulary searches are the most important in computerized systems, however, Guidelines for the Subject Indexing for Revolutionary Historical Archives as well as Subject Headings, as a result from the Guidelines, are created. The most extraordinary features in Chinese archival description are said to be the Guidelines for the Classification Indexing for Revolutionary Historical Archives and Materials as well as the Classification Scheme, both of which are created to allow subject search of records content. It is because Chinese practice of records management distinguishes the classification for arrangement from that for retrieval. Chinese archival description is, therefore, composed of bibliographic description rules, subject headings, and the classification scheme for retrieval.

An Essay for Reconstruction on the Classification System of Government-General of Chosun (조선총독부 공문서 분류체계의 복원)

  • This article provides the base in relation to the classification system of public records of Japan and Tiwan which the original order of the classification system of public records of Government-General of Chosun is reconstructed and the efficient classification system is prepared. The classification system of public records at the period of Meiji(明治) in Japan was classified two forms, one is function-based classification, the other is organization-based classification. Each ministry(省) was fundamentally based In function-based classification and organization-based classification, adopted them in changed forms as its condition and situation had been changed. Government-General of Tiwan adopted Japan's archival management system and put its classification system and life schedule In operation. The classification system of Government-General of Tiwan adopted function-based classification of the ministry of foreign affairs in Japan, changed its forms as the organization and business activity were transformed. As a result of arrangement and analysis of examples for the classification of public records of Government-General of Chosun from 1910' to the middle area of 1930', the classification of public records of Government-General of Chosun was constructed on level order; 'organization of ministry(部) or department(局)--business activity of ministry or department--low function of business activity of ministry or department'. But this classification system had two sides, flexible and unstable in that the classification system had exeptional parts and the breadth of items was changed greatly. The classification system of Government-General of Chosun, which had adopted organization-based classification of the ministry of home affairs in Japan, result in expanding the breadth of items and causing great change of items for the organization and business activity were vast and its change was very great.
