This paper is to examine the bibliographical description of the revolutionary historical archives and the standardization of the archives management in China. The standardization in the field of records and archives management was not initiated on its own way but as a part of national - leveled standardization. As a first step National Committee on Technical Standardization of Literature was established, followed by the establishing of Committee on Technical Standardization of Micro - filming and Committee of Technical Standardization of Paper Form. The standardization of the records and archives management was carried out in the context of functions of these three committees. In 1983 the standardization in the sphere of records and archives management speeded up, when the National Archives Administration formed small organizations which led the standardization work all over the country. A committee of standardization originated from small organizations and it brought a great progress of the standardization. If some opinions on standardization were submitted from records offices or related offices, they were examined by the committee of standardization. The opinions that were submitted by the committee of standardization were examined by the National Archives Administration which proclaimed it officially. The Chinese government commenced to establish the bibliographical data centre for historical archives and materials on the basis of this process of standardization. In the case of the revolutionary historical archives the description was made on the level of sources(provenance), which was sent to the bibliographical data centre for historical archives and materials. The Chinese government set digitalizing as a goal in records and archives management in the middle of 1990's. It was regulated that the description of records item that should be transferred to the center must be digitalized. However, the description of the file level was not made separately being reflected in the process of description of item level. (The second part of the paper will be released in the next volume).

Conclusion; Historians, Archives, and Archivists, and Their Roles This essay is mainly written for historians who may have "little or limited experience" in dealing with archives and archivists in their course of historical research. It may sound very ridiculous to say that "historians have little or limited experience" in using archives but it is also true that many Korean historians have depended on various compiled editions of historical materials or personally donated and/or collected materials when they do research, rather than they would visit archives and search for the materials by themselves. This is the main reason for that the public archives in Korea have not served historians well and effectively, and vice versa, that historians have not visited archives sometime with no knowledge of archives, and have not requested opening of archives for their research. It is a simple fact that historian's study depends on the records he/she uses. Without records, there should be no history. Use of archives for historical research is a common thing and a must in modern archives. Records are selected to be preserved in archives for their preservation as well as their future use. Who select the records as archives? Archivists do mostly. Then, what are the criteria for the archivists to chose records as permanent preservable archives? Answers to this fundamental question have been provided by many historians and archivists. The closest answer may be that selecting archivists would be better trained and equipped with historical research and knowledgeable of the major trends in historical research. With his/her own experience of historical research and tracing the trends of historical studies and materials used in the historiography, they could chose better and appropriate records for future use using their prudence and discretion. It also means that historians have had influence on archivists in their selecting archives by providing the theme and context of historical studies of the time. Though not necessarily becoming a historian themselves, selecting or appraising archivists should understand the process of creating the records and should know how they become archives. This is a precondition to become a good archivist. But that's not all. They must know how the archives are used and what archives are used for what purposes. Among many other roles of modern archivists, selecting and describing the archives are the foremost tasks of an archivist. Archivists therefore developed modern methods to select future archives based on functional analysis and records series concept rather than a record file or item as a unit of selection. Historians are users or consumers of the archives held in the archives building or repository. The quality of their study depends on the "quality" of the materials they use. With the help of archivists not to mention of reference service, historians owe much to archivists in having an access to the materials they need, intellectually and physically. Too many closed archives and too long closed archives in the archives repository would benefit neither historians nor archivists. However, archivists can mostly react only to archive requests and demands made by historians for more wide accessibility. Using the FOIA, as in the U.S., or the Information Opening Act, as in case of Korea, historians can promote the use of historical materials as well as promoting accountability and transparence for the benefit to society as whole. In this context, it is vary desirable to establish a close professional relationship between historians and archivists even in the age of information society. At present, historians need more understanding of operation and importance of archives while archives administration need to realize the potential archival demands from research community and civil movement for clean government.
이 논문은 1999년에 수립된 한국의 국가기록관리체제의 특징과 문제점을 분석하고 그 개혁 방안을 제안하였다. 첫째, 한국의 국가기록관리체제는 행정부, 입법부, 사법부가 각각 독자적으로 영구보존기록물을 관리하고 있으나 전 세계적으로도 내셔널 아카이브가 행정부 기록만을 관리하는 사례가 거의 없다는 점을 고려하여 입법부, 사법부, 행정부 기록을 통합 관리하는 방향으로 국가기록관리체제를 개편할 것을 제안하였다. 둘째, 1999년 기록관리법 제정 이래로, 한국 국가기록관리체제가 지나치게 중앙집권적으로 운용되고 있는데 이것을 개선할 필요가 있다. 기록관리법에서는 영구보존기록물이 아닌 기록물도 국가기록원이 처리하도록 규정하고 있으므로, 국가기록원으로 하여금 많은 부담을 지우고 있다. 이러한 문제점을 개선하기 위해서 소량의 영구보존기록물만을 국가기록원이 처리하고 유한보존기록물은 모두 중간기록물관리기관(기록관)이 처리하도록 법제화할 필요가 있다.
2009년 7월 "공문서관리에 관한 법률"의 제정 공포와 2011년 4월부터의 시행을 계기로 일본의 기록 관리는 종전과는 달리 기록의 생애주기 전체를 포괄해서 일원적으로 관리하는 체제로 변화하였다. 이 논문은 지금까지 제대로 조명되지 못한 일본 기록관리 제도의 핵심 내용과 특징을 법령의 운영 구조와 전자공문서 관리를 중심으로 고찰하였다. 첫째, 일본 내각부와 기록관리 분야 전문가 그룹이 2003년부터 일본의 기록관리 제도를 개혁하기 위해 활동하였고, 그 결과가 2009년 7월 공문서관리법의 제정 공포로 이어진 사실을 확인하였다. 그런 점에서 공문서관리법은 국민에 대한 정부기관의 '설명책임성' 실현을 염원하던 일본 기록관리 공동체의 지난했던 꾸준한 활동의 결과로 평가할 수 있다. 둘째, 일본의 공문서관리법령은 그 운용 체제가 '법 ${\Rightarrow}$ 시행령 ${\Rightarrow}$ 가이드라인 ${\Rightarrow}$ 기관별 문서관리규칙'으로 이어지는 다층의 일관된 구조를 갖추고 있는 점이 특징적이다. 이는 법령의 내용들이 각 행정기관의 실무 단위에 제대로 적용될 수 있도록 가이드라인을 중심 축으로 상세한 기준을 제시하고, 이를 토대로 각 행정기관의 고유 사무와 관련된 세부 적용 기준과 구체 사례를 작성하도록 하는 체제이다. 또한 종전과는 달리 '레코드 스케쥴'을 도입하여, 각 기관에서 문서를 작성 취득 후 '가능한 이른 시일 안에' 역사공문서를 선별하도록 해서 국립공문서관으로 이관 관리되어야 할 '특정역사공문서'를 안정적으로 확보하고 있다. 국가기관에 기록관리 전문인력을 배치하는 한국과는 달리, 문서담당자에 의한 선별 평가 방식을 택하고 있는 일본의 경우는 가이드라인에서 중요 역사공문서의 적정한 선별과 보존을 위한 세밀한 선별 기준과 관리 방안을 제시함으로써 현용단계에서의 '적절한 기록관리'가 담보되도록 한 것이다. 셋째, 일본은 이미 2011년도부터 전자공문서의 이관과 관련한 시스템을 운용하고 있으며, 이에 대비하여 각 행정기관에서의 문서관리시스템에 의한 전자공문서의 등록 관리가 이루어지도록 준비하였다. 20010년의 내각부가 공표한 표준적 포맷과 매체에 대한 '방침'도 국립공문서관의 전자공문서등시스템으로의 전자공문서 이관에 대비하여 마련된 것이다.
특수기록관에서 관리되는 기록들은 실질적인 권력 주체들이 의사결정 과정에서 생산되고 관리되는 핵심기록들이다. 공공기록물관리법에서는 특수기록관에 한해 소관 비공개기록물의 이관시기를 생산연도 종료 후 30년까지 연장할 수 있으며, 30년이 지난 후에도 업무수행에 계속 사용할 필요가 있는 경우 이관시기를 연장할 수도록 규정했다. 이러한 특수기록관리 제도의 예외적 절차와 그 시행에 관해 이해하기 위해서는 특수기록관의 의미뿐 아니라 특수기록물의 특징과 범위, 유형에 관한 분석이 선행되어야 한다. 따라서 본고는 첫째, 국가기록원의 백서와 통계자료에서 드러난 특수기록물의 이관 현황을 분석하고 특수기록물과 특수기록관의 유형과 범주, 특성에 대해 살펴보았다. 둘째, 특수기록관의 설립과 조직체계에 따른 운영방식의 변화에 대해 검토하였다.
이 연구는 현재 활용되고 있는 기록관리기준표를 분석하고, 국가기록평가도구로 운용되기 위해서는 향후 어떻게 재설계되어야 하는지 그 방향을 제시하는 것을 목표로 한다. 즉, "국가는 어떤 기록을 남겨야 하는가"의 국가기록평가 관점에서 특히 환경 분야의 기록관리기준표를 분석하고, 미래 개선 방향을 제안하고자 하였다. 분석에 있어 주요 초점은, 국가적으로 영구보존해야 하는 기록평가에 두었으며, 따라서 본격적인 기록관리기준표 분석에 앞서 국가적으로 영구보존해야 하는 기록의 범주는 분명하게 제시되고 있는지를 살펴본다. 이후, 이를 각 기관의 기록관리기준표를 통해 어떻게 이행할 것인가, 그리고 그 이행 체계는 어떻게 구성될 것인가의 범위에서 연구를 수행한다. 우리나라의 환경부 기록관리기준표를 중심으로 분석을 진행하되, 향후 개선 과제를 제시하는 과정에 시사점을 도출하기 위해 미국과 호주 및 영국 중앙 및 연방기관 중 환경 기능을 수행하는 기관의 기록 평가도구[처분기준서]에 대한 분석도 함께 진행한다.
이 글은 아카이브 이용에 대한 조사를 위해 1970년대 한국현대사 연구에 인용된 기록을 분석하였다. 인용된 기록을 유형별, 주제별로 분류하고, 인용실태를 조사하였다. 전체 기록 가운데 아카이브 이용은 미흡하였으며, 기록인용 방법도 제각각이었다. 향후 아카이브에서 한국현대사 연구와 관련된 기록의 이용 분석을 체계화할 필요가 있다. 아카이브는 이러한 분석을 토대로 기록 평가 선별, 기록 수집, 기록 재조직 방향 등을 수립하는 기초 자료를 축적하는 것은 물론 한국현대사 연구에 필요한 기록을 제공해야 할 것이다.
이 연구는 기록학 분야의 연구패러다임과 방법론에 대한 토론과 합의를 이끌어내고자 연구방법론에 따른 연구동향 분석을 시도하였다. 우선 연구의 기반이 되는 신념체계에 따라 Guba와 Lincoln이 정의한 4가지 연구패러다임을 검토하고, 기록학의 특성에 부합하는 연구패러다임을 정립할 것을 제안하였다. 그리고 기록학 분야의 양대 학술지로 지칭되는 기록학연구와 한국기록관리학회지에 2007년부터 2016년까지 게재된 481편의 동료평가된 국내 연구 논문을 검토하여 80편의 실증연구를 선별하였다. 그 중 후기실증주의 연구로 구분할 수 있는 면담연구와 혼합방법 연구 등은 후속연구과제로 남기고, 여기서는 우선 설문조사와 실험연구 32편만을 분석의 대상으로 삼았다.
오늘날 대부분의 국가는 기록물관리의 중요성을 인식하고 기록물관리자를 양성하기 위한 교육과정을 대학과 전문기록물관리기관을 중심으로 운영하고 있다. 그간 우리나라는 대학원과 국가기록원 등에서 기록관리자 양성을 위한 교육훈련이 진행되어 왔는데, 국가기록원의 기록관리교육은 공공기관의 기록관리의 품질에 대해 직접적인 영향을 끼치는 것은 물론 기록관리 전반에 영향을 끼친다. 본고에서는 기록관리종사자의 지속적인 전문수행능력 배양을 위해 중앙기록물관리기관으로 공공기록물관리를 담당하고 있는 국가기록원의 기록관리 교육의 제반 현황을 소개하고, 운영상의 주요 쟁점 및 이에 대한 대안을 제시하였다.
