For a good record maintenance according to organization and functions in Korea, it is required to make better use of 'Records Disposition Schedule', which is originally developed as a computerized system that can control the whole records maintenance procedure and manage every record according to organization and functions. 'Records Disposition Schedule' is only a system that allows us to maintain every record according to organization and functions and manage every information about such organization and functions. Accordingly, a well-functioning Records Disposition Schedule requires the exact modification and operation of such schedule depending upon organizational or functional changes. If the Records Disposition Schedule is not reasonably modified and operated depending upon organizational or functional changes, we won't be able to maintain any records in linkage with organization and functions and control the whole works throughout record maintenance.
The study aimed at exploring a direction of development of the conceptual model for organizing public digital records. First, it started with reviewing the possibility of item-oriented records and archival organization, then analyzed RIC-CM developed by ICA EGAD. Second, it investigated the hierarchies of the classes and descriptive information applied to public digital records, as well as showed the necessities of transition from paper-based model to digital-based one. Based on these, it studied to seek possibilities for organizing public digital records not by record groups but by items. Finally, this study proposed the direction of development of the next generation conceptual model for organizing public digital records.

This paper provided understanding of establishing records and archives management system(ARMS) with the case of the Jogye order of Korean buddhism. This system was designed to control records in the whole step from creation to preservation so that it automatized process to organize and control current records and to preserve archives. This system covers a wide range of archival functions including appraisal, arrangement and description, transfers, access, location and space management, microfilm management and destruction. This system will be applied records management of similar organization because of designing from the archival scientific point of view. Also, development process of this system will help archivist to build ARMS based on archival needs of institution.
This paper is an example of records & archival management in Sagamihara City, Japan. The purpose of this paper is to examine the process and main contents of the Japanese record community making 'exemplary records management system' in the region. Specifically, the organization of the Records Management Council, which performs the limited function and role of the 'advisory body', actively utilized the organization of 'local government', which is the main governance organization of municipal administration in the process of regulating the ordinances and related regulations. In this process, related record information at each stage of record management is actively provided to the members of the society. This case is significant in that it presents the "practical view" of the recording community in the reality of the records management in Korea where there is no archive, which is the material foundation of the realization of 'systematic record management'.

The purpose of this study is to explore a budget-securing strategy to enable archival professionals in public institutions to continuously secure the budget for records management projects. This study is an analysis of the results of in-depth interviews with 14 archival professionals who have worked for public institutions and secured budgets for records management projects. As a result of the analysis, 4 upper categories and 10 categories are extracted as factors influencing budget securement. The top four categories are the job environment of archival professionals, umbrella organization and organizational culture, business and budget characteristics, and system and social environment. As the budget-securing strategy for archival professionals, a total of 3 categories and 13 strategic codes are derived. The three categories are utilizing individual-centered competencies, establishing organization-centered relationships, and finding external environment-centered triggers. This study emphasized the perspective of archival professionals and suggested implications such as the role of archival professionals and the direction of improvement in securing budgets.
This article provides the base in relation to the classification system of public records of Japan and Tiwan which the original order of the classification system of public records of Government-General of Chosun is reconstructed and the efficient classification system is prepared. The classification system of public records at the period of Meiji(明治) in Japan was classified two forms, one is function-based classification, the other is organization-based classification. But this classification system had two sides, flexible and unstable in that the classification system had exeptional parts and the breadth of items was changed greatly. The classification system of Government-General of Chosun, which had adopted organization-based classification of the ministry of home affairs in Japan, result in expanding the breadth of items and causing great change of items for the organization and business activity were vast and its change was very great.
This paper aims to research the historical development of the archival systems in the Soviet Union from 1917 to the 1920's. The Russian revolution was the turning point not only for the political and social changes but for the archival administration in Russia, as it provided the new Soviet regime with the chances to reorganize the archival institutions under Bolshevik rule. However, we must not forget the fact that the Russian Archival Workers' Union had taken part in the organization of the archival systems together with the Bolshevik revolutionaries. The Soviet government intended to transform the decentralized and poorly organized archival systems in the prerevolutionary years into the centralized and bureaucratized ones. In this meaning, the decree signed be V. I. Lenin on 1 June 1918 was estimated as the real basis for the Soviet archival centralization. Lenin's archival decree of 1918 encompassed the entire national documentary legacy, which was gradually extended to all types and categories of manuscripts and archival records by successive legislation. The concept of state proprietorship of all documentary records was designated "Single State Archival Fond"(Edinyi Gosudarstvennyi arkhivnyi fond), which was renamed as "Archival Fond of the Russian Federation" after the collapse of the USSR. The independent state administrative agency, that is, "Main Administration of Archival Affairs"(Glavnoe upravlenie arkhivnym delom) was charged with the management of the entire "Single State Archival Fond". While the Soviet Union reorganized its archival systems in the twenties, the archival institutions became under the severe control of the government. For example, M. N. Pokrovskii, the well-known Marxist historian and the political leader, headed the organizational work of archives in the Soviet Union, which resulted in the exclusion of the prerevolutionary specialists from the archival field in the Soviet Union. However, the discussions over the concept of "the Archival Fond" by B. I. Anfilov helped to develop the archival theories in the USSR in the twenties. In conclusion, the Soviet Union, having emphasized the centralization of the archives, developed its archival systems from the early period, which were the basis of the systematic archival institutions in Russia.
The classification of records is basically different from that of librarian materials because records have a nature of spontaneous and correlated product made during the process of work, as well as a value of proof and information. Hence the main task of archival management institute is to classify those records through the process of transfer and receipt for the purpose of reservation and utilization of their value. Therefore, the records should be classified by the manner, which reflects the function and organization of producing institute, and in turn, the principles of producing site and original record order should be maintained for this purpose. The characteristics of librarian materials and records and the tasks of management institutes form the basis of very different principles. The records can present the characteristics of producing institute and maintain the value made by the correlated nature as they are classified, managed and preserved by the above principles, In addition, it is known how and why they were produced and utilized, as well as they can be preserved in original form and effectively arranged, recorded and managed.
The presidential archives of Participating Government were left as a result of record production innovation.
