A Study on the Improvement of the Librarian Certification System in Korea (사서자격제도 개선 방안 도출 및 적용에 관한 연구)

  • During the 21st century, the rapid changes in libraries and the information environment require the reassessment of the education and certification of library and information professionals in order to enhance their competencies. The purpose of this study is to elicit and propose preliminary models in order to improve the librarian certification system in Korea. In doing so, the perceptions among librarians and users were surveyed through an online questionnaire methodology. Based on the results of the survey and analyses, a mid- and a long-term plans for improving the overall library certification system have been proposed.

Reassessment of the Mild Slope Equations (완경사 파랑식들의 재평가)

  • In the derivation of mild slope equation, a Galerkin method is used to rigorously form the Sturm-Liouville problem of depth dependent functions. By use of the canonical transformation to the dependent variable of the equation a reduced Helmholtz equation is obtained which exclusively consists of terms proportional to wave number, bottom slope and bottom curvature. Through numerical studies the behavior of terms is shown to play an important role in wave transformations over variable depth and it is proved that their relative magnitudes limit applicability of the mild slope equation(MSE) against the modified mild slope equation(MMSE).

Improvement Status and Development Direction of New Health Technology Assessment (신의료기술평가제도 운영의 개선현황과 발전방향)

  • Since the introduction of new health technology assessment in 2007, benefit coverage process of health insurance related to new health technology has become an upgraded system through the evidence-based decisions. As a result of enforcing this system for 10 years, however, there have been several rising concerns. It needs to support the insufficient evidence of medical technologies, introduce reassessment system for post management of market entry technologies, and improve evaluation methods and process. In addition, there is the possibility of emerging an unheard-of medical technology, fused various categories like artificial intelligence, robot, information technology, physics and life science in the fourth industrial revolution. Now, new updated system introduced to improve new technology assessment, such as 'limited health technology assessment system,' 'system for postponement of new health technology assessment,' 'one-stop service system,' and 'integrated operation of approval for medical devices and new health technology assessment.' Therefore it needs to prepare the improvement plan for new health technology assessment to be established more advanced system, and we have to resolve concerns by communication with various healthcare experts and patients now and for ever.

A study of the types of students' justification and the use of dynamic software (학생들의 정당화 유형과 탐구형 소프트웨어의 활용에 관한 연구)

  • Proof is an essential characteristic of mathematics and as such should be a key component in mathematics education. But, teaching proof in school mathematics have been unsuccessful for many students. The traditional approach to proofs stresses formal logic and rigorous proof. Thus, most students have difficulties of the concept of proof and students' experiences with proof do not seem meaningful to them. However, different views of proof were asserted in the reassessment of the foundations of mathematics and the nature of mathematical truth. These different views of justification need to be reflected in demonstrative geometry classes. The purpose of this study is to characterize the types of students' justification in demonstrative geometry classes taught using dynamic software. The types of justification can be organized into three categories : empirical justification, deductive justification, and authoritarian justification. Empirical justification are based on evidence from examples, whereas deductive justification are based logical reasoning. If we assume that a strong understanding of demonstrative geometry is shown when empirical justification and deductive justification coexist and benefit from each other, then students' justification should not only some empirical basis but also use chains of deductive reasoning. Thus, interaction between empirical and deductive justification is important. Dynamic geometry software can be used to design the approach to justification that can be successful in moving students toward meaningful justification of ideas. Interactive geometry software can connect visual and empirical justification to higher levels of geometric justification with logical arguments in formal proof.

Analysis of Some Korean Terminologies on the Flower Structures of Angiosperms in Plant Morphology (식물형태학에서 사용하는 피자식물의 꽃 구조에 관한 한글 용어의 분석)

  • Korean terminologies on flower structures of angiosperms in plant morphology, written incorrectly in many books, were analysed to suggest accurately expressed terminologies. 24 books in areas such as general biology, plant biology, plant morphology, and biological dictionaries and glossaries were selected to analyse the accuracy of the terminologies for seed structures, e.g., crassinucellate (ovule), tenuinucellate (ovule), placentation, free cental placentation, herkogamy or hercogamy, heterostyly or heterostylous, distyly or distylous, tristyly or tristylous, and hypanthium. The definition and etymology of the terminologies were traced in 4 textbooks of plant anatomy and 2 dictionaries of biology and botany written in English. On the basis of the definition, etymology, and principles for terminology formation according to the International Organization for Standardization (ISO 704:2000), accurately and reasonably expressed Korean terminologies were proposed. The 9 terminologies examined in this study were found in the glossary of biological terminologies, published by the Korean Association of Biological Sciences in 2005, and designated as an editorial source for science and biology textbooks for middle and high schools by Ministry of Education in 2007. However, none of the 9 terminologies described in the glossary were consistent with those proposed in the present study. The inconsistencies indicated the need for a reassessment of this glossary of biological terminologies. The new, proposed terminologies would facilitate mutual understanding between teachers and students of plant biology.

Reassessment of Economic Feasibility for a Wind Farm on Jeju Island Considering Variable Jeju SMP (변동 제주 SMP를 적용한 제주도 육상풍력단지의 경제성 재평가)

  • Economic feasibility study using weighted average variable Jeju System Marginal Price, SMP, was conducted for Gasiri wind farm of Jeju Island. To predict the variable Jeju SMP, generator share ratio for SMP was calculated from the real time wind power production and the power demand data for years. Also, sensitivity analysis on Net Present Value, NPV, and Benefit/Cost Ratio, B/C ratio, were performed to clarify which factors are more important in assessing economic feasibility. The result shows that the Gasiri wind farm has a minimum of 110 billion won and a maximum of 132 billion won difference between fixed and variable SMP. Also, Capacity Factor, C.F., had the highest sensitivity for NPV, followed by SMP. Accordingly, when economic analysis for a potential wind farm site is carried out, the variable SMP as well as C.F. should be considered for more accurate assessment of the wind farm.

Reassessing Statin Therapy in Elderly Dyslipidemia: A Literature Review

  • Purpose: An integrative literature review was done to identify the best interventions for older adults with dyslipidemia in an effort to promote nursing involvement in the prevention of statin-induced symptoms (SIS). Such awareness could increase the capacity of interventions by geriatric nurses using evidence-based practices in the reassessment of statin therapy. Methods: CINAHL, Pubmed, and ProQuest were searched using these terms: dyslipidemia in, elderly, statins, adverse effects, and quality of life. Eleven articles fitting the inclusion criteria were identified and analyzed. Results: The findings indicate no evidence for the benefit of statin therapy for morbidity/mortality in a high-risk primary prevention set-up, specifically in the elderly population. Although SIS prevails among older adults, there are limited data that confidently support this observation along with nursing interventions specifically for the geriatric nursing community. Conclusion: Future research is necessary to shift nursing intervention with statin users (specifically in older adults) from an illness-based intervention to a preventive care plan to provide optimal care based on evidence. It is essential to involve self-reporting, cooperation, and communication with health care professionals, specifically with geriatric nurses. Additional studies are needed to further direct practice interventions in elderly statin users.

A Reassessment for Dynamic Line Rating of Aged Overhead Transmission Lines in Kepco's Network (한국전력 노후 가공송전선의 동적송전용량에 대한 재평가)

  • During the past 2 decades, many electric power companies have been searching various solutions in order to supply power with economical and more efficiency in the present transmission utilities. Most interesting method to increase the line capacity of overhead transmission lines without constructing any new line might be to adapt Dynamic Line Rating(DLR). Specified rating is normally determined by any current level, not by conductor temperature. Although specified rating is essential to design transmission line, dip may be the most important factor in limiting transmission capacity. Transmission lines built by the oldest dip criterion among the 3 different design criteria for conductor dip are nearly over one-half of all Kepco's transmission lines. This paper describes an up-rating method for those transmission lines in order to apply DLR technique. Based on limit dip conductor temperature and current of the transmission lines, limitation performance and effectiveness in applying DLR with weather model are analyzed. As a result of analysis, it can be shown that an improved method could be effectively used for increasing the line rating of old transmission line which was built by the design criterion with low dip margin.

  • Spasticity is the most troublesome problems in the management in cerebral palsy. The purpose of this study was to observe the effect of the FES and FIR to spasticity.8 cerebral palsy children were selected for this study. Assessment was carried out before treatment for obtain baseline measurement of spasticity and reassessment were carried out at after 10, 20 treatment sessions and 24hours after treatment. The results of this study were as fellowing : 1. MAS scores were significantly reduced after 10th and 20th after treatment compared with pre-treatment. 2. MAS scores were significantly reduced after 20th and maintained 24hours after treatment compared with pre-treatment These results indicated that FES and Far infrared appears to reduce significantly MAS scores and maintained 24hours after treatment compared with pre-treatment.

Reassessment of Volatility Transmission Among South Asian Equity Markets

  • This study investigates the nexus among the South Asian economies. Effects of shocks in the equity market of one country on the equity market of the other country are examined. For empirical analysis, the time series monthly data is used for the period from February 2013 to August 2019. The study focuses on the four larger economies of the region, namely, India, Bangladesh, Pakistan, and Sri Lanka. To investigate for asymmetric effects of positive and negative shocks, EGARCH model is used. The findings show the mix nature of the spillovers between the various pairs of countries. The equity market of Pakistan has two-way spillover effects with the equity market of Bangladesh, but has no association with the equity markets of India and Sri Lanka. The volatility in the equity market of India significantly influences the volatility of the financial markets of Bangladesh and Sri Lanka. Similarly, the capital market of Sri Lanka has a negative association with the equity market of India as well as Bangladesh, but does not affect the equity market of any other country. These findings validate the argument in the literature that geographic location influences the nexus among equity markets. The findings are important for policy-makers and investors.
