Establishing a healthcare delivery system is key to building a cost-effective healthcare system that can prevent the waste of healthcare resources and increase efficiency. Recently, the rapid increase in the national medical expenditures due to the aging of the population and the increase in chronic diseases has raised the question about the sustainability of the healthcare system including the health insurance system. This is why we need to reform the medical delivery system, including the function setting of medical institutions. Accordingly, gradual and practical efforts based on the recognition of reality are needed for solving the problems and improving the medical delivery system. The first effort is to secure policy measures to establish functions and roles of medical institutions which are the basis of the healthcare delivery system, and a systematic medical use system for appropriate medical use. This approach can be achieved through a reasonable health insurance schemes. Without reasonable reform efforts, it will be difficult for Korea's health care system to develop into a system that can provide cost-effective and high-quality medical services that the people want.
This research is to investigate the effect of the improvement of investment environments with investment incentive on Korean national economy by looking into the foreign investment support system in Korea. To this end, first research model was set up based on our literary study and case study was conducted on 150 foreign companies that were located in industrial complex for foreign companies, received the tax benefit and government subsidization. And it was found that even though the foreign companies were contributing to the national economy in general such as in the area of production, export, employment, development of technology, there was no significant contributory difference between the investment incentive beneficiary and non-beneficiary foreign companies. Therefore it deemed reasonable to reconsider the way Korean government supports foreign companies in Korea and to reinforce foreign companies' relevance to national policy agenda with additional incentives to foreign companies located in comparatively less developed areas. As a way to promote foreign investment, promotion of investment infra such as improvement of follow-up services, openness to foreign investment, industrial deregulations in capital area, revitalization of free economic zone, efficient system to promote foreign investment and the reinforcement of public relations were considered necessary, especially the upgrading of economic structure and the integrated management of domestic and foreign investors deemed necessary for the optimal distribution of the industries.
The major objective of this study is to investigate the effects and application of improvement for railway steel plate girder bridge by resilient panel track system. It analyzed the mechanical behaviors of steel plate girder bridge with applying resilient panel track system on the finite element analysis and laboratory test for static & dynamic characteristics. As a result, the improvement of steel plate girder bridge with resilient panel track systems are obviously effective for the static & dynamic response which is non-ballast steel plate girder bridge. The analytical and experimental study are carried out to investigate resilient panel track system decrease vertical acceleration and deflection on steel plate girder bridge for serviceability. And the resilient panel track system reduced dynamic maximum displacements (about 59%) and stresses (about 82%), the increase of dynamic safety is predicted by adopting resilient panel track system. From the dynamic test results of steel plate girder bridge, it is investigated that vertical acceleration and deflection is very low with applying resilient panel track system. The servicing steel plate girder bridge with resilient panel track system has need of the reasonable improvement measures which could be reducing the effect of static and dynamic behavior that degradation phenomenon of structure by an unusual response characteristic and a drop durability.
Turnkey project in construction which accounts for about $10\%$ of the total annual construction orders in the nation is expected to grow in size as an effort to strengthen international competitiveness and improve quality of construction work. However, problems of turnkey project in construction raise concern for many possible cases of possible claims. Based on the understanding that bidding guidelines which plays a critical role in turnkey project in construction actually contain some unequal clauses and causes for problems which undermine development of turnkey construction and further create possible cases of claims, the paper aims to identify and analyze the unequal clauses and problems contained in the guidelines in order to make suggestions for improvement. Among all the turnkey construction orders that has been placed since 2000 when domestic turnkey project in construction became relatively formulated, 13 constructions costing more than 50 billion won were selected for this study since their construction scale were large enough that the bidding guidelines for them were regarded as containing little difference among one another. In order to enhance construction technology and to prevent claims while trying to achieve the original purpose of Turnkey system, the parties involved in or schedule to take part in Turnkey project including ordering institution, Construction Company and Design Company should make an effort to have more reasonable bidding guidelines drawn up.

Good health and longevity are the goal of human beings. Dietary treatment for the improvement of health and chronic diseases therapy has been occupied an important position in Oriental and Western medicine. In this paper, the viewpoints of dietary treatment in Oriental and Western medicine were compared. The principle of Yin-Yang and five elements, as a standing rule that establishes the theory of Oriental medicine and origin of the oriental philosophy, it provides the based of the Oriental medicine's outlook of the world. The principles of dietary treatment in Oriental medicine was reasonable combination of food, balance of Oh-Mi and temperance of food. Nutritional therapy in Oriental medicine has done the phase of Bian Zheng by individual characteristics. The theory of Yin-Yang and five elements, Ki-Mi, Sasang Constitution Medicine and Kyi-Kyung were obviously recognized the theory of nutrition therapeutics in Oriental medicine. In Western medicine, dietary treatment supplies individuals with a recipe of calorie and specific nutrients. The Food Exchange System was very convenient way of practice in nutrition therapy. But each of dietary treatment in Oriental and Western nutrition has strong and week points. So we need to study enough materials to treatment of Oriental nutrition and Western nutrition for the improvement of health and chronic diseases therapy.

The purpose of this study was to investigate the effect of fairness, culture, and service points on organizational management to maximize the ability of organizational members. The subjects of the survey were selected from major hospitals, small and medium hospitals. A total of 500 questionnaires were distributed, but 404 (80.8%) were used for the final analysis. The SPSS WIN 20 program was used to analyze the collected data. The following conclusions were obtained. First, in this study, organizational fairness did not show any general difference, and fairness was obtained with relatively high scores. In terms of improving organizational culture, size of hospital there is a statistically significant difference. the larger the organization, the more the organizational culture needs to be improved. Organizational fairness were significant differences in service encounter points and size of hospital. Second, the correlation between fairness, organizational culture improvement, service contact point and management performance showed a very positive correlation. Third, fairness has no effect on business performance. However, in this study, organizational culture improvement and service contact points are statistically significant and positive (+) influence on dependent variable management performance. Therefore, in order to improve the organizational culture of the hospital, it is necessary for the CEO to the vision, core, to discuss and make a reasonable plan. In order to actively cope with rapidly changing hospital environment, it will be necessary to positively support the of new medical market and the increase of market share.

The policy of total maximum daily load (TMDL) was introduced to manage wasteload within the loading capacity to achieve water quality standards in the watershed. While the TMDL was implemented, the institutional and technical correction for the improvement of procedure was accomplished even though there were various problems and basically through the process of trial & error. However, a fundamental improvement of this policy is needed to implement the TMDL. This study has come up with a new viewpoint on improving this procedure for reasonable implementation of TMDL. First of all, the water quality and flowrate monitoring of the tributaries should be implemented. This should be done through the establishment of a monitoring system which will include standards of scope, a set time period, water quality parameters and frequency follow ups for the implementation of TMDL. The basic plan in all of the watersheds should be developed based on the establishment of water quality parameters and standards for water use and ecological purposes according to the results of the water quality and flowrate monitoring in the watersheds. The implementation plan for water quality improvement should be established in the watersheds where exceeds the targeted water quality standards. The performance assessment of TMDL should be conducted every year to meet the satisfaction assessment of water quality standards in the watersheds. Finally, if the water quality standards in the watersheds can not be attained or the water quality parameters and standards should be changed, the implementation procedure will be performed according to the iterative process. On the contrary, the policy of TMDL in the watersheds where the water quality standards have been met the goal will be finished.

In this paper, detailed safety inspection reports on the 915 expressway bridges which had been published from 1996 to 2010 are collected and condition of these bridges are analyzed. Damages are categorized into 'damage by defect', 'damage by physical force', and 'damage by deterioration' and the concept of damage possession rate is introduced to investigate the occurrence time and the characteristics of damages. Based on the top 10 damage patterns of expressway bridges and the deterioration characteristics of heavy snow and freezing cold area, reasonable improvement direction of inspection activity is suggested. From this study, it is known that improvement of inspection regularization during construction or at completion stage of bridges is needed. Since the deterioration progress of the heavy snow and freezing cold area is faster than that of general area, environmental characteristics should be considered in inspection activity. The results of present study can be widely used for improvement of inspection activity of expressway bridges.
Ginger (Zingiber officinale Roscoe) is traditionally used as appetite enhancer, improver of the digestive system, antithusive, anti-cold, antipyretic, analgesic, and antiinflammation. In vitro evaluation using human lymphocyte cultures showed almost similar indication with those in in vivo mouse study, NK cell lysing activity was improved significantly. Proliferation activity of B and T cells, and CD3$^{+}$ and CD3$^{+}$CD4$^{+}$T cell subset were better observed using oleoresin or gingerol and shogaol fractions. Although there were higher activities in gingerol, the improvement was almost equal to that by oleoresin. Shogaol did not show better improvement except at higher concentration. It could be concluded that treatment with single bioactive compound, such as gingerol, did not show significant effects compared to oleoresin, the crude extract. In human study, involving healthy male adult, the improvement of NK cell lysing activity was again demonstrated and even more apparent. The mechanism involved in the protection seemed to be through the antioxidant activity of gingerol. However, other mechanism underlying the improvement of NK cell lysing activity must be involved since this improvement seemed to be specifically toward NK cell activity. Since NK cells ave specific for the elimination of virus-infected cell and mutated cells, this positive effect on the immune system are very interesting. This work has also scientifically proved that the traditional beliefs that ginger had preventive effects on common cold appeared to be reasonable.
