Environmental impact assessment on development projects is a process in which various stakeholders derive consultations by reflecting project characteristics and regional environmental status, and implementation of consultations is a prerequisite for securing sustainability of the local environment. The business plan can be changed to respond to changes in social and environmental conditions. And the business plan for which the environmental impact assessment consultation has been completed, it can be changed as a systematically prepared procedure (called Consultations on Amendment). As a result of investigating and analyzing the current status and major changes in the development project, Consultations on Amendment in industrial complexes were the most common, and the environmental impact is increasing accordingly. As the results of the analysis of operational status and the case studies, the main causes of Consultations on Amendment in industrial complex can be summarized into three categories: (1) formal demand forecasting for tenant industries, (2) excessive omission and simplification of administrative procedures under the Special Act, and (3) the use of an expedient change consultation system to facilitate environmental impact assessment consultation and shorten the period. This study proposes the following three measures to prevent the deterioration of the environmental impact assessment function due to frequent consultations on industrial complex changes; (1) Ensuring residents' participation procedures for Consultations on Amendment that changes important matters, (2) Reasonable revision of the "Simplification of Industrial Complex Procedures Act" to enhance the feasibility of industrial complex development plans and locations, (3) Development of evaluation criteria and methods for verification of real demand for objective demand management for industrial complexes, and (4) Preparation of a review guideline for Consultations on Amendment.
Disaster is when, where, and how uncertainties, which might occur. Thus, for disaster response and management at the national and local governments have been made. Korea has established the Disaster and Safety Management Basic Act. Disaster Management has been made at the national level which is to prevent disasters and countries in order to protect citizens from harm and dangerous. Korean Disaster management system is well equipped with advanced countries. The Organization of national and local government are well-maintained substantially for the disaster activities and step-by-step manuals activities. Despite that uncertainty, due to the nature of the disaster, while infrequent, causing large-scale tragedy. Minimize the damage of the disaster as a disaster management efforts are needed. Normally a real disaster, a disaster situation, efforts are to be utilized efficiently, the effectiveness of the system will appear. But while the number of large-scale disasters, including the sinking of Sewol this time for the government and local governments see the response process, the system did not work and the manual existed in the cabinet. There was no Prevention and preparation activities, there was no integrated organization for the response management with expertise in the professional staff. Whenever a large disaster raised repeatedly as a problem, but there was a substantial change in formal but no improvement. It will not reduce the damage if the disaster management is not prepared for a revolutionary turning point.
The purpose of this study is to investigate the effects of staffs' general characteristics and institutional characteristics on the staff members' recognition of the level of ethical management in the elderly welfare institutions and to provide basic materials for raising standard of ethical management in the elderly welfare institutions. For this purpose, we conducted a questionnaire survey using structured self-filling-type questionnaires for 245 staffs of elderly welfare institutions in Seoul and Gyeonggi-do. This study sets general characteristics of staffs and institutional characteristics as the independent variables and the staff members' recognition of the level of ethical management as the dependent variable. The variables are investigated through the descriptive statistics such as frequency, percentage and average analysis, and the difference of effect on the staff members' recognition of ethical management in the elderly welfare institutions by each independent variable was analysed by t-test, ANOVA and multiple regression analysis. The results of the study shows that in terms of general characteristics of staffs, the higher male to female ratio and the higher educational level; and in institutional characteristics, the less experience in basic ethics education and the better ethical working environment of the institution are the positive factors for that the staff members estimate the level of ethical management of their workplace high. Based on these results, for making staff members recognize the level of ethical management in the elderly welfare institutions higher, we should create actual atmosphere of the ethical working environment in the institution and implement not formal but step-by-step intensive ethics education that make employees can apply it in the real situations. In conclusion, this study gives the practical suggestions for improving the staff members' recognition of ethical management level in the practice field of elderly welfare on the fast-changing trends including downsizing and privatization.

This is the first attempt to produce simultaneous surface current field from satellite altimeter data for the entire East Sea and to provide surface current information to users with formal description. It is possible to estimate surface geostrophic current field in near real-time because satellite altimeters and coastal tide gauges supply sea level data for the whole East Sea. Strength and location of the major currents and meso-scale eddies can be identified from the estimated surface geostrophic current field. The mean locations of major surface currents were explicated relative to topographic, ocean-surface and undersea features with schematic representation of surface circulation. In order to demonstrate the practical use of this surface current information, exemplary descriptions of annual, seasonal and monthly mean surface geostrophic current distributions were presented. In order to objectively classify surface circulation patterns in the East Sea, empirical orthogonal function (EOF) analysis was performed on the estimated 16-year (1993-2008) surface current data. The first mode was associated with intensification or weakening of the East Korea Warm Current (EKWC) flowing northward along the east coast of Korea and of the anti-cyclonic circulation southwest of Yamato Basin. The second mode was associated with meandering paths of the EKWC in the southern East Sea with wavelength of 300 km. The first and second modes had inter-annual variations. The East Sea surface circulation was classified as inertial boundary current pattern, Tsushima Warm Current pattern, meandering pattern, and Offshore Branch pattern by the time coefficient of the first two EOF modes.
The decimal fraction concept plays an important role in understanding the real number which is one of the major concepts in school mathematics. In the school mathematics of Korea, the decimal fraction is treated merely as a sort of name of the common fraction, while many other important aspects of the decimal fraction concept are ignored. In consequence students fail to understand the decimal fraction concept properly, and merely consider it as a kind of number for formal computation. Preceding studies also identified students' narrow understanding of the decimal fraction concept. But none of them succeeded in clarifying the essences of the decimal fraction concept, which are crucial for discussing the didactical problems of it. In this study we attempted a didactical analysis of the decimal fraction concept and disclosed the roots of didactical problems and presented measures for its improvement. First, we attempted a phenomenological analysis of the decimal fraction concept and extracted 9 elements of the decimal fraction concept. Second, we has analyzed of the essence of the decimal fraction concept more clearly by relating it to the situations where it functions and its representations. For this we tried to construct the conceptual field of the decimal fraction. Third, we categorized he developmental levels of the decimal fraction concept from the aspect of external manifestation of the internal order. On the basis of these results, we attempted hierarchical structuring of the elements of the decimal fraction concept. And using the results of such a didactical analysis on the decimal number concept we analyzed the mathematics curriculum and textbooks of our country, investigated levels of students' understanding of the decimal fraction concept, and disclosed related problems. Finally we suggested directions and measures for the improvement of teaching decimal fraction concept.

The prevention of marine accidents has been a major topic in marine society for long time and various safety policies and Countermeasures have been developed and applied to prevent those accidents. In spite of these efforts, however significant marine accidents have taken place intermittently. Ship is being operated under a highly dynamic environments and many factors are related with ship's collision and those factors are interacting. So, the analysis on ship's collision rouses are very important to prepare countermeasures which will ensure the safe navigation. This study analysed the ship's collision data over the past 10 years(1991-2000), which is compiled by Korea Marine Accidents Inquiry Agency. The analysis confirmed that ‘ship's collision’ is occurred most frequently and the cause is closely related with human factor. The main purpose if this study is to propose risk control countermeasures of ship's collision. For this, the structure of human factor is analysed by the questionnaire methodology. Marine experts were surveyed based on major elements that were extracted from the human factor affecting to ship's collision FSM has been widely adopted in modeling a dynamic system which is composed of human factors. Then, the structure analysis on the rouses of ship's collision using FSM are performed. This structure model could be used in understanding and verifying the procedure of real ship's collision. Furthermore it could be used as the model to prevent ship's collision and to reduce marine accidents.
Despite the Public Records Management Act in effect for more than 10 years and the various achievements of 'Records management Innovation' made by the former government, records management in Korea still remains unsatisfactory in many fields. Especially one of the main concerns is about the records centers in the public offices failed to work efficiently. There remains lots of so-called ancient regime elements in the records center system, which causes the lack of stability. Divisions of general affairs in the public offices had played main role in records management for more than 50 years since the establishment of the government, and their role was limited to take over some records created and to manage the poor stack room. According to the Public Records Management Act revised in 2007, data center was renamed to records center and it was obliged to place records center under the office of planning management or the office of administration. But records centers have been nevertheless operated at a very formal level in most public offices. It is the real state of affairs that professional records management system interconnecting records office, records center and archives is not achieved. Why is it? This article is an answer to this question. This article attempt to find out on the inner causes such as structure of records center, records management profession, records management methodology, and above all historical background. In addition, it put stress on the necessity of definite separation between records office and records center and assurance of independent operation of records center for the normalization of the records management system. Improvement of methodology including records management process is also of great importance. And the standardization of records management business of the records center is suggested as one of the main tasks on the basis of the accumulation of 'best practices of records management' in the cooperation with the records management community.
RFID is an automatic identification technology that can control a range of information via IC chips and radio communication. Also known as electronic tags, smart tags or electronic labels, RFID technology enables embedding the overall process from production to sales in an ultra-small IC chip and tracking down such information using radio frequencies. Currently, RFID-based application and development is in progress in such fields as health care, national defense, logistics and security. RFID structure consists of a reader that reads tag information, a tag that provides information and the database that manages data. Yet, the wireless section between the reader and the tag is vulnerable to security issues. To sort out the vulnerability, studies on security protocols have been conducted actively. However, due to difficulties in implementation, most suggestions are concerned with theorem proving, which is prone to vulnerability found by other investigators later on, ending up in many troubles with applicability in practice. To experimentally test the security of the protocol proposed here, the formal verification tool, CasperFDR was used. To sum up, the proposed protocol was found to be secure against diverse attacks. That is, the proposed protocol meets the safety standard against new types of attacks and ensures security when applied to real tags in the future.

In real software business environment, there are required to validate software quality in diverse usage range of software for many small & medium companies. Software quality means both qualities of production and process. In our situation, we focus on better process quality of a test organization than a whole organization. But even the original test maturity model (TMM) does not enough to apply with our domestic venture/small & medium companies. To solve this problem, we suggest the simplified test maturity model for our companies. We redefine this simplified model with the original TMM and a test process improvement next (TPI next) model. The previous models just have provided each definition of maturity level, goal and activity per each level, which not exists an assessment guideline and a formal assessing procedure. Due to this reasons, an assessor is difficult to assess the test organization without them. this paper suggest an assessment guideline of the simplified TMM and also define the procedure which is included with activities and byproducts. With these assessment guideline, an assessor can work possible to formally assess test organizations of small & medium companies, and with self assessment guideline they can be correctly provision before assessment of their organizations.

Freudenthal has advocated the mathematisation theory. Mathematisation is an activity which endow the reality with order, through organizing phenomena. According to mathematisation theory, the departure of children's learning of mathematics is not ready-made formal mathematics, but reality which contains mathematical germination. In the first place, children mathematise reality through informal method, secondly this resulting reality is mathematised by new tool. Through survey, it turns out that area unit of Korea's seventh elementary mathematics textbook is not correspond to mathematisation theory. In that textbook, the area formular is hastily presented without sufficient real context, and the relational understanding of area concept is overwhelmed by the practice of the area formular. In this thesis, first of all, I will reconstruct area unit of seventh elementary textbook according to Freudenthal's mathematisation theory. Next, I will perform teaching experiment which is ruled by new lesson design. Lastly, I analysed the effects of teaching experiment. Through this study, I obtained the following results and suggestions. First, the mathematisation was effective on the understanding of area concept. Secondly, in both experimental and comparative class, rich-insight children more successfully achieved than poor-insight ones in the task which asked testee comparison of area from a view of number of unit square. This result show the importance of insight in mathematics education. Thirdly, in the task which asked testee computing area of figures given on lattice, experimental class handled more diverse informal strategy than comparative class. Fourthly, both experimental and comparative class showed low achievement in the task which asked testee computing area of figures by the use of Cavalieri's principle. Fifthly, Experiment class successfully achieved in the area computing task which resulting value was fraction or decimal fraction. Presently, Korea's seventh elementary mathematics textbook is excluding the area computing task which resulting value is fraction or decimal fraction. By the aid of this research, I suggest that we might progressively consider the introduction that case. Sixthly, both experimental and comparative class easily understood the relation between area and perimeter of plane figures. This result show that area and perimeter concept are integratively lessoned.
