According to recent frequent local flash flood due to climate change, the very short-term rainfall forecast using remotely sensed rainfall like radar is necessary to establish. This research is to evaluate the feasibility of GIS-based distributed model coupled with radar rainfall, which can express temporal and spatial distribution, for multipurpose dam operation during flood season. $Vflo^{TM}$ model was used as physically based distributed hydrologic model. The study area was Yongdam dam basin ($930\;km^2$) and the 3 storm events of local convective rainfall in August 2005, and the typhoon.Ewiniar.and.Bilis.collected from Jindo radar was adopted for runoff simulation. Distributed rainfall consistent with hydrologic model grid resolution was generated by using K-RainVieux, pre-processor program for radar rainfall. The local bias correction for original radar rainfall shows reasonable results of which the percent error from the gauge observation is less than 2% and the bias value is $0.886{\sim}0.908$. The parameters for the $Vflo^{TM}$ were estimated from basic GIS data such as DEM, land cover and soil map. As a result of the 3 events of multiple peak hydrographs, the bias of total accumulated runoff and peak flow is less than 20%, which can provide a reasonable base for building operational real-time short-term rainfall-runoff forecast system.
This study reviewed the parameter estimation procedure of the Freund bivariate exponential distribution for the decision of the annual maximum rainfall event. The method of moments was reviewed first, whose results were compared with those from the method of maximum likelihood. Both methods were applied to the hourly rainfall data of the Seoul rain gauge station measured from 1961 to 2010 to select the annual maximum rainfall events, which were also compared each other. The results derived are as follows. First, when applying the method of moments for the parameter estimation, it was found necessary to consider the correlation coefficient between the two variables as well as the mean and variance. Second, the method of maximum likelihood was better to reproduce the mean, but the method of moments was better to reproduce the annual variation of the variance. Third, The annual maximum rainfall events derived were very similar in both cases. Among differently selected annual maximum rainfall events, those with the higher rainfall amount were selected by the method of maximum likelihood, but those with the higher rainfall intensity by the method of moments.

It is desirable to utilize the result after studying the rainfall characteristics including the latest observation data in the districts for the sake of establishment of the more accurate plans for drainage or plans for hydraulic stuctures because the rainfall phenomena are different in their characteristics by regional groups and if we make a meteorological observation for a long period of time, the rainfall characteristics also change a great deal as compared with the preceding years. Therefore, we selected only the annual maximum rainfall from the self-recording rain gauge of the main rainfall observation station (Cheju, Sogwipo, Songsanpo) in the Cheju districts in the last twenty years, extracted the rainfall by actual measurement by the rainfall duration, and induced the optimal probable rainfall-intensity formulas by regional groups in the Cheju districts, taking advantage of the rainfall formulas being in wide use in general, that is, Talbot type, Sherman type, Japanese type, and new Semi-log type. As the result, the return periods at Cheju station appeared to be three years to five years and the optimal probable rainfall-intensity formula at Cheju station, Japanese type and outside the city, Talbot type; Sogwipo, Sherman type; Songsanpo, Talbot type respectively.

Drought is one of the severe natural disasters and it can profoundly affect our society and ecosystem. Also, it is a very important variable for water resources planning and management. Therefore, the drought is analyzed in this study to understand the drought distribution and trend. The Standard Precipitation Index (SPI) is estimated using precipitation data obtained from 55 rain gauge stations in South Korea and the SPI based drought variables such as drought duration and drought severity were defined. Drought occurrence and joint probabilistic analysis for SPI based drought variables were performed with run theory and copula functions. And then the return period and spatial distribution of droughts on the South Korea was estimated. As the results, we have shown that Gongju and Chungju in Chungcheong-do and Wonju, Inje, Jeongseon, Taebeak in Gangwon-do have vulnerability to droughts.

인공위성 기반의 원격탐사자료는 홍수, 가뭄 등 자연재해에 대한 모니터링 및 예측에 활용되어 왔으며, 특히 인공위성을 이용한 광역적 강수량 추정 자료는 지형적 제약을 받는 지상관측자료와 비교하여 시공간적으로 연속적이고 균질한 강수량 자료 취득이 가능하다는 장점이 있다. 우리나라의 경우 상대적으로 조밀한 지상관측망이 구축되어 있어 공간적으로 상세한 강수량 정보를 생산할 수 있는 여건을 갖추고 있지만, 북한 지역의 경우 기상, 수문, 통계자료에 관한 자료의 접근 및 품질의 제한성으로 인해 미계측 지역에 대한 강수량의 추정에 한계가 있다. CHIRPS (Climate Hazards Group InfraRed Precipitation with Stations) 데이터는 1999년부터 미국국제개발처 (U.S. Agency for International Development, USAID), 미국항공우주국 (National Aeronautics and Space Administration, NASA), 미국해양대기청 (National Oceanic and Atmospheric Administration, NOAA)의 지원으로 개발된 전지구 강우데이터 자료이다. CHIRPS는 1981년부터 현재까지 전지구 강우자료를 0.05도 격자 해상도로 제공하고 있으며, 강수량의 추세 분석 및 가뭄 모니터링을 위해 활용되고 있다. 본 연구에서는 CHG (Climate Hazards Group)에서 제공하고 있는 인공위성을 이용한 광역적 강수량 추정 자료인 CHIRPS와 남한 및 북한의 지상관측 강수량 자료와의 비교를 통해 위성으로부터 유도된 격자 강수량자료의 정확도 및 지역적인 강수추정의 불확실성을 평가하고, 수자원 및 재해 분야 이용 가능성을 검토하고자 한다.

Drought is a global phenomenon that affects almost all landscapes and causes major damages. Due to non-linear nature of contributing factors, drought occurrence and its severity is characterized as stochastic in nature. Early warning of impending drought can aid in the development of drought mitigation strategies and measures. Thus, drought forecasting is crucial in the planning and management of water resource systems. The primary objective of this study is to make improvement is existing drought forecasting techniques. Therefore, we proposed an improved version of Seasonal Autoregressive Integrated Moving Average (SARIMA) model (MD-SARIMA) for reliable drought forecasting with three years lead time. In this study, we selected four watersheds of Han River basin in South Korea to validate the performance of MD-SARIMA model. The meteorological data from 8 rain gauge stations were collected for the period 1973-2016 and converted into watershed scale using Thiessen's polygon method. The Standardized Precipitation Index (SPI) was employed to represent the meteorological drought at seasonal (3-month) time scale. The performance of MD-SARIMA model was compared with existing models such as Seasonal Naive Bayes (SNB) model, Exponential Smoothing (ES) model, Trigonometric seasonality, Box-Cox transformation, ARMA errors, Trend and Seasonal components (TBATS) model, and SARIMA model. The results showed that all the models were able to forecast drought, but the performance of MD-SARIMA was robust then other statistical models with Wilmott Index (WI) = 0.86, Mean Absolute Error (MAE) = 0.66, and Root mean square error (RMSE) = 0.80 for 36 months lead time forecast. The outcomes of this study indicated that the MD-SARIMA model can be utilized for drought forecasting.

The Tor Tong Daeng Irrigation Project with the irrigation area of 61,400 hectares is located in the Ping Basin of the Upper Central Plain of Thailand where farmers depended on both surface water and groundwater. In the drought year, water storage in the Bhumipol Dam is inadequate to allocate water for agriculture, and caused water deficit in many irrigation projects. Farmers need to find extra sources of water such as water from farm pond or groundwater as a supplement. The operation of Bhumipol Dam and irrigation demand estimation are vital for irrigation water allocation to help solve water shortage issue in the irrigation project. The study aims to determine the smart dam operation system to mitigate water shortage in this irrigation project via introduction of machine learning to improve dam operation and irrigation demand estimation via soil moisture estimation from satellite images. Via ANN technique application, the inflows to the dam are generated from the upstream rain gauge stations using past 10 years daily rainfall data. The input vectors for ANN model are identified base on regression and principal component analysis. The structure of ANN (length of training data, the type of activation functions, the number of hidden nodes and training methods) is determined from the statistics performance between measurements and ANN outputs. On the other hands, the irrigation demand will be estimated by using satellite images, LANDSAT. The Enhanced Vegetation Index (EVI) and Temperature Vegetation Dryness Index (TVDI) values are estimated from the plant growth stage and soil moisture. The values are calibrated and verified with the field plant growth stages and soil moisture data in the year 2017-2018. The irrigation demand in the irrigation project is then estimated from the plant growth stage and soil moisture in the area. With the estimated dam inflow and irrigation demand, the dam operation will manage the water release in the better manner compared with the past operational data. The results show how smart system concept was applied and improve dam operation by using inflow estimation from ANN technique combining with irrigation demand estimation from satellite images when compared with the past operation data which is an initial step to develop the smart dam operation system in Thailand.

This study aims to assess the slope stability variation of Jeollabuk-do drainage areas by RCM model outputs based on A1B climate change scenario and infinite slope stability model based on the specific catchment area concept. For this objective, we downscaled RCM data in time and space: from watershed scale to rain gauge scale in space and from monthly data to daily data in time and also developed the GIS-based infinite slope stability model based on the concept of specific catchment area to calculate spatially-distributed wetness index. For model parameterization, topographic, geologic, forestry digital map were used and model parameters were set up in format of grid cells($90m{\times}90m$). Finally, we applied the future daily rainfall data to the infinite slope stability model and then assess slope stability variation under the climate change scenario. This research consists of two papers: the first paper focuses on the methodologies of climate change scenario preparation and infinite slope stability model development.
A spatial downscaling method using the Support Vector Machine (SVM) Regression for 25 km Tropical Rainfall Measuring Mission (TRMM) Monthly precipitation is proposed. The nonlinear relationship among hydrometeorological variables and precipitation was effectively depicted by the SVM for predicting downscaled grid precipitation. The accuracy of spatially downscaled precipitation was estimated by comparing with rain gauge data from sixty-four stations and found to be improved than the original TRMM data in overall. Especially the positive bias of the original TRMM data was effectively removed after the downscaling procedure. The spatial distributions of 25 km and 1 km grid precipitation were generally similar, while the local spatial trend was better detected by 1 km grid precipitation. The downscaled grid data derived from the proposed method can be applied in hydrological modelling for higher accuracy and further be studied for developing optimized downscaling method incorporation other regression methods.
In this study, long-term changes in means and extreme events of precipitation during summer rainy period called Changma (late June~early September) are examined based on rainfall data observed by Chukwooki during Joseon Dynasty (1777~1907) and by modern rain-gauge onward (1908~2015) in Seoul, Korea. Also, characterizations of the relevant changes in synoptic climate fields in East Asia are made by the examination of the NCEP-NCAR reanalysis I data. Analyses of 239-year time series of precipitation data demonstrate that the total precipitation as well as their inter-annual variability during the entire Changma period (late June~early September) has increased in the late 20th century and onward. Notably, since the early 1990s the means and extreme events during the summer Changma period (late June~mid-July) and Changma break period (late July~early August) has significantly increased, resulting in less clear demarcations of sub-Changma periods. In this regard, comparisons of synoptic climate fields before and after the early 1990s reveal that in recent decades the subtropical high pressure has expanded in the warmer Pacific as the advection of high-latitude air masses toward East Asia was enhanced due to more active northerly wind vector around the high pressure departure core over Mongolia. Consequently, it is suggested that the enhancement of rising motions due to more active confluence of the two different air masses along the northwestern borders of the Pacific might lead to the increases of the means and extreme events of Changma precipitation in Seoul in recent decades.
