  • In January, 2005, "railroad security law" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad security issue, and each of railroad operative institutions accepted such situation that construct the integral railroad security system, resulting in constructing the emergent system coping with the railroad fire accident through the relevant study business to improve the railroad security efficiency against fire. This study tried to present the studying direction on developing the emergent educational program coping with the railroad fire accident, which is distributed to the spot, about the railroad worker for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedure of emergent system against the railroad fire accident.

Evaluation of Train Overhaul Maintenance Capacity for Rolling Stock Depot Using Computer Simulation Method (시뮬레이션 기법을 활용한 열차 차량기지의 중정비 검수 용량 평가)

  • As railroad industry faces the new Renaissance era, effective and efficient maintenance methods for rolling stock operation are required with advanced railroad technology. All kinds of railroad systems such as high-speed long-distance train, metropolitan mass transit and light rail require systematic maintenance technology in order to maintain the safe railroad operation. Simulation models for regular operations of the example maintenance center are developed. In this study, standard maintenance procedures, layout, equipments, and number of workers of Siheung Metropolitan Railroad Maintenance Rolling Stock Depot are considered. The proposed simulation models are developed using simulation package ARENA. After simulation, four types of observations are analyzed. First, the bottleneck operation is identified. Second, the relationship between maintenance center size, number of workers and cycle time is analyzed. Third, the scheduling performances between PERT/CPM and Critical Chain Project Management(CCPM) are compared. Lastly, the simulation results according to worker's working coverage shows expanding the worker's coverage decreases the cycle time and increases throughput per train. However, workers are to be fully trained to do multiple skill work.

  • 철도의 선로변에서 선로나 신호설비의 유지 보수 작업을 할 경우 감각 차단현상에 의해 작업 전후방 일정거리에 열차가 접근하고 있어도 열차를 인지하지 못하여 사상사고가 자주 발생하고 있다. 이러한 철도 선로변의 사상사고 저감을 위해 무선통신에 의한 안전설비를 설계 및 개발하였다.

  • This study tried to propose plan to prevent human error of railroad driver among human error of railroad worker which takes great share in railroad accident. For this, in order to maintain correlation between the accident actually occurred after the opening of high-speed railroad and experience of accident that did not happened, survey on respondent was analyzed by conducting survey on KTX captain who is working in driving work of high-speed railroad, and instruction management team manager who manages KTX captain and captain. This thesis classified the factors by human factor, job factor, environment factor, organization factor, and established human error management model by comparing and analyzing how each factors have spatial interrelations with a railroad accident. The purpose of this study is to contribute to make safe railroad, and reliable railroad by preventing human error accident by minimizing human error of high-speed railroad drivers, and improving driving workers to cope accurately and fast with irregularities through various institutional improvement, improvement of driving facilities, improvement of operating room environment, and improvement of education system.

  • Workers maintaining at the railroad trackside may collide with the train since they cannot recognize the train approaching because of the sensory block phenomenon occurred due to their long hours of continued monotonous maintenance work. To reduce these casualty accidents of maintenance workers working at the trackside of railroad, we developed the wireless communication-based safety equipment for preventing accidents. The motor-cars for maintaining trackside facility have unique operational patterns suitable for urban environment. The several mechanism for developed safety equipment are represented in this paper.

Exposure to Noise on Railroad Operators (철도 차량 운전원의 소음노출 특성)

  • Personal noise exposure was assessed in railroad operators working in 40 operation units including the Gyeongbu line, Honam line, and Janghang line between 2004 and 2006. 8-hour TWA were assessed based on the MOL (Ministry of Labor) guideline on noise evaluation, and 17% of these measurements exceeded 85 dBA while 70% were over 80 dBA. When the ACGIH TLV is adopted, 40% of measurements were over TLV (85 dBA). The noise exposure risk of railroad operators was higher for diesel locomotive operation and longer operational distances; in addition, the risk was higher for passenger car operation compared to freight car driving. Given that in Korea, over the past 30 years diesel locomotives have provided most of the railway's motive power and that hearing protective equipment is not likely to be used by workers during operation, railroad operators are at a high risk of noise-induced hearing loss. The result of audiometric test among 568 railroad operators showed that 32.6% of those tested had a hearing threshold shift of more than 40 dB. In conclusion, this study calls for more fundamental measures including noise control countermeasures within the operation areas, development of equipment that generates less noise and adopting limitation on the operation distance for a work shift.

A Comparative Study of the Shielding Performance of Uniforms using Electromagnetic Wave Shielding Materials Currently on the Market for Workers at Korea Railroad Corporation (전자파 고노출 직업군의 근무환경 조사 및 시판 전자기파 차폐소재를 이용한 철도 근무복의 차폐성능 연구)

  • This study set out to develop clothes made of electromagnetic wave shielding materials. Among the various worker groups exposed to electromagnetic waves for long hours, railroad workers were chosen for the study. After selecting the locations they worked, the investigator measured electromagnetic wave on the field. To examine the effects of electromagnetic wave shielding materials, I applied a lining made of electromagnetic wave shielding materials to the existing work clothes. The first experimental clothes had the silver fabric for the lining in the current working clothes, the second experimental clothes had the copper- and nickel-plate polyester placed between the outer and the lining to prevent the corrosive material from contacting the skin, and the third experimental clothes had the silver fabric for the lining and the copper- and nickel-plate polyester between the outer and the lining. The results indicate that even if a fabric is evaluated to shield electromagnetic waves after tests, it cannot completely shield electromagnetic waves emitting from everyday appliances of 60Hz. Therefore, there should be ongoing development and research efforts on fabrics that can shield electromagnetic waves to a certain degree in order to develop working clothes to alleviate fatigue for those who are constantly exposed to electromagnetic waves, relieve their anxiety, offer them psychological stability and thus help them increase job efficiency.

A Study on e-Learning Model to Support Railway Safety Training (철도안전 이러닝 운영체계 구축방안 연구)

  • According to the Railroad Safety Act and section 42 of the Enforcement Ordinance, railway operators should conduct railway safety training regularly(6 or 3 hours per three months). But Overall Railroad Safety Audit conducted 2006 pointed out nonfulfillment of a regulations on railway worker's safety training to each of every 4 railway operators, which proved that the training management had not carried out properly. E-learning is used in various fields with development of Internet and IT technologies. It might be a good alternative tool for railway workers who is in shift working of the company 24 hours a day. Because it is difficult to collect those employees for training, e-learning could overcome obstacles of time and distance. In order to find out suitable e-learning model to railway sector, e-learning system for railway safety training has been researched through investigating e-learning technology and present railway safety training condition.

  • The Five Days Work System started to be lately introduced among Korean companies is causing much interests in diverse aspects. This theme of '5 days work' seems like a hot issue both for academian and for practitioner in the respect that it incurred a great change and impact in worker's life. The purpose of this article is to depict the pattern and the effect incurred by '5 days work system', focusing on the female workers in railroad-related organizations. To attain this purpose, several aspects of current '5 days work system' and its effects both on work life and on family life are surveyed through questionaire and analyzed by SPSS. And some implications will be supposed. in based on the cognitive response of employees.

Risk Estimation Study on Railway Track Worker Hit by Train (철도 운행선로 작업자와 열차 접촉사고 위험도 평가에 관한 연구)

  • The accident fatality rate has decreased by more than 90% compared to 2006, due to the safety management and safety investment based on the Rail Safety Act. Most railway safety indicators, including fatality rates, have improved significantly from 60% to 80%, reaching the level of developed countries in terms of most railway safety indicators. However, the only staff fatality rate at work is not improved, and it is 3 to 5 times higher than that of developed countries. Most of the fatality occurred during employee's work recently occurred due to accidents hit by train while track work. In principle, when operating track need to check or maintenance, the operation of the train should be stopped and the work carried out. However, in Korea, due to the highest passenger density and train operating density in the world, it is caused by a structural problem that requires workers to enter the track while the train is running and perform various tasks such as maintenance and inspection. In this study, we analyzed the risk of accidents caused by hit by trains on the track, which is the biggest cause of staff fatality, using the main statistics of the last 10 years. In detail, the scenarios of the main causes of hit by trains and workers were formed to suggest the effectiveness of the current preventive measures and supplementary.
