Reconstruction of Radiation Dose Received by Diagnostic Radiologic Technologists in Korea

  • Objectives: Diagnostic medical radiation workers in Korea have been officially monitored for their occupational radiation doses since 1996. The purpose of this study was to design models for reconstructing unknown individual radiation doses to which diagnostic radiation technologists were exposed before 1996. Methods: Radiation dose reconstruction models were developed by using cross-sectional survey data and the personal badge doses of 8167 radiologic technologists. The models included calendar year and age as predictors, and the participants were grouped into six categories according to their sex and facility type. The annual doses between 1971 and 1995 for those who were employed before 1996 were estimated using these models. Results: The calendar year and age were inversely related to the estimated radiation doses in the models of all six groups. The annual median estimated doses decreased from 9.45 mSv in 1971 to 1.26 mSv in 1995, and the associated dose variation also decreased with time. The estimated median badge doses from 1996 (1.22 mSv) to 2011 (0.30 mSv) were similar to the measured doses (1.68 mSv to 0.21 mSv) for the same years. Similar results were observed for all six groups. Conclusions: The reconstruction models developed in this study may be useful for estimating historical occupational radiation doses received by medical radiologic technologists in Korea.

Occupational radiation exposure control analyses of 14 MeV neutron generator facility: A neutronic assessment for the biological and local shield design

  • The 14 MeV neutron generator facility is being developed by the Institute for Plasma Research India to conduct the lab scale experiments related to Indian breeding blanket system for ITER and DEMO. It will also be utilized for material testing, shielding experiments and development of fusion diagnostics. Occupational radiation exposure control is necessary for the all kind of nuclear facilities to get the operational licensing from governing authorities and nuclear regulatory bodies. In the same way, the radiation exposure for the 14 MeV neutron generator facility at the occupational worker area and accessible zones for general workers should be under the permissible limit of AERB India. The generator is designed for the yield of 1012 n/s. The shielding assessment has been made to estimate the radiation dose during the operational time of the neutron generator. The facility has many utilities and constraints like ventilation ducts, accessible doors, accessibility of neutron generator components and to conduct the experiments which make the shielding assessment challenging to provide proper safety for occupational workers and the general public. The neutron and gamma dose rates have been estimated using the MCNP radiation transport code and ENDF -VII nuclear data libraries. The ICRP-74 fluence to dose conversion coefficients has been used for the assessment. The annual radiation exposure has been assessed by considering 500 h per year operational time. The provision of local shield near to neutron generator has been also evaluated to reduce the annual radiation doses. The comprehensive results of radiation shielding capability of neutron generator building and local shield design have been presented in the paper along with detailed maps of radiation field.

Tailored Sun Safety Messages for Outdoor Workers

  • Background: Messaging surrounding skin cancer prevention has previously focused on the general public and emphasized how or when activities should be undertaken to reduce solar ultraviolet radiation (UVR) exposure. Generic messages may not be applicable to all settings, and should be tailored to protect unique and/or highly susceptible subpopulations, such as outdoor workers. The primary objective of this study was to develop a set of tailored, practical, harm-reducing sun safety messages that will better support outdoor workers and their employers in reducing the risk of solar UVR exposure and UVR-related occupational illnesses. Methods: We adapted a core set of sun safety messages previously developed for the general population to be more applicable and actionable by outdoor workers and their employers. This study used an integrated knowledge translation approach and a modified Delphi method (which uses a survey-based consensus process) to tailor the established set of sun safety messages for use for outdoor worker populations. Results: The tailored messages were created with a consideration for what is feasible for outdoor workers, and provide users with key facts, recommendations, and tips related to preventing skin cancer, eye damage, and heat stress, specifically when working outdoors. Conclusion: The resulting tailored messages are a set of evidence-based, expert- approved, and stakeholder-workshopped messages that can be used in a variety of work settings as part of an exposure control plan for employers with outdoor workers.

방사선안전관리를 위한 Process Mapping 개발 (Development of the Process Mapping for the Radiation Safety Management)

  • 최근 국내 방사선이용기관 수의 증가와 시설의 다양한 투자로 운영 및 안전관리가 복잡해지고 있다. 그러나 작업종사자 수와 방사선 시설증가에도 불구하고 방사선안전관리자 인력은 증가되지 않고 있는 실정이며, 소수의 방사선안전관리자에 의해 방사선작업종사자 등록 및 관리, 선원관리, 방사선량 감시, 배기 및 배수 등의 많은 업무가 관리되고 있다. 이러한 문제점은 방사선 사고발생의 직 간접적인 사고의 원인이 되고 있다. 본 연구에서는 방사선을 이용하는 시설의 효율적인 안전관리와 사고예방을 위한 방사선안전관리 업무절차를 도식화(Process Mapping)하였다. Process Mapping 개발을 위해 방사선안전관리 현안요건을 분석하고, 개별 절차상의 업무분석을 통해 방사선안전관리 체계를 정비하였다. 개발한 Process Mapping을 바탕으로 각 기관에 적합한 업무절차의 흐름을 명확히 구성함으로써 방사선을 이용하는 시설의 안전 위해 요인을 줄이고 방사선안전관리 체계를 개선할 수 있으며, 필요에 따라 Process Mapping을 수정보완하여 방사선안전관리에 효과적으로 사용할 수 있다.

A Source-Related Approach for Discussion on Using Radionuclide-Contaminated Materials in Post-accident Rehabilitation

  • Background: In the process of discussion on the possibility of using radionuclide-contaminated soil and debris generated by radiation disasters, a strategy for the proper management of radiation exposure protection while considering the source of the contaminated materials is necessary. Materials and Methods: The radiological protection criteria that are likely to be applied to the source-related approach based on the International Commission on Radiological Protection recommendations and the International Atomic Energy Agency safety standards are summarized. We proposed five interpretations of radiation protection to contribute to the promotion of discussion on the possibility of using a part of low-level-radionuclide-contaminated soil and debris in the post-accident rehabilitation. Interpretations I to III are based on the idea of "using a reference level to protect the public in post-accident rehabilitation," whereas IV and V are based on the idea of "using the dose constraint to protect the public in the post-accident rehabilitation when the sources are handled in a planned activity." The former idea is subdivided into three based on the definition of the source, which is managed by the reference level, and the latter idea is divided into two depending on whether or not additional dose from using contaminated materials is deemed acceptable. Results and Discussion: To confirm the applicability of the five interpretations presented, we suggested the concrete values of protection criteria via two feasible cases. In this case study, we proposed radiation protection by the dose constraint based on the Interpretation IV and chose 1 mSv/yr for the public and 20 mSv/yr for workers dealing with radionuclide-contaminated materials. Conclusion: We concretely and systematically demonstrated how the concept of radiation protection can be applied to the process of discussion on the possibility of using radionuclide-contaminated materials within the framework of an international system of protection. This study's findings can provide necessary information to discuss the possibility of using radionuclide-contaminated materials as an alternative option for recovery and reconstruction after a radiation disaster from the viewpoint of radiation protection.

한국에서 방사선 관련 종사자들의 개인피폭선량 실태에 관한 연구 (Radiation Exposure Dose on Persons Engaged in Radiation-related Industries in Korea)

  • 목 적: 방사선 관련종사자들의 1995년 1월 6일 "진단용 방사선 발생장치의 안전관리에 관한 규칙"을 제정한 이후 방사선 노출로 인한 개인피폭선량의 실태를 조사 분석하여, 해당 의료기관과 방사선 관련종사자들에게 방사선피폭에 대한 경각심을 고취시키고, 안전관리에 도움을 주고자 한다. 조사대상 및 방법: 2000년 1월 1일부터 2004년 12월 31일까지 5년 동안 전국에 있는 검사기관, 교육기관, 군부대, 병원, 보건소, 산업체, 연구기관, 의원에서 근무하였거나 근무하고 있는 방사선종사자들의 개인 피폭선량 측정결과 판독기관에 등재(登載)된 대상자 57,136명에 대한 분기별 피폭선량 자료 149,205건을 대상으로 하여 판독수행기관에 직접 방문 하거나, 전화를 통하여 책임자에게 연구의 목적을 설명하고 긴밀한 협조를 얻어 수집하였다. 자료를 분석하는데 있어 SPSS ver 12.0을 이용하였으며, 분석방법으로는 연도별 분기별 성별 연령별 직종별 근무부서별 업종별로 심부선량과 표면선량으로 나누어 분석하였다. 빈도분석 one-way ANOVA two-way ANOVA를 시행하였다. 결 과: 5년간의 평균 피폭선량에서 심부선량과 표면선량의 평균값이 해마다 낮아지는 것으로 조사되었고, 성별 평균 피폭선량은 심부선량과 표면선량에서 남자가 여자보다 높게 나타났으며 연령별 평균 피폭선량에서 심부선량과 표면선량은 높은 연령군보다 낮은 연령군에서 높게 나타났고, 직종별 평균 피폭선량은 심부선량과 표면선량 모두에서 방사선사가 가장 높게 나타났으며 근무 부서별 평균 피폭선량은 심부선량과 표면선량에서 핵의학과가 가장 높게 나타났고, 업종별 평균 피폭선량은 심부선량과 표면선량에서 병 의원이 높게 나타난 것으로 조사되었다. 결 론: 이상의 결과에서 볼 때 최근 5년간 전국 지역에 있는 병원 의원 기타 등에서 근무하는 방사선 종사자들의 방사선 평균 피폭선량은 국제방사선방어위원회(ICRP)에서 권고하는 허용선량 기준치(20 mSv/년)를 초과하지 않는 범위의 피폭을 받고 있는 것으로 나타났다. 그러나 그것은 평균적인 수치이지 개인적으로 피폭선량에 있어 그 범위의 피폭을 초과하는 종사자들이 있는 것으로 나타나 상당히 우려가 되고 있는 실정이다. 따라서 방사선 관련종사자들이 각자가 개인별 관리에 더욱더 철저를 기하고 방사선으로 인한 피폭을 최소화 시키는데 있어 체계적인 교육 및 안전 불감증에 대한 지도가 지속적으로 유지되어야 할 것이다.

항공승무원의 우주방사선 피폭 저감에 관한 연구 (A Study on the Reduction of Cosmic Radiation Exposure by Flight Crew)

  • The purpose of this study is to analyze the radiation dose data of the space crew of the flight crew and to present a plan for the health management of the flight crew on the basis of the analysis. The analysis show that the average exposure dose of the flight attendants continued to rise, and the exposure dose of the flight attendants was five(5) times higher than that of the radiation workers. As a way to reduce the effects of cosmic radiation, this paper suggests appropriate personnel allocation by model, balanced allocation of high and low latitude routes by crew according to the aircraft type, and a low altitude flight plan for high latitude flight. This study will help aviation crew members understand cosmic radiation and trust in the company's policies. In the future, it will be necessary to enhance the flight safety of the crew by deriving meaningful results by analyzing data related to cosmic radiation of various routes.

전리방사선 노출과 관리 (Exposure Assessment and Management of Ionizing Radiation)

  • Objectives: To investigate safety and health management, conditions in factories or facilities handling radiation-generating devices and radioactive isotopes were reviewed in terms of regulations of radiation safety control in Korea. Radiation exposure levels generated at those facilities were directly measured and evaluated for establishing an effective safety and health management plan. Methods: Government organizations with laws and systems of radiation safety and health were investigated and compared. There are three laws governing radiation-related employment such as occupational safety and health acts, nuclear safety acts, and medical service acts. We inspected 12 workplaces as research objects:four workplaces that manufacture and assemble semiconductor devices, three non-destructive inspection workplaces that perform inspections on radiation penetration, and five workplaces in textile and tire manufacturing. Monitoring of radiation exposure was performed through two methods. Spatial and surface monitoring using real-time radiation instruments was performed on each site handling radiation generating devices and radioactive isotopes in order to identify radiation leakage. Results: According to the occupational safety and health act, there is no legal obligation to measure ionizing radiation and set dose limits. This can cause confusion in the application of the laws, because the scopes and contents are different from each other. Surface dose rates in radiation generating devices such as implanters, thickness gages and accelerators, which were registered according to nuclear safety acts, using surveymeters, and seven of 36 facilities(19.4%) exceeded the international standards for surface radiation dose of $10{\mu}Sv/hr$. Conclusions: The results showed that occupational health and safety acts require a separate provision for measuring and assessing the radiation exposure of workers performing radiation work. Like noise, ionizing radiation will also periodically be controlled by including it in the object factors of work-environment measurement.

일부 남성근로자의 3년간 고혈압 발생률과 위험요인 (The Incidence and Risk Factors of Hypertension that Developed in a Male-workers' Cohort for 3 Years)

  • Objectives: Cardiovascular disease is one of the main causes of death and morbidity in Korea. In this study, the prevalence and incidence of developing hypertension in a male-workers' cohort were investigated during 3-years follow-up with a view to find the risk factors that affected the development of hypertension. Methods: Among the 5,374 people who participated in a routine health check up, 3,852 people with normal blood pressure and who had no history of hypertension were prospectively followed up for 3 years. The classification of hypertension was based on the JNC7 report (the Seventh Report of the Joint National Committee on Prevention, Detection, Evaluation, and Treatment of High Blood Pressure). Life style factors and underlying diseases that were related to the risk factors of hypertension were collected by using a self-report questionnaires via the internet. Results: The prevalence of hypertension was 28.3% (1,520/5,374) at the first screening (2001). It was found that the incidence in 2004 of hypertension for the follow-up subjects (3,711) who had normal blood pressure in 2001 was 7.6 per 100 person-year. Multiple logistic regression analysis of the variables related to the risk factors of hypertension was carried out. The relative risks were 1.037 (95% CI=1.022-1.053) as the age increased 1 year and 1.039 (95% CI=1.023-1.055) as the body mass index increased $1kg/m^2$. The relative risk for the prehypertensive group was 2.501 (95% CI=1.986-3.149) compared to the normotensive group. These results showed that age, body mass index and the baseline blood pressure were significantly related to the incidence of hypertension. Conclusions: The incidence of hypertension was 7.6 per 100 person-year during follow-up. It was concluded that the risk factors for developing hypertension in the short-term were age, BMI, and prehypertension; Especially, this showed that it is necessary for prehypertensives to manage their body weight and blood pressure to prevent hypertension in middle-age by modifying their life style.

Review of Shielding Evaluation Methodology for Facilities Using kV Energy Radiation Generating Devices Based on the NCRP-49 Report

  • In this study, we have investigated the shielding evaluation methodology for facilities using kV energy generators. We have collected and analysis of safety evaluation criteria and methodology for overseas facilities using radiation generators. And we investigated the current status of shielding evaluation of domestic industrial radiation generators. According to the statistical data from the Radiation Safety Information System, as of 2022, a total of 7,679 organizations are using radiation generating devices. Among them, 6,299 facilities use these devices for industrial purposes, which accounts for a considerable portion of radiation. The organizations that use these devices evaluate whether the exposure dose for workers and frequent visitors is suitable as per the limit regulated by the Nuclear Safety Act. Moreover, during this process, the safety shields are evaluated at the facilities that use the radiation generating devices. However, the facilities that use radiating devices having energy less than or equal to 6 MV for industrial purposes are still mostly evaluated and analyzed according to the National Council on Radiation Protection and Measurements 49 (NCRP 49) report published in 1976. We have investigated the technical standards of safety management, including the maximum permissible dose and parameters assessment criteria for facilities using radiation generating devices, based on the NCRP 49 and the American National Standards Institute/Health Physics Society N.43.3 reports, which are the representative reports related to radiation shielding management cases overseas.
