A Study on the Qualification System for Raising Engineers of Maintenance for Apartment Houses - Based on the Qualification System of the United States - (공동주택 유지관리전문인력 육성을 위한 자격체계에 관한 연구 - 미국의 자격체계를 중심으로 -)

  • Korea owns vast amount of apartment houses no less than those of world prominent countries, but did not pay enough efforts to maintain existing apartment houses and develop policies to reuse them due to growth driven policy of housing supply like construction of new houses. Korea constructed tremendous amount of houses in short period through government led forced house supplying policy, and resulted in excess houses such that present house supply rate happened to be reaching 110%. However, recently there are growing demand of change in housing policy due to social environmental changes like low birth rate and aging of society etc and nationals' demand for improvement of residential quality. When such social changes are demanded and 80% of apartment houses in Korea are less than 20 years old, renovations and remodeling of apartment houses are anticipated to emerge as important matter. In particular, the apartment houses in Seoul and the 1st generation new cities like Bundang and Ilsan etc have passed considerable period of time after construction and require safety measure, it is quite impending to raise engineers for the maintenance of existing apartment houses. Therefore, in this paper, direction for the raising of maintenance engineers in Korea was proposed through analysis of relevant qualification system for the apartment houses maintenance engineers in the U.S.

Current Quality Control Practices of Primary Care Clinics Participating in the National Cancer Screening Program in Korea (의원급 국가암검진기관 질 관리 현황)

  • Purpose: This study aimed to identify current quality control (QC) practices of primary care clinics participating in the National Cancer Screening Program (NCSP) in Korea. Methods: A nationwide survey using a structured questionnaire was conducted among the primary care clinics participating in the NCSP, which were selected by a proportionate stratified sampling. The questionnaire consisted of general information about the responding clinics and the scope of QC activities undertaken. A total of 360 clinics responded and the set of data was then analyzed with Chi-square test and multivariable logistic regression analysis. Results: Among 360 respondents, 332 (92%) reported that they were involved in the QC activities. Most frequently performed QC activities were 'maintenance of facility and instruments' (89%) and 'staff training' (85%). The analysis revealed, with statistical significance (p<.05), that there was an association between certain characteristics of the clinics and the scope of QC activities. These findings also indicated that the diversity of QC practices varies according to the size of the clinics. The clinics screening more types of cancer, those with more screenees, and those with more employees were more likely to implement various QC activities including 'maintenance of facility and instruments', 'external quality control', and 'management of screening data'. Conclusion: To our knowledge, this is the first study to investigate the current status of QC activities conducted among primary care clinics participating in the NCSP. The results of this survey can be used as a basis for further development of policies on quality management of small- and medium-sized primary care clinics in Korea. However, further studies encompassing various aspects of QC activities and management of primary care clinics are needed to assess the current situation in a concise manner.

System Design and Application of External Feature Extraction for Quality Maintenance of Yukwa (유과의 품질규격 유지를 위한 외형 정보 측정 시스템 설계 및 적용 연구)

  • Korean oil and honey Yukwa has been paid attention as formal cake for traditional national seasons' holiday and religious service. Quality of Yukwa, however, has been maintained arbitrarily by each Yukwa manufacturer. Since even same Yukwa had severe differences in size, weight, and pattern, it has given the negative effect to the consumer. Yukwa industries need to setup the quantitative quality specifications instead of qualitative ones to maintain the uniformity of Yukwa quality. Efficient and economical inspection and process control system should be developed. In developing quality standards of Yukwa, features which can measure quality quantitatively in real time should be properly chosen. Existing quality features such as acidity, oxidization, hardness, viscosity, and texture were measured by the chemical or physical base destructive methods. Many research and developments have been performed in investigating and analyzing chemical transition states of those quality features as environment or storage condition changes. Most methods, however, require either off-line or complex treatment or time consuming process of analysis in evaluating quality features. Consumer, however, selects products mostly based on the external features such as shape, size, and color. Therefore, critical visual quality features should be chosen and the efficient real time measurement system must be developed. In this paper, computer image acquisition and processing system were developed and software modules were developed to extract the quantitative data of those features in real-time. Computer image processing system will promote in maintaining uniform quality of Yukwa and establishing quality standards of Yukwa.

Effect on Maintenance of Vertical Profile of Stream for Triangle-Type Labyrinth Weir (삼각형 래버린스 위어의 수심유지 효과)

  • The labyrinth weir can be applied to increase the overflow rate, maintain constant water depth and improve water quality. This weir can be defined that the plane shape of overflow part is not straight line and is a kind of weir having overflow length increased by changing its plane shape. There are relatively few studies related to effect of maintaining the water depth which has been used to consider for various functions as hydraulic facilities and design conditions of labyrinth weirs. Thus, it is needed to conduct studies related to the maintenance of water depth by the labyrinth weir. This study was to provide fundamental data which may become a facilitator for more accurate and proper design of hydraulic facilities related to the maintenance of water depth. The ranges of constant water depth ($H_t/P=0.08\sim0.27$) were provided for the triangle type labyrinth weir, and the effect of maintaining water depth was analyzed using hydraulic laboratory experiments and 3D-numerical simulations(Flow-3D).

Suggestions on Efficient O&M Plan for Improving Users' Satisfaction on the University Dorm Facilities (대학 기숙사 시설의 사용자 만족도 향상을 위한 효율적인 유지보수관리(O&M) 방안 제안)

  • An university dorm has significant implications in terms of providing residential, living, and learning spaces. With its supportive function, a dorm enables each university to provide higher level of education. The operation & maintenance(O&M) condition of the dorm has a decisive effect on the students' satisfaction. Accordingly, high levels of O&M services should be performed for students. However, Korean dorms are being operated and maintained by their own O&M guidelines without the consideration of spatial characteristics of dorm facilities and the comprehensive and systematic understanding on effective O&M processes. Given the fact that dorm facility can be a crucial factor in determining the entire quality of university and its O&M condition is closely related to the satisfaction of students, it is imperative that we need to pay more attention to the O&M condition and services. Therefore, the main objective of this research is to improve dorm students' satisfaction levels by applying different O&M method, preventive maintenance rather than reactive maintenance which has been performed so far. In ordering for doing it, 'Facility Management(FM) Standard' from KS, 'Facility Performance Indicator(FPI)' from APPA: Leadership in educational facilities and 'Building O&M Inspection Manual' from Korean Ministry of Land, Infrastructure and Transport were analyzed to come up with 15 significant O&M factors. After extracting O&M factors, the survey was conducted to determine importance rate and performance rate of each O&M factor. Using the Important-Performance Analysis(IPA), the priority of 15 O&M factors was established. The result of this research will be helpful for the efficient dorm facility O&M services and for facility managers to appropriately allocate the limited resources and human power.

  • Underground distribution system is a trend due to the successive development of metropolitan area and satellite cities and the environment of the commercial and residential areas. The high quality of electricity, which is related with the minimal outage duration time due to the maintenance work for the underground distribution line, is mandatory. Hence, the construction method and tools for the outage-free maintenance construction have been required for underground distribution system. So far, all the efforts for outage-free maintenance for the underground distribution have been limited only to the survey for foreign countries situation and the theoretical provision; thus, It is required to develop the various construction method and the application tools. Differently from the aerial line, the construction of the underground cable is complicated and the insulation distance between conductor and shield should be maintained in loadmaking/breaking operation, though the apparatus connected with cable is a deadfront type. Also since the apparatus is installed above ground, by-pass of faulted area at busy area needs a variety of high technologies. Therefore, in this these, the authors introduce the development status of the loadbreak connectors, connection facilities, outage-free maintenance system for secondary side, a secondary auxiliary bushing and additional tools so that there can be more progress on this field.

A Case Study on Reusing Maintenance and Alterations by the Elderly Residing Melbourne and Sydney in Australia (호주 재택 노인을 위한 주택수리 및 개조사례 연구 - 멜버른과 시드니를 중심으로 -)

  • As a result of the expansion of the nuclear family in society, there has been an increase in the number of elderly people who want to live independently of their children. Australia is one of the countries which has initiated an extensive welfare program for its senior citizens. These services include maintenance of, and alterations to their own homes to make living conditions safer and more manageable. This case study was aimed at finding ways of adapting the services provided in Australia, to meet the needs of elderly Koreans who are in similar situations. It evaluated houses which had been renovated and altered fur the normal as well as the disabled elderly in both Melbourne and Sydney. results of research were as following : 1) Most elderly usually wished to remain as long as possible in their own home and it made them very stable in psychologically. 2) Housing maintenance and alterations were provided as one of social care services fur elderly with low expense and loan from government. 3) Many elderly were also getting various kinds of social services, fur example, meals on wheels, transportation and cleaning service with housing alterations and these ones let their quality of life more improved. 4) Occupational therapist and Architect were always involved in the process of housing alterations for disabled elderly. 5) The alterations which related to bathroom, toilet and steps were very popular and those were considered essential design guide applications for planning of housing for elderly in the future.

Failure Data Analysis of J79 Engine Transfer Gearbox for Aircraft Maintenance Planning (항공기 정비계획을 위한 J79 엔진 Transfer Gearbox의 고장데이터 분석)

  • Forecasting possible failure characteristics is very important in maintenance planning because it helps in predicting any future failures and determining the optimum replacement interval. This paper examines the time.to-failure distribution of the transfer gearbox of a J79 engine by using a probability plotting technique which is one of the most convenient techniques for reliability analysis. Various probability distributions are evaluated for determining the suitable probability distribution of the failure data of the transfer gearbox, and the resulting correlation coefficient indicates that failure data have a lognormal distribution. The expected number of unscheduled maintenance actions and the optimum replacement interval for various values of cost ratios are determined.

  • Due to the increasing number of deteriorated bridges worldwide, the importance of maintenance and replacement of existing bridges are being emphasized. Cast-in-place concrete deck which is mainly applied to deck replacement of existing bridges have problems such as deterioration concerns by initial crack, labor cost increase, difficulties of maintenance and replacement, construction time increase, and indirect cost increase by traffic congestion. On the contrary, a precast concrete deck is considered as an effective alternative because of its quality assurance and accelerated construction. The connection method ensuring the required strength and durability is especially important, because the connection part of the precast concrete deck is vulnerable to cracks and leakage. Therefore, this study proposes precast bridge decks with ribbed connection which are more improved than existing bridge deck joints, and flexural performance is verified through various parameter tests.

  • There are many studies on the project planning, project management and quality management. The cost of the new project takes only 20% of system's lifetime resource and the costs of the maintenance and infrastructure take more than 80%, so the study on the maintenance is much more important than the study on the new project. There has been many studies on the economic life cycle of the system using it's maintenance cost, but no studies on it's infrastructure cost. This paper provides how we can adapt infrastructure cost, which takes more than 40% of system's life cycle cost, to the economic life cycle of the system and its effects on the system's economic life cycle.
