This study is aimed to present measures for stable supply of fishmeal and to develop fish farming into a food industry and an export industry. The study analyzed current domestic and international supply and demand for fishmeal and suggested future prospects. The results of the study suggested the basic directions for the stable supply of fishmeal in Korea as follows: first, stable securing of fishmeal importers and establishment of the supply and demand monitoring system; second, policies to boost using of compound feeds and expansion of relevant fishmeal use; third, higher competitiveness of fishmeal and compound feeds through selective and intensive R&D investments. Based on the basic directions, the paper suggested implementation measures such as strengthening of cooperations with fishmeal suppliers abroad, expansion of overseas local market entrance, diversification of fishmeal trading countries, revision of relevant laws and polices on the fishmeal and feeds, organization of domestic fishmeal, promotion of group purchase, improvement of domestic fish meal quality, development of fish meal alternatives, etc.
Purpose: This study was to develop a client health status outcome evaluation instrument, and examine content validity, reliability, construct validity, and the acceptability of this instrument. Method: A preliminary list was made of such key information as standards, criteria, indicators and measures, by means of a broad review of literature within the field. After determining the preliminary instruments, the study sought to obtain examination, consensus, and modification of two groups of experts in the home-care field. Finally, the instrument examined content validity, reliability, construct validity, and the acceptability of this instrument. Result: The tool was considered of 13 criteria, 48 indicators, and 167 detail measures. The content validity index of the tool was above 0.8 according to the expert group. Regarding the reliability of the evaluators of standards 1 and 2, the degree of agreement between evaluators was high(96.4% through 98.2%). Construct validity in this study, the difference in the mean score between the baseline point and the follow up point of each of standards 1 and 2 was significant, and the mean score of the follow up point was more than that of the baseline point. After examining the acceptability of this instrument with practice managers and home care nurses in home care institutions, a positive opinion was given of this instrument, and it was indicated that to be useful and applicable in home care practice. Conclusion: The results of evaluating client outcome will contribute to overall outcome-based quality improvement and service marketing in home care by providing a constant gauge of home care effectiveness.

Considering innovation a key to raising living standards, the Ministry of Science and Technology has put in place various measures meeting the needs of the newly promoted Deputy Prime Minister of Science and Technology. Such measures include business process reengineering as streamlining the work process to achieve the improvement in quality and efficiency: building the integrated performance management system to promote performance-or tented environment; and running the 1ifelong learning system for better competitiveness of government officials. Further to the innovation efforts at work, the number of steps of the R&D budget execution is streamlined from eight to five and its payment period is considerably reduced to 15 days from 60 days. In addition, the digitalized R&D budget management systems such as e-Contract System, One-click Processing Monitoring System, and Information Service System through Short Message Service (SMS) will contribute to improving R&D performance. And these systems are efficiently integrated into a portal interface named "Yeon-gu-ma-ru." The Ministry of Science and Technology, spearheading nationwide innovation, will continue efforts to make viable achievements of innovation.
The road construction near the existing lighter's wharf has completed but the lighter's wharf has been still unavailable and neglected. Therefore, the site needs the urgent measures to clean up and properly take advantage of the lighter's wharf. This study sought to improve the regional amenities and revitalize the coastal environment by creating an environment-friendly waterfront park utilizing features of the existing lighter's wharf as part of improvement measures. In addition, surveys were conducted to develop an waterfront park capable of effectively using the land and improving the cleanliness and safety of the coastal scenic beauty, leading to various meaningful opinions on the residents' awareness of the potential park site, the facilities necessary for the park, the development directions of the park and the timing of park development. If an waterfront park is created through the residents' participation, It can share a sustainable utility value of the coastal area. Therefore, this will result in boosting the connection with redevelopment plan for the North Port, along with improving the quality of the residents' life, strengthening Busan's status as a maritime tourism city.

Increasing energy costs have caused profitability problems for paper suppliers. Therefore unprofitable lines are being closed down. The actions aiming for improved profits are focused either on cost savings or on increasing the capacity of the remaining machines. The runnability of a paper machine and its total efficiency have a significant effect on energy consumption. Producing one ton of waste paper consumes at least as much energy as producing the same amount of sellable end product. New automation solutions enable significant cost-effective improvements to the total efficiency of a line without large investment projects. The measures focus on minimizing changes, interruptions, interruption recovery times and grade change times. Newest actuators, online quality measurements and wet end analysators create an improvement potential, which can be optimally implemented with the latest machine direction control solutions, based on model predictive control concepts. Equally, drying management is significant to the energy consumption. The newest control strategies optimize the use of various drying actuators for different situations; either by responding to changes as efficiently as possible or by using only the cheapest energy sources in stable situations. An even steam supply, which is vital for paper machines, is achieved with control for the power plant steam network. This makes possible to avoid the delays upon starting the paper machine and assure an even steam supply for the drying section and the actuators. This document describes means which have brought significant energy and raw material savings for paper machines. Metso Automation has provided efficiency improvement packages, which are usually based on optimized control of dry weight and drying in all running conditions. The solutions are based on performance analysis, on which the estimations for improvement potential and the necessary actions are based on. Typically benefits on an annual level have been from hundreds of thousands of euros to over one million euro. For example, variations in dry weight have been decreased more than 50%. The results are presented with a few examples. Additionally, the analysis models, adjustment solutions and the changes in running methods with which the results were achieved, are presented.
Background: The elevated risk of occupational infection such as tuberculosis among health workers in many countries raises the question of whether the quality of occupational health and safety (OHS) and infection prevention and control (IPC) can be improved by auditing. The objectives of this study were to measure (1) audited compliance of primary health-care facilities in South Africa with national standards for OHS and IPC, (2) change in compliance at reaudit three years after baseline, and (3) the inter-rater reliability of the audit. Methods: The study analyzed audits of 60 primary health-care facilities in the Western Cape Province of South Africa. Baseline external audits in the time period 2011-2012 were compared with follow-up internal audits in 2014-2015. Audits at 25 facilities that had both internal and external audits conducted in 2014/2015 were used to measure reliability. Results: At baseline, 25% of 60 facilities were "noncompliant" (audit score<50%), 48% "conditionally compliant" (score >50 < 80%), and only 27% "compliant" (score >80%). Overall, there was no significant improvement in compliance three years after baseline. Percentage agreement on specific items between internal and external audits ranged from 28% to 92% and kappa from -0.8 to 0.41 (poor to moderate). Conclusion: Low baseline compliance with OHS-IPC measures and lack of improvement over three years reflect the difficulties of quality improvement in these domains. Low inter-rater reliability of the audit instrument undermines the audit process. Evidence-based investment of effort is required if repeat auditing is to contribute to occupational risk reduction for health workers.
Purpose: This study aimed to identify strategies to enhance the competencies of patient safety coordinators in Korea. Methods: Fourteen participants from nine hospitals were interviewed between May and November 2022. Qualitative content analysis was used to analyze the data. Results: As for the strategies to enhance patient safety management competency, 3 themes and 11 sub-themes were derived. The first theme was 'Having individual competence as a patient safety coordinator', and the sub-themes were 'Communication skills with members', 'Flexible thinking from multiple perspectives', and 'Preparing for administrative work competencies that they had not experienced as a nurse.' The second theme was 'Responding strategically to promote improvement activities', and the sub-themes for it were 'Multi-angle approach to the problem', 'A careful approach so as not to be taken as criticism in the field', 'Increasing the possibility of improvement activities through awareness', 'Activating the network between patient safety coordinators', and 'Expanding learning opportunities through patient safety case analysis.' The third theme was 'Obtaining support to facilitate patient safety activities', and the sub-themes for this were 'Improving staff awareness of patient safety', 'Providing a training course for nurse professional of patient safety', and 'Expanding the manpower allocation standard of patient safety coordinators.' Conclusion: This study explored personal competencies such as document writing and computer utilization capabilities, focused on ways to improve the field of patient safety management, and emphasized the need for organizational and political support.
The important changes in water environment management in Korea can be summarized as the enactment of Act on the Integrated Control of Pollutant-Discharging Facilities. Therefore water quality impact assessment should be reexamined and be revised. This study examines the present water quality impact assessment items (permissible discharge limits, standards for effluent water quality including Total Pollutant Load Management System) and considers the land use regulation for water quality conservation and NVZs(Nitrate Vulnerable Zones of EU and England). It also considers lately adopted standards(maximum discharge standards, permissible discharge standards, and marginal discharge standards etc) based on Act on the Integrated Control of Pollutant-Discharging Facilities and then compares Korean BAT and its counterpart control technology of U.S.A. And it also compares the items of water quality impact assessment with those of Integrated Control of Pollutant-Discharging Facilities, based on EIS reporting items. This study suggests five improvement measures for water quality impact assessment. First reflection of discharge impact analysis on impact prediction and assessment, second reflection of permissible discharge standards on agreed standards in the EIA procedure, third, reflection of diversified BAT on mitigation measures in the EIA procedure, forth introduction of land use regulation such as NVZs, finally strengthening linkage between water quality items and land use items etc.
The purpose of this study was to found that the important design reform points for improvement of the public open space quality. For this purpose, surveyed the users of the public open space and the experts working for the public open space planning for the design elements of the public open spaces in terms of importance and satisfaction. The scope of the study was limited to Mapo-gu, Seoul and the buildings constructed since 1992 were sampled. the data collected were subject to Importance-Performance Analysis. As a result, 'waste boxes, vending machines and other amenities', 'characteristic floor and pedestrian environment', 'designs and their layout in harmony with the surrounding and landscape facilities', 'facilities checking and patrol for safety' and 'entire area of the public open space'. Based on the above findings, the following reform measures are put forwards for improvement of the public open space quality; First, the public open spaces should be equipped with sufficient amenities. Second, it is necessary to check the facilities regularly, while enhancing the safety through patrols. Third, it is essential to reflect user's needs in public open space planning, while applying the important design elements to the public facilities. Fourth, in order to create a comfortable pedestrian environment within the public open space, it is deemed necessary to divide the space into the passages for passers-by and the recesses for uses. Fifth, it is necessary to amend the Building Code to the effects that the radio of the landscaped area to the entire area can be readjusted together with the night lighting facilities. Sixth, it is desirable to give the weights to the important design elements for the public open spaces, so that the quality public open spaces can benefit from the incentives. In addition, regular maintenance and management should be ensured by policies.

Objectives: This study measures the level of cognition of employee's patient safety culture and evaluates the current level through comparing the results to external levels. Ultimately it is performed to construct a strategic improvement plan through the basic database for patient's safety culture. Methods: A questionnaire survey of self reporting type was carried out using structured questionnaire of the patient's safety culture for employees currently employed in a hospital. Total responders was 1,129 and a response rate was 54.6%. The survey results were calculated with a percent positive response, and the current level was evaluated by comparing with the survey results of a hospital (2009 and 2014) and the survey result of The Agency for Healthcare Research and Quality(2014). Results: Sub-dimension of high percent positive response for each area were 'teamwork within hospital units' (80%), 'feedback & communication about error' (73%) and 'supervisor/manager expectations & actions promoting safety' (67%). Meanwhile, 'teamwork across hospital units' (31%), 'hospital management support for patient safety' (29%), 'staffing' (27%) and 'non-punitive response to error' (17%) were relatively low percent positive response. Compared to the survey results of AHRQ (2014) for each area, 'teamwork within hospital units' (80%), 'feedback & communication about error' (73%), 'frequency of event reporting' (66%) were at the top 50% percentile level and the remaining sub-dimensions showed a very low level in the lower 10% percentile area. Conclusion: In order to establish a system for patient safety culture within the hospital and evaluate the effect on this, it is necessary to periodically evaluate the patient's safety culture and establish regulations on hospital safety culture to comply with this.
