『공공기록물 관리에 관한 법률』이 제정된 2007년부터 이미 행정정보시스템이 전자기록생산시스템에 포함되었으며, 행정정보 데이터세트는 전자기록물의 한 유형으로 관리 대상임이 명시되었다. 특히 최근 시행령의 개정으로 행정정보 데이터세트 관리기준표를 기반으로 한 기록관리가 법제화된 상황 속에서, 본 연구는 공공기관의 행정정보시스템과 관련된 단위과제를 분석하고 유형별 보존기간 책정 현황을 파악하였다. 이를 위해 국가기록원의 직접관리기관과 재난관리 책임기관 49개 기관으로부터 36개 공공기관의 기록물 분류체계를 수집하여 행정정보시스템과 관련된 단위과제를 판별하였다. 선별된 824개 단위과제를 유형에 따라 대·소분류로 구분하고 보존기간을 비교, 분석하였다. 본 연구를 통해 도출된 문제점과 개선방안이 향후 행정정보 데이터세트 관리기준표를 작성하기 위한 기초자료로 활용되길 기대한다.

최근 코로나19로 인해 분야 간의 경계가 무너지면서 모든 데이터를 연결하고 국민, 기업, 정부 모두가 데이터에 접근 가능하도 록 하는 정부의 목표가 주목받고 있다. 이러한 목표에는 클라우드 기술이 계속해서 언급되어 오고 있으며 클라우드 사용으로 인한 보안 이슈를 피해갈 수 없어, 이와 관련된 다양한 연구가 진행되고 있다. 본 논문에서는 국내 공공·행정기관에서의 클라우드 사용 사례를 분석하고, 이때 발생할 수 있는 보안 이슈를 완화하기 위해 미국 정부 TIC 3.0 개념을 적용한 모델을 제시하고자 한다. 그리고 이를 토대로 TIC 3.0을 적용한 국내 공공·행정기관의 안전한 클라우드 서비스 모델을 제안하고자 한다.

Reforming social relations requires changing the system of relations between state executive bodies, institutions subordinate to them and a citizen, which is characteristic for most of the country, in which the latter is a petitioner even if his indisputable rights and legitimate interests are satisfied. One of the most important areas of public administration reform is the formation and development of a system of administrative services and appropriate information support. The result of the implementation of this direction should be the creation of such a legal framework and its real implementation in administrative and legal practice, in which consumers of administrative services will have broad rights and powers and will not be passive subjects manipulated by civil servants.Thus, the main task of the study is to analyze the normative legal aspects of information support for the provision of administrative services in the field of public administration. 공공기관에서 생산된 기록물이 제대로 활용하기 위해서는 기록물 공개가 우선되어야 한다. 어떤 기록물이 어떤 시점에 공개되어야 하는지를 판단하는 것은 매우 까다롭고, 무엇보다 이러한 판단에는 다양한 이해관계가 얽혀 있기 때문에 관련 규정과 운영현황을 재검토해 볼 필요가 있다. 이를 위해 본 연구에서는 기록물 활용단계별 공개제도의 특성을 토대로 현재 운영하고 있는 공개제도의 문제점을 살펴보고, 국내외 공개제도 분석을 통해 보다 전문적으로 효율적인 서비스 제공을 위한 우리나라 공개제도 운영 개선방안을 제안하였다. 특히 통합형 공개제도 운용과 분리형 공개제도 운영의 장단점 분석을 통해 우리나라에 적합한 공개제도 운영모델을 구상하는 데 초점을 두었다.

국내 공공기관에서 행정정보 데이터세트는 체계적인 관리가 필요한 전자기록물로 인식된다. 이와 관련해 최근 국가기록원과 학계를 중심으로 기록관리 실행을 위한 구체적인 방안이 논의되고 있다. 본 연구의 목적은 향후 공공기관의 기록관리 실무 현장에서 데이터세트 평가선별 시 고려할 사항과 행정정보 데이터세트의 가치를 효과적으로 파악할 수 있는 평가지표의 개선방안을 도출하는 것이다. 본 논문은 이론적 배경 및 데이터세트의 평가선별 현황을 분석하여 데이터세트 평가선별에 필요한 고려사항을 도출하고, 기존 연구에서 제시된 평가지표의 개선방안을 제안하였다. 본 연구의 결과가 향후 공공기관 데이터세트 관리체계 정비와 관리 프로세스 보완에 관한 논의 활성화로 이어지기를 기대한다.

기록관리 전문가와 학자들은 행정정보 데이터세트 기록의 관리 필요성과 그 시급성을 역설하여 왔으나 실제 현장에서 데이터세트의 관리는 시행하지 못 하고 있는 실정이다. 데이터세트는 기술 종속적인 특성과 방대한 규모는 물론 시스템별 다양한 운영 환경으로 인해 현행 종이기록 중심의 표준 기록관리 지침과 절차를 적용하기 어렵다. 무엇보다 데이터세트 자체의 고유한 특성을 수용하는 관리체계가 필요하며, 그 관리 방안은 업무 현장에서 적용할 수 있어야 한다. 이 연구는 공공기관에서 실제 운영 중인 행정정보시스템의 데이터세트의 현황을 조사한 분석 결과에 기반하여 데이터세트 관리 방안과 절차를 개발하여 제시하였다.

우리나라 대부분의 의료기관이 전자의무기록을 도입하고 있지만, 의료기관이 폐업했을 경우의 기록물 관리 및 보존에 있어서 많은 맹점이 존재한다. 폐업 의료기관의 기록은 적법한 절차에 따라 체계적으로 관리될 필요가 있음에도 불구하고 보건소로 기록을 이관하는 폐업 의료기관의 수가 현저히 적고, 전자의무기록을 사용하는 의료기관마다 사용하는 시스템 및 서식이 상이하기 때문에 이관을 받는 보건소에서도 해당 기록을 열람조차 하지 못하는 경우가 많다. 또한, 보건소의 현실과 전자의무기록이라는 특수성에 부합한 관리기준 및 지침 또한 부재한 상황이다. 최근 폐업 의료기관의 의료기록에 대한 보건소의 보관책임 강화 법안이 통과함에 따라 본 연구에서는 관할 보건소의 효율적인 기록물 관리를 위한 방안 마련에 주목하였다. 이를 위해 관계 법령을 살펴보고 관리·보존이 미흡한 폐업 의료기관 전자의무기록 관리 현황을 파악하기 위한 문헌조사를 비롯한 정보공개청구 및 전화인터뷰 등의 조사를 실시하였으며, 그 문제점을 분석하여 제도적·기술적·행정적인 측면에서의 개선방안을 제안하였다.

Otemachi(大手町) is the region where it plays a pivotal role in Japanese economy as representative head offices of companies including financial insurance, general trading, information and communication newspaper media are concentrated. However, regenerating the entire region from worn-out infrastructures of buildings and city into the fresh and vibrant foothold in international business was the problem to be solved. In this situation, was examined on the basis of administrative agencies and relevant enterprises to reconstruct office buildings in phases without ceasing business functions and activities by utilizing the large-scale vacant land occurred from the relocation of the national public institutions. The independent administrative institution 'Urban Renaissance Agency(UR)' has completed the examination of industrialization and participation request for the commencement of the project. In this article, The overview of , the new form of project promoted and cooperated by officials and people, is introduced by UR (Urban Renaissance Agency) reorganizing the land exchange and infrastructure through the land readjustment project, and at the same time, procuring capital and building office buildings in solidarity with private development enterprises and financial institutions.

According to the government's plan for cloud conversion and integration of information resources for administrative and public institutions, work is underway to convert administrative and public institutions to the cloud by 2025. In addition, in the private sector, companies in many fields, including finance, are already using cloud services, and the usage is expected to expand more and more. As a result, changes have occurred in security control activities using security systems, it is required to secure visibility for encrypted traffic when building a cloud control environment. In this paper, an analysis was conducted on the way to provide visibility in the cloud service environment. Ways to provide visibility in the cloud service environment include methods of using load balancer, methods of using security systems, and methods of using equipment dedicated to SSL/TLS decryption. For these methods, Performance comparison was performed in terms of confidentiality, functionality (performance), cost. Through this, the pros and cons of each visibility provision method were presented.

이 연구는 $\ulcorner$도서관법$\lrcorner$ 개정에 따른 정책 환경의 변화를 공공도서관의 현주소와 연계 분석한 다음에 공통의 현안과 과제를 제시하는데 목적이 있다. 이를 위하여 도서관발전종합계획의 수정 보완, 도서관 행정체계의 정비, 지방 도서관 정보정책시스템의 제도화, 직무분석과 사서직제의 개선, 인프라 확충과 각종 기준의 개정, 경영평가 및 통계시스템의 표준화, 도서관 유관기관과의 연계성 강화를 정책적 과제로 설정하고 추진방향과 개선안을 제시하였다.
