Current Status Analysis of Business Units and Retention Period Estimation related to Administrative Information Systems of Public Institutions (공공기관 행정정보시스템 관련 단위과제 및 보존기간 책정 현황분석)

  • Since the Public Records Management Act was enacted in 2007, the administrative information system has already been included in the electronic records production system, and dataset has been subject to record management as a type of electronic records. With the recent revision of the enforcement decree, dataset records management has been enacted. This study analyzes business units related to administrative information systems of public institutions and examines the current status of retention periods estimation. For this purpose, we collected 36 records classification systems from 49 public institutions among the direct management agencies of the National Archives and disaster management agencies. And we discriminated 824 business units related to administrative information system and divided into large and small groups according to types. We also compared the retention period estimation of records. The problems and improvement plans of this study are expected to be used as basic data in preparing the standard of administrative dataset management in the future.

  • Recently, due to the collapse of boundaries between fields caused by COVID-19, the government's goal of connecting all data and making it accessible to people, businesses, and governments has garnered attention. To achieve this goal, cloud technology is consistently mentioned, and since the use of cloud technology inevitably raises security concerns, various studies are being conducted on the topic. This paper analyzes the use of cloud technology in public and administrative institutions in Korea and presents a model that applies the U.S. government's TIC 3.0 concept to mitigate potential security issues. The objective is to provide a secure cloud service utilization model for public and administrative institutions, with reference to TIC 3.0.

  • Reforming social relations requires changing the system of relations between state executive bodies, institutions subordinate to them and a citizen, which is characteristic for most of the country, in which the latter is a petitioner even if his indisputable rights and legitimate interests are satisfied. One of the most important areas of public administration reform is the formation and development of a system of administrative services and appropriate information support. The result of the implementation of this direction should be the creation of such a legal framework and its real implementation in administrative and legal practice, in which consumers of administrative services will have broad rights and powers and will not be passive subjects manipulated by civil servants.Thus, the main task of the study is to analyze the normative legal aspects of information support for the provision of administrative services in the field of public administration.   • In this study, the improvement plan for the appropriate archives opening system in this country was proposed, by searching for the optimal operating method of opening system of archival institutions through the foreign instances related to the integrated type operation and the separate type operation. The opening system in the archival institutions shall be operated in consideration of the characteristics of the preserved archives and the various values and contexts rather than riding on the administrative logics.   • In domestic public institutions, administrative information datasets are recognized as electronic records that require systematic management. In this regard, concrete measures for the execution of records management have been discussed recently in the National Archives of Korea and the academic field. This study seeks to derive a plan to improve evaluation indicators that can effectively grasp the value of administrative information datasets and the matters to be considered when evaluating and selecting datasets in the records management of public institutions. This paper analyzes the theoretical background and current status of dataset evaluation and selection, derives considerations necessary for this process, and proposes improvement measures for evaluation indicators presented in previous studies. The results of this study are expected to lead to the revitalization of discussions on maintaining the public institutions' dataset management system and supplementing the management process in the future.

  • Records management professionals and scholars have emphasized the necessity of managing data set in administrative information systems as records, but it has not been practiced in the actual field. Applying paper-based records management standards and guidelines to data set management proved to be a difficult task because of technology-dependent characteristics, vast scale, and various operating environments. Therefore, the data set requires a management system that can accommodate the inherent characteristics of records and can be practically applied. This study developed and presented data set management methods and procedures based on the analysis of data set in public administrative information systems operating in public institutions.

  • Although most medical institutions in Korea use electronic medical records (EMR), there are many problems in the management and preservation of records when such medical institutions are closed. Records of closed medical institutions need to be systematically managed; however, the rate of closed medical institutions transferring records to public health centers is significantly low. Given that each medical institution has a different system and format, public health centers often cannot access records. In addition, there are no management standards that suit the reality of public health centers and the specificity of EMR. Recently, a strengthened Medical Law has been passed wherein records of closed medical institutions should be kept by health centers; therefore, this study focused on drawing up measures for efficient records management by public health centers. To this end, the relevant laws and management status were identified and an interview was conducted. After analyzing the problems, improvement plans in institutional, technical, and administrative aspects were proposed.

  • Otemachi(大手町) is the region where it plays a pivotal role in Japanese economy as representative head offices of companies including financial insurance, general trading, information and communication newspaper media are concentrated. However, regenerating the entire region from worn-out infrastructures of buildings and city into the fresh and vibrant foothold in international business was the problem to be solved. In this situation, was examined on the basis of administrative agencies and relevant enterprises to reconstruct office buildings in phases without ceasing business functions and activities by utilizing the large-scale vacant land occurred from the relocation of the national public institutions. The independent administrative institution 'Urban Renaissance Agency(UR)' has completed the examination of industrialization and participation request for the commencement of the project. In this article, The overview of , the new form of project promoted and cooperated by officials and people, is introduced by UR (Urban Renaissance Agency) reorganizing the land exchange and infrastructure through the land readjustment project, and at the same time, procuring capital and building office buildings in solidarity with private development enterprises and financial institutions.

  • According to the government's plan for cloud conversion and integration of information resources for administrative and public institutions, work is underway to convert administrative and public institutions to the cloud by 2025. In addition, in the private sector, companies in many fields, including finance, are already using cloud services, and the usage is expected to expand more and more. As a result, changes have occurred in security control activities using security systems, it is required to secure visibility for encrypted traffic when building a cloud control environment. In this paper, an analysis was conducted on the way to provide visibility in the cloud service environment. Ways to provide visibility in the cloud service environment include methods of using load balancer, methods of using security systems, and methods of using equipment dedicated to SSL/TLS decryption. For these methods, Performance comparison was performed in terms of confidentiality, functionality (performance), cost. Through this, the pros and cons of each visibility provision method were presented.

  • The aim of this paper is to analyse correlation between the new library act and policy tasks of public libraries in Korea. In order to attain this objective, author set seven policy tasks, that is, amendment and complement of master plan for library development, unification of public library administrative system, institutionalization of local public library and information policy, job analysis and improvement of library personnel system, infrastructure expansion and revision of various legal standards, standardization of management evaluation and statistical system, and strong connection between public library and related cultural institutions. And author suggested the alternatives to drive and improve of these policy tasks.
