Private Income Transfers and Old-Age Income Security (사적소득이전과 노후소득보장)

  • Using data from the Korean Labor & Income Panel Study (KLIPS), this study investigates private income transfers in Korea, where adult children have undertaken the most responsibility of supporting their elderly parents without well-established social safety net for the elderly. According to the KLIPS data, three out of five households provided some type of support for their aged parents and two out of five households of the elderly received financial support from their adult children on a regular base. However, the private income transfers in Korea are not enough to alleviate the impact of the fall in the earned income of those who retired and are approaching an age of needing financial assistance from external source. The monthly income of those at least the age of 75, even with the earning of their spouses, is below the staggering amount of 450,000 won, which indicates that the elderly in Korea are at high risk of poverty. In order to analyze microeconomic factors affecting the private income transfers to the elderly parents, the following three samples extracted from the KLIPS data are used: a sample of respondents of age 50 or older with detailed information on their financial status; a five-year household panel sample in which their unobserved family-specific and time-invariant characteristics can be controlled by the fixed-effects model; and a sample of the younger split-off household in which characteristics of both the elderly household and their adult children household can be controlled simultaneously. The results of estimating private income transfer models using these samples can be summarized as follows. First, the dominant motive lies on the children-to-parent altruistic relationship. Additionally, another is based on exchange motive, which is paid to the elderly parents who take care of their grandchildren. Second, the amount of private income transfers has negative correlation with the income of the elderly parents, while being positively correlated with the income of the adult children. However, its income elasticity is not that high. Third, the amount of private income transfers shows a pattern of reaching the highest level when the elderly parents are in the age of 75 years old, following a decreasing pattern thereafter. Fourth, public assistance, such as the National Basic Livelihood Security benefit, appears to crowd out private transfers. Private transfers have fared better than public transfers in alleviating elderly poverty, but the role of public transfers has been increasing rapidly since the welfare expansion after the financial crisis in the late 1990s, so that one of four elderly people depends on public transfers as their main income source in 2003. As of the same year, however, there existed and occupied 12% of the elderly households those who seemed eligible for the National Basic Livelihood benefit but did not receive any public assistance. To remove elderly poverty, government may need to improve welfare delivery system as well as to increase welfare budget for the poor. In the face of persistent elderly poverty and increasing demand for public support for the elderly, which will lead to increasing government debt, welfare policy needs targeting toward the neediest rather than expanding universal benefits that have less effect of income redistribution and heavier cost. Identifying every disadvantaged elderly in dire need for economic support and providing them with the basic livelihood security would be the most important and imminent responsibility that we all should assume to prepare for the growing aged population, and this also should accompany measures to utilize the elderly workforce with enough capability and strong will to work.

Study on Local Bus Service after Bus Route Reform in Busan (버스노선개편 이후 부산 시내버스 운행실태에 관한 고찰)

  • As the local bus service diagram after the bus route reform is studied by variable analysis based on traffic card data and income adjustment data, the characteristic of the local bus system is revealed in Busan Metropolitan city. The relationship between traveling length and traveling time is influenced by traveling velocity. In order to keep a headway within 10 minutes, bus service number per minute should be over 0.1013 vehicles. The traveling time of afternoon is generally longer than that of forenoon. Compared with the bus used by a lot people, the deviation of that used by a few people is larger in the all cases of length, headway, time and velocity. According to the analysis of the relationship among card trip number, average income and transfer rate, the relationship between card trip number and average income is expressed as linear function in the general bus and as exponential function in the high-grade & rapid bus. The 1% increase of transfer rate is equal to 6.3 trip/vehicle/day decrease and 4.9 trip/vehicle/day decrease in two bus types respectively. The four effective variables are defined by the discriminant analysis between the profitable routes and the unprofitable; According to discriminant size, bus service number per km, bus via suburb, subway meeting number, bus via university. In order to increase the income when the minibus will be included among public transit transfer system in 2008, it should be necessary to settle the bus network and revitalize the public transit better. In order to decrease the cost, it should be necessary to reorganize the hierarchy between the local bus and the minibus better.

Relations between Older People's Transfer incomes and Life Satisfaction (노인의 이전소득과 삶의 만족도 관계)

  • 본 연구는 한국복지패널 제11차 데이터를 활용하여 노인의 삶의 만족도와 이전소득(공적이전, 사적이전 소득)의 관계를 규명하고자 시도되었다. 분석결과, 일반가구 노인의 경우 공적이전 소득이 삶의 만족도에 유의미한 정(+)적인 영향을 미치는 반면, 저소득가구 노인의 경우 사적이전 소득이 삶의 만족도에 유의미한 정(+)적인 영향을 미치는 것으로 분석되었다. 이러한 결과는 일반가구 노인의 경우 공적이전 소득이 1,019.2만원(월평균 84.9만원)으로 공적이전 소득이 소득안정화 효과로 나타나 삶의 만족도를 높이는 것으로 예측할 수 있다. 그러나 저소득가구 노인의 경우 일반가구 노인의 공적이전 소득의 절반 수준인 508.5만원(월평균 42.4만원)으로 나타났다. 이는 저소득가구 노인의 경우 비록 "마음이 편하지 않는" 소득원천인 사적이전 소득이 불안정한 소득안정화 부족분을 채워주어 삶의 만족도를 높이는 것으로 추정할 수 있다.

Income Inequality of the Aged: Trends and Factor Decomposition (노인 소득의 불평등 추이와 불평등 요인분)

  • The primary purpose of this study is to find policy implications by examining the trends in income inequality of the Korean aged and factors contributing to these. For analysis, this study used the 2nd, 5th, 7th and 9th wave of 'Korean Labour and Income Panel Study'. The findings are as follows. First, total income inequality of the elderly rose greatly after 1998 and is decreasing after 2001. Secondly, the Gini coefficient decomposition by income sources shows that earned income was the factor most responsible for the income inequality of the elderly. But its influences of the elderly income inequality is gradually decreasing during analysing periods. Third, assets income and public pensions have a great effects on the elderly income inequality. They increases the income inequality of the elderly households. Forth, interfamily transfer income and public assistance income reduces income inequality of the elderly.

From Closed Community to Open Community -Weakening of Relation-Based Welfare and Searching for Alternatives- (닫힌 공동체로부터 열린 공동체로 -연복지의 쇠퇴와 그 대안의 모색-)

  • Since the 1960s, Korean welfare regime has been characterized by developmental welfare regime, of which invisible welfare programs like relation-based welfare are one of core elements. Developmental welfare regime of Korea has been dismantled after 1990s by the internal and external pressures. Focusing on the declines of relation-based welfare, this study examines the dismantle of developmental welfare regime of Korea. Since the late-1990s, the roles of inter-family income transfer and public income transfer are significant changed in terms of each share of total household income and each contribution of poverty alleviation. In other words, the role of public welfare has been growing while that of relation-based welfare has been decreased in the last twenty years. For the sake of a successful welfare regime transition in Korea, redistributional function of public welfare is quite important, but the development of reciprocal social economy and open community are also needed. Because, at this time and in this place, traditional welfare state building strategy is not proper in many aspects. However, it is impossible to achieve the development of reciprocal open community by restoration of relation-based welfare which has been already declined. This study regards enlargement of social economy or third sector as a development of reciprocal open community, and insists that cooperatives are especially worthy of notice.

Effects of Technology Transfer Policies on the Technical Efficiency of Korean University TTOs

  • The Korean government has provided various policy devices to boost technology transfers between academia and industry since the establishment of the Technology Transfer Promotion Act in 2000. Along with the enactment of the law, the Korean government mandated the establishment of a technology transfer office at national and public universities and encouraged technology transfer activities. Despite the quantitative expansion of technology transfer offices (TTOs), operational inefficiency was brought up. As a supplementary policy, the Korean government implemented a line of projects to support the labor and business expenses of leading TTOs. This research questions whether the project greatly affected the technical efficiency of TTOs. We analyze publicly available university panel data from 2007 to 2015 using a one-step stochastic frontier analysis. The results suggest that the program was marginally effective at shifting the technical efficiency distribution to the right on average, but it failed to maximize its impact by diversifying the policy means based on targets. The marginal effects of the program on technical efficiency differ according to the research capability and size of each school. We also compare technical efficiency against the licensing income at the start and end of the program. Technical efficiency increased for the leading TTOs, and both measures show improvements for unsupported TTOs. Our empirical results imply that diversifying the program for universities with different characteristics may have improved the effectiveness of the policy.

Poverty Reduction in Elderly Household Types: The Impact of Basic Pension (기초연금의 노인가구 유형별 빈곤감소 효과 분석)

  • This paper examines the impact of the Basic Pension scheme in terms of poverty reduction and income distribution among elderly households by focusing on the differences in the household type. It compares the data before (2013) and after (2016, 2019) the introduction of Basic Pension by using Household Income and Expenditure Survey data. Empirical analyses indicate that, first, the overall income and the public income transfer of the elderly households increased during the period compared. Second, the poverty rate was considerably higher for the elderly living alone than for other household types. The government policy led to poverty-reduction for all types of elderly households, wherein the effect was most profound in the case of elderly living with spouse. Third, income distribution improved for all types of elderly households, though maximum margin was observed in the case of the elderly living alone. Fourth, according to the multivariate logit regression, the Basic Pension had a positive impact on reducing the risk of poverty (defined as below 40% of median income) among the elderly households.

  • People's income level is being ehanced, utilization of a car is increasing. Utilization of a car is increasing by peoples' income level elevation along with growth of economy. Economical loss and environmental pollution by vehicles stagnation of downtown are increasing. Specially, in case of downtown it is trend that the city traveling speed is decreasing every year. Lately, transfer bicycle-user to use public traffic is increasing. And they is using much on leisure because of physical strength improvement and the 5 day work week. In this study, we introduce examples of overseas designing and managing bicycle-user road based on GIS(a target of America and Canada). And we purpose construction-necessity of Bicycle Road Management System(BRMS) using GIS technique in domestic.

Householder's Working Type and Household Saving: A Perspective of the Precautionary Saving Behavior Theory (가구주 근로유형과 가계저축: 예비적 저축행동 이론의 관점)

  • The purpose of this study was to examine the effect of a householder's working type on household saving from the perspective of precautionary saving behavior theory and the determinants of household saving by householder's working type. The data for this study was from the 2009 year of the Korea Welfare Panel Survey (KOWEPS), consisting of 2,463 households with householders whose working type was regular or non-regular employment(temporary, daily or public work). OLS regression analyses and Chow-tests were performed. In the regression analyses, the dependent variables for household saving were precautionary saving and precautionary asset. Precautionary saving was operationalized with the amount of average monthly saving and the ratio of average monthly saving to average monthly disposable income, and precautionary asset was operationalized with the amount of financial assets and the ratio of financial assets to net assets. The independent variables were household income, household assets, householder's working type(regular, non-regular), householder's age, sex, education level and marriage status, income level, the number of household members, housing type, debt, and public transfer income. Monthly average total consumption expenditures for household income, and net assets for household assets, the existence of spouse for marriage status, poverty for income level were used. Public transfer income was classified into three, social insurance, basic assistance and government assistance. For the analyses, Stata 11.0 version was used. The results are as follows: Householder's working type was significantly related to the precautionary saving behavior of a household. However, the precautionary saving and the precautionary asset of a household with a householder in non-regular working type was lower than those of a household with a householder in regular working type. This result is not consistent with the expectation from the perspective of precautionary saving behavior that the saving of a household with a householder in non-regular working type is expected to be higher than that of a household with a householder in regular working type. According to the analyses of the determinants for precautionary saving behavior by householder's working type, monthly average total consumption expenditures, debt, net assets, poverty, the number of household members, basic assistance were statistically significant variables. The positive relation of basic assistance to precautionary saving(the amount of average monthly saving and the ratio of average monthly saving)is a noteworthy result in the analyses of the determinants for household saving by householder's working type. The above results suggest the followings. First, it is easy to predict the unstability of economic life of a household with a householder in non-regular working type because of relatively low precautionary saving and precautionary asset. The reason for the low precautionary saving and the low precautionary asset may be a low current income of the household in spite of its willingness to save. If this reasoning is possible, it suggests that policies are needed for households with householders in non-regular working type to save. Second, the relatively low precautionary saving and precautionary asset of a household with a householder in non-regular working type suggest also their long-term economic stability. This suggests they need to try a long-term financial planning even though they have limitations to save for future because of their low current income. It is necessary to develop the financial planning for the households with unstable incomes. Third, the determinants for precautionary saving behavior by householder's working type were mostly the ones which reflect the economic condition of a household. This suggests that the economic condition of a household is a core factor for household saving. Consequently, it emphasizes the efforts for a household to acquire the adequate level of income for saving. Forth, the positive relation of basic assistance to precautionary saving(the amount of average monthly saving and the ratio of average monthly saving) suggests the possibility for a household to accumulate the precautionary saving and the precautionary asset in the channel of basic assistance.

Unequal distribution of family policy in Korea (한국 가족정책의 계층화)

  • This study analyzes the unequal distributional effect of threesome of family policy(child benefit, childcare services and parental leave) focusing on family income, mother's status in labor market in Korea. To measure the unequal distributional effect of family policies, this study used the quantile analysis. The results of this study are as follows. First, in terms of childcare service and parental leave, there is some difference of the rate of use by family income and mother's status in labor market. Second, total public fund for childcare services, child benefits and parental leave are high in fourth income quintile, and mothers work regularly. Third, public fund is high in fourth income quintile, dual earners, mothers work regularly, the family has many number of child, and is high educational level of parents. Finally, the results of quantile regression show the biggest factors of unequal distribution of family policy are mother's stable work and it deepens the inequalities and differences. Based on these results, this article suggests that more equal right to access and use family policy regardless of the type of employment, adequate minimum income through income transfer, and universal application of the policy.
