The Cowherd Star and the Weaving Maid Star have been famous stars in East Asian countries. Nowadays Altair is defined to be the Cowherd Star in public materials including science books, mass media, public outreach programs, and movies played in public planetariums and science museums. However, in astronomical books and star-charts in history, the Cowherd Big Star (牽牛大星) has been known to be Dabih or $\beta$ Cap in the constellation Capricorn, and the asterism Cowherd consists of six stars including Dabih. Since the same title is given to the different objects simultaneously, considerable misunderstanding and confusion among the public have occurred. In this paper we consider this problem in two aspects. One aspect is which star has been defined to be the Cowherd Star in ancient literatures; the other is which stars were regarded as the Cowherd or the Cowherd Star in the historical records of occultation or conjunction in History of Koryo, Annals of the Choson Dynasty, and Daily Records of Royal Secretariat of the Choson Dynasty. As a result, we see that Altair has been regarded as the Cowherd Star in folklore and literature, but Dabih has been defined to be the Cowherd Big Star in astronomical works. An explanation proposed by previous researchers on the reason why such double meanings have been appeared is introduced. In the explanation, the fact that the Altair was defined as the Cowherd Star in ancient times had not been handed over properly, and the name of Cowherd was later put to the Dabih and its surrounding five stars to form one of 28 lunar lodges. Based upon these facts, we suggest the following ideas: (1) Altair should be introduced to be the Cowherd Star in public-friendly programs, and Dabih should be noticed to be the Cowherd Big Star in the field of history of astronomy. Dabih should be added as the astronomical Cowherd Big Star in academic books such as a dictionary of astronomical terminology. (2) The Korean pronunciation for Altair should be al-tear instead of al-tairu in accordance with the definition in the astronomical terminology dictionary compiled by the Korean Astronomical Society.

This study examines for the making a deduction of architectural characteristics of high-rise business hotel's lower public space through analyzing the lobby space composition through Beijjng's 21 cases constructed from 1978 until 2008 in China. In the methods of analyzing process, We study the literatures, research reports and architectural drawings including the site survey. We hope to establish the principle in public space composition of Beijing's business hotels through analyzing the plan of these hotels. Finally, We find out the principles after researching as follows. Firstly, duration of business hotel construction was concentrated with the center of Beijing City especially central 5 Gu which will roll. To 1990's after that the high-rise hotel construction increased in order for the demand of the resort and the convention hotel to come to be many. The modem style was increased in hotel design of building's style. Secondly, the result which analyzes an 21 case study shows concourse style of public space composition is representative in lobby space of general 5 star business hotel in Beijing. And there are many upper composition style in sectional plan, modern style in lobby interior design. The third, the medium and small sized hotel have the plane which apply the public space efficiently.

An ICSID award on Lone Star case has been rendered finally on August 31st, 2022 after almost ten years since the Lone Star Funds submitted the request for arbitration against the Republic of Korea in 2012. The Lone Star case is the first investor-state dispute settlement(ISDS) case brought against Korea, and this case, also known as "eat and run" case, has given rise to heated debates for years. Moreover, as the ICSID tribunal has ordered Korea to pay the Lone Star Funds the sum of USD 216.5 million plus interest in the award, this case has become once again the subject of controversy. Any arguments and evidence submitted by the parties in dispute have not been disclosed until recently, however, as the memorials and the award are now open to the public, it has become possible to realize the assertions of each party and the decisions of the tribunal in detail. Therefore, this paper aims at analyzing the main issues of the Lone Star case with a focus on the ICSID award. By examining the substantive and procedural issues of the case one after the other, it might be able to understand the whole picture of the case and prepare for the remaining procedures of this case and other upcoming cases as well.

The purpose of this study was to examine the hiphop fashion which has the leading power of 1990's korean fashion flow. Hiphop Fashion represents individuals' unique characters and their culture. Baggy jeans with extra large shirts, various accessories, and a unique coordination of these items that is all their own represents the style that is hiphop. There are three major reasons why hiphop fashion has become so popular in the 1990's. First, the popularity of hiphop music whose singers directly influence the public. Second, the popularity of sports and sporting heros. These athletes' sporty Hiphop looks has amply shown that are also leaders of the hiphop fashion. Third, mass media like TV and many publications, defivitely helped to quickly spread hiphop all over the world. Music only TV stations like MTV and StarTV are good examples. Fashion always tells us much - as every anthropologist knows - and a thoughtful analysis of hiphop will reveal many interesting, and perhaps even surprising things about the men and women who wear it.

In this paper, we implemented technology assessment on the public R＆D activities in IT field in order to select the promising technologies, so called "star technology," making for national industry development. Technology assessment frame in this study included qualitative factors. IT technologies are classified five sector - network, wireless/broadcasting, SW/application/computer/terminal equipment, semiconductor/component. Expert opinion interviews on each field are carried out. Assessment factors consist of technology usefulness and technology competitiveness. In the final analysis, 23 technology items selected as a promising technologies and the results can be used public R＆D planning and If industry policy.

The target detection algorithm based on supervised learning is the current mainstream algorithm for target detection. A high-quality dataset is the prerequisite for the target detection algorithm to obtain good detection performance. The larger the number and quality of the dataset, the stronger the generalization ability of the model, that is, the dataset determines the upper limit of the model learning. The convolutional neural network optimizes the network parameters in a strong supervision method. The error is calculated by comparing the predicted frame with the manually labeled real frame, and then the error is passed into the network for continuous optimization. Strongly supervised learning mainly relies on a large number of images as models for continuous learning, so the number and quality of images directly affect the results of learning. This paper proposes a dataset STAR-24K (meaning a dataset for Space TArget Recognition with more than 24,000 images) for detecting common targets in space. Since there is currently no publicly available dataset for space target detection, we extracted some pictures from a series of channels such as pictures and videos released by the official websites of NASA (National Aeronautics and Space Administration) and ESA (The European Space Agency) and expanded them to 24,451 pictures. We evaluate popular object detection algorithms to build a benchmark. Our STAR-24K dataset is publicly available at https://github.com/Zzz-zcy/STAR-24K.

아이돌 스타는 각종 예능프로그램을 비롯해 라디오, 드라마, 뮤지컬까지 다양하게 활동하는 만능 엔터테이너가 되었으며 팬 층도 10대 여성 중심의 팬 문화에서 20대는 물론 30~40대로 확대되었다. 아이돌 스타의 뷰티이미지를 "우리 결혼했어요" 프로그램 출연 아이돌을 중심으로 살펴 본 결과는 <표 3과 5>와 같으며 [사진 5]을 통해 이특-강소라 커플과 이준-오서연 커플이 주는 이미지는 비슷했으며, 조권과 황광희의 경우도 까부는 이미지가 유사함을 확인할 수 있었다. 뷰티이미지는 주로 내추럴한 이미지의 메이크 업를 하였으며 헤어스타일과 헤어염색을 통해 이미지를 변화시켰다. 이준의 경우는 스모키 화장을 음반이나 프로그램 속에서 보여 주었다. 아울러, 각 아이돌 그룹들은 각자의 고유 스타일 고수보다는 발표되는 음악에 맞춘 메이크업과 헤어스타일을 하고 있음을 확인할 수 있었다.

We present the scanned digital images and their preliminary analysis results of objective-prism plates taken with the Michigan Curtis Schmidt telescope at Cerro Tololo Inter-American Observatory. In order to separate an individual spectrum of a star, it should be required to identify each field star in the plate. Using the PPM(Position and Proper Motion) catalog, we are verifying which star corresponds to the spectrum in a plate. In addition to this, we plan to devise the method for wavelength calibration in each spectrum. Finally we will make them for public use, not only for professional astronomers but also for high school and college students for encouraging them to be interested in the astronomy, especially astronomical spectroscopy and stellar astronomy.

The science fiction was established as a typical genre of the American popular culture by the monumental releases of two series: Star Wars and Star Trek. Based on the popular science discourse, these two series have functioned as an ideological apparatus for re-appropriating Frontierism which reflects the essential values of American myth. Arguably, the SF genre owes its success mainly to the increasing popularity of science during the 1960s and 1970s, which was well represented in the space project of NASA. This power of popular science, however, tended to weaken in the 1990s as the public interest in NASA's project gradually decreased. "Deep Space Homer," an episode of The Simpson's fifth season, reflects the changing attitude of the American audience toward the new American hero created in the SF series of popular science in the previous popular culture.

A new coinage which calls a modern was appeared variously by values, taste, feature of lifestyle and the meaning of a new coinage has influence in the change of lifestyle. Particularly a popular star is a person who situates in the center of a new coinage, his role, behavior, and appearance have great influence in the birth of a new coinage. He is a fashion leader as well as the object of fashion imitation to the new generation being sensitive for fashion. As his fashion is appeared with important fashion icon in fashion market, fashion companies have developed actively star marketing marking him as an advertising model. Therefore, because the fashion trends of a popular star introduce season's fashion trends and can be important factor forecasting fashion behavior of consumer, this study aims at analysis for fashion trends of a popular star including a public entertainer. The dates of this study were collected by TV drama, internet, and magazines, etc. The fashion trends were divided into feminine fashion trend, sexy fashion trend, tomboy fashion trend, and retro fashion trend. Feminine fashion trend was based on feminity but it was classified in masculine look, simple look, chic look, and natural & romantic look according to the standard of a transformation of feminine image. Sexy fashion trend was divided into two sexy images according to the method wrapping oneself in a dress and the method exposing a specific body part. Tomboy fashion trend could be the immature boyish style which concealed bust or hip or pelvis symbolizing feminity. Retro fashion trend could be style being based on 1980's style and Y line. Fashion items as leggings, baby doll dress, tunic style, dot pattern, garsonne look were come into fashion.
