정보편익에 의한 농촌생활환경시설의 계획 모델 개발 (Development of a Planning Model of Rural Living Environment Facility by Information Benefit)

  • The objective of public works planning is being converted from economic growth to sustainable development. So, the demand for considering social & ecological influences as well as economic components had been increased in evaluation of public works planning. In evaluation of public works, its components related with benefit and cost in feasibility analysis can be classified to qualitative and qualitative elements. Qualitative elements are evaluated by qualitative methods which can manage various items, be commonly applied nationwide, and consider elements that can be calculated numerically such as environments, willingness, etc. In this study, using the concept of 'Information measure', a method to design planning of rural works is proposed. 'Information benefit model' for rural works can evaluate present plan in the side of provider's and demander's 'benefit'. And, optimizing method of rural works by 'Information benefit' can simulate present state and optimize the site and route of rural works.

Economic Analysis of an Internet Portal, 'NANOIN'

  • In this research, economic analysis of Integrated Information System for Nano-convergence Industy (hereafter 'NANOIN'), which was developed and has been in operation by Organization of Nano-convergence Industrial Cooperation, is conducted. For this purpose, the research has been carried out in the following order. First, NANOIN user's maximum willingness-to-pay is estimated using contingent valuation method, the number for NANOIN users is estimated using Bass Diffusion Model, and annual benefit from NANOIN is estimated. Next, annual cost from NANOIN is estimated using annual budget for NANOIN related planned activities. Finally, economic value of NANOIN is evaluated using economic analysis applied to the estimated annual NANOIN benefit and cost. From the economic analysis, it is found that NANOIN has some economic value. It is expected that the procedures suggested in this research can help to systematically evaluate economic value for public goods which have not only uncertain benefit from user's side but also uncertain demand just like NANOIN.

정보계측기법과 지리정보시스템에 의한 도로계획의 평가모델 개발 (Development of Evaluation Model for Road Plan using Information Measurie Technique and GIS)

  • 공공시설 중 도로계획의 경우 건설과정 및 건설 후의 소음 및 오염 등의 환경 사회적 비용 및 주행성 안전성 등 요소의 평가 등을 수량화가 어려운 대표적 비용으로 들 수 있는데 본 연구에서는 이러한 수량화가 어려운 비용 효과들을 포함하여 고려한 도로노선계획결과를 정보계측기법과 지리정보시스템을 이용하여 '정보량'이라는 통일된 단위로 표현하고, 기존 시설물과의 관계로부터의 '정보편익' 개념으로 평가하였다. 정보계측기법과 지리정보시스템을 이용하여 도로건설시 발생하는 비용과 직접효과를 고려하기 위하여 시설정보계측모형을 개발하였으며, 도로 주변 시설간의 편익을 고려하기 위하여 시설정보편익모형을 구성하였다. 비용과 직접효과만을 고려한 시설정보계측모형에서는 기존의 도로설계와 유사한 결과가 도출되었으며, 시설정보편익모형에서는 기존의 도로계획 평가에서 고려할 수 없었던 요소들에 대한 고려가 가능하였다.

한방의료서비스에 대한 인식도 및 개선요구도 (A Study on Recognition Level of the People on Oriental Medical Services and the Need for its Improvement)

  • This study was conducted to examine the recognition level of the people on oriental medical Services and the need for it's improvement. Data were collected from 1174 residents in Daegu metropolitan city and Gyungbuk province. According to the satisfaction level with each items of oriental medical services, the respondents had positive views on efficacy, kindness, and side-effects. They, however, had negative view on the cost of oriental medical services. In regarding to the priority of improvement of oriental medical system, 'expansion of insurance benefit package' ranked first. Followed by 'safety of herbal medicine(heavy metal/pesticides)', 'improvement of scientific methods and diagnostic technique' etc. For the further development of oriental medical services in the consumer - focused and evidenced-based health care environment, much attention to implement relevant health policy reflecting user's need positively should be made.

한방 공공보건사업의 운영실태와 정책과제 (Current Status and Policy Recommendations of Oriental Public Health Programs)

  • Oriental public health programs have been introduced for the purpose of providing comprehensive oriental health care services to community people including vulnerable classes, increasing the accessibility of oriental medicine and the public benefit, and further more elevating the health promotion and the quality of life of community people. Promoting these programs since 2002 in earnest, it is evaluated that it has made a lot of performances. In the other side, it showed many problems and policy issues also. This study is accomplished to analyze the problems made since the system was introduced and until now, 2007, and with this analysis, to examine policy issues and the reasonable recommendations for its development Major problems are as follows. First, fundamental notions and identity of oriental public health programs are not positioned accurately. Second, the infra-structure construction for effective propulsion of business is insufficient. Third, it is short of the capacity for program implementation of oriental public health doctors, related manpower, and health centers. Fourth, oriental health promotion programs that can fulfill the various health needs of community people are deficient. Fifth, active aid of the government and the oriental medical world as well as legal and systematical support for oriental public health programs is insufficient. As a result, to solve the problems and induce the successful settlement of the program, the policy recommendations such as (i) the fundamental notions of the program and establishment of approach strategies, (ii) reinforcement of the foundation of the program implementation, (iii) capacity enhancement of the manpower of the program implementation, and (iv) effective building of supportive system of the program are presented.

Low Coverage and Disparities of Breast and Cervical Cancer Screening in Thai Women: Analysis of National Representative Household Surveys

  • Background: The coverage of breast and cervical cancer screening has only slightly increased in the past decade in Thailand, and these cancers remain leading causes of death among women. This study identified socioeconomic and contextual factors contributing to the variation in screening uptake and coverage. Materials and Methods: Secondary data from two nationally representative household surveys, the Health and Welfare Survey (HWS) 2007 and the Reproductive Health Survey (RHS) 2009 conducted by the National Statistical Office were used. The study samples comprised 26,951 women aged 30-59 in the 2009 RHS, and 14,619 women aged 35 years and older in the 2007 HWS were analyzed. Households of women were grouped into wealth quintiles, by asset index derived from Principal components analysis. Descriptive and logistic regression analyses were performed. Results: Screening rates for cervical and breast cancers increased between 2007 and 2009. Education and health insurance coverage including wealth were factors contributing to screening uptake. Lower or non-educated and poor women had lower uptake of screenings, as were young, unmarried, and non-Buddhist women. Coverage of the Civil Servant Medical Benefit Scheme increased the propensity of having both screenings, while the universal coverage scheme increased the probability of cervical screening among the poor. Lack of awareness and knowledge contributed to non-use of both screenings. Women were put off from screening, especially Muslim women on cervical screening, because of embarrassment, fear of pain and other reasons. Conclusions: Although cervical screening is covered by the benefit package of three main public health insurance schemes, free of charge to all eligible women, the low coverage of cervical screening should be addressed by increasing awareness and strengthening the supply side. As mammography was not cost effective and not covered by any scheme, awareness and practice of breast self examination and effective clinical breast examination are recommended. Removal of cultural barriers is essential.

가스냉방 보급효과에 대한 연구 (Study on The Supplying effect of Gas Air Conditioning Systems)

  • 냉방용 에너지는 크게 전력과 가스로 대별할 수 있는데, 전기냉방 시스템은 하절기 최대전력을 상승시키는 요인이 되고 있다. 전기에너지는 수요 공급 특성상 저장이 불가능하기 때문에 예상되는 최대전력을 상회하는 공급능력을 보유해야 하며 매년 하절기의 사회문제로 대두되어 왔다. 한편 가스냉방의 경우 흡수식 시스템과 GHP 시스템이 있다. 그러나 가스냉방 보급용량은 전기 냉방에 비해 매우 적으며 소형시장은 대부분 전기냉방에 의존하고 있는 상황이다. 본 논문에서는 국내 냉방에너지 현황을 살펴보고 에너지원간의 부하분담 비중을 분석하여 냉방에너지의 합리적인 방향을 제시하고자 2024년까지 장기적인 가스냉방 보급 규모를 전망하였으며, 이를 바탕으로 가스냉방 보급효과를 분석하여 가스냉방의 확대 필요성을 뒷받침 하고자 하였다.

  • 대중교통환경을 개선하기 위하여 신교통시스템의 도입이 요구되고 있다. 신교통시스템이란 첨단과학기술에 의해 자동운전과 저렴한 운행비 및 유지관리비를 구현한 제반 시스템을 말한다. 이러한 신교통시스템중에는 무궤도와 궤도에서의 운행이 가능한 궤도버스시스템이 있는데, 본 연구에서는 궤도버스시스템의 특성을 조사하고 이용자측면과 운영자측면에서 평가하였는데, 결론적으로 궤도버스시스템은 환승을 줄일 수 있고 초기투자비가 저렴한 시스템이며, 노선의 승객수요가 방향별 시간당 승객수(PPHPD) 5,000~39,600사이에 있는 노선, 즉 버스와 지하철사이의 승객수요가 있는 노선에 적합함을 알 수 있었다.

한방의료의 이용행태 및 이용결정요인 분석 - 일부 대도시 지역주민을 중심으로 - (Utilization Patterns and Determinants of Oriental Medical Services : Focused on the Residents of Taegu City)

  • This study was conducted to examine utilization patterns and determinants of oriental medical services. Data were collected from 545 residents in Taegu city The results of this study are summarized as follows 1) 37.8% of subjects used oriental medical services in the past year. Especially, the female, the ages of 50 and 60 over, the single. low-educated. high-income class, white-collar class, medical insured tended to use more oriental medical services than another groups. 2) 46.7% of users of oriental medical services reported that number of visits in the past year was 2 - 5 times 37 1% of them was 1 times, and 4.5% over 10 times. 3) According to the reasons to choose the oriental medical facilities, most was 'on their own judgement'(48.8%) and 'by the advice of relatives and friends'(42.0%) Regarding to the objectives of using oriental medicine, 68.3% was 'treatment', 31.7% 'health counselling and promotion'. And among diseases of users, diseases of musculo-skeletal system was the highest(54.5%). 4) 57.9% of oriental medical services users had experience of utilizing western medicine on the same diseases. Among peoples with experiencing western medicine on the same diseases. 54.4% received oriental medical services 'in addition to western medicine', 45.6%'in place of western medicine 'And 41.2% of using both services reported that they had difficulty in deciding to choose the type of services -oriental medical services or western medicine-for their diseases. 37.3% of them answered that 'providing relevant information' was the most desirable measure to solve this problem, 27.3% 'establishment of effective referral system between oriental and western medical facilities '23.6% 'cooperative medical treatment systems in the same facilities', 11.8%'integration of oriental medicine into western medicine 5) According to the satisfaction level with each items of oriental medical services, the respondents had positive views on efficacy, kindness, and side-effects. They, however, had negative view on the cost of oriental medical services. 6) In regarding to the priority of improvement of oriental medical system,'expansion of insurance benefit package 'ranked first. There, however, have been various barriers to limit oriental medical services, such as incomplete benefit package of oriental medical insurance and lack of coordination and referral system between oriental and western medical services, lack of scientific diagnostic procedures, high price etc . For the development of oriental medical services, Much attention to remove these limiting factors should be placed. In addition, kindness of oriental medical practitioners , which is expected to be more important factor in the consumer - focused health care environment than ever, should be kept high consistently. Since this study was conducted for specific residents of an urban city. further research including more sampling in different urban areas should be required to generalize the results of the study.

The Concept of Wind in Traditional Chinese Medicine

  • The use of folk medicine has been widely embraced in many developed countries under the name of traditional, complementary and alternative medicine (TCAM) and is now becoming the mainstream in the UK and the rest of Europe, as well as in North America and Australia. Diversity, easy accessibility, broad continuity, relatively low cost, base levels of technological inputs, fewer side effects, and growing economic importance are some of the positive features of folk medicine. In this framework, a critical need exists to introduce the practice of folk medicine into public healthcare if the goal of reformed access to healthcare facilities is to be achieved. The amount of information available to public health practitioners about traditional medicine concepts and the utilization of that information are inadequate and pose many problems for the delivery of primary healthcare globally. Different societies have evolved various forms of indigenous perceptions that are captured under the broad concept of folk medicine, e.g., Persian, Chinese, Grecian, and African folk medicines, which explain the lack of universally accepted definitions of terms. Thus, the exchange of information on the diverse forms of folk medicine needs to be facilitated. Various concepts of Wind are found in books on traditional medicine, and many of those go beyond the boundaries established in old manuscripts and are not easily understood. This study intends to provide information, context, and guidance for the collection of all important information on the different concepts of Wind and for their simplification. This new vision for understanding earlier Chinese medicine will benefit public health specialists, traditional and complementary medicine practitioners, and those who are interested in historical medicine by providing a theoretical basis for the traditional medicines and the acupuncture that is used to eliminate Wind in order to treat various diseases.
