The purpose of this study is to define the roles of the central, district, and municipal Healthy Family Support Centers in order to establish their individual identities. Two hundred twenty-five 225 subjects were surveyed with a questionnaire about the role of each Healthy Family Support Center. The subjects of this study were professors, public officials and staff who were in charged of the Healthy Family Support Centers. This study revealed the following results. First, the central Healthy Family Support Center should playa supportive role to develop and propagate a variety of programs which can be used for the clients in the district and municipal Healthy Family Support Centers. Second, roles of the district Healthy Family Support Center are highly recognized not only for their supportive role in activating municipal Healthy Family Centers but also for their publicity role in them. Finally, the most necessary role of the municipal Healthy Family Support Center is to manage family counseling and family education. In order to accomplish the roles of each Healthy Family Support Center, the mutual relationship among central, district, and municipal Healthy Family Support Centers should be horizontal. Moreover, district Healthy Family Support Centers should be promptly established in order to enable for the central Center to play its roles properly.
The variation in resource utilization for hospitalized patients who had a group of similar diseases -- a Korean Diagnosis Related Group (KDRG) -- among the same type of hospitals was studied to assess the utillization variation due to the practice pattern of hospitals. Information about inpatients who were beneficiaries of the medical insurance for teachers and government officials discharged from 20 large university teaching hospitals in Seoul during 1986 and information about the hospitals were analyzed to achieve the study objective. A total of 20,223 non-outlier patients in 100 most frequent KDRGs were included in the analysis. Case charges after the review and length of stay (LOS) were used as measures of resource utilization during a hospitalization. A substantial variation among hospitals was found in most KDRGs : o the ratio of the maximum and the minimum among the mean case charges of hospitals was greater than 2 in 83 KDRGs ; o the difference between the maximum and the minimum among the mean case charges of hospitals was greater than 100,000 Won in 94 KDRGs : o the ratio of the maximum and the minimum among the mom LOS of hospitals was greater than 2 in 82 KDRGs ; o the difference between the maximum and the minimum among the mean LOS of hospitals was greater than 3 days in 94 KDRGs. The practice pattern of hospitals explained more than 20% of charge variation in 49 KDRGs and more than 20% of LOS variation in 43 KDRGs. The study results indicated need for a new health policy initiative for cost containment and quality assurance.
For the first Maritime Accident Inquiry System in Korea, Central Marine Accidents Inquiry Committee were founded in Seoul and District Marine Accidents Inquiry Committee in Busan city In 1963 to determine the circumstances of the accidents and causes. At the present day, it was settled as Maritime Safety Tribunal tough several revision of the Law and regulations regarding the Maritime Accident Inquiry System. In Korea, there occurred about m cases of marine accident, and as a result, about 200 people were lost human lives in average per year. In accordance with the change of circumstances such as traffic increasing and being bigger in size, being faster in speed, etc., the causes of the marine accidents become complicated year by year. Accordingly, in this moment, it is meaningful that the introduction of the Research Official who assists the Judges probing the cases fair and square. In this Paper, with the consideration of the several kinds of Research Official System, such as the Research Official of the Korean Supreme Court, the Supreme Public Prosecutors' Office and the Constitutional Court, Japanese Supreme Court, Law Clerk in USA, etc., the selection, numbers, duty of the Research Official were studied. The results of the study are as follows; 1. The Research Official to be appointed among the person having long enough career as a Judge, Investigator engaged in the Maritime Safety Tribunal due to he sho띨d have capability to confirm perfectly logical judgement and to collect enough material for the conclusion of the causes of the case. The one who understands the foreign language is preferred for the study of the foreign cases; 2. It will be logical to post 3 joint Research Officials in Korea Maritime Safety Tribunal in Seoul after due consideration the cases treated a year; 3. It will be logical for the Research Official to perform the collection of material and inspection of the scene for the trial and inquiry of the cases, to attend the cases filed suit to the Supreme Court, to make commentarial papers regarding the judged cases, to collect statistics of marine accidents and to devise a reform measure through in-depth analysis of the accidents frequently occurred, to study for the improvement of the Maritime Accident Inquiry System;
This case study aims to explore how RDA PLA model affects the agri-SMEs' empowerment. As an agri-business management renovation program from main workshop it was conducted on March to December 2011 with agri-SMEs and extension officials nationwide by RDA. Especially, as a packaged action learning process in the model used participatory action research. This study collected data with participants observation, interviews, situational analysis and systematic review of discourse in qualitative method. For the validity and identifying empirical results, this study used statistic analysis as a mixed method. Further including various pedagogic methods and business coaching skills, this model was conducted from workshop in RDA, in turn, on-farm business coaching as follow-up, CoPs' activities, and local ATCs extension services by each actors. The dynamic process and effects of each process led some change for farmers' innovative knowledge, skills, attitude, practice and aspiration on their farm business. RDA PLA model development based on the previous practices and research, which provided a configurated picture in the holistic action learning process. In statistic research, this study focused on 279 farmers as respondents who had participated in the program. It shows that their income and benefits increased from their renovative practices on farm business. Following the sampling group, it was surveyed by four indicators - products, customer, quality and cost. The level of contribution of education on economic impact 15% is quoted from previous paper. Even in some limitations of public sector, RDA PLA model actively suggests the paradigm shift of agricultural HRD and development of alternative extension-service system.
The present paper mainly cocerns, in social aspect of the cultural change, with how cholik was introduced and accepted in $Kory\v{o}$ dynasty. It was through cultural transmission in political relations with Won dynasty that $ch\v{o}$ lik was first listed on our own costume system in later $Kory\v{o}$ dynasty. The acceptance by $Kory\v{o}$ society can be interpreted as the twofold effects; positively, it enriched our costume system and, negatively, it brought about various conflicts, which in turn caused some unwelcome reactions. Once it had permeated into $Kory\v{o}$ culture. it could not avoid being changed by social conditions. The changing process can be defined as the dual cycles of fashion. The first one startd at mid peroid of $Kory\v{o}$ when King $Chung-ry\v{o}$l provided a law to wear the $W\v{o}n$ costume and. ended at larter $Kory\v{o}$ of King Kong-min's reign. The second cycle rose in the period between King Sejong's reign and late $Chos\v{o}n$. Each of the two cycles appeared to have its own characteristics; 1. The first cycle. 1) In spite of the long period of a century, the cycle was very abrupt both in development and decline. 2) The abrupt pattern of the cycle can be attributed to the nation-wide law provided by the ruler. 2. The second cycle. 1) Compared with the first cycle, the curve was rather slow. 2) The fashion originated from the hyperimitation of the government officials, since the costume was the royal gift by Chinese Emperor. 3) The main cause of the development of the fastion was the wars, rather than the public preference. 4) The main cause of the decline of the fashion was that it could no more differentiate the social status, that the wearer was laughed at by the Chinese, and that the long period of wearing the same dress stimulated the fashion psychology. 5) The increasing size of the costume rather decreased the very function of the costume.

Forest inventory is a commercial term meaning the preparation of detailed descriptive list of articles with number, quantity and value of each item included. Forest inventory deals with the measurement of trees and stands, the estimation of their volume, growth prediction, biomass, carbon stocks and the description tree characteristics, as well as the land upon which they are growing. National Forest Inventory Center (NFIC) in Korea conducts national forest inventory every 5 years to obtain accurate baseline data for national forest policy. The permanent sample plot data used in were collected by NFI. The objective of this study was to develop methods for quantifying forest resources at national scale based on $5^{th}$ National Forest Inventory (NFI) data in Korea. Forest land area decreased from 6.44 to 6.38 million ha between 1997 and 2007, continuing a slight downward trend in area beginning in the late 1990s. However forest resources of the Korea have continued improving in general condition and quality, as measured by increased average size and volume of trees. Growing-stock volume of the Korea increased from 17 to 123.79 cubic meter per ha between 1976 and 2007. The biomass in Korea was estimated to be 153.81 tons per hectare and carbon stocks in Korea was estimated to be 84.36 tons per hectare by NFI data. This information is important for government officials, public administration, the private business sector, and the researcher. Forest Inventory should be implemented in a way to be able to monitor and assess the forests continuously.
This research has been made through analyzing clothes of human dresses and ornaments appeared in the Buddhist pictures which were drawn at the times of the koryo Dynasty. Clothes of the Korea Dynasty could be analyzed as below : First, as for Turban (Doogun), common people used Ogun, Doogun, Byunsangmo and Chaek. For clothes, the style of the era of the ear of the Three-Dynasty. That is , they wore long shirts with narrow sleeves and narrow trousers and skirts. However, around the years of 1320, shirts had no more belt but became to show a kind of ribbon which is called as Gorum , and length of shirts was a bit shortened between hip and waist lines. Second, as for officials clothes, a kind of Rhangkan was used through the Dynasty but after the years of 1300, Wonryukwan was also used. In the clothes, Bangshimkikryung was used and the royals wore full-dress attire which looks like a long gown. Under the full-dress , we can see two different which seems to be a kind of present under-water. Third, in public clothes, same type of Danryung. Holl, belt and shoes were used throughout the Korea Dynasty. In addition Line (Yeon) was remarkably used skirt was dressed under Danryung by middle of the Dynasty the skirt was replaced with trousers. For Bokdoo, Jeonkak bokdoo was mostly used at the beginning of the Dynasty , but in the end of the Dynaty a lowr-flap bokdoo was in the main current. Meanwhile , we can see that the Korea Dynasty had its own in dependence in the clothes although the Dynasty was much affected by the Chines Song Dynasty System. We can hardly find a Mogrian cloethes style in the Korea-Dynasty clothes. Fourth, in Queen's clothes, banbi and pyo were used and sleeves were decorated with birds feather throughout the Dynasty. Lastly , famer's clothes are quite similar to those of the Chinese Song and won Dynasties and a decorative line was used in official clothes. These facts make us have a presumption of our Dongii culture might be conveyed to the Chinese in the ancient times but much more research is needed to clarify.
본 연구는 국립세종도서관의 건립에 따른 운영기본계획을 수립하여 도서관 개관 초기부터 차질 없는 운영이 가능하도록 하는데 목적을 두고 수행되었다. 국립세종도서관의 비전은 행정정책분야의 특성화 도서관으로 정립하며, 부수적으로 지역 주민을 위한 공공도서관의 일반적인 기능과 국립중앙도서관의 분산 보존서고의 역할을 겸하는 것으로 정리하였다. 이러한 역할에 충실하도록 본 연구에서는 국립세종도서관의 경영환경을 분석하고, 정책정보서비스 활성화 방안과 장서개발 계획을 제안하였다. 국립세종도서관의 비전과 내외부 환경분석을 위해 도서관 실무자들을 대상으로 면담조사를 하였으며, 정책정보서비스 활성화 전략을 모색하기 위해서 세종시 이전 부처의 공무원을 대상으로 설문조사를 실시하고, 그 결과를 분석하여 수록하였다.
This paper studied the ban on 'Po[포]', including hemp and ramie, on the basis of Joseon Wangcho Silok (the True Record of Joseon Dynasty). Po is the important point which can help to understand the people's life related with clothing. This paper showed that in the early years of the Joseon Dynasty, the state had forced kinds of bans on some fabrics many times. Among the bans of the fabrics-making the main part was the bans on Po, along with rice, used as money in those days. The state had on Po enacted on the policy to intend to promote paper money circulation more widely. However, people didn't want to use paper money. The reason why cloth could be practical and functional as a kind of currency was that people could make clothes with it at any time while they used it as money. People avoided using paper money that could not be used in that way, and so did public officials. At that time, Po that was generally used as money was the hemp of five warp threads. The measurement of the hemp in 7chi[촌; a Korean inch] by 35chok[척] and 32cm by 16m by modern metric. It also showed that it has been thought that the blended fabrics are the fabrics that were made of raw silk-threads and cotton threads as warp and weft respectively. However, the fact that there is a record of 'Jeo Ma Gyo Jik Po[저마교직포의]'(blended fabrics and clothes made of ramie and hemp) and there appear the new proofs of the fieldwork investigation shows that the concept of blended fabrics might be various or changeable as time passed.
Korea seems to have introduced the legal basis for supporting and revitalizing the 6th industry since about 2010. Problems such as lack of systematic support system, inadequacy of cooperation and cooperation between ministries, and poor efficiency have been raised. Also, there is a lack of information on the designation, development method, participant, and management plan of the 6th industrial complex. In this study, we review prior researches and cases related to the 6th industry and examine how to efficiently create the 6th industry-specific complex by analyzing the requirements of customers for the enterprises, residents, professionals and officials of the metropolitan area and non-metropolitan areas. As a result of the questionnaire survey, some suggestions for the establishment of the 6th industry specialization complex were drawn. First, 77.5% of the total requires a combination of public and mixed use, which can be expected to have positive effects such as sharing development gains with local residents and improving resettlement of local residents. Second, the 6th industrial complex should be harmonized with the 1st, 2nd and 3rd industries. However, unlike the standardized land use plan of existing industrial complex, it is necessary to expand the distribution and sales space to reflect the demand for tertiary industry. It is also necessary to consider measures for securing primary industrial sites or securing primary industrial sites through external procurement. Third, it is necessary to establish and operate a plan reflecting rent and rental demand after leasing for a certain period.
