  • In the era of the 4th Industrial Revolution, the importance of information protection is increasing day by day with the advent of the 'hyper-connection society', and related government financial investment is also increasing. The source of the government's fiscal investment projects is taxpayers' money. Therefore, the government needs to evaluate the effectiveness and feasibility of the project by comparing the public benefits created by the financial investment projects with the costs required for it. At present, preliminary feasibility study system which evaluates the feasibility of government financial investment projects in Korea has been implemented since 1994, but most of them have been actively carried out only in some fields such as large SOC projects. In this study, we discuss the feasibility evaluation of public projects for the purpose of information security. we introduce the case study of the personal information protection program of Korean public institutions and propose a cost-effectiveness analysis method that can be applied to the feasibility study of the information protection field. Finally, we presented the feasibility study and criteria applicable in the field of information security.

  • Korea and USA reach an agreement with FTA. Korea's National Assembly will be to ratify the FTA. Korean agriculture was insufficiently competitive. FTA will be inflicted severe losses to Korean agriculture. But taking for granted that neoliberalism and economic globalization as the irrevocable currency of the international economic order, it is time to devote ourselves into discussing appropriate responses policy to minimize domestic agricultural loss and to improve agricultural competitiveness. There will never be another opportunity like this. It's now or never. Korean government and farmer have done various things, but basically their effort have to concentrate on three forms: fill the needs of an old market, create a need and a new export market, and adapt to a new market. This paper was an exploratory study of Korea-USA. FTA and paving the way for further studies on FTA in Korean agriculture. The objectives of this study Korea and USA reach an agreement with FTA. It is necessary for Korean government to switch from public money investment to strengthen the competitiveness.

  • Public infrastructure is crucial to promote and sustain a sustainable economic growth and a health community. A large amount of capital investment is generally required in infrastructure projects that motivate the involvement of the private sector in the delivery process. Various relationship-based procurement methods have been attempted to maximize value-for-money. In this paper, the problems and challenges that relationship-based procurement methods have been facing are explored. A particular focus is placed on the challenges for the public-private partnership (PPP) model. Possible strategies for adapting the PPP models in the post-Global Financial Crisis era are proposed and discussed. In addition, the challenges facing alliancing, which is one of the other important relationship-based procurement methods, are also examined. Views on infrastructure procurement in the future were sought from industry professionals via interviews and are reported in this paper as well.

낙동강 유역의 지속적인 이용을 위한 미래예측 (Simulating the Future of Nakdong River Basin for the Sustainable Use)

  • A macroeconomic minimodel was simulatedto suggest the public for sustainable us of Nakdong River Basin. The minimodel for the simulation shows the interrelationships between natural environment and economic activity. Topsoil, water, economic assets, and money stock are plotted for 300 years, beginning with 1996 in each simulation. The computer simulation runs suggest that the Nakdong River Basin system in the near future may strongly be influenced by the favorable availability of outside resources, while the economic assets and money stock may be declined by indigenous environmental stock depletion. The simulation run made under the constant decrease in systems purchased inputs with investment ratio of developed country and for sustainable use. The results of simulation shows the recover of natural environment and decrease of economic activity under these condition. Therefore, the economic structure of Nakdong River Basin should be transformed from the present industrial structure to the social-economic structure based on an ecological-recycling concept which depend on renewable resources rather than industrial structural which depend on outside resources.

  • This paper aims to suggest a validity analysis model that would be helpful for local governments considering u-City construction projects and a methodology for them to promote build-transfer-lease (BTL) u-City projects. This methodology mainly uses quantitative and qualitative analysis based on the Value For Money (VFM) designed by the Public and Private Infrastructure Investment Management Center (PIMAC) under the Korea Development Institute (KDI). BTL projects requires a large amount of capital and involves long-term investments. Therefore, multi-faceted validity analysis is required for the success of a project. This study will enumerate various factors to be considered in the pre-analysis of validity of BTL projects and suggest a methodology to verify them. A case study of a BTL project promoted by Ansan City assisted in designing this study in detail.

우리 나라의 하수도현황과 전망 (State of Swerage Systems and Prospects in Korea)

  • This study reviewed the current status and problems of sewerage system in Korea and then proposed possible methods to correct the problems. Also, evaluation of future development in sewerage system is included. It can be summarized as follows : 1. Investment in sewerage system is relatively low . 0.23% of GNP, Considering that the investment portion is 0.35% in OECD and 0.63% in Japan, it should be increased further. 2. The reasons wily the investment in sewerage system is low can be ' (1) Low priority is given to the investment in sewerage system. Local government builds and operates its own wastewater treatment plant. Local government as well as residents prefer to invest their money in roadwork, housing and parks to in wastewater treatment facilities because of greater investment effects. (2) Besides capital investment, more maintenance cost is needed for sewerage system. Proper operation of wastewater treatment facilities requires a well-trained operator. Because of public conception that operation of wastewater treatment facility is a dirty job, it is difficult to find a well-trained operator. (3) It is difficult to estimate the effect of sewerage system (4) Cost required to build and maintain wastewater treatment facility should be paid by people, who benefit from the facility. People to benefit are sometimes different from people to pay. 3. Advanced treatment is necessary to protect the bay aura and raw water source as well as to prevent eutrophication of lakes and ponds. 4. Wastewater treatment facility were mainly build in big cities during the decade of 1980. Followings should be solved first to expand the facilities. (1) Rapid repair and construction of sewer. (2) Technical development of wastewater treatment . Prevention of efficient and economical wastewater . Development of efficient and economical wastewater treatment techniques . Development of high-efficiency treatment using bioreactor . Reuse of wastewater treatment plant effluent (3) Sludge treatment and disposal . Composting of sludge cakes . Development of techniques to reduce the volume of sludge cake : incineration and reuse of sludge ash and slag. (4) Utilization of wastewater treatment facilities . Construction of community parks or sports families(ie, on the tops of the covered aeration tanks and sedimention tanks) Construction of wastewater treatment facilities under ground and of parking facilities and community parks above ground. (5) Education of wastewater treatment personal.

BTL사업의 경제성 평가 현황조사 및 개선을 위한 실무자 설문조사연구 (A Survey on the Persons in Charge for Economic Estimation Analysis and Improvement of BTL Projects)

  • 2005년부터 사회기반(SOC)시설에 대한 높은 수준의 공공서비스 제공과 필요시설 조기 확충의 일환으로 미국 등의 PFI(Private Finance Initiative)사업을 벤치마킹한 BTL(Built-Transfer-Lease) 민간투자사업이 국내에 도입되면서, 사업초기 재정투자사업 대비 민간투자사업에 대한 적격성 조사(VFM : Value for Money)의 필요성이 부각되었다. 이에 BTL 사업현황을 분석하고 실무자 입장에서 바라본 사업추진단계별 경제성 분석 방식(VFM분석, 추정사업비 산출, 입찰가격평가 등)의 적정성, 개선필요성 및 대안을 분석해보고자 설문조사를 실시하였다. 실무자 직군별, BTL사업 추진단계별, 개선대안별 교차분석과 상관관계분석 등을 수행한 결과, 사업비용 대비 표준화된 서비스 수준과 운영비 산출 및 평가 기준이 마련되어야 하며, 투자 적격성 조사의 정량적 분석(LCC분석)에 대한 필요성을 토대로 운영관리비, 유지관리비 산출 근거도 마련되어야 한다. 또한 업무의 효율화를 위하여 국내 BTL환경을 고려한 신뢰성 있는 경제성 평가 시스템이 구축되어야 하겠다.

철도 BTL 민자적격성조사의 위험계량화방안 연구 (A Risk Quantification of Public Sector Comparator in the Financial Analysis of the BTL (Build-Transfer-Lease) Scheme of Railway Projects: a Case Study of the Haman-Jinju Link)

  • 지금까지 민간투자사업은 대부분 수익형 민자사업(BTO; Build-Transfer-Operate) 방식으로 추진되었다. BTO 방식은 수요위험을 민간투자자가 부담하므로 철도부문처럼 투자의 필요성에 비해 수익이 보장되기 힘든 분야의 투자는 저조할 수밖에 없었다. 2005년 민간투자법의 개정과 함께 도입된 임대형 민자사업(BTL, Build-Transfer-Lease) 방식은 민간의 투자비를 국가나 지자체의 임대료로 회수하므로 수익성 제약으로부터 자유로울 수 있으며, 그 결과 BTO 방식보다 민간투자 도입의 본 취지에 더욱 충실한 방식으로 평가되고 있다. 그러나 BTL 방식은 미래세대로부터 재원을 차입함으로써 미래세대에 부담을 전가하고 재원배분의 자유를 제약한다는 부정적인 측면을 내포하고 있다. 따라서 대상사업의 규모와 범위를 과학적으로 검토하는 작업이 중요하며 이는 1차적으로 민자적격성조사(VfM Test ; Value for Money Test)에 의해 결정된다. 민자적격성조사는 특정사업의 재정대안과 민자대안의 각종 정량적 정성적 생애주기비용(LCC; Life Cycle Cost)을 비교 검토하는 절차이므로 각 대안의 핵심 비용항목이 반드시 포함되어 평가될 때 신뢰성 높은 조사라 할 것이다. 그러나 현재까지 고시된 BTL사업은 위험계량화비용이 반영되지 않음으로써 그 완결성이 떨어진다. 본 연구에서는 경전선 함안${\sim}$진주간 BTL사업을 대상으로 재정사업의 위험을 계량화할 수 있는 방안을 실증적으로 예시하며, 이를 통해 보다 합리적인 민자적격성조사를 수행할 수 있는 근거를 제시한다.

  • Cities in Indonesia include diverse scattered industrial centers comprising industries that can sustain the existing economic pace. For industrial data collection, the city government still relies on census that consumes extensive time and money. The public are unfamiliar with industries owing to their lack of industry information; therefore, the market share is not optimal. In addition, the opportunity to procure investors for business development is limited. A Geographic Information System (GIS) is a computer system that can record, store, write, analyze, and display geographical data. Using the Rapid Application Development (RAD) method, GIS was developed on a website platform to provide information on industry profiles, types of production, investment values, industry maps, and industrial locations in each village and sub-district to a wider community. The RAD method was chosen compared to the waterfall method because it could accelerate website development process.

액셀러레이터의 투자결정요인 (Determinants of Accelerators' Investmen)

  • 초기 스타트업에 투자를 진행하는 동시에 보육 및 전반적인 관리를 진행하는 액셀러레이터가 최근 창업생태계의 '키(key)플레이어'로 떠오르고 있다. 이를 증명해 주는 것이 바로 중소벤처기업부에 등록된 국내 액셀러레이터의 수가 최근 208개에 달하는 것으로 그 사례를 들 수 있다. 액셀러레이터는 일정기간 동안 멘토링을 비롯해 사업 초기 기업에 필요한 교육을 제공해주며, 유망 기업에 시드투자 이후 후속 투자유치를 위해 데모데이 등의 방법으로 스타트업을 돕는 역할을 한다. 이러한 액셀러레이터들이 시드투자 시 어떤 요인에 의해 투자의사결정을 하게 되는 지에 대해서는 학계에 연구가 많지 않은 실정이다. 이에 본 연구는 액셀러레이터의 의미와 그 기능을 확인하고, 액셀러레이터가 스타트업에 투자를 결정할 때, 어떤 요인으로 판단을 하는지에 대해 분석하고자 하였다. 연구방법은 기존의 투자기관인 벤처캐피탈 및 엔젤투자자의 투자의사결정요인과 관련된 선행연구들에 대한 문헌연구와 43명의 액셀러레이터 투자의사결정자들을 대상으로 실증 조사를 통해 렌즈모델과 판단분석 방법을 활용하였다. 실증분석 결과 액셀러레이터가 본인들이 투자하고 교육할 초기 스타트업을 선정할 때 중요하게 고려하는 주요인 3가지는 창업가(팀)의 기업가적 특성, 제품 및 서비스에 관한 전문성, 성공시의 잠재적 수익률인 것으로 나타났다. 이는 초기 스타트업이 자금이 필요하거나 체계적인 교육 프로그램을 필요로 하는 상황이 발생했을 때, 액셀러레이터에 좀 더 전략적으로 접근할 수 있는 단초가 될 것이다. 또한 본 연구를 통해 도출된 결과는 스타트업이 액셀러레이터 투자 유치를 할 때 일종의 가이드라인이 될 수 있을 것이다. 본 연구의 의의는 액셀러레이터의 투자결정요인에 대하여 그 이론적 근거를 제시하였다는 데 그 차별성이 있으며, 액셀러레이터로 부터 투자를 받고자 하는 스타트업들과 관련 정책 기관들에게 그 시사점이 클 것이다.
