보건소 간호조직문화가 직무만족과 조직몰입에 미치는 영향 (The Influence of Nurses' Organizational Culture on Their Job Satisfaction and Organization Commitment at the Public Health Center)

  • Purpose: This study examines how the types of organizational culture at a public health center affect job satisfaction and organization commitment of nurses. Method: The study selected 139 nurses from six public health centers located in G city, J province as subjects. The data was collected from April 1 to May 31 in 2008. Result: In regard to type of organizational culture had significant correlation with both job satisfaction and organization commitment, job satisfaction and organization commitment also showed high correlation. Concerning type of organizational culture, two variables of affiliated culture and innovative culture explained 26.3% of job satisfaction and 29.3% of organization commitment. Conclusion: The job satisfaction and organization commitment of nurses varied according to types of organizational culture of a public health center, and showed high correlation. The more affiliated and innovative the organizational culture was, the higher job satisfaction and organization commitment turned out. Therefore, it is advisable to develop a strategy that systematically creates a affiliated and innovative organizational culture that pays attention to goal achievement of the nurse.

농어촌 의료서비스 개선사업 성과에 대한 지역주민과 사업담당자간의 인식 비교 (Comparison of Perceptions of Local Residents and Public Health Center Staffs on the Performance of Medical Service Improvement Plan in Rural Areas)

  • Objectives: The purpose of this study is to compare the perceptions of the rural healthcare service improvement project' performance and reorganization of public health centers between project staffs and local residents. Methods: Data collection from this study was performed in 141 project areas using structured questionnaires. Data analysis was used in SPSS 22.0 version. Results: The public health center staffs were more positive about the items for improving health facilities than the local residents. Residents in the Si area generally perceived performance as more positive than residents in the Gun area, while public health center staffs in the Gun area perceived performance as more positive than public health center staffs in the Si area. Local residents expressed negative opinions about the reduction in the number of branches of public health clinics and health medical clinics. Conclusions: In conclusion, careful improvement projects for rural health care and the establishment of health care systems will be necessary, reflecting the opinions of local residents, along with a variety of regional characteristics.

보건소 건강증진사업의 과거와 미래 (The past and future of health promotion program in health center)

  • This paper reviews the past of community-based health promotion program through public health center to suggest the direction of future. The Minister of Health and Welfare has implemented health promotion demonstration programs at 18 public health centers in September 1998. Health promotion programs were spread nationwide in 2005. Now, 251 public health centers have performed health promotion programs. Health promotion includes both actions towards changing determinants, within the more immediate control of individuals, including individual health behavior, and those factors largely outside the control of individuals, including social, economic and environmental conditions. Direction of health promotion programs in public health is divided into two categories: creating environment for healthy lifestyle and health promotion services. The result of this paper will be able to act as a guide for future operation plan in health center.

일개 군 지역 보건소 공무원의 직무특성과 조직몰입이 직무만족에 미치는 영향: 다른 직렬 공무원과 비교 (The Effects of Job Characteristics and Organizational Commitment on Job Satisfaction of Public Health Center Officials in rural area: Comparison with other job series officials)

  • Objectives: The purpose of this study was to identify factors affecting job satisfaction of Public Health Center Officials in rural area. Methods: The 345 survey samples were divided into public health center officials(n=56) and other serial officials(n=289). Data were analyzed with 𝑥2, two sample t-test and regression analysis. Results: First, public health center officials showed a significantly higher job commitment and job satisfaction than other serial civil officials. Second, public health center officials showed the effect of only job commitment on job satisfaction whereas other serial civil officials showed the effect of both job characteristics and job commitment on job satisfaction Conclusion: In order to increase of job satisfaction and provide health education services to the community, it was necessary to improve of motivation and working condition of public health officials.

자료포락분석을 이용한 보건사업의 효율성 평가 -경상남도 보건소를 중심으로- (An Efficiency Evaluation of Public Health Center by Data Envelopment Analysis -Focused on Public Health Centers of Gyeongnam Province-)

  • 본 연구는 경상남도 20개 보건소의 효율성을 평가하고, 비효율 보건소의 개선 목표치를 제시함으로써 효율성 제고에 실질적인 도움을 주고자 하였다. 효율성 평가방법으로는 자료포락분석(Data Envelopment Analysis: DEA)의 CCR, BCC 모형을 이용하여 보건소의 전체적 효율성과 사업 영역별 효율성을 평가하였다. 이를 위하여 투입변수로는 인력(의료직, 간호직, 보건직, 사무직)을 선정하였고 산출변수로는 보건소 사업(진료, 보건교육, 구강보건, 예방접종, 노인보건, 모자보건)을 선정하였다. 본 연구 결과는 기술효율성(TE) 평균은 0.868이었으며, 12개(60%) 보건소가 효율적으로 나타났다. 순수기술효율성(PTE)의 평균은 0.924이었으며, 14개(70%) 보건소가 효율적인 것으로 나타났다. 그리고 규모의 효율성(SE)의 평균은 0.933이었으며, 12개(60%)가 효율적인 것으로 나타났다. 위 연구결과를 토대로 보건사업의 체계적인 기획, 수행 및 평가를 통해 보건소가 효율적으로 운영되고 지역민에게는 최상의 의료서비스를 제공하기 위한 노력이 필요하다.

공무원, 나의 업무를 생각해보다: 주관성연구를 활용하여 (Public Social Workers, How about my Task ? ; Using the Subjective Study)

  • 본 연구는 우리 일상업무 중에서 공공기관을 통한 다양한 업무수행시 접하게 되는 '공무원'들의 그들 고유의 업무 및 업무여건에 대한 인식을 진단하고자 출발하였다. 분석을 위하여 질적연구방법인 Q방법을 활용하여 인식을 진단하고 유형화하였다. 분석결과 다음과 같다. 첫째, 분석결과 4개의 유형으로 도출되었고, 각 유형으로, <유형I>은 보건, 행정 및 복지분야의 공무원들의 고른 분포를 나타내고 있어, "전반형"으로 명명하였다. <유형II>는 행정직 공무원들의 분포가 높게 나타나고 있어, "행정공무원형"으로 명명하였다. <유형III>은 복지담당공무원의 분포가 높게 나타나고 있어, "복지공무원형"으로 명명하였다. <유형IV>는 응답자의 분포가 주로 보건직 공무원으로 구성되어 있어, "보건공무원형"으로 명명하였다. 본 연구의 대상인 공무원은 '공무(公務)' 즉, 국가 및 대민을 위한 고유의 업무를 담당해야 한다. 그러기 위해서는 공무원 스스로의 일에 대한 책무성을 강조하면서, 향후 연구에서는 실증연구로의 확장을 기대한다.

의사의 공중보건 역량 개발을 위한 교육주제 (Education Topics for the Development of Doctors' Public Healthcare Competencies)

  • Needs for public healthcare have recently increased. This paper proposes education topics for competency development in public healthcare in line with the needs of the times. In Korea, various lifelong education providers have already provided public health-related education. For example, the Research Institute for Health Policy (RIHP) under the Korean Medical Association provided an "executive course for physicians' public health care competencies" in 2019 and 2020. At the end of the course, the RIHP published a comprehensive report, entitled "Curricular development and evaluation for doctors' public healthcare competencies." This article is based on a summary of that report. To develop a curriculum for public healthcare, the RIHP adopted the following methodologies for a needs analysis; reviewing already-existing education subjects, evaluating end-of-course reports, and conducting in-depth focused group interviews and questionnaire surveys with doctors at public healthcare-related institutions. The results from the needs analysis can be categorized into two domains of education topics for public healthcare. The first domain includes education subjects related to the theory and practice of public healthcare, as follows: a general overview, community or population health, organizational administration, planning and evaluation, budget and finance, responses to disasters such as infectious diseases, health policy, and the legal system. The second domain contained education topics related to general professional competencies: leadership, communication, cooperation, teamwork, and professionalism. In conclusion, the curricular content for public healthcare will be an appropriate combination of competencies specific to public healthcare and core competencies for health professionals.

미군정 초기 미국 연수를 다녀온 한국인 의사 10인의 초기 한국보건행정에서의 역할 (The Role of 10 Medical Doctors Trained in the US under the US Military Government in Korean Public Health Administration)

  • On September 24th of 1945, the existing Health Department under the Bureau of Economy and Trade was abolished complying with the Article 1 of the Ordinance of US military occupation "Establishment of Health Bureau". After the establishment of the Health Bureau, one of its first priorities was to select South Korean medical doctors and send them away to the US for training "in order to educate the talents necessary for the Health Bureau to address the public hygiene and health issues of Korea". Under the sponsorship of Rockefeller Foundation, the US Military Government sent 10 Korean medical doctors to three universities. After they came back to Korea from the training in the US, they played significant roles in building and managing the Korean health and medical system under the US Military Government as well as during the post-war of Korea and in the 1960s-1970s. Furthermore, they made a great contribution to expanding and transplanting the 'American-style' health and medical system in heath administration, health research and medical education in Korea. On the one hand, this means the limitation and elimination of an independent, progressive idea in the health and medical field as the influence of the US within the country after the liberation expanded. The lives of 10 doctor represent an important symbol of how the Korean health and medical field has been established under the domestic and overseas political conditions, 'colonization-liberation-military occupation of the Powers', and one part of the concrete history.

지방의료원의 성과분석: Data Envelopment Analysis와 패널분석 (The Performance Evaluation of Public Municipal Hospitals: Data Envelopment Analysis and Panel Analysis)

  • This study aims to examine the performance of public municipal hospitals through the analysis of data envelopment analysis, efficiency, profitability, and publicness by using panel data during period from 2006 to 2010. The main findings of the study are as follows. First, as a result of efficiency analysis during the period from 2006 to 2010, it was revealed that the number of staff by each job category, labor cost ratio, the number of operating beds need to be decreased. Second, the performance data represented by the indicators of efficiency, profitability and publicness were complementary and showed a tendency of being increased or decreased in same direction. Third, from the result of panel analysis, the efficiency was mainly influenced by the structural factors, while the profitability was influenced by managerial factors, and the publicness by medical environment. In conclusion, in order to enhance the performance of public municipal hospitals in Korea, it is important to harmonize the effort for efficiency, financial and policy support by central and local government, and the continuous participation of community residents.
