  • When managers estimate exact construction cost at early stage and design phase, they can reduce construction cost in a more efficient way than to predict at construction stage. But, the current of public construction cost estimation and management is concentrated almost after detailed design phase. Therefore, construction cost management in design development phase to generally use approximate estimating is not correct. Also, the existing construction cost used the method that estimated by gross floor area-based cost estimates at design development phase. So, it is difficult to show the specific amount of materials and basis about the estimated cost of the construction. This study derived problems and limits of construction management at design development phase in case of public office building project through review of literature and current survey, and suggested estimating process model process of structural construction cost go improve these matters.

  • As the business environment for construction enterprises has been worse, the level of their dependence on public projects increases. Under these circumstances, the public owners should pursue more efficient management process and make continuous efforts to establish strategic project-oriented organizations. There are growing concerns on owners' role with the recognition that the public owners are the key stakeholders to improve effectiveness in public sectors and reinforce competitiveness of entire industry. This study reviewed the characteristics of public construction projects with the concept of program, evaluated the current status of program management capabilities, and discussed the requirement for effective program management.

P 신도시 건설과 공공도서관 건립에 관한 연구 (A Study on the Construction of P New Town and the Establishment of a Public Library)

  • 본 연구는 앞으로 새로운 신도시 건설과정에서 최상의 이용과 서비스 제공이 가능한 공공도서관이 건립되도록 하는 데 그 목적이 있다. 본 연구는 P신도시를 대상으로 신도시 건설과정에서 공공도서관 건립과 관련해서 어떤 문제점이 있었는지 밝히고자 하였다. 연구 수행을 위해 문헌조사, 현장조사 그리고 인터뷰 방법을 사용하였다. 조사결과 다음과 같은 문제점들이 나타났다. 첫째, P신도시 개발계획 수립 초기 단계에는 도서관 건립계획이 없었다. 둘째, 공공도서관 건립에서 P신도시에 차등이 있었다. 셋째, 공공도서관 수가 부족하다. 넷째, 공공도서관의 규모가 충분하지 않다. 다섯째, 공공도서관의 입지가 미흡하다.

  • Looking at current construction costs estimations of publicly declared public works, there are many instances where estimation criteria are ambiguous and doesn't imply the reality. Up to date, estimation criteria for calculating construction cost estimations are simply by unit area multiplication and stochastic construction cost estimation. However, possibility of making errors are high due to using uniform data that excludes each public work's specifications and environmental conditions. Further, on the aspect of cost management, there is certain limitation in the efficiency of cost management in order-placing stage and commencing-work stage; while efficient cost management and reduction of expenses are highly possible during initial stages of the project. In this respect, the paper adopts positive approach with regards to construction cost estimations of public works and draws common elements from calculation tables of the construction cost estimations from 3 completed domestic construction works; after which, the paper analyzes whether business exposition, construction guide and publicly-declared estimated construction costs that the orderer issued are calculated economically and properly; deducing problems in the process, the paper seeks to recommend rational calculation method on this.

공공건설사업의 건설사업관리방식 선정 방법에 관한 연구 (A Study on the Selection Method of Construction Management based on Public Construction Projects)

  • 국내 건설산업의 효율성 제고를 목적으로 1996년 12월 건설산업기본법의 제정과 함께 건설사업관리(Construction Management, CM) 제도가 도입되었지만, 16년이 지난 현재 발주청이 공공건설공사 수행 시 건설사업관리 방식을 선정하기 위한 명확한 가이드라인이나 지침의 부재 등으로 인하여 발주청이 건설사업관리 방식의 적용여부를 자체적으로 판단하기 매우 어려운 실정이다. 이에 따라 본 논문에서는 이론적 고찰 및 설문배포, AHP분석을 통하여 공공건설공사에서의 건설사업관리 방식 적용을 위한 검토기준을 마련하였으며, 실제 지방국토관리청에 등록되어 있는 발주공사를 바탕으로 사례적용 Simulation을 수행하여 발주청이 건설사업관리를 위탁 시행하기 위해 필요한 적정성 검토의 선정 기준을 수립하였다. 국내에서는 향후 건설사업관리에 대한 수요가 공공 부문이나 민간부문에서 점점 더 확대 될 것으로 기대된다. 그러나 현재 상태의 건설사업관리 제도 하에서는 건설사업관리 방식을 적용한 건설 사업이 본격적으로 활성화 되기는 어려울 것으로 판단되고 있다. 따라서 국내에서도 선진국 수준의 건설사업관리 제도가 활성화 되도록 적극적인 노력이 필요하다고 할 수 있으며, 발주기관에서는 건설사업관리 제도의 활성화를 위하여 발주방식 선정 시 건설사업관리를 위탁 시행하기 위한 건설공사의 적정성 검토의 자료로 본 연구 결과를 유용하게 활용할 수 있을 것으로 기대된다.

  • In the public sector, the number of interior construction projects is continuously increasing. When the interior construction is carried out, it is largely divided into design and construction stages. On the other hand, in order to place an order in the public sector, it requires institutional conditions such as business type, price criterion, award criteria, and guarantees. But in th case of interior design, it is necessary to establish a basis law to be applied for ordering. Therefore, this study analysed the necessity of improving the system related to the interior design order in the public sector and suggested ways to improve the system. In the future, we will continue to conduct research based on this research, and if institutional improvement is made through the proposed methodology, it will be possible to apply effectively not only in the public sector but also in the private sector.

선보상-후시공 제도의 공공건설사업 파급효과 분석 (Assessment of the Impacts of "pre-Compensation and Post-Construction Policy" on Public Construction Projects)

  • '선보상-후시공 제도화' 대책은 1999년 「공공건설사업 효율화 종합대책」의 세부 대책으로서 공공건설 사업비용 $90\%$ 절감을 목표로 수행되었다. 이에 본 연구에서는 대책의 성과를 측정하고 분석하여 향후의 개선 사항 및 제안을 위해, 종합대책 이전과 이후로 구분하여 관련 자료를 분석함으로써 대책에 대한 성과 분석 연구를 수행하였다. 이러한 성과의 분석은 사업비와 사업기간의 관점에서 정량적인 성과 측정을 중심으로 이루어 졌으며, 선보상-후시공 제도화 대책의 성과로 인한 종합대책의 전체성과에 대한 기여도와 향후 제안 사항 등을 기술하였다. 연구 결과 본 대책은 약 $4.83\%$의 공공건설 예산 절감효과가 있는 것으로 분석되었으며, 공기 절감 면에서도 긍정적 파급효과가 있는 것으로 나타났다.

  • Recently, public office building projects are being recognized by many construction engineers and researchers, as the critical projects in the construction industry. The project budgets have sometimes exceeded due to the lack of core knowledge, experiences, skills and experts concerned in cost planning and estimating in the pre-construction stage. It has been highlighted that planning and estimating effectively the cost of public office building projects as critical in the design stage. Within this context, some cost data books and systems, such as RSMeans cost data systems and Spon's price book, have been systematically developed and used by many construction cost managers and organizations in order to effectively estimate and use their project budgets. As a result of this research, a cost estimating model for finishes has been developed, considering the cost data used in public office building projects.

Critical Factors Affecting No-dispute Performance: A Case of Ethiopian Public Construction Projects

  • Disputes seem to be synonymous with large-scale construction projects in Ethiopia. The purpose of this study is to determine the factors responsible for impacting the performance of Ethiopian public construction projects. To this end, 35 success and failure attributes responsible for impacting the performance of the projects were identified and presented to Ethiopian construction professionals in the form of a structured questionnaire, and responses were collected. The factor analysis conducted on the success and failure attributes influencing no-dispute performance separately resulted in six success factors and five failure factors. Further analysis using stepwise multiple regression indicates that owner competence and interaction among project participants have a positive impact on no-dispute performance. However, conflict among project participants has a negative impact on the no-dispute performance of Ethiopian public construction projects. Although Ethiopia-specific, the results reflect construction management problems common to both developed and developing countries. The findings are expected to help researchers and practitioners gain a better understanding of critical success and failure factors and to help them take proactive measures to avoid disputes in public construction projects.

건설공사가 주변지역 대기 중의 PM-10에 미치는 영향 - 현장사례 연구를 중심으로 - (The Effect of Construction on Ambient PM-10 in the Surrounding Area - Focusing on the Field Case Research -)

  • Objectives: This study evaluated the effect of construction on ambient PM-10 in the surrounding area. Methods: Four study sites were selected from total AAQMN 11 points in Daegu city. All the four study sites were located near under or completed construction. Mean monthly PM-10 in 2007 to 2013 were analyzed. Results: Impact of residential construction on PM-10 was more obvious than industrial area. PM-10 was positively associated with number of construction near the study site. When there were 2 or 3 construction sites, PM-10 level was higher. Wind direction and the surrounding terrain affected PM-10. Conclusions: Construction has a strong influence on PM-10 in the surrounding Area. Reduce PM-10 there is the need for special construction site management. Proper management is required to minimize fugitive dust in construction sites.
