An Analysis Measure for Cybersecurity linked Threat against Diverse Protection Systems (다양성보호계통 사이버보안 연계 위협 분석 방안)

  • With the development of information technology, the cybersecurity threat continues as digital-related technologies are applied to the instrumentation and control system of nuclear power plants. The malfunction of the instrumentation and control system can cause economic damage due to shutdown, and furthermore, it can lead to national disasters such as radioactive emissions, so countering cybersecurity threats is an important issue. In general, the study of cybersecurity in instrumentation and control systems is concentrated on safety systems, and diverse protection systems perform protection and reactor shutdown functions, leading to reactor shutdown or, in the worst case, non-stop situations. To accurately analyze cyber threats in the diverse protection system, its linked facilities should be analyzed together. Risk analysis should be conducted by analyzing the potential impact of inter-facility cyberattacks on related facilities and the impact of cybersecurity on each configuration module of the diverse protection system. In this paper, we analyze the linkage of the diverse protection system and discuss the cybersecurity linkage threat by analyzing the availability of equipment, the cyber threat impact of the linked equipment, and the configuration module's cybersecurity vulnerability.

  • The purpose of this study is to analyze and interpret the current situation of private security companies·guards for the past three years, security companies by size, general·special (new education), and qualification system provided by the Police Agency, Security Association, etc. It provides a theoretical foundation for private security and provides a new perspective for interpreting private security. As a result, through the current situation, this private security has a concentration of metropolitan area and facility security, an abnormal personal protection company contrast, the number of personal protection institutes, there is a special security shift to regular jobs, and the current continuous education On the other hand, the education of special security guards has been shown to be limited. In the qualification system, the utilization of security instructor qualifications and the utilization and public relations of personal probation officer qualifications will appear. The current state of typical private security is as follows. The first is the balanced development of private security and the clarity of business divisions. Second, the quality of private security education and educational institutions must be high. Third is the recognition of the qualification system and active public relations.

  • A vulnerability assessment is essential for the efficient operation of a physical protection system (PPS). Previous assessment codes have used a simple model called an adversary sequence diagram. In this study, the use of a two-dimensional (2D) map of a facility as a model for a PPS is suggested as an alternative approach. The analysis of a 2D model, however, consumes a lot of time. Accordingly, a generalized heuristic algorithm has been applied to address this issue. The proposed assessment method was implemented to a computer code; Systematic Analysis of physical Protection Effectiveness (SAPE). This code was applied to a variety of facilities and evaluated for feasibility by applying it to various facilities. To help upgrade a PPS, a sensitivity analysis of all protection elements along a chosen path is proposed. SAPE will help to accurately and intuitively assess a PPS.

  • Generator faults does not happen more often than the transmission and substation facility faults. However, impacts on the power system by generator faults are very large. In order to minimize the impact of generator faults, generator protection and control system with high reliability is required. Most of the generator relay in generator protection and control system of large power plant of Korea is operated by imports from abroad. Accordingly, in order to accumulate source technology and increase the import substitution effect, localization of multi-function generator protection IED is being developed. This paper deals with the implementation of a multi-function prototype IED H/W, which can be command and data exchange through communication for measuring, monitoring, protection and control. And the IED specification, various relay elements, measurement elements, communication functions, module function, and test system for the prototype IED H/W are described.

  • The automatic fire detection system is an important facility installed with focusing on minimizing the damage from a fire. This paper presents in the followings as the methods to reduce the false alarm of the automatic fire detection system; first, to prepare for legal standard so that revised legal standard can be applied to the fire fighting property prior to revision; second, to introduce the performance based fire detection protection design in the law based fire protection design; third, to maintain the wiring of worn-out detector; forth, to introduce an evaluation system to the education for the fire warden; fifth, to extend the standard of MTBF(meantime between failure) of the detector; sixth, to extend of installing the analog type detector; seventh, to improve the structure of reset switch.

A Study on The Evaluation Criteria of Carbon Emission and the Development of the Evaluation Method in Apartment House (공동주택을 대상으로 한 탄소배출 평가기준 구축 및 평가방법 개발)

  • This study creates the evaluation criteria to analyze the $CO_2$ emission quantity in the complex of apartment house among domestic buildings and proposes how to calculate the $CO_2$ emission quantity by the only simple information of apartment house. The study shows that in order to create the index of carbon emission evaluation criteria, $CO_2$ emission quantity for its input materials in these 27 apartment houses are 445,412g-$CO_2/m^2$ for apartment building, 474,322g-$CO_2/m^2$ for the basement parking lot, 483,523g-$CO_2/m^2$ for welfare facility, 729,957g-$CO_2/m^2$ for sales facility, 743,560g-$CO_2/m^2$ for other facility, 26,782g-$CO_2/m^2$ for public facility, 43,659g-$CO_2/m^2$ for landscape, 1,113g-$CO_2/m^2$ for indoor facility, 11,251g-$CO_2/m^2$ for outdoor facility and 891g-$CO_2/m^2$ for common temporary based on the average $CO_2$ emission by facility. We can also see the analysis data that in case of using the selected factors only, the rate of error is 7.51% comparing with the emission quantity by using simplified LCA method this study suggests for the whole range of apartment houses and the rate of error is average 3.24% using selective and main materials. And this it is evaluated that we can get the result which is similar to the actual $CO_2$ emission quantity with only the simple information about the apartment house.

A Study on the Installation of Chemical, Biological and Radiological Protection Facilities Using Existing Buildings (기존 건축물을 활용한 화생방 방호시설 설치에 관한 연구)

  • Purpose: This study predicted the flow of chemical, biological, and radiological materials in chemical, biological, and radiological defense facilities within the base during a chemical, biological, and radiological attack based on the conditions of the facility before the existing improvement, analyzed the flow of pollutants and the human impact of toxic substances, and identified the occurrence of leakage. Method: Assuming that the simple chemical, biological, and radiological defense facility improvement plan, which reflects the characteristics of the building, has been improved to the facility standard, the flow of chemical, biological, and radiological materials in the chemical, biological, and radiological defense facility within the base was predicted in the event of a chemical, biological, and radiological attack under the same conditions, and the flow of contaminants and the impact on occupants by toxic substances were analyzed to determine spatial safety. Result: In the case of Plan 1, it was found that leakage occurred after approximately 250 seconds in spaces where existing flat-panel chemical, biological, and radiological defense facilities were not installed. In the cases of Plans 2 and 3, it was found that leakage occurred in spaces where existing flat-panel chemical, biological, and radiological defense facilities were not installed. Conclusion: n the case of plans 1, 2, and 3, it was found that airtightness was maintained because no leakage occurred in the improved plane. In the case of plan 4, airtightness was not maintained due to leakage in the space where the existing plane simple chemical, biological, and radiological protection facilities were not installed.

Technological and economic study of ship recycling in Egypt

  • The ship recycling industry is growing rapidly. It is estimated that the International Maritime Organization's (IMO) decision to phase-out single hull tankers by 2015 will result in hundreds of ships requiring disposal. At present, the ship recycling industry is predominantly based in South Asia. Due to the bad practice of current scrapping procedure, the paper will highlight the harm occurring to health, safety and environment. The efforts of the Marine Environment Protection Committee (MEPC) which led to the signing of the Hong Kong International Convention are also reviewed. The criteria and standards required to reduce the risk and damage to the environment are discussed and a proposed plan for the safe scrapping of ships is then presented. A technological and economic study for the ship recycling in Egypt is carried out as a case study. This includes the ship recycling facility size and layout. The equipment and staff required to operate the facility are also evaluated. A cost analysis is then carried out. This includes site development, human resources, machineries and equipment. A fuzzy logic approach is used to assess the benefits of the ship breaking yard. The use of the fuzzy logic approach is found suitable to make decisions for the ship breaking industry. Based on given constraints, the proposed model has proved capable of assessing the profit and the internal rate of return.
