Korean government is planning to supply a half million public and permanent rental houses from 2013 to 2018 for settlement of non-homeowners. It is requested an objective criterion to appropriate the budget for the rental houses construction project cost. In this study, construction cost indices, which reflect the inflation trend of construction resources, were explorated to suggest a effective methodology for the construction cost estimation of therental houses. We figured out the future construction cost indices using several scientific methods, and seven estimated indices values were shown. It is required an additional research to select the proper value among the analyzed indices.

In spite of a construction of many set building, the government's set building policies being almost indifferent to the maintenance management of them. Currently the personnel is not enough for maintenance management in set building. Therefore many set building does not become accomplished appropriately. On this paper, the set building policies and a questionnaire are analyzed. The result of questionnaire provides fundamental data of proper staff calculation.

The state and its proper countermeasures of unreported industrial accidents in Gyungbuk area was investigated throughout a survey research. The goal of the study was to identify major factors that affect the number and causes of unreported accidents. Results from the survey indicated that significant number of unreported accidents exists especially in the small and medium sized industries. Types of the accidents, amount of increase in the insurance cost and level of the governmental enforcement due to the accidents were the major factors for deciding whether to report or not. These results suggested more compromising actions have to be taken by the government for revealing the present but unreported industrial accidents. A more efficient way for preventing the industrial accidents can be considered on the basis of true understanding about real industrial accident statistics.

In the current era of low-birth rate in Korea, it is important to improve our neonatal intensive care and to establish an integrative system including a regional care network adequate for both high-risk pregnancies and high-risk newborn infants. Therefore, official discussion for nation-wide augmentation, proper leveling, networking, and regionalization of neonatal and perinatal care is urgently needed. In this report, I describe the status of neonatal intensive care in Korea, as well as nationwide flow of transfer of high-risk newborn infants and pregnant women, and present a short review of the regionalization of neonatal and perinatal care in the Unites States and Japan. It is necessary not only to increase the number of neonatal intensive care unit (NICU) beds, medical resources and manpower, but also to create a strong network system with appropriate leveling of NICUs and regionalization. A systematic approach toward perinatal care, that includes both high-risk pregnancies and newborns with continuous support from the government, is also needed, which can be spearheaded through the establishment of an integrative advisory board to propel systematic care forward.

Proper management of small rural watershed is important since it does affect water quality improvement of larger scale watershed. Therefore, effective small watershed management guideline including participatory program of local people is required to achieve water environment improvement. Feasibility of water quality goal, short and long-term watershed management plan and funding sources were investigated by field monitoring of Hampyungchun watershed which has characteristics of rural stream, and literature review. The relevant parties and their roles fer watershed management were identified and suggested. A hybrid model, that is mixture of government driven model and NGO model, is recommended for watershed management organization in this study.

We are, now in the 21st century, that environmental preservation and the campaign for bio-diversity protection are very important issues the government must deal with as nation's main policy. To make road and building construction, housing land service, construction of golf fields, and various development works, we have made artificial topographical alterations and as a result, the cut-slop has been increased. However, without the proper study and clear planning, revegetation for the stability of the cut-slop has worked out. These efforts now are causing derangement of an ecosystem and spoiling the nature without considering for ecological adaptation. Therefore, we are going to find out the Revegetation Method to Cut-Slopes considering both the ecological adaptation and harmony with the nature.

The comparative evaluation is the most effective method for site selection because the selection of waste treatment facility is to determine the optimum site out of limited candidate sites. This study adopted the ordinal scale evaluation, one of methods of comparative evaluation. The ordinal scale evaluation aims to determine the investigating items referring to the character of sites, to determine the importance factors for investigating items, and to determine the optimum site according to the quantitative evaluation. This study has focussed on reflecting the opinion of residents to the maximum extent with a weight on social and economic aspects, considering the state of confrontation against each other between the autonomous government organization and local residents, which is being emerged as a social issue relating to the evaluation rating on each item of site selection of an optimum site. Therefore, rational, and clear validity investigations and proper reduction of both time and expenses in site selection as well through this a study.

It is necessary to select proper reduction methods and to calculate reasonably reduction amount for making good practice of the reduction scheme. Moreover, it is suggested that the reduction amount have to be distributed properly during the planning period. In other words, it has not to be concentrated on the specific year (especially final year of the planning period). The reason why, if the reduction amount concentrate on the final year of the planning period, allotment loading amount could not be achieved in some cases (e.g., insufficiency of budget, extension of construction duration). Even though much of the budget have been supported from national treasury (about 50%), it is thought the role of the local government must be strengthened gradually.

The purpose of this study is to investigate the reflection degree of residents' opinions and their participation, on the premise that the reconstruction of apartments is a process of the concrete realization of residents' dwelling needs and of the recreation of living spaces. Here are some of results of this research; Although apartment residents who have experienced the process of reconstruction have a great desire to participate and a wide range of participation, the proper procedure of participation is not prepared and the contents of reconstruction is not fully understood. And the residents have the different opinions on 'height and mass of apartment' and 'amount of compensation and payment'. Meanwhile, the residents believe that all of them should take part in the participation process and some government interventions are needed. Accordingly, various ways for resident participation in the process of reconstruction are to be provided and new techniques for encouraging public participation are to be sought.

Korea construction industry needs to secure its competitiveness in global construction markets and to urgently find out the proper approaches in consideration of the current situation of Korean construction enterprises and environmental changes in the international market. Korea has national plan to improve the competitive level of the construction industry. Expecially, Government is trying to build the global system in construction industry. But there are no the related national competitive date. Therefore, this paper suggested national competitive indicators and development direction in construction industry. And this research has presented the competitiveness analysis of construction industry with the consideration of condition of infrastructure, transparency and technological competitiveness.
