Critical Success Factors of Large Design-Build Projects in Vietnam

  • Design-build (D&B) has been broadly perceived as an effective project delivery method and become popular in the world. However, the implementation process of this innovative procurement method in Vietnam encounters difficulties due mainly to unfamiliarity and inexperience with the approach. Critical success factors (CSFs) which could be used to enhance the project execution are useful to practitioners in Vietnam if identified. A questionnaire survey was employed to identify CSFs of D&B projects in Vietnam. Parties' competence, especially financial capability, and contract documentation are the most important factors significantly affecting project success. It was also shown that the perspectives of two principal parties in D&B projects on the CSFs are statistically correlated. The identified CSFs were then validated with some various D&B projects. The execution results of CSFs' were compared with the projects' performance measured try key performance indicators (KPIs). The most important success factors of this study were also compared with other countries'. The validation and comparison results provide project participants with some useful information to perform D&B projects better. Practitioners should well perform the identified CSFs to enhance the chance of the success of D&B projects in Vietnam. The findings of this study are useful not only to Vietnamese practitioners but also to others who are concerned about D&B method and plan to employ it in Vietnam in future.

자연과의 접촉공간 조성에 관련된 일본의 시책.사업에 관한 연구 (A Study on the Policies and Projects for the Creation of Areas for Close Contact with Nature in Japan)

  • Nowaday special attention is being paid to the conservation of all species or ecosystmes of sites for public projects. Many environmental conservation policies and projects in Japan emphasize the coexistence of man with nature and close contact with nature. The objectives of this study was to investigate policies and projects for the creation of areas for the close contact with nature in Japan, to characterize change of techniques for the space creation over times, and to classify those policies and projects implemented by many government agencies. This study was mainly carried out by literature survey of laws, policies and projects related to environmental conservation pertinent to national scale. Major findings of this study can be summarized as follows: First, two most significant turning points for the environmental conservation in Japan were the establishment of the Office of Environmental in 1971 and the enactment of many laws influenced by the awareness of global environmental problems since 1990. Second, polices and projects for the creation of areas for the close contact with nature started in 1960s by the Office of Forestry, and focused on planting and development of simple facilities in forests. And the conservation of natural environment, ecological restoration and the expansion of urban green spaces, and the creation of biotopes and other areas for the close contact with nature in urban areas were the major characteristics of environmental conservation in Japan during 1970s, 1980s, and 1990s, respectively.

  • Earned value management(EVM) based progress management was designed to systematically manage large or huge projects with budget based criteria. For this reason, existed methods of EVM based progress management have a practical difficulty to apply to small and medium enterprises(SMEs) not possessing enough human resource, time, and cost. In other words, SMEs have performed simultaneously many small-sized projects emphasizing more project delivery than project budget. This study focuses on the area of project management applying to many small-sized projects simultaneously conducted by SMEs. Thus, the method proposed in this study is to manage only the progress of projects after removing cost factor in order to reduce man powers required for allocating the budget of projects to their all activities in detail in the stage of project planning. This study reveals that SMEs are able to manage progress of many projects easily and intuitively using the proposed method.

새만금사업의 지속가능한 발전방안 연구: 전라북도 지자체를 중심으로 (A Study of Saemangeum Project's Sustainable Development: Focused on local governments of Jeollabukdo)

  • The Korean government has operated various mega-development projects in order to help nation progress into the future. However, many problems and concerns have been raised on the mega-projects' delay and failure in South Korea. Moreover, there are many technical and executive problems; such as trial and error of development work, failure of validity test, complicated decision-making processes, and so on. With these concerns and problems to mega-development projects, finding a sustainable development from mega-projects is becoming a new issue in the field of mega-development projects. Therefore, the main purpose of this study is to investigate whether or not most mega-development projects conducted by the government exactly corresponds with sustainable development (such as environmental soundness, economic efficiency and social equity) focusing on Saemangeum project. Using causal loop analysis, this study gives some significant results to us. First, for environmental soundness, both central and local government should ensure water-purity control system for farming, industry, leisure, and others. Second, for economic efficiency, both governments not only have to secure a budget for completion of infrastructure of the Saemangeum project but also support financial assistance to Saemangeum project. Third, for social equity, three local governments (i.e., Gunsan, Gimje, and Buan) should stop debate and conflict with regard to an administrative district of Saemangeum region. Finally, most politicians should not use Saemangeum project for political means. Rather, they should recognize the project as a motive power for economic development of Jeollabukdo.

Critical Factors Affecting No-dispute Performance: A Case of Ethiopian Public Construction Projects

  • Disputes seem to be synonymous with large-scale construction projects in Ethiopia. The purpose of this study is to determine the factors responsible for impacting the performance of Ethiopian public construction projects. To this end, 35 success and failure attributes responsible for impacting the performance of the projects were identified and presented to Ethiopian construction professionals in the form of a structured questionnaire, and responses were collected. The factor analysis conducted on the success and failure attributes influencing no-dispute performance separately resulted in six success factors and five failure factors. Further analysis using stepwise multiple regression indicates that owner competence and interaction among project participants have a positive impact on no-dispute performance. However, conflict among project participants has a negative impact on the no-dispute performance of Ethiopian public construction projects. Although Ethiopia-specific, the results reflect construction management problems common to both developed and developing countries. The findings are expected to help researchers and practitioners gain a better understanding of critical success and failure factors and to help them take proactive measures to avoid disputes in public construction projects.

  • Demand for performance analysis is increasing for efficient use of limited budgets such as improving investment efficiency and strategic budget allocation in accordance with the continuous increase demand of R&D budget for developing advanced weapon systems in the future battlefields. In accordance with the Act on the Performance Evaluation and Performance Management of the National R&D Projects established in March 2006, the performance analysis has been conducted for the systematic management and utilization of the R&D project performance. It was recognized as a project to achieve self-defense through strengthening the weapons system development capability, however, efficiency evaluation of Defense R&D projects was not much emphasized. Research on the efficiency analysis of defense R&D projects has been conducted in recent years, but most studies focused on corporate efficiency and productivity of defense companies. In this study, we analyzed the three-stage performance of defence R&D projects based on the logical model using the data envelope analysis(DEA) model. We also analyzed performance analysis from various perspectives through R&D type, technology classification and performance model. This study is expected to help defense department improve defense R&D projects and make decision.

Water projects and technologies in Asia: Historical perspective

  • This presentation highlights the IAHR book, recently published last April, of which the author is the editor-in-chief, on the historical water projects and traditional water technologies of international interest in the Asian region, addressing information on past water projects (mostly before the 20th century) in the regions that are technically and culturally of interest and educationally valuable. The book explores historical water projects in these regions, presenting technologies used at the time, including calculation and forecasting methods, measurement, material, labor, methodologies, and even water culture. Through this book, it is expected that the old Asian wisdom of "reviewing the old and learning the new" would be realized to a certain extent in modern planning and practice of water projects. The book comprises a lead article that the presenter authored and five Parts representing China, Japan, Korea, South Asia, and Southeast Asia, respectively, followed by an invited one from Uzbekistan. Throughout the book, it is found that historically the Asian monsoon, affecting the Indian subcontinent and Southeast and East Asian regions, induced rice cultivation. It fundamentally needs proper irrigation systems, including reservoirs (dams) and canals, water wheels, and even rain gauges. Flood risks have been more common in Asia than Europe under this climate condition, as recognized in history. To utilize and sometimes overcome these climate conditions, people built and managed many historical and grandiose water projects and invented and used localized but sophisticated water-related technologies in the Asian region.

THE CAUSES OF BAD PROFIT IN OVERSEAS CONSTRUCTION PROJECTS

  • International construction projects are exposed to various and complicated risk factors stemming from different political, economical, social, and cultural backgrounds, which make contractors entering into international construction to experience severe losses. It implies that overseas markets do not necessarily secure the high return, which is typically expected to in the high risky attempts. Accordingly, contractors need to evaluate various risk factors faced with overseas construction projects that can possibly aggravate the profitability. This paper aims at establishing a valid groundwork for further research on developing the integrated risk management model. For this end, it analyzes the long-term trend of profitability on total of 3,487 projects performed by Korean global contractors in world-wide construction markets during the last four decades. Then, it investigates the possible factors/causes of bad profit that have affected the profitability significantly through the structured surveys of 90 real overseas projects based on the project-specific information and experiences of Korean contractors in overseas markets. Furthermore, it analyzes relative importance of these factors/causes and identifies the important features expected for the risk management of international construction projects. Finally, vital distinctions between success and failure projects and lessons learned to improve profitability are then distilled.

  • 이 연구는 국내 도서관운동과 독서운동의 지평을 확대하는 차원에서. 최근 국내에서 확산되고 있는 '한 책, 한 도시' 운동을 조명하였다. '한 책, 한 도시' 운동은 최근 수년 간 북미 전역에 확산되었으며, 많은 지역사회에서 성공적인 독서운동으로 보고되고 있다. 최근 국내에서도 여러 도시가 이러한 독서운동을 다양하게 추진하고 있다. 이 연구는'한 책, 한 도시'운동의 의미와 의의를 살펴보고. 국내 '한 책, 한 도시'운동의 주요 도시별 현황을 조사하고 분석하였다. 끝으로 이 연구는 국내 '한 책, 한 도시' 운동의 특징을 규명하고 한국 사회에 맞는 발전방안을 제시하였다.

Delay Factors Affecting the Completion of the Government Construction Projects in Vietnam

  • The delay in construction is the challenge often faced in the course of executing construction projects. To the government projects, the delays become very serious. This problem directly affects the lives, social welfare of the people, and the other negative social impacts. However, the government projects have not been much interest. The questionnaire surveys in Vietnam were conducted to determine the causes of the delay and to find solutions for dealing with the delay. The average index was used to rank the delay factors and the solutions. This study identified the 5 most highly ranked delay factors and the 8 best solutions from a list of 31 delay factors and 19 solutions for the delay. The five most highly ranked delay factors were: information delays and lack of information exchange between the parties; incompetent owner; incompetent supervision consultant; incompetent contractor; and difficulties in financing project by owner. The findings of the study can help the parties involved the government construction projects and practitioners to give appropriate strategies for countering the delay in their projects.
