민간투자사업의 사업평가관리 절차개선모델 및 프로그램 개발 (Development of Process Model and Software for Evaluation of Privately-funded Infrastructure Projects)

  • 정부는 사회간접자본에 대한 민간의 창의성과 효율성을 도입하고 민간의 여유자금을 활용하여 정부의 재정 부담을 줄이기 위한 방편으로 1994년 민간투자제도를 도입하였으며, 2005년 "사회간접자본시설에 대한 민간투자법" 개정을 통하여 제도상의 많은 변화를 이루어 왔다. 민간투자사업의 사업자 선정을 위한 사업계획서 평가업무는 사업제안자의 사업 수행 능력 및 자질을 평가하는 단계로서 민간투자사업의 공정성과 투명성을 확보하기 위해 가장 중요한 단계라 볼 수 있다. 본 연구에서는 한국개발연구원 공공투자관리센터에서 제공한 사업계획서 평가관리 세부요령을 토대로 현행 민간투자사업 사업계획 평가업무의 분석 및 문제점 도출을 통해 공정성과 투명성이 확보 가능하도록 단계별 수행업무를 보완하여 개선방안을 제안하였으며, 보다 효율적으로 평가업무가 수행되어질 수 있도록 사용자 편리성, 공정성 및 업무효율성 제고를 위하여 사업계획서 평가관리 프로그램을 개발하였다.

  • The research and development stage can improve the goal level of the project through systematic operation and management of systems engineering. The test evaluation tasks in the R&D process have a lot of connections with the system engineering in terms of requirement management, and the methodology for deriving the requirements when establishing the test evaluation items has been consistently required. In this paper, we propose the process of effectively establishing and using QFD (Quality Function Deployment), a tool to manage customer requirement, and drawing up HOQ (House of Quality) in the search and exploratory development stage of the self - propelled mortar project.

COMPARISON OF THREE PCM PERFORMANCE EVALUATION SYSTEMS IN TAIWAN

  • It has been debating on the performance evaluation of professional construction management (PCM) services since its introduction to Taiwan's construction industry more than a decade ago. Several evaluation systems were proposed by previous researchers. However, there has no comparison study been conducted for the feasibility, effectiveness, and appropriateness of these systems to the performance management (PM) of practical PCM services. This paper is intended for this end to compare the existing PCM performance evaluation systems in Taiwan. A real world design/build (D/B) building project was selected for case study. The result of case study concludes and compares the pro's and con's of the three systems. At the end, it recommends strategies for selecting the most appropriate PCM performance evaluation for PCM services.

A survey on the perception of China private antidesertification afforestation support project and evaluation

  • This study is to evaluate the 'Private antidesertification afforestation support project' in the Kubuqi Desert through a survey of local residents and interviews with relevant personnel. Based on this survey, gender, age, and occupational differences in perception of the project were analyzed. In addition, the project was evaluated based on the OECD/DAC criteria using survey results and in-depth interviews with the relevant personnel. The survey analysis results show that the participants answered most of the questions positively, claiming that they were receiving social, economic, and environmental benefits through the project. However, most of the participants answered negatively to questions regarding the understanding of the project and relevant information. Gender differences in perception of the project were not found, whereas, age and occupational differences in perception were found. Older age groups showed higher levels of perception. Participants in the agro-livestock industry and office workers showed higher levels of perception compared to middle/high school students, the unemployed and college students. Teenagers, in particular, showed the lowest level of perception of the project, and thus, promotional activities targeting teenagers should be conducted in the future. Results of this evaluation of the project based on the OECD/DAC's five criteria (relevance, effectiveness, efficiency, impact, and sustainability) showed that the project operated effectively for the most part.

건설공사 사후평가 전문기관 설치 필요성 연구 (A Study on the Need of Specialized Institution for Post-Evaluation of Construction Projects)

  • 건설공사 사후평가 제도는 공공건설사업의 계획단계에서 예측한 이용수요 사업비 사업기간 등에 대한 예측치를 준공 후에 평가함으로써, 차후 유사사업 추진 시 그 평가결과를 참고하여 발주청의 시행착오를 줄이기 위한 목적으로 2000년도에 도입되었다. 그러나 객관성 및 신뢰성이 결여된 평가 수행체계 및 부재한 활용주체로 인하여 건설공사 사후평가 제도 정착 및 활성화에 걸림돌이 되고 있다. 이에 본 연구에서는 선진외국의 건설사업 평가수행 및 관리 활용 체계를 벤치마킹하여 국내 사후평가 체계 개선을 위한 시사점을 도출하였고, 공공 발주청 사후평가 담당자 및 사후평가위원회 활동경험이 있는 전문가를 대상으로 설문조사를 실시하여 사후평가 전문기관 설치의 필요성 및 전문기관에서 담당해야 할 기능 및 업무내용 등을 도출하였다. 도출된 분석결과를 바탕으로 최종적으로 본 연구결과가 실효성이 확보될 수 있도록 관련 법령 및 지침 개정안을 마련하였다. 본 연구 결과를 통해 향후 전문기관이 설치된다면 대규모 건설사업 시행과정을 면밀히 분석하여 차후 유사사업 수행 시에 많은 시행착오를 줄일 수 있으며, 관행적 반복적으로 적용되는 건설사업 수행방식을 개선하여 기술경쟁력이 제고될 수 있다.

농촌마을종합개발사업 중간 점검을 위한 평가지표 적용사례 (Development of An Evaluation System for the Interim Check of Integrated Rural Village Development Project)

  • In this study, We developed an evaluation system for the interim check of Integrated Rural Village Development Project and analyzed its applicability to an actual evaluation process through a pilot evaluation on regions selected. The evaluation system consists of documentary assessments(30%) and field inspections(70%). The documentary assessments are quantitative assessments on check-lists reports by self-evaluation prepared by local governments. The field inspections are qualitative assessments by evaluation teams. Sixteen evaluation indices were developed for documentary assessments and seven criteria were designed for field inspections. For a pilot evaluation, one region in each province excluding Jeju Do, eight regions was selected and the field inspections due to circumstances was proceeded in two regions. The results of documentary assessments indicate that most of regions are evaluated low in project performance attributable to the delay in security for sites. In the field inspections, it appears that most of the regions evaluated high at the documentary assessments got a high point from them. They also show that coordination of action plans, rather than quantitative achievements, is a base determining success of the projects.

고위험 사업에서 PERT와 PLET기법 결합에 의한 확률적 사업공기 추정 (Probabilistic Project Duration Estimation by Combination of PERT and PLET in High-Risk Project)

  • 대규모 복합 프로젝트(complex project) 또는 메가 프로젝트(mega project)들에서 확률적으로 공정계획을 수립하는 대표적인 방법이 PERT (Project Evaluation and Review Technique)기법이다. PERT기법은 작업공기의 불확실성에만 중점을 두고 작업간 연결관계는 Finish-to-Start(FS)관계로 제한되기 때문에 작업간 중복관계가 존재할 경우 작업간 연결관계의 불확실성에 대한 확률적인 추정이 불가능하다. PERT기법의 이러한 한계를 극복하기 위해, 작업간 다양한 중복관계들의 불확실성을 고려하여 사업전체 공기를 추정하는 방법으로 PLET (Probabilistic Linkage Evaluation Technique)기법을 제안되었다. 그러나 PLET 기법에 의한 사업공기 추정은 작업간 연결관계의 불확실성만을 고려할 뿐, PERT기법에서의 작업공기에 대한 불확실성은 고려하지 않으므로, 완전한 사업공기 추정방법이라 할 수 없다. 본 논문은 작업공기의 불확실성을 고려하는 PERT기법과 작업간 연결관계의 불확실성을 고려하는 PLET기법을 결합시켜 사업공기를 추정하는 통합 모델을 제안하고 확률적 타당성을 검증한다. 그리고 통합 모델의 일정계산방법을 제시하고 이를 실제사례에 적용하여 검증함으로써, 고위험 건설사업의 공정계획을 수립할 때 보다 폭넓고 다양한 위험요인들을 통합적으로 고려하는 확률적 사업공기 추정 방법을 제안하는 것이다.

Toward Sustainable Neighbourhood Design: Examining Shinjung Environmentally Friendly Housing Estate Development Project

  • Since the late 1990s Korean housing authorities and private companies have been pursuing various initiatives towards sustainable neighbourhood design, however, there has been no attempt to examine their progress. This research aims to suggest a sustainability evaluation framework and analyse the progress of sustainability of a cutting edge project: Shinjung Environmentally Friendly Housing Estate Development, using that framework. The results of the analysis suggest that the project failed to make Significant progress in the sustainability evaluation criteria compared to normal projects in Korea and there exist significant barriers: economic/financial barriers; institutional/structural barriers; and implementation barriers within current planning and design practices. Most of the project's design strategies were simply adopted and used as a marketing tool without public participation, sustainability targets or benchmarking for sustainability. Furthermore, most of the responsibility for maintenance was left to residents who normally lack the knowledge, experience, interest and money to carry out such tasks. These problems cause significant concerns over the future success of the project toward sustainability. The experience of the Shinjung project also highlights the need for a more proactive central and local government stance towards sustainable neighborhood design.

선진국 사례 벤치마킹을 통한 건설공사 사후평가 성과분석 체계 개발 (Performance Analysis Framework for Post-Evaluation of Construction Projects through Benchmarking from Advanced Countries)

  • Development of social overhead capital (SOC) requires huge national finance, and performance issues such as cost-efficiency, safety, and environment have been constantly raised. However, currently each construction client has limited access to its own projects' performance without analytic methodology for industry-level comparisons and benchmarking for improvement. To overcome this problem, this study proposes a comprehensive performance analysis framework for post-evaluation of large-scale construction projects. To this end, this study performed a case study of advanced countries (the U.S., the U.K. and Japan) and consultation with related experts to develop a tailored performance analysis framework for the Post- Construction Evaluation and Management system in Korea. The developed framework covers three categories (project performance, project efficiency, and ripple effect), nine areas (cost, schedule, change, safety, quality, demand, benefit-cost ratio, civil complaint, and defect), and 31 detailed metrics. Using industry-level project performance database and statistical techniques, the proposed framework can be used not only to diagnose excellent and unsatisfactory performance areas for completed construction projects, but also to provide reference data for future similar projects. This study can contribute to the improvement of clients' performance management practices and effectiveness of construction projects.

Exploring Long-Term Performance in Design-Build Best-Value Evaluation Criteria

  • Improving long-term performance in highway projects is an imperative goal for public administrations. Project delivery and procurement methods might provide an opportunity to align design and construction processes with this goal. Previous studies have explored whether project delivery methods impact the long-term performance of highway projects. However, these studies did not focus specifically on how core elements within the procurement might relate to long-term performance. Thus, this research aims to fill this gap by exploring to what extent and how long-term evaluation criteria are considered in design-build best-value procurement of highway projects. To this end, content analysis was conducted on 100 projects procured between 2009 and 2019 by 19 DOTs across the U.S. The analysis of 365 evaluation criteria found that (1) roughly 11% of them related to long-term performance. (2) The weight given to these criteria in the overall technical proposal was lower than 30%. (3) Sixty-five percent (65%) of long-term evaluation criteria focused on design while 15% related to materials and technology, respectively. The results of this study are a first steppingstone to initiate a deep exploration of the relationship between procurement practices and actual project performance. Currently, with sustainability and life cycle assessments being top concerns in infrastructure projects, this line of research might be of particular interest to DOTs and highway agencies across the U.S. and worldwide.
