Due to the widespread availability of the internet, large-scale and dynamic distributed projects in industry are becoming popular. We present a distributed, collaborative, and adaptive control approach for decentralized multiple projects, which is one of representative project environments in modern e-enterprises. In this paper we deal with short term scheduling and rescheduling of resources, which are shared by multiple projects. We in specific, address the dynamic nature of the situation. We model this as a dynamic economy, where the multiple local markets are established and cleared over time trading resource time slots(goods). Local markets are modeled using a combinatorial auction mechanism. Due to the dynamic and distributed nature of economy, through our approach we can achieve higher levels of flexibility, scalability and adaptability.

Recently. interests in IT Service Management (ITSM) are increasing internationally as well as domestically. In order to realize the benefits from ITSM, it is necessary to institutionalize it as a culture of the organization through effective change management. One of the most promising approach of effective change management is a Six Sigma technique. In this study, we analyze a success case in which 6 Sigma was applied to Service Desk function which is one of the most important functions of ITSM. Through the analyses, this study aims to propose a feasible and specific approach to institutionalize ITSM. To accomplish the objective. the study analyzed specific methods of application of 6 Sigma to ITSM. performance of the project and future directions based on interview and project document/deliverable review. This study could not provide detailed performance measures due to lack of previous research on this topic and difficulty of obtaining quantitative data. However. this study has contributed to proposing a direction to institutionalize ITSM in organizations by analyzing a feasibility of 6 Sigma in implementing ITSM.

This paper presents results from a computer-aided systems engineering application to system development projects. RDD-100 version of ALC Inc. was used in this work. The framework adopted in the study takes a unified approach to the system design and the process management associated with it, thereby coherent and full traceability between them is maintained. Conventional system engineering process supported by the tool is adopted in the system design. On the other hand, the same tool is also used to the systems engineering management to get full traceability between system design data and engineering management data. It is greatly helpful in managing many sub-contractors in the sense that the traceability can help identify the sub-project responsibility as well as the objectives of the project in coordination with interface requirements. We conclude with the advantage and limits of our unified approach.

This study explores the application of the analytic network process (ANP) approach for the evaluation of R&D projects with heterogeneous objectives. The ANP model in this study produced the final priorities of projects with respect to several performance measures when there are interdependencies between research objectives and performance measures. The paper provides value to practitioners by providing a generic model for R&D project evaluation. The ANP approach is tested against empirical data drawn from fourteen R&D projects under six different objective programs sponsored by the Korean government.

This paper offers a competitor analysis model for use by contractors as parts of more informed approach in identifying key competitors, and as a basis for formulating bidding strategies. Linear mixed model approach is used in measuring competitiveness between bids (by using bid competitiveness percentage) according to: (i) project size, (ii) work sector; (iii) work nature; and (iv) number of bidders. The model was tested empirically by application to a bidding dataset obtained from a large Hong Kong contractor. Allowing for heterogeneity across competing contractors (i.e. with the model parameters that varied across contractors), the results indicate that competitiveness in bidding of this contractor is generally greater than the majority of his competitors.

Design-bid-build (DBB) is the most common project delivery method among highway projects. State Highway Agencies (SHAs) usually apply a low-bid approach to select contractors for their DBB projects. In this approach, the Federal Highway Agency suggests SHAs heighten contractors' competition to lower bid prices. However, these attempts may become ineffective due to collusive bidding arrangements among certain contractors. One common strategy is the rotation of winning bidders of a group of contractors who bid on many of the same projects. These arrangements may also be specific to a particular region or vary in time. Despite the practices' adverse effects on bidding outcomes, an effective model to detect red-flag bidding patterns is lacking. This study fills the gap by proposing a novel framework that utilizes pattern mining techniques and statistical tests for unusual pattern detection. A case study with historical data from an SHA is conducted to illustrate the proposed framework.

Detecting and assessing human-related risks is critical to improve the on-site safety condition and reduce the loss in lives, time and budget for construction industry. Recent research in neural science and psychology suggest inattentional blindness that caused by overload in working memory is the major cause of unexpected human related accidents. Due to the limitation of human mental workload, laborers are vulnerable to unexpected hazards while focusing on complicated and dangerous construction tasks. Therefore, detecting the risk perception abilities of workers could help to identify vulnerable individuals and reduce unexpected injuries. However, there are no available measurement approaches or devices capable of monitoring construction workers' mental conditions. The research proposed in this paper aims to develop such a measurement framework to evaluate hazards through monitoring electroencephalogram of labors. The research team developed a wearable safety monitoring helmet, which can collect the brain waves of users for analysis. A bispectrum approach has been developed in this paper to enrich the data source and improve accuracy.

Accurate initial cost estimates are essential to effective management of construction projects where many decisions are made in the course of project management by referencing the estimates. In practice, the initial estimates are frequently derived from historical actual cost data, for which standard distribution-based techniques are widely applied in the construction industry to account for risk associated with the estimates. This approach assumes the same probability distribution of estimate errors for any selected estimates. This assumption, however, is not always satisfied. In order to account for the probabilistic nature of estimate errors, an alternative method for measuring the risk associated with a selected initial estimate is developed by applying the Bayesian probability approach. An application example include demonstrates how the method is implemented. A hypothesis test is conducted to reveal the robustness of the Bayesian probability model. The method is envisioned to effectively complement cost estimating methods that are currently in use by providing benefits as follows: (1) it effectively accounts for the probabilistic nature of errors in estimates; (2) it is easy to implement by using historical estimates and actual costs that are readily available in most construction companies; and (3) it minimizes subjective judgment by using quantitative data only.
Recently, many software companies are trying to improve the software quality and project outcome with more costs and efforts in development time. In the software convergence and integration environments, it is required efforts to gain high quality of software. In other words, it is required to utilize software engineering knowledge and technology for higher software quality and better software project productivity. The Software development productivity can be varied by software process capability according to building a framework for software development, selection and use of appropriate technology, human resource management. Software process capability will influence software project outcome which is the general opinion. This study provides empirical evidence about software engineering efforts and investment approach to lead software project performance. We measured the software engineering efforts by SW engineering level and analyzed the corelation between software engineering level and schedule deviation. And, we verified that this performance is affected by the size of software company. As a result, software process capability is important to build a infrastructure and develop systematically software project. The higher software engineering level can lead to improved software project performance.

Agricultural areas in the north region of Bangladesh suffer from water shortages during the dry season as well as dry spells in the monsoon period. The Teesta Barrage was constructed in 1990 to provide supplemental irrigation water during the monsoon period. After completion of the project high yielding variety of crops were introduced more in the project area. Due to this reason unforeseen needs of irrigation water during the dry season has emerged. This study reviews the current irrigation status and related constraints to a full development of the project and provides suggestions for future improvement of the project. Also suggested is to apply remote sensing technique for the management of the system as a whole. Use of remote sensing technique for the management of irrigation water resources is a new approach in Bangladesh. Application of such a powerful tool will provide better management options for large-scale irrigation projects in the country.
