An Advanced Evaluation Process for National R&D Projects based on Global Standards (글로벌스탠다드기반의 국가연구개발사업 평가프로세스)

  • Over the last two decades, national R&D projects have been increased rapidly. The government has tried to improve the success of national R&D projects. But the weakness of the evaluation process for national R&D projects, there remains some problems. In order to solve those problems this study proposed an advanced evaluation process of national R&D projects on the basis of ISO/IEC15288, ISO/IEC12207 and ISO/IEC14598. The evaluation process consists of preparing evaluation, establishing evaluation requirements, specifying evaluation, designing evaluation, executing evaluation and reporting evaluation. The evaluation process is an artifact-oriented process. The results of this study can be used for reforming the evaluation process of national R&D projects.

An Essay on the Relationship between Standards and Technological Innovation (표준과 기술혁신의 연관성에 관한 소고)

  • In the information society, characterized by knowledge and network economy, standards and standardization became a very important factor in determining the competitiveness of nations and firms. This paper defines the concept of standards and standardization and reconstructs the theory on the relationship between standards and technological innovation. The findings and policy implications are as follows. First, the effect of standards on technological innovation differs according to its function(compatibility, minimum quality, information, and variety reduction) and types(product-related and non-product). On the other hand, standards can impede technological innovation. Second, in terms of national innovation system(NIS), standards are an infra-technology, which is a public good. Therefore, government should decide the optimal level of investment on standards and standardization. Third, since standards foster firms' innovation over the all stages of business activities company, industry, and government should connect standardization activities with R&D, manufacturing, marketing, supply chain, and technology transfer, Fourth, standards play an important role in product innovation as well as process innovation. Based on these theoretical background and hypotheses, the empirical study of the Korean firms is needed.

An Analysis of Science-gifted Elementary School Students' Ontological Understanding of 'Living Things' (초등 과학영재학생들의 '살아있는 것'에 대한 존재론적 이해 분석)

  • This study aims to analyze science-gifted elementary students' understanding of 'Living Things' with ontological domains. As research subjects, this study selected 80 science-gifted students who belonged to Education Institute for Science-gifted Elementary Students at University of Education, and this study came to the following conclusions. Firstly, the gifted students thought of animals as living things most, out of which humans accounted for the highest rate. They were also found to evaluate the importance of living things depending on benefits and harms to humans. Secondly, when judging 4 domains of living things, animals, plants, static inanimate objects and dynamic inanimate objects, the gifted students did not have difficulty judging animals, plants and static inanimate objects, but 4 of them judged the moon, a dynamic inanimate object, as a living thing. In the aspect of reaction time, they spent more time judging plants than animals. This study classified their standards of judgement on living things into ontological categories. As a result, it was found that 31 and 33 out of them had standards of judgement corresponding to the category of matter and the category of process respectively, and only 16 of them had standards of judgement corresponding to the category of mental states. Thirdly, how to make a waterwheel and images of euglena and paramecium were shown to 10 of the gifted students who suggested simple movements as characteristics of living things. As a result, 7 of them changed their standards of judgement from the category of matter to the category of process, while 3 of them changed from the category of matter to the category of mental states.

Effects of Interface Boundary Strength on Wear and Wear Transition during Sliding in Silicon Carbide Ceramics (탄화규소계 세라믹스에서 미끄럼시의 마모 및 마모천이에 미치는 계면강도의 영향)

  • The effects of interface boundary strength on wear and wear transition during sliding have been investigated in silicon carbide ceramics. Three different microstructures, i.e., solid state sintered silicon carbide, liquid phase sintered silicon carbide and liquid phase sintered silicon carbide composite reinforced with TiB$_{2}$ particulates, were designed by hot pressing. Examinations of crack patterns and fracture modes indicated that interface boundaries were relatively strong between silicon carbide grains in the solid state sintered silicon carbide, intermediate in the liquid phase sintered silicon carbide and weak between silicon carbide grains and TiB$_{2}$ particles in the composite. Wear data and examinations of worn surfaces revealed that the wear behavior of these silicon carbide ceramics could be significantly affected by the interface strength. In the solid state sintered silicon carbide, the wear occurred by a grooving process. In the liquid phase sintered silicon carbide and composite, on the other hand, an abrupt transition in wear mechanism from initial grooving to grain pull-out process occurred during the test. The transition occurred significantly earlier in the composite than in the carbide.

Research on Clothing Origin Certification Systems in Major Overseas Countries (해외 주요국가의 의류 원산지 인증제도 연구)

  • As "Made in Korea" has high branding power in the fashion industry, domestic clothing manufacturers also need to consider branding the country of origin. Therefore, the purpose of this study was to reconsider the need for a domestic certification system and suggest a direction by analyzing apparel origin certification systems operating overseas. The results of this study could be used for planning certification standards and operating methods suitable for regional characteristics and industrial environments when establishing a certification system for clothing produced in Korea. The case study subjects were Japan's J∞ Quality, USA's Made in New York, Italy's 100% Made in Italy, and France's Origin France Guarantee has been classified as certification criteria related to the country of origin include items related to the production process rate in the region and the production area for each production process/stream. Manufacturing technology and design are used for quality standards, safety, hygiene compliance, production facilities, and quality control and are applied to working environment standards. The certification system selects and operates standards according to each country's industrial environment, certification subject, and purpose. Therefore, when designing a domestic apparel certification system, a feasible promotion plan should be established that considers the current state of the domestic industry, which will serve as a driving force for the growth of the apparel manufacturing industry and an opportunity to increase the trust of global fashion consumers.

A study of the impact of using a nursing care standards on the quality of nursing care in gastrectomy patients (위절제술환자의 간호실무표준 사용이 간호의 질에 미치는 영향)

  • Nursing standards determine the type and extent of services that are delivered to the patients and define quality care and communicate the institution's expectations of care. Thus, taking the standard of care and incorporating it into a welldefined indicator of excellent patient care becomes one of the first activities in setting up the nursing service's quality assurance process. The purpose of this study was to determine the impact of using a nursing care standards for the quality of nursing care in gastrectomy patients. The subjects were composed of fourty-two under going gastrectomy patients with stomach cancer in general surgery nursing care unit of K University Hospital in Pusan. The data was collected from January 3 to April 13,1996. The subjects were divided into a control group - those admitted from Jan.3 to Feb.12 and an experimental group those admitted from Feb.18 to April 13. The instruments used for this study were a nursing care standards in gastrectomy patients developed by the investigator and an evaluation tool for the quality of nursing care in abdominal surgery patients developed by Byoung-Sook Lee in 1995. The data was analized by means of chi-square test, t-test and Cronbach-alpha test with the SAS System. The result was as follows : The hypothesis, that scores of the quality of nursing care in the experimental group would be higher than that of the control group. was supported(t=-6.12, p=0.00). The detailed results of each standards of evaluation tool were as follows : The mean score of the experimental group was significantly higher than that of the control group in audit standard 1:'Collection of basic data of the patients', (t=-3.76, p=0.00). The mean score of the experimental group was significantly higher than that of the control group in audit standard 2 : 'Defining nursing diagnoses(or nursing problems)', (t= (-), p= (-) ). The mean score of the experimental group was significantly higher than that of the control group in audit standard 3:'Estabilishment of nursing care plan according to nursing diagnoses(or nursing problems)',(t= (-), p= (-) ). The mean score of the experimental group was significantly higher than that of the control group in audit stndard 4:'Implimentation of nursing care plan', (t=-2.38, p=0.01). The mean score of the experimental group was significantly higher than that of the control group in audit standard 8 : 'Increase of the knowledge of health related to surgery',(t=-2.40, p=0.01). No significant differences between the mean scores of the experimental group and that of the control group in audit standard 5 : 'Recover and maintain of the physical function', audit standard 6:'Prevention of the post-operative complication', audit standard 7 : 'Decrease of discomfort caused by operation', and audit standard 9 : 'Patient satisfaction in nursing care' were found. The standards of evaluation tool were devided into two dimension. One was process dimension which contains four standards(audit standard 1 to 4), the other was outcome dimension which contains five standards(audit standard 5 to 9). The mean score of the experimental group was significantly higher than that of the control group in process dimension (t=-12.30, p=0.00), but no significant difference between the mean scores of the experimental group and that of the control group in outcome dimension was found. From these results, it is concluded that using a nursing care standards in gastrectomy patients promotes quality of nursing care and nursing care standards of various fields are necessary for effective nursing care.

  • 진공펌프의 상태를 미리 알고 대처하는 것은 수많은 진공펌프를 사용하는 반도체 회사에게는 경제적인 이익을 준다. 진공펌프의 상태를 파악하기 위해서는 실제 공정에서 많은 실험을 해야만 한다. 하지만 실제 공정에서 실험을 하기에는 많은 제약과 문제점들이 따른다. 이를 해결하기 위해 본 연구는 MFC(Mass Flow Controller)를 이용하여 실제 공정과 유사한 압력조건을 생성할 수 있는 시뮬레이션 시스템을 구축하였다.

Analysis of classification standards of nuclear facilities (원전설비 등급분류 방법론 분석)

  • Configuration management (CM) is the process of identifying and documenting characteristics of plant structures, systems and components (SSCs), and of ensuring that changes to these characteristics are properly assessed, approved, implemented, verified and recorded. The purpose of this study is to examine regulation and technical standards developed under different concepts and level of depth for classification of nuclear SSCs as an essential prerequisite of the CM. In this context, main contents of currently adopted NSSC Notice 2016-10 are reviewed and compared with those in recently published ANSI/ANS 58.14 and IAEA SSG-30. The technical standards were prototypically used for classification of O-rings in two nuclear systems. It is found that ANSI/ANS 58.14 results in different categories taking into account specific features while IAEA SSG-30 leads to same categorization of the O-rings. Key findings will be summarized for Korean regulatory amendment in the future.
