A Study on Efficiency of Mixed Model (BTO+BTL) for Public-Private Partnership Projects (민간투자사업 혼합방식(BTO+BTL)의 효율성에 관한 연구)

  • Korean Public-Private Partnership, mainly implemented using BTO (Build-Transfer-Operate) and BTL (Build-Transfer-Lease) methods, has contributed in increasing benefits of the people by providing the needed public services in a timely and efficient manner. It has also induced flexible national fiscal management. However, in addition to the repeal of the Minimum Revenue Guarantee (MRG) program in 2009, changes in business environment including recent financial crisis aggravated financial situation in pursing PPPs, resulting in significant contraction of BTO projects. Therefore, the new methods are to be suggested and applied to overcome this situation. This paper seeks to find ways to apply "Mixed Model," characterized as the compound of BTO and BTL, two different implementation methods of PPPs, as an enhanced burden-sharing mechanism.

Cooperation of Industrial R&D Programs: Focussing on Types of R&D Cooperation (산업기술혁신사업의 성과창출에 미치는 영향에 관한 연구: 산학연협력형태를 중심으로)

  • We analyse the impact of R&D cooperation on Industrial R&D programs of Government (Ministry of Trade, Industry & Energy, MOTIE), specially performance differentiating between type of R&D partners, type of R&D project leader organizations. And considering five performance measures: paper, patent, technology transfer, commercialization, new employment. Using data on a large sample of post-performance survey of MOTIE in Korea (2013), we examine the impact of R&D cooperation in 2008-2012. The method of analysis is binary logistic regression models operated by SPSS. The results of this study are follows; the performance is statistically significantly different between type of R&D partners, type of R&D project leader organizations on R&D cooperation. Specially, when a private enterprise cooperate with non-profit institutions, performance has a greater success of paper, patent, new employment. On the other hand, when a private enterprise cooperate with a private enterprise cooperate, performance decrease success of paper, technology transfer. Lastly, when non-profit institutions cooperate with a private enterprise, performance has a greater success of patent, technology transfer.

  • As BTL(Build-Transfer-Lease) private investment business benchmarking PHI(Private Finance Initiative) of USA and Japan is introduces to Korea since 2005, as a part of supplying high leveled public service and early expanding required facilities for SOC, Value for Money on private investment business from treasury investment business at the beginning gets to be needed. Accordingly, this survey has been conducted in order to analyse BTL projects status, propriety of economic analysis method(VFM analysis, calculation of estimated business expenses, valuation of bidding price, etc.) by business advance phases from the viewpoint of person in charge, necessity of improvement and alternative plants. As the result of conducting cross tabulation analysis and correlation analysis by occupational group, BTL project advance phases and alternative plans for improvement, it is necessary ye prepare standardized service level against business expense and basis for calculating and evaluation operation expenses. Based on the necessity of quantitative analysis (LCC analysis) of VFM, standard for calculating management, maintenance and administration expenses is required. In addition, reliable economic valuation system considering domestic BTL environment should be setup, for business efficiency.

  • Since the end of the cold war, technical tie-up between private corporations and an army in developed countries has increased a lot, and the trend is spreading through developing countries rapidly. To cope with the circumstance actively, the dual use technology program for both private corporations and an army was begun in Korea in 1998. With the program, overlapping investment was resolved and technology transfer was stimulated. And the standardization and information exchange saved considerable national budget and made possible economic profit. Yet, the combination project of 4 ministries and offices showed problems such as loose cooperation and, low industralization record. However, developed countries are out of the mere stage of dual technology development and turn into broad technical tie-up including future prediction, national competitiveness improvement, and the private company's leading participation and they are systemizing them very fast. Korea also set up the national defense reform plan with the blueprint of future military force improvement, budget increase for national defense research, and increased participation of private corporations, and created Defense Acquisition program Administration to support them. The innovation of national defense system brings forward the need to link the private and military innovation. Korea has pursued the fast growth through assimilation, absorption, and improvement of foreign technology. But now, Korea has to focus on self innovation, original technology, parts and material. As this applies to private companies and military equally, it is important to concentrate limited resources for the effective technology cooperation. Considering this, the strategies to activate the dual use technology are program concept and range extension, task-deduction way improvement and future-oriented common task deduction, and promotion system improvement.

On the Security of Public-Key-Certificate-Relay Protocol for Smart-Phone Banking Services (스마트폰뱅킹을 위한 공인인증서 복사 프로토콜의 취약점 분석)

  • Most of banks in Korea provide smartphone banking services. To use the banking service, public key certificates with private keys, which are stored in personal computers, should be installed in smartphones. Many banks provides intermediate servers that relay certificates to smartphones over the Internet, because the transferring certificates via USB cable is inconvenient. In this paper, we analyze the certificate transfer protocol between personal computer and smartphone, and consider a possible attack based on the results of the analysis. We were successfully able to extract a public key certificate and password-protected private key from encrypted data packets. In addition, we discuss several solutions to transfer public key certificates from personal computers to smartphones safely.

  • In this rapidly changing knowledge-based society, technology is regarded as one of critical factors for competitive edge and sustainable growth. Therefore, most of countries in the world have strengthened their efforts to promote industrial technology innovation and development. In Korea, KIAT(Korea Institute for Advancement of Technology) newly established m May 2009 as a quasi-government institute with the integration of six organizations including KTTC(Korea Technology Transfer Center) has played a crucial role in transferring and commercializing industrial technologies between public and private sectors. Generally, technology transfer and commercialization have been conducted by the contracts which are very detailed, complex and diverse. To solve any disputes and controversies between the parties, it is essential to make a prior agreement on the amicable settlement by the use of Arbitration Clause. By reviewing the characteristics, process, current situation and model contracts of domestic technology transfer in Korea, it is quite recommend for arbitration-related organizations such as KCAB(Korean Commercial Arbitration Board) to foster the strong campaign for the popular use of Arbitration Clause. It will contribute to settle any disputes and controversies between the parties more speedy, economically and rationally, thereby promoting the technology transfer and commercialization in Korea.

A Study on the Analysis and Improvement Plans of Record Management in Closed Private University: Focused on "Seonam University" (폐교 사립대학 기록관리 현황분석 및 개선방안 - 서남대학교를 중심으로 -)

  • With the recent increase in private universities being closed due to a decrease in the number of students, the importance of records management at schools is also increasing. However, the guidelines for records management at closed private universities are ambiguous, causing confusion in the transfer of records and management. Therefore, this study conducted a literature survey on university records and institutions, and examined the current status of private universities in schools through education statistics services. Among the surveyed private universities, the latest to be closed, and the largest of them was Suh Nam University, which looked at the detailed records management status of private schools. The purpose of the interview was to analyze the results of the interview and draw up implications and propose improvement measures. First, the proposed improvement plan in this study is to make it mandatory to deploy records management specialists at private universities for specialized records management. Second, the law should be revised to improve the ambiguity of private universities' guidelines. Third, continuous support from higher institutions should be ensured so that records management at closed private universities is not passive. This improvement will enable records management at closed private universities to be carried out efficiently when the future closure of private universities is carried out.

Optimal Path Finding Considering Smart Card Terminal ID Chain OD - Focused on Seoul Metropolitan Railway Network - (교통카드 단말기ID Chain OD를 반영한 최적경로탐색 - 수도권 철도 네트워크를 중심으로 -)

  • In smart card data, movement of railway passengers appears in order of smart card terminal ID. The initial terminal ID holds information on the entering station's tag-in railway line, the final terminal ID the exit station tag-out railway line, and the middle terminal ID the transfer station tag subway line. During the past, when the metropolitan city rail consisted of three public corporations (Seoul Metro, Incheon Transit Corporation, and Korail), OD data was expressed in two metrics of initial and final smart card terminal ID. Recently, with the entrance of private corporations like Shinbundang Railroad Corporation, and UI Corporation, inclusion of entering transfer line terminal ID and exiting transfer line terminal ID as part of Chain OD has become standard. Exact route construction using Chain OD has thus become integral as basic data for revenue allocation amongst metropolitan railway transport corporations. Accordingly, path detection in railway networks has evolved to an optimal path detection problem using Chain OD, hence calling for a renewed solution method. This research proposes an optimal path detection method between the initial terminal ID and final terminal ID of Chain OD terminal IDs within the railway network. Here, private line transfer TagIn/Out must be reflected in optimal path detection using Chain OD. To achieve this, three types of link-based optimum path detection methods are applied in order of 1. node-link, 2. link-link, 3. link-node. The method proposed based on additional path costs is shown to satisfy the optimal conditions.

An Analysis on the Economic Structures of Low-income Households: Policy Suggestion for Their Economic Well-being (저소득층 가계의 경제구조 분석: 경제적 복지를 위한 정책 제언)

  • The purpose of this study was to analyze the economic structures of low-income households, and to provide the policy suggestions for their economic well-being. The data for this study was from the 2009 year of the Korea Welfare Panel Survey (KOWEPS). The results are as follows: As for income structure, the low-income households had lower amounts in earned income, business and side-work income, and property income, but a higher amount in transfer income. They had a lower amount in private transfer income, but a higher amount in public transfer income. They had the highest rate of transfer income, showing that the rate of public transfer income was higher than that of private transfer income, and the government assistance was the highest rate in public transfer income. The households in extreme poverty had the lowest amounts in earned income, financial income, private transfer income, but the highest amount in public transfer income. The households in poverty had the lowest amount in transfer income. The households in extreme poverty, poverty and near poverty showed the highest rate in transfer income. As for asset structure, the low-income households had a lower amount in every type of assets. They showed the highest rate in total debt, and had a higher rate in housing asset, but lower rates in real-estate asset, financial asset and other asset. The households in extreme poverty had a lower amount in every type of assets than the households in near poverty. Three types of the low-income households showed the highest rate in housing asset, but the households in extreme poverty was the highest among them. As for expenditure structure, the low-income households had lower amounts in all of the expenditure items. They showed the highest rate in food expenditure, the second highest in other consumption expenditure. The households in extreme poverty showed lower amounts in almost all of the expenditure items than the households in near poverty, but the households in extreme poverty showed a higher amount in monthly rent than the households in neat poverty. Three types of the low-income households showed the highest rate in food expenditure. The expenditure rates of food, monthly rent and light·heat·water for households in extreme poverty were higher than those for the households in near poverty.

A Public-Private Collaboration Model for Treatment Intervention to Improve Outcomes in Patients with Tuberculosis in the Private Sector

  • Background: The treatment success rates in patients with tuberculosis are known to be lower in the private sector compared to the public sector. To improve treatment outcomes in the private sector we developed a public-private collaboration model for strengthening health education and case holding activities with public health nursing in the private sector. Methods: We performed a prospective cohort study in new smear positive pulmonary tuberculosis patients treated at private hospitals, selected by non-randomization, with an intervention consisting of health education and case holding activities by specially trained public health nurses (intervention group) results were compared with cases treated without the intervention (conventional group). Physicians were asked to treat both groups routinely. The treatment outcomes of patients under treatment by the National Tuberculosis Programme were also analyzed for comparison. Results: There were 172 cases each in the intervention and conventional groups. The mean age was 48.9${\pm}$19.0 and 48.2${\pm}$19.7 in the respective groups (p=0.66). The PHN interacted with the cases in the intervention group by initial face to face interview and telephone calls an average of 7.1${\pm}$9.2 times during the initial six months. The intervention group showed a significantly higher treatment success rate, 91.6%, (Rate Ratio [RR]; 1.23, 95% Confidence Interval [CI]; 1.12-1.36), lower default, 3.6%, (RR; 0.31, 95% CI; 0.13-0.75) and transfer-out rate, 3.0%, (RR; 0.32, 95% CI; 0.12-0.86) than the conventional group where they were: 75.0%, 11.6%, 9.3%, respectively. The success rate was even higher than the rate (80.5%) of 1,027 cases treated in health centers (RR; 1.11, 95% CI; 1.05-1.17). Of the completed cases in the intervention group, 82.2% regarded the role of the public health nurse as very helpful. Conclusion: The treatment success rate, of tuberculosis patients in the private sector, was significantly improved by an intervention using a public-private collaboration model.
