Improvement of Concessionaire Designation Evaluation Criteria for Build-Transfer-Lease Private Participation in Infrastructure Projects (BTL사업의 사업시행자 선정 평가기준개선에 관한 연구)

  • Since "Act on Private Participation in Infrastructure" were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation In Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of concessionaire. However, score for cost is likely to influence designating concessionaire to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for designating concessionaire in BTL projects, and proposed improvement program by doing questionnaire over specialists of each field.

  • Unlike conventional BTO(Build-Transfer-Operate) projects, this BTL project aims at fixing the financial deficiencies of the government and expanding infrastructure through private capital. It allows the government to attract private capital for the construction of public facilities such as schools and social welfare agencies for whom private users don't need to pay, thereby bolstering national finance. BTL projects are causing a variety problems in progress. Therefore, we are required a practical approach to can improving a variety problems. In this study, we were derive the problem areas as follow. First, research data on the problem of domestic BTL projects, Second, high-performing foreign data analysis than domestic. And, we were analyzed to systematic management method for problem areas by using affinity techniques, matrix comparison analysis, AHP technique. Results of this study are expected provide management standards through real problem areas and the analyzing of relatively importance.

  • The implementation of an place-based rural policy requires changes in the intra-governmental relations and between the public and private sectors and civil society. Over the past decades, Japan has been increasingly devolving and decentralizing public responsibilities and resources to sub-national government levels. There is assumption that such transfers produce more efficiency in terms of public management and create better conditions for economic development. At the same time, these transfer respond to new expectations of citizens and civil society to participate more closely in the democratic decision-making process. Coordination is also needed at the local level to integrate sectoral approaches, to involve private partners and to achieve the appropriate geographic scale. Local public and private actors join a partnership and pool knowledge and resources. This type of local partnership is characterized by the participation of different actors, including municipalities, sub-regional government institution and development agencies. The participation of private actors(private firms, cooperatives, associations, non-profit organizations, farm organizations, other categories organizations, etc,) is also important.

The Effects of Private Income Transfers' Reducing Poverty in Korea (사적 소득이전의 빈곤완화 효과)

  • This study is an empirical research to analyze how many private income transfers in Korea decrease poverty rate, to compare the effects of private income transfers' decreasing poverty rate with income classes. This study has utilised the Family Income and Expenditure Survey to estimate the poverty ratio in urban areas and Unemployment Household Survey which Korea Institute for Health and Social Affairs has investigated at 1998. Majour findins are these. First, Sizes of private transfers incomes are much than that of public transfers incomes. The rates in receiving private transfers income are ten times higher than that in receiving public transfers income among urban worker's household. The mean of private transfer income are about six times larger than that of public transfer income among urban worker's household. Second, the effects of private income transfers' reducing poverty rates are not large. After private transfers, urbarn workers' households are about 10 per cent away from its poverty line, and unemploy households are only 3 per cent away from its poverty line. Third, especially, private income transfers are hardly reducing poverty rates among extreme poverty class. After private transfers, urban workers' households which their incomes are within low 5%, are not away from its poverty line at all.

A Study on the Development of a Classification System for the Records in Closed Private Universities: Focused on "Seonam University" (폐교 사립대학 기록물의 분류체계 개발에 관한 연구: 서남대학교를 중심으로)

  • Records at closed private universities are simply kept in stacks without the use of records classification systems. However, the systematic management of such records is needed as these are important records that have legal and evidential value during the litigation process. Therefore, this study intends to develop a classification system for recordkeeping at closed private universities aiming to eliminate unnecessary follow-up procedures that may occur because of the absence of a records classification system, and to develop practical tools for managing records at closed universities. To this end, Seonam University, among the 13 transfer records kept by the Korea Advancing Schools Foundation, was selected as the example for this study. The peculiarities of the closing processes and the catalogs of the transfer records were reviewed, and a business function analysis was conducted. Based on the Guidelines for Prescribing Retention Period of University Records by the National Archives and the Ministry of Education, a records classification system for the closed private universities was proposed for the Records Disposition Schedule to handle the uniqueness of closed universities.

  • KORAIL airport railroad is the largest private invested project and also the first private tried rail SOC, but which was acquisited into KORAIL on 30. Nov. 2009. Presently, airport train opened on 23. MAR. 2007 as the first phase(Inchon international airport - Kimpo airport, operation distance 37.6km), the 2nd phase(Kimpo airport - Seoul station, operation distacne 20.4km) is expected at the late this year. In this study, I tried to compare domestic & foreign airport train in the perspective of transfer system and searched for the development agendas.

The Public-Private Partnerships and the Fiscal Soundness of Local Governments in Korea

  • This paper studies the risks associated with local finance in Korea by identifying the financial status of each local government, including the financial burdens of PPP projects, and examined governmental future burdens related to PPP projects. We reviewed all fiscal burdens associated with projects, such as, for BTL (Build-Transfer-Lease) types of projects, facility lease and operating expenses, and, for the BTO (Build-Transfer-Operate) types of projects, construction subsidies that are paid at the construction stage, MRG (Minimum Revenue Guarantee) payments and the government's share of payment. Furthermore, we compared the annual expenditures of local governments on PPP projects against their annual budgets and checked if the 2% ceiling rule could be applied.

  • In Korea, Public Research Institutes(PRIs) are today faced with the challenges of creating values by transferring technologies in store within themselves to private commercial sector. Recently, It has been increasingly pointed out that PRIs have the poor capability to valuate prospective technologies of their own, and don't run the reasonable technology transfer mechanism in terms of establishing royalty rate and initial payment, designing remuneration to inventor, screening qualified licensee, and controlling the moral hazard. This paper develops an enhanced mathematical model of technology transfer from a PRI to a private industrial firm with including the inventor as an important player. The model is made up of the main part which derives the optimal royalty rate by maximizing the social welfare and sharing risk fairly between players and some sub-parts. The one sub-part is a principal-agent model which makes it possible to control the moral hazard of inventors, and the other part provides the criteria for screening appropriate licensees. Moreover, the moral hazard between inventor and licensee is addressed by introducing the cost reduction function of efforts exerted by them. The model is able to relate the optimal royalty rate to the parameters that represent the environments under which the concerned parties operate. Especially, the ratio of initial payment over the value of transferred technology is calculated from the binding relation with the royalty rate. The paper shows that the model suggested here is more enhanced by comparing with the existing technology transfer mechanism. Finally, the paper allows us to find better strategies for effective technology transfer and further develop more sophisticated technology transfer model.
