This study attempts to make an observation on the problems and prospects for overseas agricultural investment(OAI) through the insights of farming and farmed companies abroad and through secondary data. OAI mainly aims at the securing steady supplies of crops, which could be anticipated to have increased foreign dependence, and to prepare for crop price fluctuations in the international markets. These functions of OAT are classified with the public and private sector. The public sector needs are largely crops supply for national food consumption and bilateral collaboration between nations. The private sector needs are to gain maximum profits from agricultural investments and to produce raw material for self-consumption in overseas farming companies. The problems in OAI are legal and institutional restrictions in the project area or nation; generally economical unfeasibility in the farm projects, and technical limitations of the farming companies. The prospects of OAI are not very promising. The reason why those many companies which previously planned on OAI changed their investment plans after what is called IMF system with financing difficulties.

Privacy-preserving collaborative filtering schemes take privacy concerns into its primary consideration without neglecting the prediction accuracy. Different schemes are proposed that are built upon different data partitioning scenarios such as a central server, two-, multi-party or peer-to-peer network. These data partitioning scenarios have been investigated in terms of claimed privacy promises, recently. However, to the best of our knowledge, any peer-to-peer privacy-preserving scheme lacks such study that scrutinizes privacy promises. In this paper, we apply three different attack techniques by utilizing auxiliary information to derive private ratings of peers and conduct experiments by varying privacy protection parameters to evaluate to what extent peers' data can be reconstructed.

현재 국내에서 적용되고 있는 입력중심형의 사업추진 절차(Input-oriented procurment process)하에서 민간투자사업은 민간의 창의성 도출과 민간 자본의 유입이라는 본래의 장점을 살리고 있지 못해 영국 등 선진국의 민간투자사업 등에서 추진되고 있는 성능중심적 방식(Performance(or Output)-oriented Procurement Process)의 도입이 시급한 실정이다 현재 국내에서는 민간투자사업의 본래 목적인 민간의 창의성 및 효율성으로서 인프라 서비스를 제공한다는 취지에 부합하지 못하는 면이 있다. 이러한 국내의 현황과는 달리 국외에서는 특히 영국을 중심으로 정부가 필요한 서비스를 공급하기 위한 새로운 개념으로서 서비스를 제공하기 위해 건설하는 시설물을 어떤 작업을 통하여 만드는가에 중심을 두는 것이 아니라 그 시설물이 제공하는 최종 목표인 서비스의 성능에 중심을 둔 개념으로 각 14개의 추진절차상에 성능중심적 개념을 도입하고 있다. 본 연구에서는 이러한 성능지향적 추진체계를 성능중심적 방식으로 정의하고 민간투자사업의 성능중심적 방식도입에 관한 기초연구로서 PSC(Public Sector Comparator)의 활용방안과 도입방안을 제시하였으며 향후 실질적인 도입을 위해서 기술분야와 제도 및 법령분야에서 구체적인 연구 및 실무작업이 필요할 것으로 사료되며 향후과제로 제시하였다.

Purpose - This study examines students' perspectives (stream-wise) of parameters affecting education quality in an affiliated undergraduate engineering institution in NCR, Haryana. Research design, data, and methodology - This study involves descriptive research and data collection using a structured questionnaire based on the Likert scale. The sample comprises 500 student respondents. For data analysis, an f-test was performed using high quality SPSS software. Results - For "Selection" and "Personality Development & Industry Exposure," the analysis of variance revealed a statistical difference between the mean values of the groups. Whereas, for "Academic Excellence," "Infrastructure," "Placements," and "Management & Administration," the analysis of variance revealed no statistical difference between the mean values of the groups. Conclusions - Students' perceptions about the "Selection" and "Personality Development & Industry Exposure" change according to the various specializations they opt for in their undergraduate engineering education in Haryana. Whereas, for "Academic Excellence," "Infrastructure," "Placements," and "Management & Administration," the perceptions of the students do not vary because of the different specializations they have opted for in their undergraduate engineering education.

With the development of the aviation industry in Korea, the number of aircrafts has increased every year. About 10 flight departments have been established at domestic universities, and flight training is conducted until the course of commercial pilot certificate. In addition, private aviation institutes using Muan airport as a base have also increased, and the number of training aircrafts in the eastern and western regions of Jeonnam region has increased dramatically. Along with an increase in the number of training aircrafts, aviation accidents have also increased. From April 2018 to September 2019, 11 accidents occurred at Muan airport and Yeosu airport. This study aims to develop a pre-flight safety protocol to promote flight training safety. Three aspects-including technical factors, human factors, and organizational factors-were considered in this study.

본 논문에서는 MIT에서 개발한 앱인벤터 2 서버를 자체적으로 구축하여 서비스를 제공하고, 자체 서버에서 안드로이드 앱을 개발하는 과정을 분석한다. 앱인벤터 2는 프로그래밍 언어를 배우지 않은 사람도 원하는 기능의 스마트폰의 앱을 개발할 수 있는 공개 소프트웨어로 초증등 학생들의 창의 및 논리적 사고 형성에 많은 도움을 주고 있는 교육적이면서 기능적으로 확장성이 뛰어난 전 세계적인 도구이다. 하지만 지금 사용되고 있는 앱 인벤터 2 는 MIT 사이트에 접속하여야 하며, 구글 크롬 브라우저에서 작동이 되고, 구글 메일 ID를 생성해 로그인을 해야 함으로, 만 14세 미만은 사용할 수가 없다. 이러한 앱인벤터 2를 자체적인 서버로 구축하여 로컬 서비스를 함으로써 이러한 단점을 보완한다.

이 연구의 목적은 캄보디아의 학생, 교사 및 TVET 기관장들의 직업기술 교육훈련 (TVET)과 일반 고등교육 (GHE)에 대한 인식을 비교 분석하는 것이다. 연구 방법으로는 캄보디아 5개 대표 지역의 TVET 교육기관 들에서 15명의 직업기술 교육훈련 학생, 교사, 기관장들을 대상으로 포커스 그룹 토론을 진행하였다. 그 결과 TVET 졸업생은 캄보디아의 기관과 기업 간의 공공 민간 파트너십과 기술 중심의 커리큘럼을 통해 GHE 졸업생보다 노동 시장에서 더 나은 기회를 얻고 있음을 확인할 수 있었다. 이러한 연구 결과는 캄보디아 직업기술 교육훈련 과정을 담당하고 있는 캄보디아 고용노동부가 국가 차원에서 직업기술훈련 분야로 유인할 수 있는 정책과 직업기술훈련 분야 취업과 진로를 확산하고 개선하기 위한 국가전략을 세워 추진해야 함을 권장한다.

The purpose of this study is to establish the technical system of national logistics standardization and to strengthen the national competitiveness through reduction of the logistic cost We review of the government and private roles in the logistic sectors and suggest plans for the improvement of logistics standardization for its completion in the unit load system in Korea. We conclude that a symmetrical logistics standardization may accomplish to reduce the costs of national logistics.

The IMAPRO sotfware package was mainly focused to provide an algorithm which is capable of displaying various color composite images on IBM PC, VGA(Video Graphic Array) card with no special hardware. It displays the false color images using a low-cost eight-bit place refresh buffer. This produces similar quality to the one obtained from image board with three eight-bit plane. Also, it provides user friendly menu driven method for the user who are not familier with technical knowladge of image processing. It may prove useful for universities, institute and private company where expensive hardware is not available.
