It seems that security police's business to secure safety of state and citizens has existed since the mankind began to create a community. State was not fully responsible for such security business from the beginning. The business was carried out autonomously by the private sector for a long period. However, as the state system had been strengthened, the public sector absorbed the function. But in the modern society where various risks exist, safety of society could not be guaranteed only by public police. Accordingly, cooperation with the private sector is indispensable. In the limit of public police, autonomous organization of security companies and general citizens is expanding its scope. As a result, they should exercise partnership as a tripod to build social safety net. Security police failed to secure manpower exclusively responsible for security, despite various businesses and excessive mobilization. Accordingly, their professionalism and ability to cope with crisis are being questioned. In particular, efficiency of security police is becoming a more urgent issue in an era of international terrorism. Private sector can be classified into security companies and private autonomous organization. In case of security companies, the problem is quality and business ability of guards compared to a rapid external growth such as quantitative expansion and advancement into various businesses. In terms of pure private activity, the necessity of understanding of public police activity and conditions for organizational and continuous activity should be prepared. To tide over such problems and effectively achieve the common goal, changes in the method of employment, new establishment of security police department, and strengthening of professionalism and crisis management ability are necessary in the public police sector. In case of security companies, improvement of relations with public police through joint education, strengthening of business ability and activation of business cooperation through these matters are necessary. To maximize activity of pure private sector, it needs to establish reserve police, manage such private autonomous organization and bolster publicity with citizens.

The purpose of this study is to research the importance of public-private partnerships in disaster management. This study was evaluated by experts specializing in the improvement of public-private partnerships for disaster management. The following items are needed to encourage corporate social contribution activities in the disaster security industry. The researchers first propose a solution by means of ensuring cooperation between government and business networks. Second, we propose for those entities to discover new means to support private companies' participation in social contribution activities. The researchers' third solution is to be utilized to secure funding for induction and to support public-private partnerships to participate in the social contribution activities of private companies. Our fourth solution is promoting a sustainable plan for raising public awareness of corporate social contribution. Finally, the social contribution of the participating companies enhance brand recognition and as well as incentives. This study may contribute to the current operating system to support relevant policies and measures to encourage the participation of enterprises in the field of disaster security. Future research will be to study (such as through questionnaires) ways to participate in disaster management companies in accordance with environmental changes.
A highly sophisticated expertise and systematic and integrated management of security operation are essential for a crowded stadium. a special object of security guarding. Nonetheless, the recent incident in a singing concert hall reveals the overall problem like the lacking safety management system. lacking deployment of professional security personnel, absence of safety manuals and safety measures, as well as the lack of professionalism of private sector security companies. In this study, we presented three categories that needed improvement, like the legal and institutional improvement, improvement of policy and improvement of operation which are required to set up the model to operate the optimal private sector security duties. For the revision of law and institution for a better and more desirable method, we discussed the revision of related laws and regulations pursuant to the security operation at places where events are held, including the revision of law on security guarding work, regulation on common housing management, uniformity of security guarding, and law on performance. For the improvement of policies, we discussed the introduction of security consultants, strengthening the security instructor system, expansion of relevant organizations, establishment of mutual cooperation, privatization of profitable events, improvement of awareness about the security activities provided by private sector, policy for the professionalism of private security operation, expansion of security exhibition and seminar. For the improvement of operation. we discussed professional security techniques. such as the technique of security consulting, the application of CPTED technique, the technique for the integration of system, the method of operation, the establishment of a system to support public security operations and volunteers, establishment of a manual for security guarding performance, modernization and high tech-oriented equipment, organization of security guarding entity in which the industry, academic society and government participates together.
Today, the police alone can not prevent a crime. And the police is limited to meet for people's the increased needs on public safety. So the police and the community needs the cooperation of a variety of resources. Police in cooperation with community resources to respond to the crime's most professional and the private sector is a private security. However, the role of private security for cooperation policing is insufficient in South Korea. So for this study to build a cooperative policing in South Korea as private security for the following four kinds of directions are presented. First, as a private security of the United States and Japan, specializes in diversified business sectors. Simple human-oriented private security of the building security get out. Instead, take the high-tech crime prevention or industry complex security should be changed to a professional organization. Second, the interaction between police and private security should be increased. Police and private security through regular meetings between the need for mutual interests and build consensus is needed. The role of private security companies to be represented on the Security Association of South Korea's active role in the matter. Third, efforts to improve the image of private security activities and the publiciy activity of private security is needed. Some of the private security in an effort to escape a negative image to the people and actively promote a positive image is necessary. Finally, for South Korea to the level the cooperation between the police and private security are required to develop system models. Front-line policing priority in the field and the mutual understanding between the police and private security in an effort to have a positive perception is needed. Equal partners, especially the police and private security to private security companies to have recognized experts in their own recruitment and training should be improved by strengthening the expertise.

In this environment, the private security sector has dramatically increased in a quantitative viewpoint, but it is insufficient in a qualitative viewpoint. This paper recognized this problem and demonstrates a solution for improvement through classifying elements of private security into relevant legislation, education institutions, security companies and security associations. The analysis result is a follows: First, motivation and satisfaction rate of escort and security related major has shown to be high. However, respondents evaluated the guard educational institution negatively. Second, the motivation of entering into the private security sector for internal staffs has shown to be positive and sound. However, the job satisfaction rate has shown to be low due to excessive competition, negative perception of occupation and low earning. Third, respondents gave an average mark to the Security Association's management and operation. In addition, the mutual-aid project received the same mark. Negative feedbacks were given to the protection of member's interest and to association operation and policy, while positive feedbacks were given to the degree of member's cooperation towards association policies.
In the 1980s, private security was established in the framework of institutional framework with the Security Industry Act which was enacted in 1976. The agents who brought in the development of the private sector in 1980 enjoyed a boom in the global economy, affected by its high-flying dollar value, low international interest rate, low oil prices, and the blooming economy. In addition, the semiconductor, computers and communications equipment that was promoted in accordance with the e-Literacy plan were raised. Following the economic development of various events such as Seoul International Trade Fair, "86 Asian Games," and "88 Seoul Olympic Games," private security expenses were enhanced by increasing awareness of civilian expenses. Also, in the 1980s, Korean investment in foreign companies, including Japan's Secom, or Korean technology, brought many changes to the private security. Meanwhile, the cost of security, which has been centered around human expenses, has brought about the era of mechanized spending, or machine security expenses. The purpose of this study is to systematically analyze the social environment surrounding the private security in the 1980s and systematically analyze the important factors that contribute to private security.

This study is concerned on how much effect to activate private security officers from the attitude of CEO in private security companies. Of course the philosophy of CEO at the work is much important element on the company activity. And in small-medium size private security company the effect of CEO is tremendous because most of decision making comes from CEO and company is operated. The result of the analysis of the survey on the CEO in private security business is as belows. a) Most of them are not satisfied and negative from current situation of private security industry because too many companies are scattered and the expected social understanding is too low even though the company was established by their own decision due to it was fit to their aptitude. b) The job position is estimated not high by socio-economical perspective, which would be improved to get higher because this industry is very future business. c) Most of members of the korea security association are in negative on the policy of the korea security association but to enhance of the activity all the members should be in union. d) Must make and settle down a channel to communicate and cooperate each other between public and private sector of security business.
The purpose of this study is to analyze regional clusters and discrimination on size and sector of private security in national 16 areas in 2015. The results of the study using hierarchical cluster analysis and discriminant analysis are as follows. First, we can classify national 16 areas into 3 clusters, such as Large Area(1), Medium Area(2), and Small Area(3) according to the size of private security. The discriminant functions D for each cluster is as follows: (1) Large Area(1) = -383.981 + (.108 ${\times}$ number of security companies) + (.016 ${\times}$ number of guards), (2) Medium Area(2) = -35.570 + (.029 ${\times}$ number of security companies) + (.005 ${\times}$ number of guards), and (3) Small Area(3) = -5.381 + (.012 ${\times}$ number of security companies) + (.002 ${\times}$ number of guards). Second, we can classify national 16 areas into 3 clusters, such as Large Area(1), Medium Area(2), and Small Area(3) according to the sector of private security. The discriminant function D for each cluster is as follows: (1) Large Area(1) = -2224.402 + (-.562 ${\times}$ facilities security) + (1.245 ${\times}$ protection security) + (171.142 ${\times}$ convoy security) + (-2.722 ${\times}$ electronic security) + (2.020 ${\times}$ special security), (2) Medium Area(2) = -4.762 + (.052 ${\times}$ facilities security) + (.063 ${\times}$ protection security) + (-3.819 ${\times}$ convoy security) + (.110 ${\times}$ electronic security) + (-.165 ${\times}$ special security), and (3) Small Area(3) = -125.742 + (-.009 ${\times}$ facilities security) + (.432 ${\times}$ protection security) + (5.748 ${\times}$ convoy security) + (5.530 ${\times}$ electronic security) + (-.901 ${\times}$ special security).

The aim of this paper is to examine the factors that could influence leadership development and employee retention in private sector organizations. In this research, we will seek to determine the nature and extent of the impact of professional training on leadership development. This research project is one of the new topics that some researchers have started in recent years. the novelty of this subject is the inclusion of the vocational training factor. This factor is likely to have a positive impact on leadership development. Some of the factors already known for their impact on leadership development such as personality, power, and material and moral incentives will be adopted. It is assumed that the results of this research will have a positive impact on the development of leadership within companies.
