A Study on STI Database Construction on Demand (이용 기반 데이터베이스 구축 방안에 관한 연구)

  • In this research, several ways of creating effective STI(Scientific & Technological Information) databases were suggested. We put emphasis on the selection of input data, while on the other was handled, such factors as standardization for data entry, data entry system, etc.. In order to decide priority of target data, the status of document delivery service was analyzed. The result shows that conference proceedings were given priority to academic journals. In case of journals, ranking in the number of documents requested at KORDIC (Korea R&D Information Center) and 16 Specialized Information Centers was compared with the ranking in citation frequency and impact factor, appeared at SCI.

  • The Analytic Hierarchy Process (AHP), a decision making model, which is more applicable than other methods to R&D project selection, particularly when it is applied to intangibles. The objective of this paper is to develop an extended model of the AHP which Is linked to Cross Impact Analysis to assist in the ranking of a large number of technological alternatives.   • This paper presents the Multi Criteria Decision Making (MCDM) to evaluate water resources plan for agricultural reservoir. Preference Ranking Organization METHod for Enrichment Evaluations (PROMETHEE) and Analytic Hierarchy Process (AHP) were used to estimate weight and priority of alternatives to find out the most reasonable and efficient way of water resources assessment. The 6 criteria that both decision maker and beneficiary are satisfied have been identified to secure agricultural water resources and then the priority of 10 subcriteria was set. An enhanced PROMETHEE-AHP model was used to perform pairwise comparison and find out the priority of each alternative because the existing decision making model have uncertainty and ambiguity. Comparison analysis of decision making models was carried out to find a way of suitable decision making and validity of PROMETHEE-AHP model was suggested.

  • A quantitative approach for the retrofit prioritization of bridges is developed based on the damage risk of seismic vulnerable components. In the developed approach, seismic damage risk is estimated in the probabilistic perspectives with an analytical bridge model, which can consider various phenomena found in the seismic behaviors of girder-type bridges and damage models of various vulnerable components. Based on the total cost due to failure of structural components, weighting factors are proposed. Finally, the ranking index and retrofit priority of bridges are estimated from the overall damage risk and weighting factors of bridges. As a result, the retrofit priority of four PSC girder bridges is evaluated by using the proposed approach. The vulnerable components in need of seismic retrofit are selected accordingly. From simulated results, the validity of the proposed approach is verified by comparison with the existing approach. In addition, the proposed approach is found to be appropriate in evaluating the priority of existing bridges.

  • The high-speed network permits Grid computing to handle large problem of management areas and share various computational resources. As there are many resources and changes of them in Grid computing, the resources should be detected effectively and matched correctly with tasks to provide high performance. In this paper, we propose a mechanism that maximizes the performance of Grid computing systems. According to a priority, grade and site of heterogeneous resources, we assign tasks to those resources. Initially, a volunteer's priority and ranking are determined by static information like as CPU speed, RAM size, storage size and network bandwidth. And then, the rank of resources is decided by considering dynamic information such as correctness, response time, and error rate. We find that overall Grid system performance is improved and high correctness using resource reallocation mechanism is achieved.

A Study on the Selection of Candidates for Substances Subject to Permission Using Chemicals Ranking and Scoring (CRS) (화학물질 우선순위 선정기법(CRS)을 활용한 허가대상 후보물질 선정 연구)

  • Objectives: This study was performed to check whether the CRS (Chemical Ranking and Scoring) system is appropriate as a method to determine substances as candidates for substances subject to permission and to apply this system to the selection of candidates for substances subject to permission. Methods: A risk score was obtained by multiplying the hazard score and the exposure score and then ranking them. The hazard sub-indicators are carcinogenicity, germ cell mutagenicity, reproductive toxicity, specific target organ toxicity-repeated exposure, respiratory sensitization and endocrine disrupting chemicals. Exposure sub-indicators are persistence, bioaccumulation and emission volume. Sensitivity analysis was performed for missing values. Correlation analysis and multivariable linear regression analysis were performed among hazard, exposure and risk in order to confirm that CRS was an appropriate method. Results: As a result of the sensitivity analysis on missing values, it was confirmed that the effect on the risk ranking was not sensitive. Correlation and regression analysis confirmed that exposure had a greater effect on risk than hazard. Conclusions: The CRS system, which derives a risk score using a hazard and exposure score, is judged to be appropriate as a method for the selection of preliminary of candidates for substances subject to permission. Benzene, cadmium, nickel, and cobalt were selected as priority candidates for substances subject to permission.

A Measurement Way of Competition Power of Container Port: AHP and DEA Approach (컨테이너항만의 경쟁력 측정방법:AHP와 DEA접근)

  • The purpose of this paper is to investigate the international competition power between Korean ports and Chinese ports according to the port efficiency scores of DEA(Data Envelopment Analysis) by newly introducing the priority vector of AHP(Analytic Hierarchy Process) to the DEA method. Empirical analysis shows the followings: First, there was not big changes of DEA rankings when we use the input-oriented CCR and BCC models after introducing the AHP priority vectors to the input variables. Yantian Port's competition power was declined, but that of Busan Port was up in the BCC model. Second, there was some changes of DEA rankings when we use the output-oriented CCR and BCC models after introducing the AHP priority vectors to the output variables. Rankings of Dalian, Qingdao, Shanghai Ports were up. But Shekou, Yantian Ports showed the declined ranking position in the CCR model. In the BBC model, rankings of Shanghai and Busan Ports were up. But those of Shekou and Yantian Ports were declined. The main policy implication based on the findings of this study is that The Ministry of Maritime Affairs & Fisheries in Korea and China should introduce AHP and DEA approaches when they measure the international competition power by using the porrt efficiency scores of DEA.

Study of Importance Awareness of Domestic Car Consumer's Product Selection Criteria (국산 자동차 소비자의 제품 선택 기준에 대한 중요도 인식 분석)

  • The study had subject to find out what factors Korean automobile consumer is considering in their decision to purchase cars in the situation of the growing competition in the domestic automobile market. In order to this end, the previous study was reviewed to select various factors considered in the process of buying cars. Based on this, Analytic Hierarchy Process was used to prioritize which factors were considered more important by consumers. In the result of study, we could find that performance had the highest priority, and the second ranking was the price. In contrast, image of brand and convenience of maintenance were shown to be relatively low in importance, ranking $3^{rd}$ and $4^{th}$, respectively. Beside, we could recognized the ranking of other detailed factors. This study has an academic implication in that it is able to grasp the latest tendency of consumers' purchase choice of car and to make conclusion by applying AHP analysis method to study of related subject. It also have practical significance that can be a basis for make sense what factors should be taken by the automobile industry to uprise the purchase of the consumers through the identification and preparation of the purchase selection criteria of domestic automobile buyers.

  • Current state of population, the existing roads, and the function of roads and highways of North Korea have been reviewed in this paper. In addition, the 'Five by five' road network has proposed for North-South and East-West directions to be connected with the road network of South Korea, China, and Asian Highways. Furthermore, the evaluation criteria and weighted values have suggested to determine the investment priority of highway based on the survey results from expert group members using AHP analysis method. Throughout the analysis, the ranking of the investment priority has been decided for the North-South axis and East-West axis. The second North-South axis (Geasung-Pyungyang-Anju-China) has been ranked as the first priority for the North-South axis followed by the fifth North-South axis as the second, the first axis as the third, the third axis as the fourth and the fourth axis as the last priority. For the East-West axis, the second East-West axis(Nampo-Pyungyang-Wonsan) has been ranked as the first priority followed by the first axis as the second, the third axis as the third, the fourth axis as the fourth and the fifth East-West axis as the last priority.

Development of Korean Chemical Ranking and Scoring System (CRS-Korea) and its Application to Prioritizing National Toxic Chemicals (화학물질 우선순위 선정 기법(CRS-Korea)의 개발과 적용)

  • A chemical ranking and scoring (CRS-Korea) system was developed and proposed to use as the first step to prioritize the toxic chemicals for the purpose of monitoring and detailed risk assessment that might follow as necessary. The CRS-Korea system takes a basic concept of risk assessment (both human health risk and ecological risk) in that risk score is determined by the product of toxicity score and exposure score. Included in the toxicity category are acute toxicity, chronic/sub -chronic toxicity, carcinogenicity, and other toxicity. The exposure category consists of quantity released to the environment, bioconcentration, and persistence. A consistent scheme and a comprehensive chemical data base are offered in the CRS-Korea system to calculate a score for the each component in the two categories by using specific physicochemical, fate, and toxic properties and the quantity of the chemical used. The toxicity score is obtained by adding up all the individual scores for the components in the toxicity category. The exposure score is determined by multiplication of the score of the quantity released with the sum of persistent score and bioconcentration score. Equal weight is given to the toxicity score and the exposure score. As the CRS-Korea system was applied to identify 50 national priority chemicals, it was found that significant data gap exists on toxicity and fate properties and that the uncertainty associated with estimating the quantify released to the environment is notably high. The proposed CRS system is only a screening tool in the first step toward the priority setting and should be used with expert judgement and other considerations necessary.
