Through rail transit has many merits as a safe, environmental harmonic and scheduled transit, there are many problems to construct railroads because of the public resentment. However, there is no reasonable way to settle the conflict properly and it causes enormous social and economic losses. This paper suggests a methodology to evaluate public complaint using the AHP technique, which is generally used as the methodology to evaluate public complaint using the AHP technique, which is generally used as the Multi-Criteria Decision Making (MCDM). However, the result from the AHP has some defects to control conflicts because the interests related to railroad projects are so complex that it is hard to make people persuaded easily. Therefore, this paper suggests 'the improvement ranking method', 'the sensitive analysis', and 'the assessment of independence relationship' which can aid the basic AHP to be robust. And the AHP. modified by fuzzy method, is also suggested to apply this methodology to example rail paths in Korea.

Identification and mangement of ecosystem service hotspots are necessary to set environmental policies that include concepts of ecosystem service. Assessment and mapping of ecosystem service hotspot referring areas with high amount of ecosystem services provide essential information to manage ecosystem services effectively. Assessment of hotspots based on regional environmental stakeholders' perception is an useful approach to identify priority areas where management practices are required. This study estimated weights on regulating ecosystem services from regional environmental stakeholders' surveys in Ansan, and then, identified regulating service hotspots with weights. The result indicated that regulating services are, in order of importance, water quality, air quality, erosion, and climate control. The north-eastern forest of Ansan was mainly revealed as an ecosystem service hotspot. Ecosystem service hotspots were spatially distributed similarly regardless of environmental stakeholders' weights. Identification of ecosystem service hotspot with environmental stakeholders' perception can be applied in decision-support tools for ecosystem service management.
We explore the priority between product attributes such as aesthetics and usability in consumer decision-making. In the recent study in Germany, consumers preferred a visually beautiful product but discounted the value of aesthetics in actual product choice (Diefenbach & Hassenzahl, 2009). In contrast to the individualistic culture which values personal needs(e.g., Germany), recognition from other members has great importance in the collectivistic culture (e.g., Korea). We propose that Korean consumers weigh greater value on the attribute easily perceived from the product appearance (i.e., aesthetics). We replicated the procedure of the study conducted in Germany. As expected, participants highly valued aesthetics rather than usability in product choice. As for aesthetics, participants were likely to choose an expensive but beautiful product; on the contrary a less expensive and less usable product were likely to be chosen as for usability (Study 1). Moreover, usability was sacrificed for aesthetics in the trade-off condition (Study 2). The participants who chose the beautiful product reported higher social recognition desire whereas no difference was shown with respect to usability.

The purpose of this study was to derive the factors that affect the development cost and the priority/weight of effectiveness in the pre-development stage of a service robot to estimate the development cost. In particular, the functions of service robots vary according to the field of application, and their prices are not only different but most of them are small-scale production; hence, a cost estimation is necessary. In this research, the factors affecting the service robot development cost in the process of service robot development and adding functions are classified as a functional factor while the factors that affect the entire development cost due to environmental causes, in which the service robot is operated or in the development process, are classified as an adjustment factor. The FGI was conducted to derive the factors and a Delphi survey was conducted among 84 domestic experts to determine the weights of the factors. As a result of the analysis, six functional factors (41 detailed criteria) and five adjustment factors (17 criteria) were derived, the cost weight and rank of the factors were suggested. This study suggests that the development cost of the service robot can be used as a decision-making strategy to select the operation functions in the development process, and can be utilized as an essential tool for the service robot development.

The purpose of this study is to examine the priorities of innovation activities, business performance, and maximization factors of SMEs. Support programs for each government department are operated by various industries. Various supports, including subsidies, grants, marketing, planning, and education, are provided to each company. Therefore, this study aims to analyze and identify the priorities of innovation activities that have a positive effect on business performance. The efficacy of the proposed model and the psychometric properties of structure were analyzed using the analytic hierarchy process (AHP). The hierarchical structure of corporate innovation activities are composed of 'R&D' and 'government support', and 'Inside R&D, Outsourcing R &D, Consortium R&D'. As a result of analyzing companies that received more than one type of R&D government support, it can be seen that 'government support' (72.1%) is more important than 'research and development' (27.8%). In addition, this study found key sub-factors loadings including Assistant Support (30.1%), Tax Support (22.7%), Funding Support (18.8%), Inside R&D (10.8%), Outsourcing R&D (10.3%), and Consortium R&D (7.2%). Analysis results suggest that the priorities of detailed innovation activities of R&D and government support affect product innovation and process innovation, which in turn, influence business performance and maximization of SMEs. This implies that SMEs who want to participate in the government support project will be helpful in setting the direction of innovation activities. This study also suggests the importance of strategic priorities among the decision elements for CEOs.

A marine air drone is a new device that can be used to respond to and prevent marine casualties. Determining the districts where marine air drones can be deployed helps the government decision makers identify efficient policy. The aim of this study is to develop a model using the fuzzy-analytic hierarchy process (F-AHP) and additive ratio assessment (ARAS) method to evaluate appropriate districts for deploying marine air drones. To verify the applicability of the proposed model, a case study was performed with respect to the Korea coast guard (KCG) districts. Since the deployed marine air drones are characterized by a high degree of overlap between the evaluation attributes. the F-AHP is used to determine the weights of identified criteria. The results of this study, show that missing people from the shore was the most important criterion for deployment of the drone. For ranking the local districts of the KCG, the ARAS is applied in the case study with the single goal of 50% reduction in marine casualties. Consequently, the highest priority district was identified as Mokpo, followed by Incheon, Seogwipo, Taean, Wando, Yeosu, Pohang, Tongyeong, Gunsan, Bolyeong, Jeju, Buan, Donghae, Sokcho, Ulsan, Uljin, Busan, Changwon, and Pyeongtaeg.
Mountain tourism is regarded as an important inbound tourist destination for the whole world. The Himalayan Mountains are house of world's highest peaks that includes over 100 mountains exceeding 8,500 meters. However limited dimension of visitors constraints and motivation has been reported about the high altitude mountain. This research work permits the identification of some of the motivation and constraints related to the decision making of tourism in high altitude mountains. The study was conducted in Korea, Indian state (Sikkim), and Nepal (Kathmandu) due to the popularity and the major destination for mountain tourism. A set of 9 motive, 45 motivation items and 40 constraints were initially generated from a review of research pertaining to visitor motivation and constraints. They were considered to be the most appropriate for measuring visitors motivation and constraints for experiencing high altitude mountain tourism. Validity of dimensionality and inter correlation was evaluated by factor analysis investigation and analysis of obtained data revealed that constraints of Korean are significantly higher than Indian and other inbound tourist. Among the major constraints structural constraints were recorded higher for Indian, Korean and other visitors. Similarly, motives of different visitors varied significantly. This analysis also revealed that Korean motives for travelling were influenced by health and pleasure, whereas, Indian and others motives were mostly related to knowledge seeking and adventure. The environmental importance were given priority by all the countries. The purpose of this study includes; (1) To identify the motives of visitors in high altitude destinations. (2) To analysis the major motivation factor for the altitude tourism. (3) To report the major constraints of visitors travelling to the high altitude. (4) To study whether the strength of motivation help to overcome the constraints.
The thirty-fourth session of UNCITRAL Working Group on Arbitration was held in New York. Among the topics discussed at the session, many delegations agreed to reform the article 7 of the UNCITRAL Model Law on International Commercial Arbitration in light of the development of electronic commerce. As for the article 2(2) of the New York Convention, it was agreed to reflect the changes of the article 7 not in the form of a treaty amendment but in the form of an interpretative statement. The topic as to provisional measures has been found so difficult to reach an agreement that most of its texts submitted by the secretariat were left untouched for the lack of time. However, most provisions of the legislative texts on conciliation were dealt with by delegations. The next session is to be held in Vienna. While the Korean Arbitration Act of 1966 was fully amended in 1999, it seems interesting to look at the development in which the arbitration community of the world has already begun discussing the new dimension of the law and practice of international commercial arbitration. It may be considered early to start a new project of reforming the Korean Arbitration Act at this time when only three years passed after it was fully amended. It is, however, worthwhile to remember that some progressive efforts were aborted in amending the Arbitration Act of 1966. One of them is about the same issue on the insertion of some provisions on the enforcement of interim measures of protection to which the priority is given by the Working Group. It seems fair to say that it would not be dangerous to follow the developments and to adapt ourselves to such trends shown in the session. In Korea, the words “arbitration” and “conciliation” are misleadingly interchanged although these two words should be differentiated from each other in the sense of third-party binding decision. It is self-evident from the Korean Arbitration Act and judicial decisions that arbitral awards bind the disputing parties and are to be treated as final judgements by the competent courts. It is, however, not uncommon to find that the word “arbitration” is misinterpreted as having the same meaning of the word “conciliation”. One of the reasons for the confusion is that many legislations in Korea provide for conciliation as having the meaning of arbitration and vice versa. It may be probable that the proposed legislative texts on conciliation could be a kind of useful method to prevent such confusion from being uncontrollable. It is, therefore, necessary that the legislative texts should be introduced into Korea as a legislation on conciliation.
This study was done to identify a status of home visiting project as a community health nursing system, that was the organization. personal who have age, educational background, marital status, position, experience of the home visiting in the public sectors in part of Seoul. Kyonggi, Kang-won area, It was done to provide basis data for the development of effective visiting nurses project in the health sectors, where was Health Centers in urban and rural. The question airs were distributed 352 public health workers who working place was 118 health workers in 12 health centers in Seoul. 56 public health workers among 39 health center and other public health sectors in Kyonggi and 178 public health workers among health center and health care sectors. Data collected from October to December. 2000. The analysis by SAS system with F test, percentage and frequency. The major result were as follows. The general characteristics of the respondent show that most of them were graduates from community college and RN-BS with broadcast that they had not completed CPHN course but only two health workers have trained for the visiting nurses project. As for their grade in the position, the most of health workers have seventh level and the other CHP were above sixth level in the health care post that in the government structure. This indicates that workers do not have great authority in decision making, the most period of works in the position was one and two years indicating that they change jobs frequently. On an average their clinical experience was 4.11 years which is ideal for the total service. As for preparation of staff for home visiting workers education on visiting nurses program have to receive short term or longer term training course for strong emphasis. The analysis showed that public health visiting workers responds about active job performance that based on an area, approach of acting by districts, education and position are shown statistically significant difference between acceptance of the visiting nursing job show the same as well as visiting nurses project. (33.6%) Among the six category of visiting care service shown statistically significant difference and next is fundamental care, remedy care with priority.

For efficient maintenance management of bridges, an establishment of asset management system is necessary which helps prediction of maintenance cost and strategic allocation of budget in consideration of top priority. The main purpose of this study is to suggest asset valuation method, which is practical in conformity with domestic situations, through researches on asset valuation method of bridges. This study has researched asset valuation method of bridge, which is appropriate for domestic situations by finding out advantages and disadvantages through investigating domestic and foreign application examples of asset valuation method for bridge facilities. In this study, asset valuation method by historical cost and replacement cost were suggested and a valuation model for bridges was established. In addition, two suggested valuation methods were applied to actual bridges which is used in Korea. As the result, it was analyzed that bridge asset valuation method in consideration of historical cost is desirable for the accounting purpose. And, it was analyzed that valuation method utilizing depreciated replacement cost(DRC), which could consider various factors, is desirable for the maintenance decision supporting purpose.
