The Promotion State and Measures to Improve the Record Information Disclosure System (기록정보공개 제도 개선 추진 현황과 방안)

  • The right to know is not satisfied merely by making or improving laws or systems. The right to know is a matter of culture rather than system. Nevertheless, consistent system improvement measures are required. There are many laws relating to the right to know. In particular, at the core are the Official Information Disclosure Act, the Record and Archives Management Act, and the Presidential Record Management Act. The fact that systems relating to official record management and presidential record management are related to the right to know is understood by the promotion of records and archives management reform after the year 2004, as a result of which the national archives management innovation road map was established. Reflecting the many opinions of the "Information Disclosure System Improvement Task Force" composed with participation of the government and the press after the participatory government's announcement of "Measures to Advance the Support System for News Coverage," amendments to the Information Disclosure Act have come forward with system improvement measures in connection with issues that had arisen until then. Such improvement measures have not resulted in actual improvements. This thesis proposes several system improvement measures, focusing on those that have arisen until now but have not been reflected in discussion, such as converting the concept of information non-disclosure into disclosure postponement, preparing and disclosing particular information disclosure standards, specifying personal information for non-disclosure, specifying and strictly applying any information that has not been disclosed for purposes of internal review, deleting non-disclosure items in stenographic records that do not have a reason to exist, and establishing limits and terms of non-disclosure. Of the most remarkable system improvement measures that have been made until now is our recognition that the right to know is not limited to the information disclosure system but that the "cause" of archive management should be systematic and scientific. In other words, the right to know is understood to establish not just accidential factors, such as with a whistle-blower, but the inevitable factors of systemization of production, distribution, preservation, and use of archives. Much more study should be pursued regarding disclosure of archives information. In particular, difficult issues to be resolved regarding reading records at permanent archives management institutions, such as the National Archives of Korea, or copyrights that arise in the process, require constant study from academia and relevant institutions.

A Chronological Review of the Public Records Management Policies in Korea From 1948 to Present (한국 공공기록관리 정책의 연대기적 검토)

  • The purpose of this study was to chronologically review the public records management policies in Korea, and get some perspectives for their sustainable growth in the future. In this study, the period of 60 years since the establishment of the First Republic in 1948 was divided into six parts; inception period(1948~middle of 1980s), preparation period(end of 1980s~1990s), development period (2000~2007), and transition period(2008~present). The achievements and failures of public records management in each period were summarized. A diagnosis of present situation of Korean public records management was made. And adopting a bi-directional networking model was suggested in order to convert into a new revitalizing period.

'Demolition and Reconstruction' : The Direction of Organizational Reform in the Field of History and Archives for the Next Government ('해체와 재구성' 차기 정부의 역사·기록 분야 조직 개혁 방향)

  • It is the responsibility of the government organization in the field of history and archives to control preproduction of records and their production sphere. Moreover, it should also manage all kinds of archives and presidential records as its function is to manage and share public information, and carry out compilations of historical records. With this, this study explains how having all these functions would make the ideal reorganization of the government. It should correspond to principle of Government's reorganization such as transparency, responsibility, communication. A plan for reformation needs two-track approach. I would like to propose the establishment of the 'Ministry of National Archives' or the 'National Memory Committee' at the organization that is in charge of national records and memory management. It means that the National memory isn't limited to public sphere. In terms of Total archives, the organizations should contain the whole community's memory. This organization should be formed independently.

Current Status and Improvement Plan for Personnel Verification Records Management (인사검증기록물관리 현황 및 개선방안 연구)

  • In the Republic of Korea, which has adopted a strong president-centered system as a political system, comprehensive personnel verification of work ability, reputation, and misconduct for positions where the president has personnel rights is not only fundamental to the administration of the country, but is also very important for maintaining the democratic system. As the records containing the personnel verification process produced during this process also has a wide range of data on important people in the country, they themselves are very important national-level information, and there is a great possibility that they will be used as useful materials for studying current national management in future generations. Therefore, it is assumed that after the enactment of the "Act on the Management of Presidential Records" in 2007, Senior Secretary for Civil Affairs of the Office of the President, which were responsible for the personnel verification, designated a wide range of personnel verification records as presidential designated records and transferred them to the Presidential Archives. However, with the launch of the 20th government, the agency responsible for personnel verification changed from Senior Secretary for Civil Affairs of the Office of the President to the "Personnel Information Management Team" of the Ministry of Justice from June 2022, a major change occurred in the personnel verification process that had been maintained and the preservation of related records. This paper examined what personnel verification records are and how they have been preserved and managed, and proposed what issues have arisen at the record management level due to this change in the agency in charge of personnel verification, and how those issues should be resolved on a practical and institutional level.

A Study on the Development of the National Assembly Archives and Records Integrated Management System (국회기록정보 통합관리시스템 개발 방향에 관한 연구)

  • The National Assembly Archives of the Republic of Korea has been using the National Assembly Archives and Records Management System, which added some archival function to the Standard Records Management System that they had previously developed. However, the Standard Records Management System has limits in order to reflect all the business functions of the National Assembly Archives, which also acts as an archival institution, because the system had been developed and distributed to perform the function of a records center. Moreover, the current National Assembly Archives and Records Management System focuses on the management of official records transferred in accordance with the regulations. For this reason, it is difficult to register and manage various record types such as records of the members of the National Assembly (related to legislative activities), oral history collected from the National Assembly leader, audiovisual records of proceedings, and so on. As such, this study analyzed the problems of the current National Assembly Archives and Records Management System and conducted case studies of the systems in the National Archives, the Presidential Archives, Changwon City, and the Cultural Heritage Administration. Through this research, it proposed that system functions, metadata, the target system of the National Assembly Archives, and the Records Integrated Management System need a development plan.

The characteristics of Records Management Policy during Participation Government(2003~2008) (참여정부 기록관리정책의 특징)

  • Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.

A Study on the Complementary Advancement Plan for the Archival Description and Content Service (기록 기술과 콘텐츠 서비스의 상호보완적 고도화 방안 연구)

  • Archival descriptions are significant in utilizing archives, as they are important tools for archival research and use. Meanwhile, content services are key services in modern society, where the use of archives and the importance of content are increasing. In this study, archival descriptions and content services were not viewed as different areas but as a relationship that could advance complementarily. This is because if archival descriptions are rich and well-prepared, high-quality content can be produced based on them, and archival descriptions can be enriched if well-made content is supplemented or linked to the descriptions again. This study intends to reveal the complementary relationship between archival descriptions and content services and propose an advancement plan based on this relationship. As such, the current status and problems of the archival descriptions and content services of the National Archives of Korea and the Presidential Archives website were analyzed, and the UK's National Archives (TNA), the USA's National Archives and Records Administration (NARA), the Seoul Metropolitan Archives, and the Korea Democracy Foundation's Open Archives were selected as exemplary cases for comparison. Based on the implications of the six analyzed institutions, an advancement plan for archival descriptions and content services, as well as a complementary development plan, was proposed. Through this study, it is expected that archival descriptions and content services will develop in a mutually complementary direction.

A Study on the Established Requirements for Records through Precedent Analysis: Focusing on "Inter-Korean Summit Meeting Minutes Deletion" Cases (판례 분석을 통한 기록의 성립 요건 검토: '남북정상회담회의록 삭제' 판례를 중심으로)

  • This study aims to analyze the court ruling on "Inter-Korean Summit Meeting Minutes Deletion," identify how the established requirements, concept, and scope for the records prescribed in the Public Records Management Act are applied in actual cases, and summarize the future tasks. It analyzes the "approval theory" as the point of establishment for records by the ruling means and how the meaning of approval is determined, and examines the difference between the e-jiwon System and the On-Nara System to understand the meaning of ruling clearly. Moreover, it analyzes how the "Invalidity of Public Documents Crime" in Article 141 in the Criminal Act influences record management. Based on such comprehensive case analyses, the study proposes what tasks the administrative agencies such as the National Archives of Korea and the Ministry of the Interior and Safety should perform.

Conservation of the Lacquer Artifacts Excavated from Suchon-ri, Gongju, Korea

  • In November 2011, various artifacts were excavated from the No. 8 stone-lined tomb in Suchon-ri, Gongju by the Chungnam Institute of History and Culture. These included artifacts with lacquered mainframe and silvery metal ornament. These were recovered together with soil and underwent conservation treatment. In this paper, we discuss the scientific analysis and conservation treatment of the lacquered artifacts excavated from the Suchon-ri site. Among our findings is that the artifacts have three layers of lacquer coating and the metal parts are primarily composed of Ag. As the artifacts were recovered with soil from the site, the soil was removed from underneath and inside the artifacts. The inside of the lacquerware was reinforced with rayon paper using 3% funori, and the metal was treated with acrylic resin after removing the acrylic resin previously used to recover the artifact, followed by cleaning. The metal was also internally reinforced with gauze. Finally, the interior reinforcement was made using PVA and resin in pulp and attached with funori to preserve the shape of the lacquerware, and the exposed rayon was finished with acrylic paint. The main advantages of this study are its review of conservation treatment strategies for lacquer artifacts whose numbers have recently increased, and the application of new conservation treatment methods.

  • Community Archpe is . Community Archpe is as close as a kind of a complex of culture space or community center which puts individuals and small community together with culture soil in a central position. For example Community Archpe can include community library, community archive, community historical center, community recovery center, community commencement of an enterprise center, etc. We need small library, archive and historian rather than big scale institution and professional system to take care of culture soil which belongs to an individual and community. Community Archpe is located in coordinates of two intention points. First intention is, a 'Heterogenous Smithy'. Heterogeneity deals with Community Archpe's life. Second intention is, a 'Feminine Smithy'. Community Archpe can be a recovery community when we are in the recovery context, which understand and support a person through archives and history. Then, what can Community Archpe do? First, it can be a new movement of the community. Second, it can also be a centripetal point of classic life. Community Archpe surly locates in the central of Community. Therefore, it will be a cultural literary soil and be a smithy of community history and culture. Thus Community Archpe will change a lot of things on people's life. Community Archpe will be a small happiness to ordinary people, even though it is not a state organ realizing large values.
