범죄발생시 초동수사는 범죄피해자보호에 매우 중요하다. 경찰은 초동조치메뉴얼을 만들고 112신고시스템을 통하여 현장초동조치를 수행하고 있다. 그러나 최근 경찰초동수사의 실패사례가 발생하였다. 범인검거에는 성공했으나 범죄피해자보호에 실패한 경찰에 대한 사회적 비난이 거세었다. 앞으로 이런 일이 발생하지 않도록 초동수사의 개선방안이 요청된다. 이에 따라 범죄피해자보호를 위하여 경찰 초동수사에서 지역경찰 인사제도개선, 신고체계개선, 112신고와 119신고의 통합, 압수 수색규정의 개선, 피해자배려, 범죄대응훈련강화가 필요하다.

디지털 증거를 다루는 범죄 사건 수사가 증가함에 따라 초동조치를 할 수 있는 인력과 개선된 수사절차 모델의 필요성이 증가하고 있다. 최근 들어 디지털 포렌식 분류(triage)와 예비분석 등의 개념이 수사 연구기관에 각광을 받고 있다. 하지만 초동조치 대응인력 및 예비분석관들이 구체적으로 어떤 훈련을 받아야 하는지에 대한 연구는 그다지 주목받지 못했다. 오히려 많은 조직에서 초동조치 대응인력이 전문적인 디지털 포렌식 분석관과 같은 실력을 갖추어야 한다고 여기고 있다. 본 연구에서는 '이상적인' 상황에서 디지털 수사의 초동조치 대응인력과 예비분석관들이 어떤 능력을 갖추어야 하며, 하드웨어 및 소프트웨어 측면에서의 필요사항과, 어쩌면 가장 중요하다 할 수 있는 교육훈련 조건에 대해 논하고자 한다.

This paper describes the plans of considering the environmental influences in the preliminary feasibility investigation of railroad work. Because the cost-benefit analysis method about the environmental costs by air pollution and traffic noise is mainly applied in preliminary feasibility investigation, not only the verification in the calculation method of these environmental costs but also the consideration in the environmental costs of the topographical damage and the ecosystem extinction by railroad work is needed. The environment-friendly plans in choosing the locations of the railroad route and station are also suggested, and they include (1) consideration of environment protection area, residential zone, and region with scenic beauty, (2) application of the existing railroad route and station, and (3) railroad route parallel to another traffic facility.

This study describes the consideration of environmental impact in the preliminary environment investigation and EIA of railroad work. In the stage of preliminary environment investigation, it is important to choose the railroad line and location which minimizes the environmental impact due to the operation of railroad work, and EIA includes the prediction and reduction plan of environmental impact according to the construction and management of railroad.

The nature of deaths occurred at sea may be revealed the differences from that in the land, but there is no comprehensive statistical analysis of deaths occurred at Korean Sea so far. Therefore, the cases of deaths or missing in the period 1993 - 2006 were analyzed by the cause, place of death, and results of preliminary investigation. In the period from 1993 to 2006, over 1000 peoples were died or missing every year. The cases of marine safety accidents including self-carelessness and mishap were approached over 60% and cases of homicide were less than 1%. The closure cases of preliminary investigation were reached over 70% and the most of deaths occurred in fishing vessels (the range of 20 ~ 99 tonnage). The suspension cases of preliminary investigation were reached to 70% of all missing and drowning cases. The results showed that the most of deaths occurred at sea could be prevented by the safety regulations including mandatory report of accidents, marine safety education and training, punishment the people responsible for the accidents. For the unidentified bodies, data should be collected and recorded for the future identification. The crime scene investigators should be trained to ensure the quality of their professional skills regularly.

도시개발사업을 위한 타당성조사나 사업성 분석, 구역지정 제안 및 구역지정, 환지계획 작성 등을 위한 기존의 기초조사는 수치지도(1/1,000 또는 1/5,000) 및 이를 이용한 현장 조사, 인터넷 자료 및 문헌 등을 조사하는 방법에 의하여 자료를 분석하고 활용하고 있다. 도시개발사업의 시행방식인 사용 수용방식과 환지방식, 혼용방식 중 하나인 환지방식의 경우 본 사업 착수 전에 지형 및 건축물의 현황 등을 파악하여 환지 유형검토를 하여야 하나, 시행 전에 보안을 유지하면서 사전 자료를 확보하는데 한계가 있다. 일부 항공사진을 이용하여 기초조사를 실시하고 있으나, 이 역시 사진 촬영 시기에 따른 지형의 변화 및 건축물의 변경을 정확히 조사를 할 수 없는 단점이 있다. 기초조사를 수행하는 방법으로 본 연구에서 제시한 고해상의 융합된 영상을 기반으로 한 GIS를 구축하여 이용할 경우, 최근의 위성영상 확보 용이 및 대상 면적, 사용목적에 따른 해상도의 선택, 항공사진의 신규촬영대비 경제성, 위치정보의 확보에 따른 거리와 면적관측 가능 등의 장점과 기능이 추가되어 현재의 방법보다 더 정확한 자료에 의한 기초조사를 수행할 수 있을 것이다.

In the present study, preliminary investigation were carried out by analysis of energy system(heat and electricity) based on phosphoric acid fuel-cell of 50 kW for eco-apartment houses. Analysis model were consisted of fuel cell energy system, secondary energy unit and residential building of 5 stories with 20 and 40 households. And the investigation results reviewed under load pattern of heat and electric power of the apartment houses. The results showed mismatch between the needed heat load pattern and output of fuel cell energy system. The mismatch rate were assessed about 10-180% of heat load for apartment houses with season. We found that secondary energy unit are needed in order to supply insufficient heat.

현재 전문대학에서 운영하고 있는 전공심화과정은 산업체 경력이 있는 전공심화과정과 산업체 경력이 없는 전공심화과정으로 구분된다. 산업체 경력이 없는 전공심화과정은 기존의 산업체 경력이 있는 전공심화과정과는 달리 현재 전문대학 재학생들이 가장 중요한 입학대상자이다. 따라서 산업체 경력 없는 전공심화과정의 효과적인 운영방안은 수립하기 위해 반드시 선행되어야 하는 것은 전공심화과정에 대한 재학생 특성 파악 및 의견 조사 분석일 것이다. 본 연구에서는 산업체 경력이 없는 전공심화과정에 대한 재학생 사전조사 및 분석을 통해 산업체 경력이 없는 전공심화과정의 운영에 대한 효과적인 방안을 모색하는데 그 목적이 있다.
