Nuclear power in jeopardy: The negative relationships between greenhouse gas/fine dust concerns and nuclear power acceptance in South Korea

  • South Korea, a country that built a world-class nuclear power infrastructure, shifted to a nuclear phaseout during the previous government's reign. This shift was pursued as part of a larger task of electricity mix reform, and one of the integral motives for such reform is addressing greenhouse gas (GHG) and fine dust problems. Thus, verifying the relationships between the public's concerns about GHG/fine dust and their acceptance of nuclear power generation is essential for designing public communication strategies to revive nuclear power under the ongoing environmental regime. Our analysis using a nationwide survey sample of South Korea (N = 1009, through proportionated quota sampling method) showed that the more people are concerned about GHG and fine dust, the less they accept nuclear power. These relationships held even after controlling for the effect of a third variable-energy-related environmentalism. This finding means that despite past communication efforts positioning nuclear power as a generation source that can mitigate GHG/fine dust emissions and the widely accepted scientific evidence that supports such positioning, nuclear power in Korea is in jeopardy. Our finding provides implications for public communications and fundamental knowledge for research on the determinants of nuclear power acceptance.

  • This paper proposes a probabilistic evaluation for the transient stability of electrical power systems incorporating FACTS devices. The uncertainties of the fault location and relay operation time play important keys in power system instability evaluation. The TCSC and SVC are employed for the reduction of system instability probability. This method is demonstrated by the WSCC test system and the results are compared with and without FACTS by means of Monte Carlo simulation.

  • The effects of oxygen plasma treatments at different discharge power, reaction pressure, treatment time on yellowing of polyester fabrics were studied. Surface characteristics of the treated fabrics were also investigated by means of SEM and ESCA. The results were as follows : The yellowing of fabrics increases as the power and the treatment time are increased, and decreases as the pressure is increased. The plasma treatment of 100 Watt, 200 mTorr, 5 min. is the optimal condition which is most effective in holding whiteness as well as high weight loss of fabrics.

  • Electric power facilities must have effective grounding to provide means to carry electric current into the earth under fault conditions and to prevent damage of equipment, Ignition, and electrocution of presonnel. nuts paper present an algorithm called the Pattern Search method for the optimal parameters selection of the grounding system. Computer simulation results used the CDEGS grounding analysis program verifying the effects of the grounding system design parameters obtained from this method show that the grounding systems are adequately designed.

  • The sparse vector method is more efficient than conventional sparse matrix method when solving sparse system. This paper considers the structural relation between factorized L and inverse of L and presents a new ordering algorithm for sparse vector method. The method is useful in enhancing the sparsity of the inverse of L while preserving the aparsity of matrix. The performance of algorithm is compared with conventional algorithms by means of several power system.

  • In this paper, a new power spectral estimation technique is presented. At first, by transforming the original data with the Karhunen-Loeve Transform(KLT), we can reduce the amount of the redundant information. Next, by modeling the transformed data by means of the autoregressive(AR) model and then applying the least-squares parameter estimation algorithm to this model, even more accurate spectrum estimates can be obtained. The KLT is the optimum transform for signal representation with respect to the mean-square error criterion. And the least-squares method is used to overcome the inherent shortcomings of popular burg algorithm.

  • High voltage motors are the core equipment of electric generation facilities and need to guarantee stable operation. Therefore, keeping healthy state is of importance by means of insulation diagnosis periodically. However, if the diagnosis went through in the different circumstances such as temperature, humidity, and impedance applied to the test equipment, the trend analysis have no significance. This paper presents the experimental results supporting the importance of keeping the same conditions under insulation diagnosis.

  • Improvement of power factor is achieved by reactive-current compensation, connecting power condenser to the circuit. This paper describes a method of reactive-current compensation, employing thyristor switching of capacitor banks without any breaker. This method reduces supply transients to the minimum by means of connecting condenser, because thyristor is triggered at zero point in condenser current. The reactive current detection and the experimental system to trigger thyristor at appropriate moment are given. IThe results show the fast reactive-current compensation on the condition of minimum transient.

  • As a means of improving the reliability of the analog type controller for the thermal power plant, an efficient method is proposed, which is to place the hardware redundancy, i.e. a back-up controller with fault detecting capability. FTCS is implemented by using multi-processors and it is experimentally verified that the back-up controller takes over the role of the original controller, controlling the faulty loop.

  • A method of modeling the Smart Power IC is presented in this paper, which is based on the IC's typical operation characteristics and small signal frequency response data. Using the least square identification, the IC's dynamic mathematical model, which is expressed as transfer function, can be synthesized from the experimentally obtained gain and phase data. The practicability and effectiveness of the method are verified by means of experiments.
