대형기저 양륙지 선정에 대한 연구 (A Study on the Choice of Landing Port for Large Trawler)

  • In the fish industry, the perishabiliy of raw material, saeasonality of catch and diatance between production and consumption combine to cause physical distribution to be a difficult decision problem. In fishery physical distribution, the choice of appropriate landing port is a major problem. This paper deals with transshipment model to determine landing port as intermediate transfer point and the market to which fish should be sent. Transshipment model is useful to determine intermediate transfer point and can be reformulated as LP model. So this study developes transshipment model for korea large trawler ana analized the model output. It can be expended to a realistic problem in order to provide information to port planner and decision maker on the trade-offs between the cost and efficiency of fishery transportation.

  • When comparing the port management type between the both countries, there are some differences at some aspects. And also Korea is to move forward a hub port and logistics center in Northeast Asia while Japan is to pursue providing the port logistics service necessary for the Japanese economy. Major findings and implications are as follows. First, Port authority system should be extended to Gwangyang and Pyeongtaek port step by step. Second, any port which did not introducing a port authority system should enhance cooperating with its own local administration. Third, a port marketing strategy must be established and implemented by a port authority.

  • 우리나라의 항만세관 감시행정은 무역의 특성상 24시간 쉬지 않고 운용되고 있으며 이러한 특수한 환경 속에서 관세국경 보호라는 막중한 임무를 해양수산직렬 공무원이 담당하고 있다. 본 연구에서는 Herzberg의 2요소(동기 위생요인)과 Adams의 공정성 이론을 토대로 항만에 종사하는 관세청 공무원의 직무만족도에 영향을 미칠 수 있는 다양한 요인들을 검토하고, 설문조사를 통하여 직무만족 구성요인들이 인구통계학적 특성에 따라 어떤 직무만족도의 차이가 나타나는지 분석하였다. 더불어 전체 직무만족도에 가장 큰 영향력을 미치는 직무만족 구성요인을 파악하고, 이러한 분석결과를 바탕으로 항만세관에 종사하는 해양수산직렬 공무원의 직무만족도를 높일 수 있는 구체적인 방안들을 제시하였다. 본 논문의 연구결과는 항만감시행정에 종사하는 세관공무원의 직무만족 저하요인을 찾아내어 이를 적절히 통제하고 조직구성원들의 직무만족도를 향상시켜 튼튼한 경제, 안전한 사회라는 관세행정의 고유 목표 달성에 기여할 것으로 기대된다.

부산 콘테이너 부두의 하역료에 관한 연구 - 공영기업 차원의 요금산정을 중심으로 - (A Study on the Container Charges of Pusan Container Terminal)

  • The amount of the Korean export & import in 1987 reached $88.3 billion which was 1.75% of the total world trade and the proportion of foreign dependence to G.N.P was 74.5%. From these facts, we can infer that the development of national economy is largely dependent upon trade. Therefore the role of transportation, especially Ocean transportation, as a basis of economic development through trade is one of the main factors that can not be passed over. Here, We can define that a port as a subsystem of transportation determines the efficiency of the total transportation system. Thus, the purpose of this paper is to contribute in improvement of the efficiency in port, reinforcement of the international competitiveness for exporting goods by the analysis of the cargo handling charges. In order to do this, this paper deals the case of B.C.T.O.C. Furthermore, this study gives some important informations related to the level of tariffs for establishing an autonomous port administration. The Summary of the conclusions of this paper is as follows ; 1) The object of port administration in Korea has been emphasized on the maximization of efficiency in using the port facilities. Nowadays, however, it should be moved to a direction that port is operated under the compound aims considering the public interests and economy. 2) For a criterian of tariff calculation, A tariff system based on the cost accounting is desirable. In general it is recommended that the cost for construction, management, and operation of port is compensated by the revenue from port operation. Therefore, it is necessary for the administration bodies of each port to establish a tariff system on the basis of the independent profit system. 3) For the investigation of actors of tariff adjustment by the Break-even point analysis, (1) When we conducted the B.E.P analysis using total cost as cost term, we got 3.8% discount in tariff at 12% of target profit rate and 1.5% discount at 15% of rate. when we set the target profit rate as 17% we could have the proper tariff level. (2) When using operating cost as cost term, we got 13.1% discount in tariff at 12% of target profit rate and 10.9% discount at 15% of rate. When setting the target profit rat as 28%, we could have the proper tariff level. 4) Comparing with the tariffs of foreign ports for the basic terminal rate, The tariff level of B.C.T.O.C showed 33% of stevedoring charge and 80% of marshalling charge incurred at Kobe port. The comparison with Singapore port gave 50% of transhipment charge and 17% - 20 % of stevedoring charge. 5) We found that the financial structure of B.C.T.O.C was better than those of other companies and the worth fixed assets ratio was too low. The fact of low worth fixed assets ratio implies that the cargo handling facilities should be increased. Moreover, The return of assets for B.T.T.O.C was good but non-operating expenses were still contained too much in. Therefore, we think that it is necessary for B.C.T.O.C. to rationalize business management. Although the present cargo handing charge for B.C.T.O.C is a proper level in terms of a public corporation, for the final recommendation in connection to the results, It is required to take the rationalization process for business management.

부산항부두관리공사의 민간화 방안에 관한 연구 (A Study on Contracting-Out of Busan Port Pier Management Corporation)

  • 본 연구는 현재 통폐합 위기에 처한 부산항부두관리공사의 답당 업무인 국제여객터미널, 크루즈터미널, 연안여객터미널 등 항만시설 관리업무의 합리적 민간위탁 방안을 모색하고자 하였다. 이러한 연구목적을 달성하기 위하여 이들 항만시설 관리의 위탁기간, 위탁의 당위성(장점), 위탁범위와 위탁비용 등을 탐색하였다. 연구의 결과, 부산항부두관리공사 자체를 주식회사 형태로 민간화하고, 항만시설 관리업무를 동 법인에 위탁시키는 방안이 최선의 대안으로 도출되었다.

말기암 환자의 통증치료를 위한 지주막하강내 카테터 거치와 피하 이식형 약제 주입기 삽입 - 증례보고 - (Intrathecal Catheter and Subcutaneous Access Port Implantation in Pain Management for Terminal Cancer Patient - A case report -)

  • It is important to treat cancer-related pain in cancer patients to ensure the life quality of the patient, as well as to improve their life span. It has been estimated that at least 5% of cancer patients have pain refractory to medical treatment. Therefore, the need for epidural or intrathecal analgesia with opioids and local anesthetics is indicated if systemic treatment has failed. Intrathecal catheter placement and implantation of the injection port for administration of opioids and local anesthetics may improve pain relief in patients who are unresponsive to epidural routes. Although intrathecal implantation has several complications, similar infection rates have been reported between intrathecal and epidural administration. In addition, intrathecal administration showed better outcomes, including improved pain control, lowered daily doses, and an improvement in the level of drowsiness experienced when compared to epidural administration. We report here a case in which a terminal cancer patient was treated using an intrathecal catheter and subcutaneous port. The patient had cancer-related pain that could not be controlled by epidural opioid administration. Based on the results presented here, we suggest that intrathecal implantation is a feasible long term pain management method for intractable cancer pain patients.

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, Efficiency of port is worse than other foreign ports. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning, the various operating authorities and the lack of port sales activities etc. To solve the above-mentioned problems, other superior ports are compared. The port Authority is proposed. It takes part in the long term port planning and the planning of financial provision. It designates and supervises the port manager, measures the result of port management and arranges the proposals. The port ownership transfer from Ministry of Maritime Affairs and Fisheries to Pusan Metropolitan. The port management is to be taken by the port authority and the port operation is to be performed by private companies. As a result, it is expected that port productivity increases and marketing power strengthens.

NIR의 도입에 따른 항만국통제 대응방안에 관한 소고 (A Study on the Preparedness of Port State Control for the Enforcement of NIR)

  • 2014년 1월부터 아 태지역 Tokyo-MOU에서는 새로운 점검체제인 NIR를 도입하여 항만국통제(PSC)를 시행하고 있다. NIR의 가장 큰 특징은 기존 TF방식과 달리 회사의 안전관리수준까지 평가하여 선박의 위험도 수준을 고위험, 표준위험, 저위험 선박 등 3단계로 분류하고 그 수준에 따라 PSC 점검주기를 달리하는 것이다. 특히, 국제안전경영(ISM)코드의 안전관리체제(SMS)와 관련된 결함과 6개이상의 결함수, 출항정지이력 등은 선박의 위험도수준 평가에 큰 영향을 미치게 되었다. 이에 따라 선박과 회사들은 변화된 PSC환경에 대비하기 위하여 종전과는 다른 안전관리체제의 적절한 이행과 시스템 보장이 각별히 요구된다. 정부대행기관 및 주관청에서도 기존과는 다른 새로운 PSC 대응방안이 필요하다. 구체적으로는 선박과 회사간 유기적인 협력과 지원체제 강화, 심사주체와 객체의 변경을 통한 타성 극복, 정부대행기관에 대한 주관청의 관리감독 강화 그리고 민 관 협력체제 운영을 위한 네트워크 구축 등의 방안이 있다.

  • The Ministry of Maritime affairs and Fisheries embarked on Oct. 8, 1996, incorporating most of the previously fragmented maritime administrations into one single institution. But the maritime administrative functions related to safety and security missions have not yet been merged into a synergetic whole, with versatile multi-functional systems working so effectively that better services to the public might be excepted. Enhancing administrative capabilities to meet future demands with limited resources requires that these missions be integrated into one institution and an enterprising management system be adopted to overcome bureaupathologies, such as complacency and inertness of administration.

  • This paper briefly presents the AIS land infrastructure in Sweden and how it is used as a common resource by multiple users. Some of the applications for the AIS information within the Maritime Administration are presented. It also discuss international co-operation concerning AIS land infrastructure, exchange of AIS information and possible future development. Existing and expected problems with AIS are shown and mitigation measures presented.
