도로비점오염 저감시설의 유형선정방법 개발 및 적용 (Decision Making Methods for Types of Roadside Non-point Pollution Reduction Facilities and Its Application)

  • 국내의 도로비점오염저감시설은 오염원을 저감시키는 성능에 근거해서 침투형, 식생형, 저류형, 인공습지 등과 같이 분류된다. 이 분류기법은 기법을 이해하기는 용이하나 도로교통과 관련된 요소가 고려되지 않아 실제 도로기술자가 계획이나 설계에 적용할 때 애로가 많았다. 본 연구에서는 도로비점오염저감시설을 설계에 적용할 때 시설의 종류를 결정할 수 있는 분류방법론을 개발하였다. 도로의 특성 (위치, 차선, 교통량), 시설여유, 도로의 구조물 등을 주요 결정인자로 도로비점저감 대책의 의사결정과정을 만들어 유형별로 시설을 선정할 수 있는 기법을 개발하였다. 각 유형별로 사이트의 조건과 적용이 가능한 시설 및 대책을 정리하여 현장에 적용할 수 있도록 하였다. 개발한 기법은 경기도 도로구역에 적용하여 보완하였고, 비점저감 계획에 사용할 수 있도록 하였다.

  • Nanotechnology is an upcoming technology that can provide solution for combating pollution by controlling shape and size of materials at the nanoscale. This review provides comprehensive information regarding the role of nanotechnology in pollution control at concrete structures. Titanium dioxide (TiO2) nanoparticles are a good item for concrete structures for diminishing the air polluting affect by gasses of exhaust. In this article, the mixture rule is presented for the effect of nanoparticles in environmental pollution reduction in concrete structures. The compressive strength, elastic modulus and reduction of steel bars in the concrete structures are studied. The Results show that TiO2 nanoparticles have significant effect on the reduction of environmental pollution and increase of stiffness in the concrete structures. In addition, the nanoparticles can reduce the use of steel bars in the concrete structure.

  • Water quality management should be focused on the pollution concentrated area so that the improvement of water quality can be achieved effectively for the management of Total Maximum Daily Loads (TMDLs). It is necessary to consider discharge characteristics in the TMDL plan. This study analysed discharge characteristics such as pollution generation and discharge load density, and reduction potential by each unit watershed, and categorized the unit watershed into four groups according to its discharge load characteristics. This analysis can be used as helpful information for the prioritization of pollution reduction area and selection of pollution reduction measures in the development of TMDL plans.

  • The objective of this study is to evaluate a criteria of intercepting capacity and a reduction goal of overflow pollution load in combined sewer system. In the current criteria of intercepting capacity in the domestic sewage facility standard, it is known that three times of peak sewage (Q) in dry period or runoff flow by 2mm/hr is not appropriate since the intercepted flow is estimated by runoff and show different result even in the same watershed. Though a reduction goal of overflow pollution load can be determined from 1) same level of storm-water runoff pollution load in separated storm sewer, 2) less than 5% sewage load in dry weather period, by the domestic sewage facility standard, the simulated results from storm-water model show large differences between two criteria. While it is predicted that sewage pollution load standard three time larger than separated storm sewer standard in high population density and urbanized area, it is shown that separate storm sewer standard larger than sewage pollution load standard in middle population density and developing area. Accordingly, it is proposed that more reasonable intercepting flow and reduction goal of overflows pollution load should be established to minimize discharging pollution load in combined sewer systems. For the purpose, a resonable standard has to be amended by pollution load balance considering the characteristics of a watershed for generation, collection, treatment, and discharging flow.

환경오염으로 인한 위해도 감소에 대한 지불의사금액 추정에 관한 연구 (Estimation of Willingness to Pay for Reduction of Environmental Mortality Risk)

  • To estimate the annual WTP for risk reduction of environmental problems such as outdoor and indoor air pollution, and drinking water contamination, a questionnaire survey was conducted by dichotomous contingent valuation method in Seoul. Several covariate models based on Turnbull, Weibull and Spike models were developed and applied to WTP estimation with uncertainty analysis. WTP estimates for risk reduction of air pollution were 13,000 won, 12,000 won, and 10,000 won per month in low-bounded Turnbull, Weibull and Spike models, respectively. The estimates for indoor air pollution were 17,000 won,20,000 won and 21,000 won and these for drinking water contamination were 10,000 won, 13,000 won and 14,000 won in each model, respectively. Goodness of fit for Weibull model was better than those for other models. WTP estimates for indoor air pollution were higher than those for other pollution problems.

  • Total Maximum Daily Loads (TMDLs) system was introduced to manage pollution load of watershed and to improve water quality of unit watershed so that it is possible to protect dringking water soureces. Load allocation observation is the most important factor in TMDLs system. Because if load allocation is not observed, it is difficult to achieve water quality goal of unit watershed. Also it is impossible to improve water quality of the drinking water sources. Therefore it is necessary to apply some kind of sanctions (penalty) in case of excess of load allocation. The sanctions have to be, however, applied differently based on various reduction plan types, i.e., using the reduction load planed in 2nd phase, delay the completion, additional reduction in 2nd phase, error of the pollution sources, etc. Moreover, the penalty load should be properly imposed, lest it should be overburden the provence. The reduction load trade inter province must be restrictively permmitted only the same unit watershed.

교통체계개선에 의한 화물교통 대기오염영향 저감방안 - 시흥시 시화국가산업단지를 중심으로 - (Comparative Study of Truck Traffic System Management for Reducing Air Pollution Impact - Forcusing on Sihwa National Industrail Complex, Siheung City -)

  • The factor of air pollution in a large industrial city is not only manufactories but also, activities related to trucks. Sihwa National Industrial Complex is located in Siheung City; due to the industries, more diverse activities related to trucks occur in Siheung City than other cities. In particular, the new residential area in Siheung City is close to the industrial complex; so, the damage of this residential area is expected that it would be more serious and vulnerable than other areas. The aim of this study is to analyze influence of the air pollution by a truck in Siheung City. ISCST3 Model and Arc View program were used for this study and Siheung City was divided into 1,000 meter by 1,000 meter grid to analyze. Furthermore, this study suggested two reduction controls of air pollution in Siheung City, and analyzed the results from these reduction managements. The results of the present condition showed that residences located in north of Sihwa Industrial Complex are influenced by air pollution material. Furthermore, air pollution by trucks has affected on the residents which is near the road in Siheung City. Therefore, this study suggested two reduction controls by the Traffic System Management. The first alternative plan is setting the truck traffic limitation zone in the road that is located in south of resident areas and many trucks traffic. Next, the second alternative plan is setting freight truck way on the most traffic road to enter the industrial complex. The reduction effect of the first alternative is good on the residential area. And, the second alternate about freight truck way is divided passenger cars into trucks. Therefore, there are increase of average speed and decrease of average concentration, and spatial reduction effects found in wide areas.

  • 본 연구에서는 팔당 상수원 보호구역내 적정 도로비점오염 저감시설의 계획을 위해 대상 도로구간의 현장조사를 통해서 보호구역내 도로의 특성을 파악하고 이에 적용가능한 도로를 선정하고 시설을 시범적용하여 그 유효성을 검증하였다. 팔당 상수원 보호구역은 도로주변 토양의 배수등급이 높아 침투시설을 지양하고 도로사면을 통한 자연적인 오염원 저감방법을 적용하는 것이 적정하다. 앞으로 도로비점저감시설의 계획 및 설계에서 대상도로의 특성에 대한 분석 후 저감계획을 세우는 것이 적정하며 이는 관련 규정 및 설계 기준에도 반영되어야 할 것이다.

  • Four major river basin in Korea has been managed with Total Maximum Daily Load(TMDL) System. Water quality indicators as targeted pollutants for TMDL were BOD and TP. In order to satisfy water quality criteria, government allocation using public treatment facilities and its action plan has been used. However, the role to improve water quality were recently faced to its limitation. It is time to require the role of non-government allocation in private discharge facilities to control good water quality. This study investigated three different scenarios in reduction demands of non-government allocations about industry and private sewages. The three different scenarios were discharge under 1) legal water quality standard, 2) water quality level in 2011 and 3) current water quality level with maximum value in group. The results showed that reduction potential in water discharge for TP indicator was 1,118kg/day, under second scenario with 20% of deduction. This results arrived at 42% of whole reduction potential costs and 0.012mg/L improvement in water quality. In conclusion, to intrigue voluntary participation in non-government allocation, various benefits such as tax reduction, tax exemption, and water quality trading should be provided.

광촉매를 코팅한 모르타르의 미세먼지 저감 성능 연구 (A Study on The Air Pollution Reduction Performance of Mortar Coated with Photocatalyst)

  • 본 연구에서는 광촉매를 비표면적이 큰 구조물에 적용 가능성을 확보하기 위하여 광촉매 용액을 모르타르 표면에 코팅을 통한 미세먼지 저감성능을 분석하였다. 코팅 용액의 광촉매 농도는 1.5 %와 3.0 %로 설정하였으며, 바인더의 종류는 초고성능 콘크리트(UHPC), 보통포틀랜드시멘트(OPC), 고로슬래그(blast furnace slag)를 실험변수로 고려하였다. 전체 모르타르가 공통적으로 광촉매 농도가 증가할수록 NOx 농도 저감률이 증가하였으며, 이는 광촉매 농도가 증가할수록 미세먼지 저감 성능이 증가하는 것을 나타낸다. 또한, 미세먼지 저감 성능 결과 NOx 농도 저감률이 UHPC가 가장 크게 나타났으며, 고로슬래그로 치환할수록 미세먼지 저감 성능이 크게 나타났다. 이는 바인더의 입자의 차이로 인해 내부조직의 치밀함에 따라 표면에 남아있는 TiO2 성분량 차이로 인해 미세먼지 저감 성능에 영향을 미쳤다고 판단된다.
