Current Status of the Film Development Fund and Plan for Securing Finances (영화발전기금의 현황과 재원조성 방안)

  • The Film Development Fund was established in 2007 to improve the quality of film arts and promote the Korean film and video industry. As a key resource operated by the Korean Film Council, the film development fund provides various projects including support for the promotion of Korean film creation and production, funding in video-specialized investment associations, export and international exchanges of Korean films, and production of small-scale or short films. This study aims to propose ways to reinvent the film development fund, which is in danger of being depleted. Based on such purpose this study examined the status and problems of the current film development fund and reviewed previous literatures and related discussions. Furthermore, the policies of similar overseas organizations for film promotion including French National Film/Video Center (Centre National du Cinema et de l'image $anim{\acute{e}}e$, CNC) and the British Film Institute (BFI) were reviewed to draw a multi-faceted way to replenish the source of revenue for Korean film development fund.

  • The rural development policies and projects in Korea has been implemented with various related acts. For instance, these acts include Framework Act on the National Land, National Land Planning Utilization Act, Special Act on Balanced National Development, etc, enacted by each of adminstration. However, there are some limitations to encourage the variety of rural development policies due to duplication and overlapping between the relevant acts. Nowadays, the fields of rural development have been evolved and integrated not only by agricultural infrastructures but also in various fields such as multi-functional industry including rural tourism, green care, and cultural welfare, etc. Therefore, the current legal system may not effectively accept and support in various rural development policies and projects at all. This study tried to figure out the necessity of reorganization related legal system through the field survey to planners, residents and analysts regarding the correlation between legal systems and projects. For these reasons, this study tried to find out the problem of current legal system and then, suggested alternative methods related to the legal system for integrated rural development. The scope of the study is as follows; 1)correlation analysis between relevant laws and rural development projects. 2)field survey to figure out the legitimacy and validity for the reorganization of the legal system. At last the result of the research has suggested an alternative method to reorganize the legal system and proposed the new legal system with is good for integrated rural development.

Ethical Considerations in Hospice and Palliative Care Research (호스피스 완화의료 연구에서의 윤리적 고려사항)

  • Along with the advances in medical technology and the economic development, more terminally ill patients are receiving hospice and palliative care services. Moreover, hospice and palliative care clinicians have been showing considerable interest in studies that aim to improve the quality of said care for patients and their families. Meanwhile, after the government has strengthened its policy to protect research participants, the institutional review boards (IRBs) are more closely examining various ethical issues related to patients' vulnerability when reviewing protocols for hospice and palliative care research. However, terminally ill patients should be provided with guaranteed qualities of hospice and palliative care to improve and maintain their quality of life. To that end, support should be provided for efforts to conduct ethical and safe studies with hospice and palliative care patients. Thus, this review paper proposes ethical guidelines for hospice and palliative care research. The guidelines could be appropriately used as a reference for researchers who should prepare for ethically safe and scientifically valued research protocols and the IRBs that will review the protocols.

The Stakeholder Interview of Participatory Digital Archives for Social Memory (사회적 기억을 위한 참여형 디지털 아카이브 이해관계자 면담 연구)

  • This study discusses the theoretical analysis of the concept of social memory and participatory digital archives, and argues the various problems of participatory digital archives based on the analysis of individual experiences and perceptions through interviews with stakeholders including users and operators. As a theoretical study, it analyzes related precedent studies and explores the complementary concepts of social memory and participatory digital archives. Based on the discussion, the study understands social memory as a defined and generated memory through the interaction of the social environment encompassing politics, socio-culture and the internal relations of the community. Furthermore, it understands the participatory digital archive as a digital space in which the community, the voluntary participation of users, and the support of professional groups intertwine. The memories and records of this interaction are then stored, preserved, shared, spread, and reproduced. Through stakeholder interviews, the study analyzes the perceptions of users and operators regarding participation, policy, and service, and identified the various problems with participatory digital archives.

An Efficiency Analysis of Supply Chain Quality Management Using the Multi-stage DEA Model: Focused on the Domestic Defense Industry Companies (다단계 DEA 모형을 활용한 공급망 품질경영 효율성 분석: 국내 방산업체를 대상으로)

  • Purpose: The purpose of this study was to present a methodology for assessing the efficiency of supply chain quality management considering characteristics of defense industries to provide academic and policy implications for strengthening quality competitiveness of military supplies. Methods: Using the defense industry's empirical data, conduct an efficiency evaluation by utilizing a multi-stage DEA/Entropy Model for defense industries subject to the quality level survey of military goods manufacturers in 2017. Results: The results of this study are as follows; the first step of the multi-stage DEA model, Quality Management Performance Efficiency Analysis, shows that the CCR model and the BCC model are more efficient than the parent company. the second stage of the multi-stage DEA model showed that the CCR model was slightly more efficient than the parent company and the BCC model was more efficient than the parent.the overall efficiency value of the multistage DEA model, calculated by multipointing the efficiency value of the first stage by the second stage, was more efficient than the parent. Conclusion: The results of this study show that the efficiency of supply chian quality management performance and profitability in the defense industry can be analyzed for the first time using the multistage DEA/Entropy model to identify specific inefficiencies and support objective decision making.

  • Developing countries, including Africa, are experiencing very little human resources development due to the deprivation of equal educational opportunities, poor educational conditions, and the gap in information technology with developed countries. Developing countries that do not have excellent human resources are lagging behind in globalization competition with developed countries, and the problem of 'human resource development' in developing countries can not be avoided. In developing countries, education budgets are too low to meet education needs and compulsory education, and therefore they are not adequately responding to the increasing demand for education. The lack of education budget is due to the lack of education infrastructure. In this study, the NAS based server is configured to configure functions such as educational content and learning management, and the client area is presented with solutions for various media such as tablet, PC, and beam projector. And to support optimized e-learning services in developing countries by constructing a SCORM-based platform.

Study for Zero Emission Vehicle Technology : Current Status and Recent Trends (무공해 자동차 기술의 현 상태와 발전방향)

  • To cope with severe global warming and environmental pollution problem regulations on automobile emissions and fuel efficiency has been tightened around the world. Therefore zero emission vehicles which do not use fossil fuels such as electric vehicles have attracted attention by government and both industry and academia at developed countries. In the market, electric vehicles are being selected from more and more consumers because of technological advances and policy support. Recently another zero emission vehicle, hydrogen fuel cell vehicle, is drawing attention and is expected to become deployed widely. This paper reviews technology, current status and global trends of zero emission vehicle. The economical analysis of zero emission vehicles are also presented.

Machine learning application for predicting the strawberry harvesting time

  • A smart farm is a system that combines information and communication technology (ICT), internet of things (IoT), and agricultural technology that enable a farm to operate with minimal labor and to automatically control of a greenhouse environment. Machine learning based on recently data-driven techniques has emerged with big data technologies and high-performance computing to create opportunities to quantify data intensive processes in agricultural operational environments. This paper presents research on the application of machine learning technology to diagnose the growth status of crops and predicting the harvest time of strawberries in a greenhouse according to image processing techniques. To classify the growth stages of the strawberries, we used object inference and detection with machine learning model based on deep learning neural networks and TensorFlow. The classification accuracy was compared based on the training data volume and training epoch. As a result, it was able to classify with an accuracy of over 90% with 200 training images and 8,000 training steps. The detection and classification of the strawberry maturities could be identified with an accuracy of over 90% at the mature and over mature stages of the strawberries. Concurrently, the experimental results are promising, and they show that this approach can be applied to develop a machine learning model for predicting the strawberry harvesting time and can be used to provide key decision support information to both farmers and policy makers about optimal harvest times and harvest planning.

A report on the regional oral health centers for the disabled in Korea (우리나라 권역장애인구강진료센터 현황과 전망)

  • Purpose : The purpose of this study was to survey the present status of the regional oral health centers for the disabled. Material and methods : Face to face interviews with oral healthcare professionals in eight regional oral health centers and literature reviews were conducted among eight regional oral health centers for the disabled during 2, July to 30, August 2017. Results : It is necessary to establish more regional oral health centers for the disabled in area where the number of disabled person as percentage of whole region population is high. Also, all the centers appeared a lack of professional manpower including dentist, dental hygienist and anesthesiologist, equipment and facilities for the demands of patients and their guardians. It is essential for the government to improve the support system to regional oral health centers for the disabled. Conclusions : This study can be used as a reference for the countermeasure to make a new policy and activate the accessibility of dental care services in the public for the disabled.

  • Today, companies are increasingly focused on SCM (Supply Chain Management) as a means for cost-cutting and efficient operation. The company's ultimate objective is to win and maintain a sustained dominant position in the uncertainties of the global environment and future competitiveness. In this respect, this study examined the effects of management strategy, collaboration process and SCM integration on corporate performance in small and midsize parts manufacturers. The results of empirical analysis are summarized as follows. Management strategy, collaboration process and SCM integration had positive effects on corporate performance in domestic small and midsize parts manufacturers, and all hypotheses were supported. Consequently, it can be confirmed that quality, cost and flexibility for management strategy, and strategic objective perception, support policy, problem solution and knowledge information sharing for delivery and collaboration as small and midsize parts manufacturers are mechanisms for improving quality reliability, decreasing cost, delivery obedience and information system operation of SCM integration, and boosting corporate quantitative and qualitative performance.
